Credit Rating Among The Best In The World tandard & Poor’s, the world’s foremost provider of independent credit ratings, has raised Vancouver International Airport Authority’s credit and senior unsecured debt ratings to “AA” from “AA Low,” making YVR one of only four airports in the world with such a high designation. “The new ratings reflect our strong financial management and our successful approach in developing YVR as an economic generator for the province and Canada’s Pacific gateway,” said Larry Berg, president and CEO, Vancouver International Airport Authority. Standard & Poor’s based the upgrade on the Airport Authority’s “very strong business and financial profiles,” and history of conservative financial management. Despite the turbulent times the aviation industry experienced in recent years, such as September 11, 2001, and the SARS crisis, the Airport Authority managed to maintain strong credit metrics, said Standard & Poor’s, adding that the upgraded ratings reflect confidence in the Airport Authority and the expectation that its “financial profile will remain robust.” The Airport Authority’s “AA” rating is shared with three other airports: Los Angeles International Airport, Oklahoma City Airport (Will Rogers World Airport) and Aéroports de Paris. The second largest international passenger gateway on North America’s West Coast, YVR expects to welcome 16.9 million passengers this year. The Airport Authority is undertaking a $1.0-billion capital program that will ensure the airport meets the growing demand for air travel, and continues to be developed as a premier global gateway and economic generator for British Columbia.

Air Canada’s Bombardier CRJ-705 aircraft has a cruising speed of 880 km/h and a range of more than 3,500 km with a total payload of 7,778 kg including a cargo payload of 700 kg.

Through this program, the government will continue its substantial contributions to the costs of industry-led R&D projects, and its support for the development and application of the technologies that will define the growth of Canada’s A&D sector. “The National Aerospace and Defence Strategic Framework is a milestone for the Canadian aerospace and defence industry from coast to coast, presenting a path forward for the continued competitiveness of this important sector,” said Industry Minister David Emerson. “Collaborative effort, with investment and dedication on the part of both industry and government, will help Canada address the critical factors for the future growth of the

Bellemare, president of Pratt and Whitney Canada, and co-chair of the Canadian Aerospace Partnership. “This strategic framework will create a favourable environment for continued research, discovery and innovation. Today, our industry enables tens of thousands of Canadians to leverage their ideas, talent and skills in the world marketplace. Now, tens of thousands of others will be doing the same in 10 or 20 years.” The framework is a long-term strategy with specific elements and funding for the framework to be defined as collaborative work continues.

Another Strong Year Ahead For YVR Coming off a record year, the Airport Authority is preparing for another year of growth in 2006, with passenger traffic forecasted to total 16.9 million and new opportunities arising. At YVR we’re particularly well positioned—geographically and strategically—to take advantage of these opportunities. Heading into the New Year, we will focus on Building the Gateway—constructing the infrastructure to meet growing demand, working to seize new opportunities resulting from Canada’s recently liberalized air policy, working to further liberalize Canada’s international air policy with a focus on secondary markets, employing innovative passenger facilitation initiatives, and completing a 20-year airport development plan. In the coming year, we’ll continue construction of the International Terminal’s new wing, the Link Building, related expansion projects and the airport portion of the Canada Line, so we’re prepared to handle increased passenger traffic. In addition to capitalizing on the Open Skies agreement with the United States and the new bilateral air transport agreement with China, our priorities in 2006 will include the pursuit of new bilaterals with Singapore, Malaysia, France and the United Arab Emirates, and the conclusion of China’s Approved Destination Status for Canada. We’re pleased that Ottawa is working toward more liberal air transport agreements, and we’ll work to keep the momentum going.

To make the journey smoother for our passengers, we will continue to work with government agencies and airline partners for full implementation of existing simplified travel solutions, and look for new ways to expedite passengers through processing at YVR. We’re already an industry leader when it comes to the use of self-service check-in kiosks, and we’re continuing to deploy them in off-airport locations, such as downtown hotels and the convention centre, making it easier for passengers to check in, and easing congestion at the airport. Also in 2006, we’ll be undertaking consulting with stakeholders on the first draft of our long-term Master Plan covering 2007-2027. The draft will follow more than a year of consultations with community groups, industry, government, airport users and Sea Island employees. It will outline future terminal, runway and transportation development plans that we will undertake over the next two decades to ensure that YVR remains an economic generator, serving all British Columbians. On a celebratory note, YVR will reach the ripe old age of 75 in 2006. Three-quarters of the way to the century mark, YVR has truly become a premier global gateway, and is rated among the world’s best. That’s not bad for an airport that in its opening year served only about 3,000 passengers, most of them on Vancouver sightseeing tours—now that’s Auld Lang Syne.

