Health-and-wellness attributes have become some of the most-desired features for Americans today. Here’s what to look for in your neighborhood.
A
mericans look for a lot of valued amenities in the neighborhoods they choose to live in, from safe streets to a convenient Starbucks on the corner. But when asked to prioritize the community attributes most important to them when deciding where to live, most people rank healthy and green features over any others, according to a new report. The Urban Land Institute’s “America in 2015” report, published in May 2015, surveyed 1,200 American adults to gauge the desire for and availability of community attributes and livability. According to the survey, Americans’ “top” or “high” priorities for community attributes: 4
• Quality of the environment (air and water) – 87 percent • Access to fresh/ health food – 73 percent • Green space/access to parks – 55 percent Other attributes that made the list include family and friends and space between neighbors (53 percent each), walkability and health care (50 percent each), shopping and entertainment (42 percent), and convenient public transit (32 percent). Timothy Frie, co-owner/ real estate associate with a brokerage in Tampa, Florida, was surprised by the study’s findings, particularly the high priority given to healthy and green features. “I believe people are
valuing these factors so highly as a result of the surge of education and media that revolves around health and wellness over the past decade or so,” Frie says. “In the previous century, I doubt people were as concerned with the environmental quality of their neighborhood. But now that we know we can positively impact our environment and our food can be healthier, we want to be a part of it.” Diana Pittro, executive vice president with a management corporation in Chicago, says she was surprised by the number of people who didn’t consider access to public transportation a top priority. “Nevertheless, people today are more focused
on both their health and the environment, so they seek these attributes because it is indicative of the overall quality of the community” Pittro says. The report’s results reflect a changing society comprised of Americans who want to feel more connected to their environment, neighbors and food, says Denise Pajak, a mortgage banker in Decatur, Georgia. “People today are in tune with core values of what makes a healthy life,” Pajak says. “Despite our dependence on technology, we actually want to be around other people in a clean, energetic, beautiful environment. The outdoors are in, and this is reflected in home buying and rental

choices,” Pajak says. While it’s unlikely that you’ll be able to find and enjoy all these features in a single neighborhood, subdivision, or development upon day one of moving in, it is realistic to believe that your chosen community can eventually become the ideal locality you desire, says Judd Bobilin, president/CEO of an Atlanta-based developer. “All it takes is some involvement from the neighborhood and patience,” adds Bobilin, who cites influences like Small Towns, a nonprofit group fostering stronger communities, and books like “The Great Good Place” as helping to fuel the green community trend. In addition to desired attributes from the report,
Frie recommends also seeking a community that offers: • Close proximity to police and medical care so that help can arrive quickly in an emergency. • A homeowner’s association, which can better ensure that your neighborhood stays clean, green, healthy and safe by enforcing residential rules. • Future plans for the area. “Just because a community is great now doesn’t mean it’s going to be great in five years,” Frie says. “A real estate agent should be able to direct you to local resources that publish plans for future developments or changes.” June 19, 2015
FLIPPING BACK IN FASHION? Question: Home prices in our area have been on this rise. Does this mean real estate flipping will make a comeback? If so, will buyers be able to purchase using Federal Housing Administration loans?
Answer: There always has been real estate flipping – the purchase and quick resale of a property. This is no different than flipping stocks or bonds. Some number of flips have been tainted with falsified appraisal and loan applications, often, if not usually, without the knowledge of the buyer. These illegal flips routinely wind up in foreclosure, and that’s a problem for the FHA program. The reason is that the FHA is an insurance plan, so if a loan goes bad the FHA pays loss claims from lenders. In an effort to control losses from illegal flipping, the Department of Housing and Urban Development

moved in 2003 to limit such transactions with what is now generally known as the “HUD rule.” In essence, the rule said that FHA mortgages could not be used to finance a real estate sale where the property had been re-sold during the past 90 days. Many lenders and investors in the private sector adopted the same rule. Unfortunately, the 2003 rule was too broad. As a result HUD carved out exceptions for such things as real estate inheritances, foreclosures and markets where a presidential disaster area had been declared. However, the rule hit legitimate flippers, including rehabbers with the ability to quickly buy and refurbish homes. In 2010 – and with a need to re-start the housing sector – HUD waived its anti-flipping rule, meaning FHA financing was available to buyers of flipped homes. This did not mean anyone could get a mortgage or that a mortgage would be automatically granted. Instead, it meant that with an armslength transaction, an appraisal and a verified and documented loan application a qualified borrower could get FHA financing even if a home had recently been resold. Apparently the housing sector is now back on its feet. Starting June 15, 2015, HUD again is bringing

back the 90-day rule. Unlike the 2003 rule, HUD is including exceptions in the new standard for such situations as properties acquired by inheritance, government sales, sales by nonprofit organizations and properties acquired by a relocation service for resale. In addition, HUD requires two appraisals for FHA financing if the property is resold between 91 and 180 days and “the resale price is 100-percent or more over the price paid by the seller to acquire the property.” If an exception can be carved out for profit-making relocation services, why not for rehabbers or – indeed – anyone? Unlike 2003, when no-doc loan applications and toxic mortgages were widely marketed, in today’s world we have tough new lending and underwriting standards that make it difficult to see why HUD onceagain needs the 90-day rule.

ith multiple bids, today’s sellers are considering more than just price before accepting an offer. A real estate transaction is emotional – and not just when you’re buying a home. Despite occurrences of multiple bids, including those over asking price, today’s sellers are twice as likely to accept a purchase offer based on emotion – rather than just price – compared to pre-recession years, according to a Coldwell Banker survey of sellers. The survey of approximately 1,500 sellers examined trends across five periods:

• 2014-2015: Recent Years • 2010-2013: Initial Recovery • 2008-2009: Recession • 2006-2007: Pre-Recession • 2005 and Earlier Before the recession, roughly 20 percent of sellers accepted offers based on emotion – not just price. From 2006 to now, that number increased to 36 percent. “The national housing market has changed significantly over the past decade, and seller sentiments have evolved. Home sellers often want to feel emotionally connected to the buyer,” Budge Huskey, president and CEO for Coldwell Banker, said in a statement. While today’s seller’s are putting more emotional thought into their offers, they’re also doing it on a quicker time frame. According to the survey, more than a quarter (28 percent) of sellers since 2014 have sold their home in less than two weeks, compared
to 19 percent of homes in pre-recession years. Among other findings: • More sellers are receiving multiple offers today (47 percent) than compared to the initial recover years (40 percent). • Today, more than a quarter (27 percent) are receiving multiple offers, the same level as the prerecession years. • During the recession and initial recovery years, nearly 60 percent of sellers took the first offer they received. Today, less than half (46 percent) do. “While housing has clearly steadied, we have all wondered how the recession might impact home sellers, and we now have additional insight,” Huskey added. “During this recovery, sellers are more aware that their home, which played such a critical role in their lives, will have the same emotional impact on the next occupants. Today, they have more information than ever and want to more actively participate in the sale of their home.” 9
