STATEMENT OF WORK FOR Waste Removal & Recycling Service 2018 with Option Years

STATEMENT OF WORK 1.

BACKGROUND: Federal Hall is approximately 45,000 Square Feet; the building has a total of six (6) floors, including three (3) Floors of public space and three (3) floors of non-public space. Located on the corner of Wall and Broad Streets, Federal Hall was the meeting place of the first United States Congress and the Site where George Washington took his oath of office as the first President of the United States on April 30, 1789. The present building served for many years as the U.S. Customs House and later to become the New-York Sub Treasury. The building is currently a museum open to the public, it also houses administrative personnel.

LOCATION: The Contractor shall furnish all necessary labor, materials, and equipment to provide and service one (1) three (3) cubic yard (cu yd.) Contractor-owned dumpsters at: Federal Hall National Monument (Northeast Corner) 26 Wall Street New York, NY 10005

PERIOD OF PERFORMANCE: The contract shall be for a period of one (1) year starting no later than January 22, 2018 and ending no later than January 21, 2019. The contract may include up to four (4) additional option years through January 21, 2023. Renewal of Contract is at the discretion of the National Park Service.

SCOPE: The scope of work is to remove waste and recyclable materials from the site in the manner requested below. All waste will be mixed recycling of paper and plastic placed in a trash bag and placed curbside or in a dumpster. This will be done in accordance with New York City laws The objective of this contract is to remove all waste and recyclables from the site in a manner consistent with applicable laws and regulations. All waste is to be disposed of properly in accordance with NYC EPA, and U.S EPA regulations and laws.

REQUIREMENTS: A. The Contractor shall furnish all necessary labor, materials, and equipment to provide and service one (1) 3 cu yd. Contractor-owned dumpster at: Federal Hall, 26 Wall Street, New York, NY 10005; on Monday, Tuesday, Wednesday, and Thursday.

B. The Contractor shall provide the dumpster(s) at the site and the times specified. – i.e., when one dumpster is being removed, another must be left in its place, unless otherwise specified. C. The Contractor shall keep the immediate area around the dumpsters clean and pick up any debris. The Contractor shall maintain the dumpsters in a clean, safe operating condition at all times and replace or clean immediately those dumpsters found to be unclean and/or unsafe. 6.

PERFORMANCE REQUIREMENTS AND CONDITIONS: A. The Contractor shall adhere to the schedule as outlined in 5A, B. Prior to beginning the service, the Contractor shall furnish the Government with contact names and phone numbers for both corrections in contract billing, pick-ups of roll-off dumpsters, and correction of regular schedules. C. Prior to beginning the service the Contractor shall furnish the Government a written statement designating the site to be used for waste disposal signed by a responsible disposal site official and the Contractor, stating that the site is in compliance with State and local regulatory requirements for its use. In addition, the Contractor shall furnish the Contracting Officer copies of Landfill State License or permits. If at any time during the life of this contract a new site is used, a similar statement will be required. D. Billing invoices shall be per calendar month (1st thru 29th, 30th, or 31st). Billing shall be a monthly one lump sum for the monthly scheduled pick-ups. For invoices to be certified for payment they shall be for the period starting at the first day of the month to the last day of the month. Invoices certified correct by the Contracting Officers Representative (COR) will be submitted for payment by electronic method to the accounts designated by the Contractor. Invoices that do not meet the required billing cycle will not be submitted for payment until corrected. Lump costs per month *NOTE* Services missed will result in deduct of unit price per services not rendered. E. Areas around dumpsters must be free of debris.

SUPERVISION: A. The Contractor shall provide supervision and personnel, and shall plan, schedule, coordinate and assure effectual and economical completion of all service operations required herein. B. The Contractor shall at all times maintain a current list of all persons employed under this contract with the Contracting Officer’ Authorized Representative (COR) prior to commencement of the contract performance. 1. All employees assigned by the Contractor during the performance of work under this contract shall be physically able and qualified in this type of work.

2. A fully qualified force shall be on board of the date this contract commences, and shall be maintained throughout the period of this contract. 3. Personnel assigned to render services under this contract shall at all times be employees of the Contractor and under the direction and control of the Contractor and shall not be employees of the Government during the contract performance period. The Contractor shall at all times be responsible for the supervision of its employees in the performance of the services hereunder. 8.

CONTRACTORS EQUIPMENT: The Contractor shall furnish all necessary equipment to accomplish the required services hereunder. All equipment shall be in good working condition and conform to all City, County, State, and Federal requirements. The dumpsters shall be free of offensive graffiti and shall be maintained throughout this contract in safe operating conditions. Graffiti shall be removed during normal service cycles. The Contractor shall replace dumpsters, which do not meet these requirements within 24 hours of notification at no additional cost to the Government. Dumpsters shall be sized to fit within the area where provided. Dumpsters where required will have working locking covers to prevent pest animal intrusions. Note: the Government will not be held responsible for vandalism charges.

9.

STANDARD WORKDAY/WEEK AND FEDERAL HOLIDAYS: If regular scheduled pick-up days fall on a holiday, the dumpster will be serviced the following day.

10.

SAFETY AND OTHER PARK REGULATIONS: Scheduling of the services must be coordinated with the government. Notification of proposed work schedule and truck information, and driver name must be sent to Hector Fonseca (hector_fonseca@nps.gov) and Edwin Roman (edwin_roman@nps.gov) at least three days before access is needed. All applicable OSHA safety standards shall be followed. Appropriate personal protective equipment, clothing, and footwear must be worn. Contractor will take all reasonable precautions to avoid damage to property and injuries to personnel.

11.

QUALITY CONTROL: As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

GOVERNMENT-FURNISHED PROPERTY: The Government will not supply any property for this work.

52.237-1 Site Visit (Apr 1984): Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
