ast month, approximately 100 volunteers from the Airport Authority, airport businesses and BCIT met at Vancouver International Airport (YVR) in the predawn hours to comb the runways, taxiways, aprons and nearby fields for loose objects and debris, known in the industry as FOD.
L
FOD stands for both Foreign Object Debris and Foreign Object Damage. FOD as small and seemingly innocuous as a broken wheel from a suitcase, a bolt or a discarded plastic bag can cause potentially serious damage to an aircraft. Each year, loose objects such as these on airport runways, taxiways and aprons cost the global
aviation industry an estimated $4 billion. The annual FOD Walk is one element of YVR’s comprehensive program to keep FOD off aircraft operational areas and raise awareness among people who work airside about the importance of keeping the airfield FOD-free. SEE FOD WALK, PAGE 2

FOD Walk, While FOD detection through visual inspection is the current industry standard, YVR is always looking for ways to innovate in the area of airport safety, and recently became the first major international airport to test a new radar FOD detection system prototype. The system, called Tarsier, was developed by U.K.-based QinetiQ and was brought to YVR for a successful trial in early June. A high-tech system like Tarsier, which proved to be extremely effective, is not yet commercially available. However, through “low tech”

PRESIDENT’S CORNER By LARRY BERG, President and Chief Executive Officer Efficiency Is Key To YVR’s Low-Cost, High-Service Model t YVR we pride ourselves on being a low-cost, high-service airport. The key to consistently providing our customers with a high level of service while keeping our costs low is efficiency: working smarter and maximizing productivity to make the best use of our available skills and resources. We’ve pursued this strategy since taking over the management of YVR in 1992, and our success is being recognized around the world. In July, YVR was named the North American winner of the Air Transport Research Society (ATRS) award for efficiency. ATRS is a group of more than 150 academic researchers from around the world devoted to multi-national and multidisciplinary research on commercial air transport. Vancouver was also named second most efficient airport in the world, second only to Hartsfield-Jackson Atlanta International Airport, out of 102 airports. ATRS used airport statistics from a variety of industry sources, including Airports Council International, the International Air Transport Association and the International Civil Aviation Organization, as well as price indices from the International Monetary Fund, and World Bank price indices. Airports in Canada, the U.S., Europe and Asia were included in the comprehensive study, which assessed airport performance, including productivity and effectiveness, and unit cost competitiveness. The study de-emphasized factors beyond airport management’s control, such as average aircraft size using the airport, and took into account all factors within management’s control, such as an air-

Canadian team has announced its intention to launch a rocket from an airport in Kindersley, Sask., on October 2, marking its official entry for the US$10-million ANSARI X PRIZE in the international, commercially funded da Vinci Project space race competition. The winner of the X PRIZE, awarded by the X PRIZE Foundation, a not-for-profit organization based in St. Louis, MO., will be the team that is first to put a privately funded, reusable craft safely into space twice within a two-week period. The craft must be able to carry a pilot and the weight-equivalent of two passengers 100 kilometers into sub-orbital space. In recognition of its new title sponsor, the Canadian team, headed by Brian Feeney, 44, has also announced a name change to “The GoldenPalace.com Space Project:

Powered by the da Vinci Project.” The Wild Fire Mk VI is 4.8 metres (16 feet) long and 1.4 metres (56 inches) in diameter. Made from a carbon-fibre shell, for its launch it will be tethered to a reusable, piloted helium balloon that will float to an altitude of 24,384 metres (80,000 feet), where it will dangle more than 304 metres (1,000 feet) below the balloon at an 80-degree angle as Feeney, a former aerospace project manager, begins the countdown to engine start. Next, the rocket will break free from its tether and carry Feeney into sub-orbital space at a speed of 4,296 kilometres (2,760 miles) per hour, before beginning a free fall back to earth, using a deployed parachute. According to Feeney, during the next month the team will perform tests of key spacecraft systems, including using a scaled version of a high-altitude balloon that will carry a 400-lb payload to 50,000 feet. Ground test firing of the engines that will carry the carbon-fibre-bodied Wild Fire to space also are scheduled to run throughout September. The countdown to this “New Race to Space” includes the work of more than 600 volunteers across Canada, including university students at the University of Toronto and Queen’s University. “A two-day comprehensive project management review took place (August 16) to identify every milestone and resource needed (to make the scheduled October 2, launch date),” said Feeney. “The da Vinci Project is emblematic of the spirit of the ANSARI X PRIZE,” said Dr. Peter H. Interestingly, ATRS’s Global Airport Benchmarking report found that airports with high service quality also enjoy high employee productivity. YVR reflects these findings. A five-year performance review of the Airport conducted in 2003 by Authority, PricewaterhouseCoopers, found that our employee-topassenger ratio was among the best in the world with one employee for every 53,700 passengers. Compare that with Los Angeles, with one employee for every 40,000 passengers, Heathrow, with one employee for every 15,000 passengers and Frankfurt, with one person for every 7,000 passengers. Since 1992, we have more than doubled the infrastructure at YVR and increased passenger traffic by 50 per cent. Yet our workforce has increased by only 27 per cent over the same period. Most importantly, we’ve achieved this level of efficiency without sacrificing the quality of our service. We’re always looking for new and innovative ways to enhance customer service, so that the moment passengers walk through the doors, they have the best customer experience at every turn. And year in and year out, international passengers continue to rate YVR among the world’s top 10 airports for overall customer service. We are extremely proud of these achievements, and will continue to set the standard for low-cost, highservice airports.

