The new development, which includes the addition of 6,800 square feet of retail space, is a first in Canada and follows several years of discussions between Vancouver International Airport Authority and Canadian and U.S. customs regarding the value of products that could be sold in this post-security area. U.S. customs and immigration. Until now, a limit of CDN$25 was placed on the value of any one product that could be sold in the U.S. departures area. As a result, sales were limited to mainly consumable goods. The limit has now been raised to US$100, resulting in the expansion of the retail area, and providing passengers with a wider range of products and services. Strong Private Partner Key to RAV Line Success he Greater Vancouver Transportation Authority (GVTA), along with the provincial government and Vancouver International Airport Authority (YVRAA) has announced the issuance of a Request For Proposals (RFP) from four private sector proponents to partner in building, operating and maintaining the proposed Richmond AirportVancouver (RAV) line. The RFP announcement follows from negotiations on a funding agreement between the federal government, the provincial government, the GVTA, and YVRAA. The finalization of these negotiations allows the project to move forward in the RFP process. The federal government, the provincial government, the GVTA and YVRAA have all committed to contributing $300 million or more each. This

brings public funding to more than $1.2 billion and enables the parties to pursue a private sector partner to provide additional funding, and design, build, operate, and maintain the line. Key Transportation Priority “Everyone has agreed that this is a key transportation priority and it is in our interest to make every reasonable effort to build this project in time for the 2010 Olympics,” said B.C. Premier Gordon Campbell. “We are very pleased to have been able to facilitate an agreement which permits the Greater Vancouver Transportation Authority and the Airport to undertake the project. The province greatly appreciates the federal government’s initial infrastructure contributions, which have provided funding for the RAV line as well as our other high-priority projects such

rapid transit system, with major transportation facilities at either end with YVR to the south and the Port of Vancouver to the north. “I am confident that if a strong private partner steps forward, we will have an incredible addition to our transportation system; one that will pay economic and environmental dividends for the next century,” said Berg. Four private sector consortia will now prepare bids, which will include their own funding commitment, to

build the line and operate and maintain it for 30 years. The submissions from the RFP process are expected by the end of 2003, with selections of the preferred proponents to submit a “best and final offer” by late spring 2004. If a proposal is selected from the best and final offer process, construction would begin in early 2005 in order to have the line in operation by late 2009, in time for the 2010 Winter Olympics.

No Smiles Please, We’re Canadian ast month, the Canadian Passport Office issued new guidelines to photographers across the country that forbid smiling or frowning in passport photos. Instead, Canadians must send a photo with “a neutral expression—that means no laughing, smiles, or frowning,” said ministry spokesperson Suzanne Meunier. The new measure came into effect on August 15, but a public announcement could not be made because of the huge power blackout in Ontario and the northeastern United States at the time. Meunier said the new guidelines have become necessary because of a recommendation by the International Civil Aviation Organization (ICAO)

to its 188-member states, which urged the adoption of facial recognition as the standard in preparation for the introduction of biometric identification. Biometrics uses parts of the body to identify individuals, including facial recognition. However, those Canadians who have already sent in photos with nonneutral expressions should not worry. “We have already received photos with a small smile that we are ready to accept,” said Meunier. The smile amnesty will run out on Nov. 3, 2003, and from then on, only passport photos with serious expressions will be accepted.

RAV Rapid Transit Project On Track cant economic benefits. The development and implementation of the RAV line will create jobs – before, during and after construction – which in turn will provide labour income and government tax revenues. In addition, the line could lead to additional commercial and residential development that might not have otherwise occurred along this corridor. The potential economic benefits go well beyond the project and its direct spin-offs. Urban congestion is severely constraining the mobility of people and goods in the Lower Mainland. It is estimated that traffic congestion is costing our region’s economy close to $1.0 billion each year through delays and lost opportunities. Easing the commuter congestion along our busiest transportation corridor can only help. The estimated project cost is $1.5 billion. Last month, Ottawa agreed to contribute $300 million to the project, matching the amounts the B.C. Government, Greater Vancouver Transportation Authority and Airport Authority have each agreed to contribute. The RAV Project team has now issued Requests for Proposals to four private sector groups to provide additional funding, and to design, construct, operate and maintain the line. Once the private sector partner is chosen, likely by late 2004, construction will begin in 2005 with a completion date scheduled for late 2009 – in time to have the system up and running for the 2010 Winter Olympic Games. RAV will be a significant new addition to our regional transportation system, connecting heavily populated and growing employment centres, as well as key commercial, hospital and institutional developments. The Richmond-Airport-Vancouver (RAV) rapid transit project is right on track, and that’s very good news on several fronts. This line will provide commuters with a rapid transit line along the region’s busiest transportation corridor and benefit the environment by getting commuters out of their vehicles. The project will also create employment, particularly during the construction phase. Richmond and Vancouver together account for more than one-third of Greater Vancouver’s population and employment activity, with some 20 per cent of the region’s population and one-third of its employment located along the Cambie Street corridor. On a typical weekday, the corridor handles about 500,000 people travelling between downtown Vancouver, central Richmond and the airport. Between 1985 and 1999, vehicle traffic crossing the Arthur Laing, Oak Street and Knight Street bridges increased by 54 per cent. A large contributor to the traffic along these corridors is airport employees and passengers. YVR employs approximately 26,000 people and last year served nearly 15 million passengers. By 2021, we expect the airport community will employ 40,000 people, and passenger numbers will climb to 25 million. RAV will provide Richmond-Airport-Vancouver commuters and airport users with quick, efficient transportation. The environmental benefits are just as important. Transportation is the single largest source of greenhouse gas emissions in Greater Vancouver, with passenger cars and light trucks accounting for nearly half the total. Improving transportation choices is essential if we are going to reduce these emissions and improve the air quality in this region. RAV will help us achieve these goals. Such a massive undertaking will also have signifi-

