FROM THE DESK OF THE DIRECTOR • LARRY M. OTOS, CPRP Over the last year, through the recent challenging economic times, Mount Vernon Parks and Recreation continued working to provide excellent programming, as well as, clean and safe parks and facilities. While we still have obstacles to overcome, we are now beginning to see signs of a strengthening economy. Last year we were fortunate to put into service three impressive projects. The Spray Park and Wetland Boardwalk at Kiwanis Park have been great additions to the newest, and one of the busiest, Mount Ver-

non Parks. We are also very proud to add the Skagit Riverwalk to downtown Mount Vernon. Aside from being a beautiful addition to the banks of the Skagit River, this project is also the first phase of a Downtown Revitalization and Flood Protection Project for Mount Vernon. Phase II of the project ranked #1for grant funding and will receive funding from other sources as well. For 2011, our Department is focused on opening Mount Vernon’s first, and much needed, Dog Park at Bakerview Park late this spring. You will also see us working on a number of other projects throughout

Mount Vernon Parks and Recreation invites individuals with special needs to participate in our programs. Please call in advance if accommodations are necessary for successful participation.

10 Director’s Stool Brian Adams seen conductor, clear his throat and let out a deep and throaty baritone moan. Soon, the other frogs would follow in newfound harmony and within an hour, the frogs’ chorale of glee would displace the long winter string of silent dormant nights, stirring me from a meditative slumber and liberating mother earth from the tranquility of winter. The choir of amphibians crooning became an instant indicator of an awakening season. Along with the frogs, spring brings the songs of birds, lifting with the morning sun and coaxing the currant berries and other early bloomers out of their quiescent doze.

“Creating Community through People, Parks and Programs” I always associate the arrival of spring with the return of the frogs’ guttural chorus. In my younger days, I spent seven years living in a little cabin near Trafton Lake, perched on the podium of a rising hillock and surrounded by pockets of turbid millponds and anaerobic swamps. As the warm airs of March began to tug a the dormant sedges and rushes on the lake’s bank, the tails from the pollywogs would disappear as quickly as a flaring comet, and as the tails ebbed, one brave and ambitious “metamorphosized” frog would, almost as if on cue from an un-

During the days of my life at the lake, I toiled my days in the bowels of a derelict foundry in the industrial section of Anacortes, buffing a shine in bronze castings while dreaming of the evening when I could walk the trail from my front door to the lake’s edge, a place where I would wash away the dregs of the day’s misery—a baptism of sorts. It was my daily metamorphosis, a time to recalibrate, and a place to peel back the veneer of estrangement. Two hundred years ago, America was filled with unobstructed beauty— expansive swaths of old growth trees scattered the northwest landscape, reaching high in the sky--biological cathedrals for both the natives who lived here and the a small number of ambitious pioneers who braved the move west. These early inhabitants walked in the long shadows of these towering trees, awed by their size but also plagued by their

overwhelming presence. To a vast number of pioneers, the mammoth trees were considered to be obstructions in their progress to farm and to create townships. These obstructions were also very valuable, a rich resource in which early inhabitants could use to build and expand. As the west was homesteaded, we found enormously efficient methods to extract the trees and whisk them off. Appearing like a vulnerable labyrinth of Pixi Stix, rails were fixed to a complex weaving of scaffolding, much of which was fixed firmly up and down steep canyons, placed meticulously so that tin-headed timber soldiers could effectively and methodically extract the marketable trees. The timber was removed with a steady determination, one laborious tract at a time. During this time of rapid expansion, activists such as John Muir and Gifford Pinchot began to see the need to protect pockets of land as preserves, lands that could be utilized by the public as respites from the urbanizing landscapes. Leaders agreed and eventually, progressive politicians began to set aside coveted lands as parks. Since that time, parklands have become society’s oasis—a place to rejuvenate our core from the rifts of our daily reality—a place to disentangle. Today, when I hear the frogs clear their throats and begin their spring performance, I hear a symphony of gratitude. They too enjoy the pockets of respite—places they can congregate and do what they do best i.e., croak in thunderous merriment.