Planning Ahead Reduces Stress ost travellers aim to have everything well organized before they take off, but even the best-laid plans are subject to common inconveniences. A recent survey of Flight Centre travel consultants has found there are travel issues that occur time and time again: the dreaded lost passport, forgetting to apply for a visa or driving permit, and, most frustrating of all, lost luggage. In the event of an emergency, Flight Centre consultants offer some sound advice to quell the onset of panic and steady frayed nerves. Passports People always think they know where their passport is—that safe place in the top of the wardrobe where it has been stashed for years— but Flight Centre has a huge number of queries from people who discover their passports weren’t in that special place at all, and they need to replace them in a hurry. Passport applications usually require at least 10 working days for processing, so any shorter time period will require urgent passport processing or a special callout if the timeframe is less than three working days. Both of these scenarios will incur an extra cost. If travel is due to bereavement or serious illness, both urgent and callout fees can be waived or reimbursed if a written explanation is provided by a doctor or law officer. Visas Many inexperienced travellers are not aware that travel destinations such as China, Brazil and Australia, require visas. These can usually be applied for through a travel agent. The consequences of not having

applied for a visa prior to travelling include long waits, higher costs and potential refusal of entry by the country that requires one. Driving overseas Driving overseas is usually as simple as getting an International Drivers Permit (IDP). In many countries throughout the world it is either recommended or compulsory for travellers to carry an IDP, and it may also be required for car rentals. Lost luggage To limit the incidence of lost luggage, there are steps you can take to minimize the possibility of a mix up. Flight Centre consultants recommend having distinct markings on your luggage and a nonremovable name, address and phone number tag attached both inside and outside your bags.
If your luggage is lost you should notify the airline, tour operator or transport company right away—keeping in mind luggage is occasionally just in the wrong compartment. While airlines and tour operators usually take responsibility for luggage lost while in their possession, having travel insurance will limit any effect a possible loss may incur. To minimize the cost of lost luggage, some airlines are proposing radio frequency identification (RFID) tags to keep electronic tabs of luggage at all times. However, even when this becomes a reality, Flight Centre still recommends travel insurance. Those who travel without it set themselves up for a whole new set of worries— not the best way to start that dream vacation.

Terry Estell Named To New U.S. Port Director Post or each of the more than 40,000 passengers who depart from Vancouver International Airport (YVR) to the United States each week, U.S. Customs and Border Protection is a necessary stop on the journey. If Terry Estell has his way, time spent at that stop may soon be shortened. Estell is the newly named port director of Vancouver for the U.S. Department of Homeland Security. While he initially came to Vancouver as the officer in charge of the U.S. Customs Service staff, Estell’s responsibilities as port director are far broader. When U.S. Customs and Border Protection was activated under U.S. Department of Homeland Security on March 1, 2003, it brought together three previously separate entities— U.S. Immigration and Naturalization Service (INS), U.S. Department of Agriculture (USDA) and U.S. Customs Service (USCS)—to form one governing body. With the amalgamation came the need for a centralized role to oversee responsibilities that were previously split between officers heading each of the previous organizations. The port director position reflects an integrated approach to border protection. Although headquartered at YVR, the role also encompasses passenger processing duties at Vancouver’s cruise ship terminal and train station. As far as Estell is concerned, combining the three government agencies was only logical. “All of us had the same job; to protect the United States. Integrating operations allows us to improve speed, streamline processes and use our resources more efficiently. It also gives us more flexibility in utilizing staff.” This is particularly important at YVR, where the Vancouver-Alaska cruise ship industry and seasonal fluctuations require U.S. Customs and Border Protection (CBP) to process significantly more passengers at certain times of the year without additional employees. This is perhaps why improving passenger-processing times is one of Estell’s top priorities. He was instrumental in the successful planning and implementation of YVR’s on-board check-in service for cruise ship passengers and new expedited processing facility, which was piloted successfully this summer. Interesting Work History The new port director comes with a varied and interesting work history. He left the U.S. Army in 1985, after an impressive service record that included chief warrant officer Rotary Wing Flight Instructor. In looking for something that could compete with the excitement and challenge of flying, Estell went to a government job

