urrent market realities show that home affordability is harder to achieve. The lack of new housing supply is keeping housing costs high, squeezing renters and buyers. A new report from Zillow shows that U.S. renters can now count on spending 30.1 percent of their income on rent; home purchasers, meanwhile, can expect to fork over more than 15.3 percent of their monthly earnings toward a mortgage payment. The study indicates that the least affordable

real estate markets are those in which new housing permits have not kept pace with growth and population, including many California cities such as San Diego, Riverside and Sacramento. Areas with slow population growth or that have met new growth by constructing new residential units are typically the most affordable, such as Chicago and Detroit. Among the markets that are the least affordable for both renters and mortgage borrowers are New York, Los Angeles, San Francisco, Boston and Miami/ Fort Lauderdale.
To help find an affordable new home or rental in or near your chosen area, experts recommend being prepared and seeking outside help. “You must first understand what your budget affords you and be realistic about it,” says Debbi DiMaggio, an agent in San Francisco. “Contact a real estate agent in your area. Renters may also have to buddy up, and buyers need to better understand the market they’re interested in.” Additionally, work to improve your credit score, save up for at least two months’ rent deposit or

NEGATIVE EQUITY: THE UNBALANCED EQUATION
Despite rising home values, negative equity persists for many homeowners across the U.S.

While many who were underwater have benefitted from quickly rising home values, short sales and foreclosures, those with less valuable residences have not been able to take advantage of these factors and have fallen behind. And although the national negative-equity rate is anticipated to drop to 15.4 percent by the end of the year, it may not have much of an impact in many key impacted markets, including Florida and the Midwest. Contributing to the dilemma is the fact that many underwater homes were likely mortgaged with an FHA loan, meaning they borrowed almost 97 percent of the home’s value to begin with, says Douglas Wade, a RE/
MAX sales associate with in Colonia, New Jersey. “Borrowers paying back a mortgage with a 4-percent interest rate and private mortgage insurance won’t come close to the home’s value for about 15 years,“ Wade says.” Also, the demand for bigger, more expensive homes is on the rise while we’re seeing the demand for small homes come down.” Wade notes that mortgage companies that continue to allow people to refinance and borrow money without any return on the home’s equity exacerbate the problem. “There’s little to no increasing home value in a negative equity situation, whereas regular increasing home values allow there to be positive

equity growth,” he says. Underwater homeowners still have options they can pursue, however. They can explore a short sale, whereby the mortgage lender agrees to take less money than what is owed to them or to discount the loan balance. Or they can try to refinance their mortgage loan to capitalize on lower interest rates and, if eligible, the government’s HARP program (Home Affordable Refinance Program), which can allow you to get a lower interest rate, shorter loan term, and switch from an adjustable rate to a fixed rate mortgage. “Speak to your bank and other real estate professionals,” says Heidi Burkhart, president of a consulting group, head-
quartered in New York City. “Do not be afraid – every journey has its rough patches.” Additionally, consider renting out a portion of your home to a tenant, which can help take the financial edge off. “This helps the homeowner free up some cash flow to put toward that negative equity,” Wade says. Burkhart adds that outside factors also may improve the situation over time. “We need more urban development and production in cities. With jobs, income is created leading to a higher circulation of money within our economy,” says Burkhart. “Without this, you will have a longer rebound time for a local economy to get back on its feet.” May 1, 2015
