Homeowners, are you thinking of renting out a room occasionally through a service like AirBnB? But wherever there’s income, there will be income taxes. “There is a low barrier to entry for this, so people may not realize the [tax implications]. rior to purchasing a property, we’re taught to do our homework. This means touring the home and checking out all the rooms and features carefully with a real estate agent; hiring a home inspector to look for potential problems; and paying a title company and attorney to resolve any land issues and review the contract closely. But equally crucial, yet often overlooked, is an additional due diligence step that you should complete long before committing to buy: investigating your chosen community carefully. While your agent can provide you with important stats such as details about the quality of the school system, average commute times

Shutdown Break? Question: We were recently furloughed as

a result of the government shutdown. Is there a possibility lenders will go easy on us given that we were not getting paid even though we were forced to work?

Answer:

In the particular case of the government shutdown, we had some 800,000 federal workers directly impacted. Of this number, 420,000 people – including members of the Coast Guard and TSA workers – were expected to be at their jobs even though they were not paid. The government’s financial regulators issued a statement in January that said “while the effects of the federal government shutdown on individuals should be temporary, affected borrowers may face a temporary hardship in making payments on debts such as mortgages, student loans, car loans, business loans or credit cards. As they have in prior shutdowns, 6

GOVERNM ENT SHUTDOW N the agencies encourage financial institutions to consider prudent efforts to modify terms on existing loans or extend new credit to help affected borrowers.” The regulators also said “prudent workout arrangements that are consistent with safe-and-sound lending practices are generally in the long-term best interest of the financial institution, the borrower and the economy. Such efforts should not be subject to examiner criticism.” There’s nothing subtle about this. When regulators “encourage” certain behavior, you can expect the regulated to heed such suggestions, especially when costly “examiner criticism” might arise if they don’t. Notice that the federal statement – which no doubt was reviewed by squads of crack attorneys – does not suggest helping government workers alone. It talks about “affected borrowers” and that brings up an important point. The shut-down directly impacts 800,000 federal workers, but it’s also felt by many others as well.

While we can expect federal employees to get back-pay as well as a certain amount of financial relief, what about individuals and businesses that are not part of the government workforce? What if a local diner sees revenues drop because a nearby government building is virtually empty? While government workers will get back pay once the shutdown is over, there’s no one to help the diner’s servers, cooks or owner. Their lost income is real and lasting. Within the shutdown, there’s a crucially important financial lesson. If people with rock-solid federal jobs can face income uncertainty then what about everyone else? The way to protect yourself is to avoid debt, pay down debt and bulk-up savings. You must have financial reserves to get through tough times – and we can always expect that there are always tough times. If you have reserves, the loss of a few paychecks is an inconvenience and not a catastrophe. You can get past tough times. March 22, 2019

and proximity to police and fire departments, there’s no substitute for gathering these and other important facts yourself, firsthand. “You can never know too much about where you’re planning to make your largest monetary and time investment,” says Roni Lambrecht, a Realtor in Castle Rock, Colorado. “Not taking the time to find out more about the area you’re seeking to move to comes with a lot of risks. You could find out later that you moved across the street from a sexual predator, or that public transportation isn’t conveniently available, or that the couple next door fight loudly all the time.” Sophie Kaemmerle, communications manager with NeighborWho, a neighborhood research website, says there are several key things every home shopper should examine early in the buying process: School ratings. “Visit GreatSchools.org to find out about academics, test scores, environment and more,” says Kaemmerle. Property taxes. “Check with the local tax assessor’s office for estimated annual property

Crime rates. “Check CrimeReports.com and visit the local police precinct to learn about criminal activity in the area,” Kaemmerle notes. Public transportation. Use WalkScore.com to learn how easy a neighborhood is to get around in via walking, bike and public transit. Local sex offenders. Check the U.S. Department of Justice’s sex offender registry at nsopw.gov. Noise levels. Go to tinyurl.com/ntnoisemap to investigate everything from airport to traffic noise in your desired area. Not all homework should be done on a computer, however. “There’s only so much you can learn about a home and surrounding neighborhood by researching them online,”

Kelly Gordon, owner/ broker of record for Leaf, Realtors in Oldwick, New Jersey, says. “Visiting the property and area in person is essential to get a sense of the community. At least one thorough visit is vital, but even better are multiple visits at different times of the day and week. Skip this and you could overlook important conditions like traffic or construction that you might have noticed during a well-timed drive through town.” The experts suggest driving as well as walking through the community. “Try this in the morning and later in the evening on a weekday. Also repeat your neighborhood walk-through on a weekend afternoon, and be sure you have someone else accompany you,” says Lambrecht. Count on knocking on the doors of some prospective neighbors, too, preferably with your agent by your side.

“Introduce yourself as a potential buyer of the nearby home for sale. Ask what they like and don’t like about the neighborhood,” Lambrecht recommends. “Be friendly without sharing anything that might get back to the seller.” Additionally, during your drives or walks, “pay attention to loud noises like trains, unkempt yards, broken glass on the sidewalk and weird smells. These things may not be deal breakers, but they can help you make a more informed decision,” adds Kaemmerle. Even if you’ve already made an offer, it’s not too late to perform these sleuthing steps. In fact, the best window of time for these tasks could be between the date you write your offer and the date you complete your professional home inspection. “In a real estate contract, you typically have seven to 17 days for property investigation and inspections. If the seller doesn’t oppose, count on taking all of that time,” says Roh Habibi, broker with San Francisco-based Golden Gate Sotheby’s International Realty.
