Find the Best Intel on Flooding Risk It may be the biggest purchase they make, but buyers often have no reliable information whether flooding poses a risk to their home. Increasing, it’s not just overflow from rivers and seas, but huge rains that overwhelm drainage systems and flood properties, says Carolyn Kousky of the Wharton Risk Management and Decision Processes Center at the University of Pennsylvania. Moreover, many states don’t require home sellers to disclose previous flood incidents, Kousky notes. And, since mortgage lenders require only borrowers on homes in federally designated hazard zones to buy federal flood coverage, buyers can incorrectly assume that it isn’t necessary if not required, she adds. Indeed, FEMA reports that one-quarter of all flood insurance claims are on properties outside hazard areas. But efforts are underway to define risks more precisely. Here, investigative steps that Kousky recommends buyers take: Ask your agent for a quote. Although most flood insurance is through the federal government, policies are sold

through regular agents. FEMA plans to release a new, more nuanced premium system by April 1, 2020. Even within a hazard zone, rates will vary by a property’s particular risk, as determined by elevations, proximity to water sources and other factors. Agents should be able to provide insight on whether premiums are relatively high, reflecting greater risk. Right now, similar sophisticated risk mapping is available through private sources, and agents might have access to these reports. Inquire about private coverage. While most coverage is through the federal government, private insurance firms – armed with sophisticated mapping – are wading into coverage. “Sometimes a private policy is cheaper,” says Kousky. Check with municipal authorities. A home seller might not provide disclosures, but the local government may have information on whether area flood maps have been recently updated, where a property sits in relation to risks, and flooding history.

HELOC Repayment Question:

We took out a home equity line of credit – a HELOC – a number of years ago. Now the draw phase has ended and the repayment phase has begun. We owe $75,000 now and have 15 years to pay off the debt. The monthly cost for principal and interest is $624.82 at 5.8% but the loan is adjustable. What can we do to lower our monthly cost?

Black Knight reports that at the end of 2018 homeowners had $6 trillion in “tappable” equity, equity that can be accessed by borrowing. That’s a lot of money, but most homeowners are entirely comfortable just letting it sit. “A total of $61 billion in equity was withdrawn in Q4 2018,” said Black Knight, “the lowest total in nearly three years and representing just one percent of available equity, the lowest share since the housing recovery began in 2012.” Tappable equity is generally seen as 80% of your

In a sale situation you will be able to access more of your equity. If the property sells for $300,000 and there’s $175,000 in combined mortgage debt you will get $125,000 at settlement less closing costs. Selling may be a way for owners with equity to get off the debt merry-go-round. Instead of refinancing debt to create smaller monthly payments, the better choice for owners with sufficient equity can be to simply get rid of all outstanding loans. However, lenders will likely finance 80% or $240,000 ($300,000 x 80%). Your tappable equity is $240,000 less $100,000 in mortgage debt or a total of $140,000. There are several options available in this situation. First, with sufficient equity you can get a second mortgage with a longer term and a lower rate. At 4% over 20 years the monthly payment will be $454.49. Over 30 years the payment will be $358.06. Second, if you have sufficient equity you can replace all of your existing debt with a single new loan. In this case you borrow enough to pay off your existing first mortgage as well as the $75,000 owed for the HELOC. The new payment -- especially if the original first mortgage had a higher rate -- will result in a lower monthly cost. Garages Matter It’s the space homeowners most often take for granted - a utilitarian area that functions as carport, toolshed, storage zone, and even man cave, all without the need for frills or fancy features. But just try to get by without one and you’ll find that life is not so easy. It’s the great American garage, and fresh research shows that it adds financial value as well as flexibility to your property. A new Redfin study reports that, in every major U.S. metro, homes with garages usually sell for more money than those lacking one; across the country, homes with garages fetch 12 percent more ($23,211, on average) than homes without garages. The top five cities where garages add the highest premium to a home sale are Chicago (38% premium, or $46,745 contributed to the home’s sale price); St. Louis (35.1%, $34,352); Columbus, Ohio (24.2%, $24,154); Oklahoma City (22.4%, $19,040); and Cleveland (21.6%, $21,285).Of course, August 23, 2019

Garages matter to home buyers and sellers: Here’s why these are all Midwestern cities where snow and cold temperatures make having a garage a greater priority. “When it comes to determining a garage’s value, weather plays a big role. They’re less valuable in places like Los Angeles or Honolulu that have mild climates yearround,” notes Redfin’s chief economist Daryl Fairweather. guaranteed parking space, a garage is easily worth the premium it adds to a home’s value.” Garages can also be converted into living space, like a home office or hobby room, “and can be rented out for additional income to others who need storage space,” Ginna Currie, a New York State general appraiser in New Rochelle, New York, says. “Properties will almost always appraise for a higher value, and be assessed higher, too, if they have a garage.” Luke Babich, co-founder of St. Louis-headquartered Clever Real Estate, says garages are practically a required amenity in suburban neighborhoods. “If a house doesn’t have a garage, it’s seen as lacking an essential part of a home,” says Babich. If you’re shopping for a

home, the experts agree: Choose one with a garage, if you need it. “If you’re a city dweller who doesn’t own a car or have items to store, you probably don’t need a garage. But if you own cars that are hard to park near your home or an avid hobbyist, you should prioritize it,” suggests Fairweather. Babich notes that doing without a garage “could save you thousands on the home’s price. And if you still need a place to store tools, you could build a small toolshed if local policies permit it. But realize that, when it’s time to sell your garage-less home, it could sit on the market for longer and command a lower price than desired.” If you’re selling your home, prep your garage carefully prior to placing it on the market by cleaning it out, fixing imperfections, and playing up its attributes in your listing. “De-cluttering opens up the garage space—it makes it appear newer and larger, allowing potential buyers to