fair hoping to join the USCS aviation program. When he found out he was past the maximum entry age for the aviation program, he joined the Service as an inspector. He began his career as a customs inspector at Los Angeles International Airport (LAX), and was soon promoted to senior inspector, then to supervisory customs inspector in 1992. By 1995, he was promoted to chief inspector and began directing LAX satellite passenger processing facilities. In 1999, he became chief inspector of the Anti-Smuggling Branch. He recalls an incident in July 2002, when his team recorded the largest ecstasy seizure in the history of the U.S. Customs Service. At more than two million tablets, it remains the largest single airport seizure of ecstasy in the world. His career has seen him co-author handbooks, serve as both instructor and as a member of various taskforces and working groups, and receive numerous awards for outstanding service. He is a consummate professional and expects the same of the people who work for him. Nexus Program Another major project Estell is currently hard at work on is the NEXUS Air program, a joint initiative of the Canada Border Services Agency, Citizenship and Immigration Canada and CBP that will use biometrics technology to facilitate efficient and secure entry into Canada and the United States for pre-approved, lowrisk air travellers. “If there’s something we can do that can improve service and not negatively impact our mission, it’s something we should try. We can always go back to the old way if the new way doesn’t work as well as expected.” Estell’s dedication to innovation is
shared by the airport community. He says one of the most gratifying aspects of coming to YVR has been Terry Estell—newly the opportunity appointed port director of Vancouver for the to have positive U.S. Department of and effective Homeland Security. working relationships with so many different organizations. “Here, we work closely with the airlines, the Airport Authority, the ground handlers, Canada Customs and other governmental agencies. We all have the same goal in mind—to improve service for our customers— and I’ve been continually impressed by each party’s commitment to finding logical solutions to our shared concerns.” It’s this type of cooperation and mutual respect that makes YVR a community, one in which Estell and his wife Tish have taken active roles—she volunteers as a Green Coat and at the Richmond Heart and Stroke Foundation, while he enjoys taking part in YVR’s extracurricular activities, especially golf tournaments. While their relatives and grown children remain in the United States, the couple is taking to life in Vancouver and Estell says he looks forward to remaining until the end of his tour in 2008. If his record is any indication, he will have every success in his new position—and that’s good news for YVR and the more than 2.1 million passengers who pass through the airport each year on their way to the United States.

ACRO Aerospace And Helipro Combine Operations ACROHELIPRO Global Services New Operating Name CRO Aerospace, located at the Vancouver International Airport (YVR), and Helipro, located at YVR and Langley Airport, have combined forces and will now perform business as one full-service division. Formerly, the two companies operated as autonomous divisions within the Vector Aerospace Group, The combined operation of these helicopters repair, overhaul and maintenance companies will see the new company conduct business in Canada through ACROHELIPRO Global Services Inc., and in the U.S. through ACROHELIPRO Global Services USA Inc. Court Approves Air Canada Restructuring Plan I n a decision issued on August 23, Mr. Justice James Farley of the Ontario Superior Court approved Air Canada’s Plan of Arrangement pursuant to its restructuring under CCAA. The issuance by the Court of the Confirmation Order sanctioning the Plan of Arrangement follows the approval of the Plan by an overwhelming majority of Air Canada’s

CIBC Exercises Rights To Acquire Air Canada Voting Shares ast month, the Canadian Imperial Bank of Commerce (CIBC) announced that it has exercised its rights (“Rights”) to acquire up to 3,713,295 voting shares of ACE Aviation Holdings Inc. (“ACE”). ACE will become the parent holding company of Air Canada upon completion of Air Canada’s plan of reorganization. CIBC obtained its Rights under the Plan on Aug. 23, 2004.
