Getting the right appraisal QUESTION:
Whenever we’ve had our home refinanced here in California, the bank seems to be using Zillow values (which are a LOT lower) and also someone who is not familiar with our prices here. How do we prevent that from happening when we buy or sell future properties?
ANSWER:
Neither a bank nor an appraiser will use online valuations. Zillow, as an example, explains that its Zestimate is “not an appraisal and it should be used as a starting point. We encourage buyers, sellers and homeowners to supplement the Zestimate with other research such as visiting the home, getting a professional appraisal of the home, or requesting a comparative market analysis (CMA) from a real estate agent.” Prior to the mortgage meltdown, many appraisers said
they were pressured to hit a certain number when valuing homes, enough to assure that the transaction went through. Those who failed to meet this standard might get fewer assignments in the future — or maybe no assignments. The result was that new federal rules under DoddFrank sought to give appraisers independence and the right to tell the truth. That meant there had to be a mechanism that both allowed appraisers to be hired while at the same time not relating valuations to future work. The solution was to create appraisal management companies (AMC). Today, an AMC is hired by a lender to select the appraiser. The appraisal “fee” listed on closing documents is typically a single number. In reality, it is the total paid for both the appraiser and the AMC. Appraisers complain that they are blamed for high valuation costs while in reality, the AMC is sometimes getting 50% — or

more — of the total fee. An effort to clarify appraisal costs and show what the appraiser is really being paid — H.R. 3619: The Appraisal Fee Transparency Act of 2019 — has been passed by the House and as of this writing awaits action in the Senate. Second, if you do not like the valuation results, you have the right to contact the appraiser. Francois (Frank) K. Gregoire, an appraiser based in St. Petersburg, Fla., and a nationally recognized authority in the field, explains that “once the appraisal is completed, any interested party may request that the appraiser: Consider additional, appropriate property information, including the consideration of additional comparable properties to make or support an appraisal.
