MARKET MISPERCEPTIONS Many consumers have strong desires to buy a home, but a new survey shows they don’t fully understand the money matters that go into a purchase

M

ost Americans want to own a home, but many have misconceptions about what it takes to purchase a property, according to a recent Wells Fargo survey. The company’s second annual “How America Views Homeownership” survey, which polled more than 2,000 Americans, found that consumers overestimate both the amount of credit needed to obtain financing and how much they need to put down on the loan. Two-third of respondents believe they need “very good” credit to buy a home, with 45 percent thinking a

“good credit score” is more than 780; according to many credit agencies, a score of 780 is considered “excellent” credit and more than 660 is considered good. More so, more than one-third of respondents think that a 20-percent down payment is required to obtain financing. While a 20-percent down payment can eliminate the need for private mortgage insurance, financing programs with lower down payments are available. “Creditworthiness isn’t determined based on a single factor, so potential homebuyers should find out what options may be available before excluding themselves based on credit score alone,” Franklin Codel, head of mortgage production for Wells Fargo, said in a statement. While there was confusion regarding mortgages and financing, many consumers understand

other aspects of the buying a home. Nearly all (90 percent) of respondents were aware of the other costs associated with buying a home, such as attorney and inspection fees and insurance costs. Less than 40 percent believe the idiom “As long as you can afford the monthly payments, you can get a mortgage”; the bulk of respondents understand the need to have sufficient funds for living expenses and savings. The majority (80 percent) also are aware the buyers can receive down payment assistance from parents of other relatives. “For the millions of consumers who express a desire to own a home, it’s essential that lending and housing professionals provide clear, simple information to build consumer confidence about buying a home.”

NOW COULD BE THE TIME TO SELL A NEW HOME AND EARN A SLICE OF THE REAL ESTATE PIE

INTRIGUED BY INVESTMENT PROPERTY Question: I’m a real estate investor and was recently approached by another investor regarding a property. He purchased the property off-market for $20,000, put in just another $20k in rehab costs and is in need of cash. The after-repair value is $100,000. It’s only been three weeks and he’s almost complete with rehab and looking to walk away for $40k, but it has to be this week. If I quickly resell this property I’m worried that I will run up against the 90-day FHA mortgage rule and that a potential buyer will have trouble getting a loan.

Answer: Apparently this property was purchased a few weeks ago for $20,000, and an additional $20,000 in repairs have been made. The result is an estimated $100,000 market value after repairs. You note that the rehabber needs cash and will sell for the cost of acquisition and repairs alone. If the market value is valid the investor is giving up an estimated $60,000 in profits. As with any property, there are a number of basic questions you want to ask: What’s the value of like properties in the neighborhood? Do nearby homes quickly sell or easily rent? What repairs were made and what was their actual cost? Can you get an independent home inspection before being committed to a purchase? What kind of deed will you get? Is the property free and clear of all

liens? Can you get title insurance? Before going further please speak with local real estate brokers for additional market information and an attorney regarding closing and title questions. As to financing, as of June 15 the Federal Housing Administration is no longer insuring loans for properties that have been sold during the past 90 days, an effort to stop illegal flipping. Also, if the property is resold within 91 to 180 days, borrowers will need to provide two appraisals if “the resale price is 100 percent or more over the price paid by the seller to acquire the property.” Many lenders and investors have similar requirements. As an investor you may not need financing if you acquire the property for cash, but if you sell your buyer will likely require a mortgage. At that point lenders will look at the sale history of the property and an assortment of special rules and standards may apply. This does not mean financing is unavailable, just that it may be more difficult for your buyer to obtain and perhaps more expensive, potentially barriers to a sale. The Department of Housing and Urban Development is trying to halt illegal flipping with broad rules, however the anti-flipping guidelines also impact entirely legitimate investors and rehabbers. After the mortgage meltdown, between 2010 and 2015, HUD waived the 90-day rule in an effort to increase market activity, a change widely supported by the real estate industry and a change that seemed to work out rather well. Unfortunately, the 90-day standard is now back with FHA loans, something investors who expect to quickly resell will have to consider when they review marketplace options.

Getting a Mortgage In Today’s Market Lending standards are making it easier to get a loan. Here’s how to prep for today’s buying environment

he time finally may be right to buy. All those would-be buyers who’ve been sidelined because they’re unable to secure a mortgage may find there’s now a path to homeownership. “As we have wound our way from the financial crisis, hurdles and obstacles to accessing credit are starting to diminish,” says Keith Gumbinger of mortgage site HSH. However, lending regulators are still hyperaware of the widespread pain inflicted by the foreclosure crisis, and don’t want to see any borrower without a strong September 11, 2015

financial and credit profile win mortgage approval. At the same time, consumer advocates, lenders and government regulators have debated how strict mortgage rules should be while still ensuring that qualified buyers have the opportunity to buy. In early 2015, home prices are down about 7 percent from where they stood at the bubble level in 2005, and with relatively low mortgage rates, affordability is still favorable, says Andres Carbacho-Burgos, senior economist at Moody’s Analytics. Here, experts shed light on today’s mortgage rules, and why now the path to ownership is clear for more buyers. START WITH THE DOWN PAYMENT Most experts agree that saving for a down payment is the biggest

struggles for consumers hoping to buy. “Most of the efforts by [the government entities that back mortgages] have been targeted at buyers with low accumulated assets for a down payment and who have at least moderately good credit,” notes Erin Lantz, vice president of mortgages at Zillow. One government loan, the Federal Housing Administration mortgage, allows just a 3.5 percent down payment, and has been especially popular in the past few years because it was often the only option that borrowers with limited down payments could qualify for. In late 2014 Fannie Mae and Freddie Mac, two other government agencies that back mortgages, announced new loan programs with just a 3-percent down payment. Each of these programs

has special rules, like requiring at least one borrower be a first-time borrower. Applicants to either program must have a minimum credit score of 620, provide thorough documentation of employment, income and assets, and purchase private mortgage insurance. KEEP CREDIT IN MIND The FICO credit scoring model, which takes data on whether consumers pay their credit card, medical, phone and other bills from the three major credit bureaus, and then assigns a number from 300 to 850, is used by most mortgage lenders. The higher the number, the better the score. In the immediate wake of the financial crisis scores well into in the 700s were required for borrowers making less than a 20 percent down payment, says Don Frommeyer,

ENSURE AFFORDABILITY The Dodd-Frank Wall Street Reform and Consumer Protection Act mandates that lenders look at how affordable a mortgage will be to a borrower, taking into consideration all the other recurring debts, like his credit card and auto loan payments. Those monthly recurring obligations, combined with the monthly amount that a borrower would pay on the new mortgage – including a monthly allotment for property taxes and homeowner’s insurance – shouldn’t take up more than 43 percent of the borrower’s gross (pre-

tax) monthly income. Usually, homebuyers make an initial visit to a lender to get “pre-qualified,” where the lender looks at the financial profile of the potential borrower, including the tally of recurring debt to income and estimate how big a mortgage the borrower should be eligible to obtain. But when a buyer selects a home and makes a formal application, the debt-to-income ratio is again measured, and lenders also will check to see that no new debt, such as an auto loan, has been added when the borrower is ready to close on the loan, notes Frommeyer. Indeed, lending rules are still strict enough that borrowers must be careful to keep up prudent financial practices every step of the way. 9