he Sea Island Heritage Society (SIHS) is a non-profit organization that formed in 2001 to unite former Sea Island residents in the gathering, compiling and preserving of the history of Sea Island and of the people who lived and worked there. Or, in SIHS secretary Eunice Robinson’s words, “to put friends in touch with friends and to be the source of all things Sea Island.” Sea Island has a rich history that dates back to the 1780s, when the Coast Salish, a Native group that used the island for fishing and hunting, first settled the island. The Coast Salish people were the largest group of First Nations people north of California until they were hit by the smallpox epidemic that eradicated at least 30 per cent of the native population on the Northwest coast of North America during the 1770s. The epidemic coincided with the arrival of European settlers, who went on to play an important role in the development of Sea Island. Hugh McRoberts, one of the first settlers, recognized Sea Island’s agricultural potential, which was the impetus for the island’s settlement. After decades of development, farming and community establishment, Sea Island was officially put on the map with the opening of

Vancouver Civic Airport and Sea Plane Harbour in 1931. Three subdivisions sprung up with the opening of the airport: Burkeville, the only community that exists on the island today; Cora Brown; and Tapp Road. Burkeville was created to house workers of the airport’s Boeing Aircraft Factory. The subdivision was named for Boeing Aircraft president Stanley Burke. The Cora Brown subdivision was established in 1946 to address a housing shortage during the Second World War. Some of Sea Island residents’ fondest memories include: enjoying ginger beer and cream soda at Joe’s Confectionary; roller-skating on the only paved road in Cora Brown; and watching Adventures of Rin Tin Tin on the only television set in the neighbourhood. In those days, the worst thing you could do in school was to chew gum or flunk a test. Such memories are kept alive by the SIHS, whose members hope to one day publish a book with the information they have captured about their community. Doug J. Eastman, SIHS president, and Eunice Robinson, along with their members, have compiled 20 binders containing indexed memorabilia, which will eventually be supplied to a local museum. Tourism BC Smoothes The Journey For Kazakhstan Cross-Country Ski Team n a recent trip to YVR, the Kazakhstan cross-country ski team received a warm welcome and a helping hand from Tourism BC that they’ll likely not soon forget. The team was travelling through YVR on the way to a World Cup event in Vernon. However, when the team’s members arrived at the airport, they weren’t sure of their travel and accommodation arrangements for Vernon. That’s where Tourism BC’s Robert Chew and Alex Lee stepped in.

Lee communicated with the team in German, and Chew quickly arranged transportation for the weary group, which had already endured a 10-hour bus ride from Kazakhstan to Finland, and flights from Finland to Amsterdam and from Amsterdam to Vancouver. Once transportation from Vancouver to Vernon was confirmed, Chew contacted the World Cup organizers in Vernon to secure lodging for the team.

Frequent Flyer Par Excellence fter two months of flying across North America, Marc Tacchi of Vancouver has achieved his goal of accumulating one million Aeroplan miles. Using a $7,000 Air Canada Flight Pass, which allowed passengers unlimited travel in North America between October 1, 2005, and November 30, 2005, Taachi acquired 1,003,625 mileage points and spent 56 of 61 days in an airplane. Taachi’s blog, “The Great Canadian Mileage Run 2005,” which chronicles his travel adventures, has had thousands of hits from people who followed the progress of his onemillion-mile goal. During his two-month flying marathon, a typical day would start with a 10 a.m. flight to Victoria from Vancouver. Taachi would then fly back and forth between the two cities about six times and then catch an overnight flight to Toronto. Once

A Double Life: Darrell Mussatto, YVR Paramedic And North Vancouver’s Newest Mayor ot every airport boasts politicians among its emergency responders. On December 5, 2005, Darrell Mussatto, a member of YVR’s bike paramedic squad, became Mayor of the City of North Vancouver. A North Vancouver native, Mussatto served as a city councillor for 12 years before being elected mayor. For the past five years, Mussatto has been providing first-aid care for passengers at YVR as part of a bike paramedic squad. The squad, which began operating in 1998, averages six to seven calls each day and is in operation from 7 a.m. until 6 p.m., seven days a week. Bicycles provide a unique advantage for the paramedics, allowing quick movement around the airport and ensuring help is never more than a pedal away. Mussatto decided to become a paramedic 20 years ago out of a desire to make his living helping people. As a paramedic at YVR, Mussatto enjoys providing help for travellers in need of medical care. In his time at the airport, he has found that passengers are often reluctant to see a doctor, even though they may require treatment. In addition to helping people, Mussatto enjoys being part of an

went above and beyond their duties and it made me proud to work here,” said Mussatto. Construction at the airport has presented some unique challenges for the bike paramedic squad. “With all the construction, expansion and gate changes, it is important for us to know how to get around obstacles in order to reach passengers who are in need of care quickly,” said Mussatto. Although it may seem like a substantial leap from first-aid to politics, there are parallels between the two positions. Mussatto explains that as a bike paramedic, “You have to be able to work in a high-pressure environment but you also have to thrive in the spotlight that goes along with the job description.” As mayor, Mussatto hopes to build a new seniors’ home, waterfront maritime marine centre and a new library. He will reduce his work at YVR to part time. “I am going to miss my full-time job and the camaraderie of my workmates, but as mayor I have to make sure that the city council is open and approachable to listen to the concerns of its residents and work toward solving their problems.”

