Statement of Work for Snow Removal 1.
Work to be performed
The contractor shall be responsible for satisfactorily managing and performing programs for snow removal as specified herein. All labor, equipment, materials, supervision, transportation, and supplies shall be furnished by the contractor, unless otherwise specified. The contractor and employees shall meet all State required licensing and insurance for equipment being used. Also, the contractor shall perform the required service complying with the Occupational Safety and Health Act (OSHA), Federal Clean Air Act, and all Federal, State and Local Codes. The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. The timeframe to be covered by the contract will be a 7-month period from October 1 through April 30 of each season. It is the responsibility of the contractor to comply with all applicable State and Federal laws governing the health and safety of its employees, including all regulations promulgated under the OSHA. Such compliance shall include, but not be limited to, ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment. The contractor shall perform snow removal when a new snow accumulation of two or more inches occurs, or upon request by the Meteorologist-in-Charge (MIC) or his designee. Normally, the contractor shall report within two clock hours when two inches of snow has accumulated. If the snow falls during the late night hours, the contractor shall report by 5AM. When requested, the snow removal shall be performed within two hours of the request, or at a time agreed to by the MIC or his designee. Snow removal will include: a. The parking lot of the main facility, 587 Aero Drive, including the entrance drive and all paved surfaces, excluding the locations where vehicles are parked at the time work is performed. Upon arrival at the location, the contractor shall notify the available staff to move any vehicles, allowing more thorough snow plowing if the vehicles are moved. Snow shall be plowed to allow mail delivery, and complete access for trash removal vehicles to the trash dumpster including the opening of the enclosure doors. b. All paved surfaces of the observatory, where upper-air flights are performed, excluding those locations where vehicles are parked at the time work is performed. Snow shall be plowed to allow complete access to the large garage door of the building, and both entry doors on the same side. c. The gravel surface at the WSR-88D RDA site, excluding those locations where vehicles are parked at the time work is performed. Snow shall be plowed to allow complete access to entry through the large gate at the RDA. d. The contractor shall make arrangements for disposal and/or removal of snow off site to an approved snow landfill if room is not available at the current location. e. At the conclusion of the winter snow season or by May 15, the contractor shall level all gravel at
the WSR-88D RDA site piled due to plowing. In addition, the contractor shall repair all lawn areas around the parking lot of the main forecast facility that were damaged from plowing of snow during the winter. 2.
Responsibility for loss, damage, death, or injury
Except as otherwise provided by law, the government will not be responsible for the loss of or damage to the contractors equipment, or death of or injury to the contractors personnel, or for the death of, or injury to persons or for damages to property resulting from contractors negligent performance under this contract. The contractor shall be responsible for all damages to persons or property that occurs as a result of his fault or negligence, or the fault or negligence of his employees or agents, while performing the requirements of this contract.
