Historically High Despite home value declines, property taxes continue to make up a high share of local tax revenues

A

ccording to most recent S&P/Case-Shiller Home Price Index, home prices are near 2003 price levels. That said, property taxes remain historically low. U.S. Census Bureau data of state and local tax collections for the final quarter of 2011 show a small increase in property taxes paid on a year-over-year basis. For 2011, approximately $469 billion of such tax was paid by property owners. While there has been some decline in the share of state and local tax collections due to property tax receipts, the share remains high compared to historic figures. Since 2000, the average share has been 32 percent; currently the share stands at 34.6 percent. This translates to housing and real estate owners are still paying a higher than average percentage of state and local tax receipts. At 35 percent, property taxes remain the single largest source of

taxes for state and local governments. Individual taxes and gross receipt taxes each come in at 22 percent. The elevated tax burden is significant in light of home-price declines in recent years. The Case-Shiller Index also notes that home prices in the 20 largest metros have declined more than 33 percent over the past five years, yet the decline in property taxes paid from the market’s peak has been a meager 1.6 percent, meaning the effective tax owners pay on their homes remains high.

Retire to a Vacation Retreat Vacation homes can make great retirement destinations; but beware of these pratfalls

f you love to vacation there, wouldn’t it be a nice reward after a successful career to retire there permanently? Many real estate agents report they are seeing more buyers purchasing a second home now, spurred by lower prices, with the plan to make it a full-time retirement residence later. “Vacation homes commonly do become retirement choices,” confirms Mary Lu Abbott, editor of Where To Retire magazine. But beware of becoming smitten too quickly. “It’s often easy to fall in love with a destination on a first visit. But before buying a second home, you really need to go back several times and see how a place ‘wears’ on you, whether you’re still excited about going there and whether it has a variety of attractions to suit your interests,” Abbott says.

And put your love through a test, she adds. “It’s important to check it out from a resident’s perspective rather than as a vacationer,” Abbott recommends. Visit during different seasons. Critically look at the amenities and services, like medical care, cultural and educational opportunities, outdoor recreation and proximity to an airport. And most importantly, investigate the cost of living and all of the taxes that will apply when you live there. Consider that buying a second home now could have an impact your retirement savings, says Carol Friedhoff, a Dublin, Ohio, financial planner. Yes, home prices could be down in some areas from what they were in the peak of the boom. But it is hard to gauge what the price appreciation will be going forward, Friedhoff says. Assuming a three percent annual

appreciation on the home, which Friedhoff says is a historical average, you may come out ahead if you don’t believe you can grow your savings by that much. Moreover, if the cost of renting to spend your vacation time now at this spot would cost more than what you’ll be spending to own the place, that could tip the scales in favor of owning, Friedhoff says. — Marilyn Kennedy Melia

Endless Vacation Before buying a second home in a favorite vacation destination, consider these important questions By Marilyn Kennedy Melia

his summer, thousands of people will fall in love, and some will be tempted to make a serious commitment: buying a vacation home. “People come, maybe rent a home, and start to really love the lifestyle,” explains Melinda Chapin, a Cape Cod, Mass., real estate agent with Sotheby’s International Realty. Passion for a place is what pushes people to buy a vacation home, adds Christine Karpinski, author of “How To Rent Vacation Properties By Owner” (Kinney Pollack Press, 2004) and a website of the same name. And, passion is essential to successful second home ownership, 8

Karpinski says. “You should buy with the intention of enjoying the home, and maybe renting when not using it,” she says. “You shouldn’t think, ‘Well, I’ll just flip this later if I don’t like it.’” It’s a mistake to consider a second home as an investment, like a stock or bond, says Michael Sklarz, owner of Collateral Analytics, a Honolulu firm that runs the website Homepricetrends.com. Since the battered housing market is still struggling to recover, anyone buying a home – a primary residence or a second home – should expect to own for at least a few years, to avoid selling at a loss.

It’s especially important to be happy with a second home for an extended period, Sklarz says, because boom and bust trends are more pronounced in vacation locales. Here, some questions to ponder if you’re thinking of turning this passion into something more permanent: What’s the easy life like? When broker Jerry Grodesky shows clients vacation homes, the search often takes unusual turns, as clients determine if the location is perfect for them. “We’ve sat out in a field at night to see how bright the stars are, or how bad the bugs are,” says Grodesky, of Farm and Lake Real Estate in Buckley, Ill. Renting for several weeks, perhaps over a few seasons, can sharpen the view of the vacation lifestyle. When renting, ask yourself how much you’d enjoy traveling to the location frequently, and observe as much as possible about the lifestyle. Sometimes, unpleasant surprises can arise “no matter how much research you do,” warns Gail Lyons, an agent with Boulder (Colo.) Real Estate Services. She had a condo in Tucson, Ariz., but sold it “because the owner above us had a big dog we could hear at night,” a dealbreaker that would have been difficult to predict. Did you count all costs? Mortgage lenders require at least a 20 percent down payment for a vacation home, and the mortgage, property taxes and monthly insurance bill, along with a borrower’s other recurring monthly debts, shouldn’t exceed 36 percent of pre-tax monthly income, says Megan Greuling, spokesperson for LendingTree.com. Those rules are stricter than a mortgage on a primary residence. The tight standards make sense, experts say, because unexpected costs (like assessments to remedy beach erosion or big grocery bills from feeding guests) are bound to creep up. Can you mix business with pleasure? If buyers want to rent the home when they’re not using it, they should consider that at the outset. “Let’s say you like two different properties. Take the one that would appeal more to renters,” Karpinski suggests. Lyons, who holds a Resort and Second Home Property Specialist credential from the National Association of Realtors, says that an experienced agent should be able to help buyers discern the rental demand for properties. Ideally, the real estate agent will be happy to answer questions about maintenance help or other issues, even after the purchase is completed, Lyons says. Indeed, it’s impossible to anticipate exactly what life will be like as a vacation-home owner or landlord.