(TAECO) in Xiamen, China. TAECO completed the hands-on modification work for this prototype in September 2005, and Boeing began its ground testing and certification program immediately after.

The key to durable luggage is strong material. Leather luggage is sturdy, somewhat expandable and considered to be of high quality, but it is heavy. With today’s travel weight restrictions, this might mean packing a bit less. Perhaps the strongest option is hard-case luggage. While also heavy and rarely expandable, it is unmatched for sheer toughness. Frequent travellers praise hard-case luggage for its ability to protect contents and withstand damage by airport baggage systems. Fabric luggage is less strong but can be a versatile choice due to its lightness and expandability. When selecting fabric luggage, pay attention to denier counts. Denier is the standardized unit of measurement for determining the strength of fabric. Denier counts range from 600 to 2,500—the higher the count, the more durable the luggage (and the higher the price). When purchasing luggage, consider how you plan to use it. If you are going to be on the move with luggage in tow, you may want to consider lightweight luggage with wheels or comfortable straps. Look for straps and wheels that are well protected or that can be tucked away so they won’t get damaged or caught during sorting. Other things to look for when purchasing luggage include strong locks or the ability to accommodate locks, no-tear or no-cut nylon material, and reinforced stress points, such as corners, undersides and backsides. Be aware of your airline’s luggage size

of the rate applied to interest. Canadian dividends fall somewhere in the middle. Last November, investors cheered when the federal Department of Finance announced that new taxes would not be added to income trusts and tax reductions would be implemented on all Canadian dividends. These changes are still in the proposal stage, but if implemented the following table outlines the likely beneficial tax changes to dividend income. BC Resident at Top Marginal Rate

Dividends from Canadian companies have always been tax attractive due to the associated dividend tax credit associated. Under the rules currently in place, if you receive $100 it is grossed up by 25 per cent, but an offsetting dividend tax credit is received. For B.C. residents at the top marginal rate, the net effect is a 31.6 per cent tax rate for dividends. There is, and has always been, a problem with this system, however. Until November’s announcement,

investors in public companies faced double taxation on dividends they received because the dividend tax credit did not fully compensate them for corporate tax paid. The proposed rules, as the chart on page 8 shows, will correct that problem and effectively lower the tax rate applied to dividends for investors. While it is not known exactly how B.C.’s provincial government will match the federal tax changes, the net effect is this: An investor receiving $100 in income in B.C. (assuming a top marginal rate) would pay $44 on interest income in 2006 and (possibly) only $17 on dividends income in 2006. Quite the difference! There are, however, two caveats. Firstly, the new rules are “proposed” only. These are, in effect, part of the Liberal election platform. Since we are now in an election campaign, it is hoped that a new government will implement these changes. Secondly, it is assumed that the provinces will provide an enhanced provincial dividend tax credit to match the federal government’s proposals. So, while there are some details to be worked out, it does appear likely that the proposals will be realized. Implications For Investors For RSP investors, dividends and

interest are not taxed annually inside an RSP, but bear in mind that dividends and income trusts are now somewhat more attractive to many taxable investors overall, so they should do well in the future. You may want to ensure that you have a good Canadian dividend fund or at least a good Canadian large-cap equity fund with a good stream of Canadian dividends. If you have a non-RSP account, the proposed changes to the tax act on dividends will really be beneficial. It may make sense to increase your exposure to Canadian dividends and dividend funds. If you are investing in individual dividend-paying stocks, then you will, by default, need to look at banks, insurers, pipelines and utilities. The key is to look at businesses that have a history of increasing earnings and dividends. On the mutual fund side, look for a good dividend fund with a solid history of aboveaverage returns within the dividend category. In general, dividend-paying stocks can be sensitive to interest rate increases and are sensitive to the overall direction of the markets, so exercise some caution. Reverend Father Paul Henry Thompson February 23, 1947 – November 23, 2005 he Reverend Father Paul Thompson, Roman Catholic chaplain, died suddenly on November 23. His friends, colleagues and associates were shocked and saddened by his death. During his career, Father Paul spent most of his priestly service as a chaplain with the Federal Prison Service, mainly in prisons in the Fraser Valley. For the past five years, he served as the Roman Catholic chaplain at YVR, a position he cherished and where he excelled. Father Paul related well to interfaith groups, other chaplains, YVR Chaplaincy volunteers and to the multi-ethnic nature of the marketplace ministry at the airport. He was delighted to serve both passengers and staff, meeting the social and spiritual needs for many people. Father Paul, an avid transportation enthusiast, possessed an intense interest and amazing knowledge of various types of transportation. He enjoyed representing Vancouver at the International Civil Aviation Chaplains’ Conferences in France, South Africa, Australia and the United States. At the time of his death, he had been vetting a plan for YVR to host an Airport Chaplains’ Convention in 2010.
