To ensure that not a home was missed, Crew offered $500 to each kid, should a seller step forward.

“We got a call from a man who was retiring,” Crews says. The note was the prompt he needed, and the deal quickly closed.

When a buyer makes the initial contact, it begs the questions: Does the seller get the upper hand in negotiations since the buyer is eager?

Not really, says Juan R. Aracena of JRNYC Properties. The New York City broker explains that mortgage lenders will need comparable sales, and buyers can’t get financing if they are paying significantly more than the recent sale prices for similar homes.

Look Back Supplies are low now, but a couple of years ago, large inventories languished in many areas, and discouraged sellers gave up and took their homes off the market.

“As an agent, I normally would solicit expired listings from one or two weeks ago, but with the scarcity of homes, I have had to go as far back as a year,” Aracena says.

Especially when they hear their home is now in demand by a buyer or buyers, the seller may decide to re-list, Aracena says.

The three-year-old Hardest Hit Fund has yet to dry up, and struggling homeowners can still receive mortgage assistance in many states.

In February 2010, President Obama initiated the Hardest Hit Fund for homeowners struggling to pay mortgage bills in certain states after the housing crisis. While the program had assisted 94,000 families by December 2012, “We think the program can reach about 400,000 families,” says Andrea Risotti, spokesperson for the U.S. Department of Treasury.

The regions where residents can apply for Hardest Hit Fund assistances are Alabama, Arizona, California, Florida, Georgia, Illinois, Indiana, Kentucky, Michigan, Mississippi, Nevada, New Jersey, North Carolina, Ohio, Oregon, Rhode Island, South Carolina, Tennessee and the District of Columbia.

A total of $7.6 billion was divided amongst their local Housing Finance Agency to distribute to struggling homeowners based on local needs. Each HFA has until 2017 to spend all their funds, but Risotti says most of the states will probably be out of money by 2014. “If you’re struggling with your mortgage – especially if you recently lost your job – don’t wait,” Risotti says.

The federal program originally intended to support struggling homeowners. “We were seeing more and more homeowners struggling because of unemployment or because they were underwater on their loans,” Risotti says. Each HFA determines the specific eligibility criteria for local homeowners.

Rhode Island was the first state to use all their funds. “We spent all the money so we’re stopping the program at the end of the month January,” Faye Zuckerman, a spokesperson for Rhode Island’s HFA, says.

Still, real estate experts say other states are still not reaching the majority of local struggling homeowners – many don’t know the funds exist. Some groups, like the nonprofit Help Share the Word, are working to raise awareness. According to Risotti, they are not affiliated with the treasury or HFA in any way. “What they’re trying to do is just really educate homeowners about free resources for help, warn them against scams and encourage them more about the Hardest Hit Fund,” Risotti says.

Already there has been a tremendous growth in families applying for aid from the Hardest Hit Fund; in fact, there have been 27,000 applications since December. — Nicky Nicholson-Klingerman

Look closely beneath the dust collected in your attic or basement and you may discover the perfect place for your next remodeling project.

According to Remodeling Magazine’s 2013 Cost vs. Value Report, which compares the average cost of 35 popular home renovations to the value they recouped, attic and basement remodels rank as first and third most cost-effective projects, respectively. For attics, 72.9 percent of the cost was recovered, while basement remodels garnered 70.3 percent of their price tag.

Backup power generators came in at number two on the list, with bathroom additions and bathroom remodels rounding out the fourth and fifth spots.

“If you’re using space that’s already built into your home, it’s much more cost-effective,” says Gary Belk, a renovation consultant in San Francisco.

As Belk explains, building utilities and services to make a basement or attic habitable is much less expensive than expanding a home’s foundation, which often involves attorney fees and planning approvals.

For other construction professionals, the results are pure mathematics.

“In both an attic and a basement, you’re adding a lot of square feet. It

costs less because the existing box or shell is already there,” says Scott Mosby, president of Mosby Building Arts in St. Louis.

For instance, attic and basement renovations typically include just the price of interior finishes.

The results of the report may also reflect national fears about taking on larger mortgages and widespread assumptions that new mortgages are difficult to receive. “Basements and attic remodels give people a much easier way to make their existing home work,” Belk says. “So this way, they don’t have to sell and move.” – Melissa Kandel
