For many, a friendly neighbor next door is not a high priority, according to a new survey analysis

N

eighborhoods matter to homebuyers, who seek a particular area for its easy commute, stable property values, quality schools, among other amenities. But the people living next door or down the street might not figure into the equation of what makes a neighborhood desirable. In the 1970s, 30 percent of Americans spent time with neighbors, and 20 percent had no interaction with them, found Joe Cortright, president of Impressa Economics, in an analysis of data from the General Social Survey administered by the University of Chicago. Now, those percentages are reversed, with only one-fifth of Americans socializing with neighbors, according to Cortright’s analysis. Many factors are behind the fade in neighborly relations, like large suburban lots, commuting alone by car and automatic garage openers that allow people to pull in and stay behind shut doors, says Cortright. Those findings don’t surprise Craig Beggins , owner/broker at Century 21 Beggins Enterprises in Apollo Beach, Florida. “In my

opinion buyers choose their neighborhoods for other reasons besides friendly relations,” he says. But Beggins notes that face-to-face contacts are being replaced by online connections. He keeps up on chatter in his own neighborhood from postings on Nextdoor.com. Young families, however, still put a priority on a neighborhood “where they can feel confident and safe about their kids playing with neighborhood kids,” notes Eli Tene, of Century 21 Peak Realty in Los Angeles. “In terms of the L.A. market,” he adds, “there are many neighborhoods that have a reputation for being friendly.” And, some builders are designing communities to recapture the features that promote neighborliness. Large front porches, smaller lots, sidewalks and “minimizing the visual impact of garages can contribute to more of a neighborhood feeling,” says Paul Foresman of Design Basics, an Omaha, Nebraska, consulting firm.

WILL A SHORT TERM REDUCE COSTS? Question: With mortgage rates around 4 percent we are thinking of refinancing with a 15-year mortgage. Is this a good way to cut interest costs?

Answer: Let’s divide your question into two parts: First, Do you really need to refinance? Second, would you be better off with a 15-year mortgage? For refinancing to make sense you need to get a material benefit, such as a lower mortgage rate, smaller monthly payment, or a switch from an adjustable-rate mortgage to fixed-rate financing. In considering these options you need ask how much it will cost to refinance versus how much you will save each month. For instance, if it costs $3,000 to refinance and you save $150 a month, then you want to stay at the property for at least 20 months for the refinancing to make sense. Also, if you’re going to keep your current mortgage then you might simply want to create

your own 15-year mortgage payoff program. This can be done by looking at the monthly payment coupon. For most mortgages there is a place where you can indicate that you want to make an extra principal contribution. As an example, let’s say that you have a $250,000 mortgage at 4.5 percent. Across 30 years with a fixed-rate loan your monthly cost for principal and interest is $1,266.71. To pay off this loan in 15 years – if we start in the first month – you will need to raise your monthly payment to $1,912.48. That’s an increase of $645.77. If a larger payment of this magnitude is comfortable, your projected interest cost over the life of the loan will go from $206,016 to $94,246. The nice aspect of this do-it-yourself approach to 15-year loans is that your obligation to the lender is to pay at least $1,266.71 per month for principal and interest; if you run into a tough financial period you’re not obligated to make more than the required payment. If refinance then your interest rate is likely to be lower in two ways: First, today’s mortgage rates may be lower than the rate that you now have. Second, rates for 15-year financing generally are lower than the rates for 30-year mortgages. In late summer, according to Freddie Mac, the rate for 30-year, fixed-rate financing was 3.84 percent; the fixed rate for a 15-year mortgage was 3.06 percent. That’s a

difference of a little more than three quarters of a percent, a big deal. Let’s say that you go from a 30-year, $250,000 mortgage at 4.5 percent to a 15-year, $250,000 mortgage at 3.06 percent. The 30-year loan will have a monthly payment of $1,266.71 for principal and interest while the 15-year loan will require $1,733.68. By refinancing you’ll have up-front costs to get a new loan, but because you have a significantly lower interest rate you obtain a solid monthly savings. In this example the potential interest cost for the 30-year mortgage is $206,016 versus $62,062. That’s a difference of more than $140,000 in potential interest savings – if you can afford the higher monthly payments. The discussion above shows how the options might compare but what really counts are your finances and personal preferences. For details and specifics speak with lenders in today’s market.

New Rules, New Tools for Mortgage Shoppers

The Consumer Financial Protection Bureau introduces new online tools to guide consumers through recent changes in mortgage documentation

F

or many years, securing a mortgage for your dream home was a high-stress process involving a lot of paperwork. It still can be stressful, but now, at least, there’s a lot less paperwork, thanks to a new rule from the Consumer Financial Protection Bureau. It used to be that under the Real Estate Settlement Procedures and Truth in Lending Acts required multiple forms to be distributed to borrowers at several different time points to inform them of the costs and terms of the mortgage. However, these forms contained overlapping information in inconsistent formats, making it challenging for consumers to comprehend the important details they need to make good financial decisions. The new rule from the CFPB – called the TILA-RESPA Integrated Disclosure rule, which went into effect Oct. 3– helps remedy the problem by combining four existing disclosure documents into two forms: • A loan estimate, which will have to be delivered within three business days of receiving the borrower’s loan application • A closing disclosure, which the consumer must receive at least three business days before the transaction is completed. • The new TRID rule is one of the most significant changes to the home mortgage industry in decades, streamlining the mortgage system and making it more comprehensive. The loan estimate form allows consumers to comparison shop between loans, while the closing disclosure includes the final transaction. • Along with the TRID rule, the Bureau also released a new set of online tools as part of its Know Before You Owe initiative to help consumers better navigate the mortgage process, including measures to help homebuyers choose the best loan option and prevent costly, last-minute surprises when closing. “Our new mortgage forms reduce the information gap between

lenders and consumers, shedding light on a process that often feels like a mystery,” CFPB Director Richard Cordray said in a statement. “It is time consumers have more power in the mortgage process, and our new forms and online tools will help make that a reality.” Among the CFPB’s new “Owning a Home” tools: • Step-by-step guide to mortgage milestones: The “Owning a Home” website is broken down into four different phases the mortgage process – “Prepare to Shop,” “Explore loan choices,” “Compare loan offers” and “Get ready to close.” Each section includes goals, recommended actions and tips to help consumers with important decisions through the mortgage process. • Mortgage payment worksheet: This tool allows homebuyers to look at their monthly finances, including debts, savings and living expenses, to estimate how much they can afford on a mortgage. Consumers also can use tools to explore loan interest rates to make sure they’re getting the best deal. • Interactive sample of the new TRID forms: The site also features interactive versions of the new loan estimate and closing disclosure forms. This tool provides descriptions and definitions of terms homebuyers might not understand and highlights key areas of concern. It also allows consumers to review their own transactions and make sure all the numbers check out. In addition to these recently released tools, the Consumer Financial Protection Bureau also offers a “Your Home Loan Toolkit,” a booklet of conversation prompts and worksheets, a housing counselor locator and a guide for real estate professionals to ensure easy and on-time closures. “Owning a Home” tools and additional information about TRID and mortgage loans can be found at www.consumerfinance.gov.