Vigilance Rewarded at YVR By Marcia Strang ive airport employees are being commended for their security vigilance at YVR. Tim Sawatzky, an employee of Jet Eagle Transfer, recently witnessed a man running across a restricted apron toward an aircraft that had just finished boarding. Sawatzky immediately ran after the man, stopping him from boarding the aircraft unauthorized. After discovering the man had a boarding pass (but not for that particular flight) Sawatzky explained to the passenger that he must not be in that operating area unescorted, and took the passenger back out of the Restricted Area to be re-processed for

his flight. Marek Rubas and Gabe Karesa, of the Fairmont Vancouver Airport Hotel, were in the hotel loading dock area when they witnessed a hit and run of the security perimeter fence. Damage to the fence could have resulted in an unauthorized access to the Restricted Area. Rubas and Karesa immediately contacted airport security, who responded to the incident. Maintenance carpenter John Wallace and airport operations officer Alanna Torhjelm, two Airport Authority employees, prevented a security breach when they stopped a man who had pushed through an emergency exit door that separated

Jetsgo to Launch In-Flight Magazine Beginning mid-November, Jetsgo passengers will receive a free in-flight magazine as a result of a partnership between Jetsgo and TNC Publishing. “Now that we’re into our second year of operation we feel it is time to offer this on-board amenity to our 130,000 passengers per month,” said Michel Leblanc, president of Jetsgo. “The approach, design and content will be very different from standard in-flight magazines. It doesn’t have a fancy name; we call it, ‘Jetsgo’s inflight magazine’.” The magazine will launch as a quarterly and is scheduled to move to bi-monthly in mid-2004. Plans call for 64 pages, 9” x 11” format, on high-quality stock, with a 50-50 editorial/advertising ratio. It will be edited by Michelle Greysen and designed by Agence Braque, Jetsgo’s ad agency.

Security Shield for Shorts 330 and 360 Aircraft ike Hurworth, director of TAG Aerospace of Delta, B.C., has announced that the company has unveiled a new security product designed specifically for installation into Shorts 330 and 360 aircraft. The TAG Security Shield (TSS) is a cockpit bulkhead kit using the latest composite ballistic panel technology to provide enhanced security while maintaining the functionality of the original bulkhead design. The Transport Canada and FAA certified TSS kit enables operators of Shorts 330 and 360 aircraft to meet stringent FAR Part 25 amendments put in place to address post 9/11 security concerns. FAR 25.795 Security Considerations stipulate that Part 121 aircraft must resist intrusion from unauthorized persons and resist penetration by small arms fire and fragmentation devices. As Hurworth explained, “We overcame this unique engineering challenge by creating a hi-tech sandwich featuring an aluminum core with

fiberglass and graphite facing sheets to resist impact, then layered it with Advanced Ballistic Proof Composite which is more bulletproof than Kevlar.” The sandwich is encased in flame resistant aluminum alloy panels to meet FAR 25 Appendix F Flammability regulations; as well as providing structural integrity and minimizing weight. Hurworth added that, “A steel equivalent structure would weigh six times that of the TSS panels.” The TSS kit has successfully completed stringent ballistic and impact testing as required by FAA AC 25.795, parts 1 & 2. TAG is now completing the necessary certification process to get TSS kits assembled and installed in Shorts 330 and 360 aircraft operated by airlines throughout North America. Working with Aeroalliance Trade Network partners, TAG was able to deliver a turnkey solution for its customers — from design to manufac-
