President’s Message I am excited to announce that we have chosen MABA’s next Executive Director. Amber Schroeder will be starting just before the Parade of Homes. Amber comes to MABA with a wealth of association experience at the national, state and local level. Abe Degnan Degnan Design Builders, Inc.
Most recently, Amber worked for Wisconsin Manufacturers and Commerce as the Director of Membership and has lead the organization to record breaking membership years and also managed the Business Day in Madison program. Many of you are familiar with Business Day in Madison, which is the state’s largest business lobby day, annually bringing 1,000 top executives to the Capitol. The event features nationally recognized key note speakers and attracts top policy makers from both parties. Prior to joining, WMC Amber served as Senior Director of member relations for the Detroit Regional Chamber where she created a service oriented membership department and developed new programs and services to drive member satisfaction. A graduate of the University of Wisconsin-Madison, Amber worked for the U.S. Chamber of Commerce in Washington DC, where she worked with volunteer leaders to grow the Institute for Organization Management program across the country. She worked on other events and programs such as America’s Small Business Summit, the Chamber of Commerce Committee of 100 and the Association Committee of 100. Amber is a native of Menasha, Wisconsin, where she attended Fox Valley Lutheran High School. She currently resides in Madison, Wisconsin. Please join me in welcoming her to MABA! There’s plenty else still going on, of course! I had a great time at the Brew Brats & Builders Association at Sprecher’s. There were over 210 people there, and I chatted with a few people who I don’t see so regularly anymore. What a treat! If you missed it, make sure you remember this is our yearly May event. We all have our favorites, but, the Black Bavarian is my favorite beer for sure. Next month, we have the Parade Preview Party and then the Parade of Homes. You can buy tickets for $10 by calling the MABA office or at the door for $15. I can’t provide all the details as I’m writing this, but Justin Temple, Robin Pharo and their subcommittee have a great event in the works: The party is on Friday June 7, starting at 5pm, at the Westbridge neighborhood in Waunakee. Furthermore, there are homes from small to large -- as small as 1500 sq ft on the main level and others as large as 6000 total square feet. Homes built for young families, homes built for empty-nesters, and everything in between. Thanks to all Builder and Associate members who are involved in one way or another—and what a chance to recruit new members to MABA, the ones who are working on your Parade home but are not yet members! Another recently completed event is Hammer With A Heart. This is one of MABA’s charitable events, and a great opportunity for you to get involved to do something great for the community. We have a big milestone to celebrate here: Al Terry (Stealth Security, LLC) has been the coordinator of this project for 10 years running! Be sure to thank Al for making MABA look good. Likewise, thanks to new co-coordinator Dave Mills (Probuild) for making the event happen as well. And to our members, where you donated money, time, or products, THANK YOU as well! As you plan your summer, don’t forget the golf outing in July and the Gathering at the Grove in August. Get a 4-some together for golf, or register on your own, we’ll match you up with a group if you want. The MABA golf outing is on Tuesday July 16 at Lake Windsor. Check the website or fill out a registration insert to go. Gathering at the Grove will be Aug. 5. If you want more golf opportunities, here are 2 you should know about: NAHB’s has the Gloria Kirking golf outing, and if you are a dollar-a-day ($365) or Gold Key ($1000) member of Build-PAC you can be invited. This year the event happens in May at Wild Rock in the Dells; sometimes it is in September. If you have questions about Build-PAC, you can talk to me or Brian McKee (Midwest Homes/McKee Associates). The other event is the WBA golf outing which is the day before our summer WBA Board meeting and is on July 10th this year, in Stevens Point at the Sentry Golf Course. I hope that you and those important to you had a good Memorial Day weekend, and remembered to thank those who serve to keep our nation peaceful and free. Thanks to them doing their jobs (their service to us and our country) we are all able to work to keep our businesses strong and build our national economy!

WBA Legal & Building Code Hotline Allows Members to Submit Questions about Legal Issues in the Building Industry WBA members have exclusive access to the WBA Legal & Building Code Hotline, which is a service provided by Axley Brynelson LLP. The hotline is set up to give members a place to call to get free information and education on building-related legal issues as well as building code and ordinance issues. If you have a question on any of these issues, begin by calling 1-888-WIS-BILT and your call will be redirected to the appropriate person. The hotline will answer questions that are relevant to the building, remodeling, and development industries. Examples of this include information on liens, contracts, land use, local ordinances, fees, building codes, and other related issues. If your question requires information outside the scope of the hotline service, you will be directed to an outside source for more information. Hundreds of members have already taken advantage of this valuable membership benefit. Be sure to keep it mind as you go about your busy workdays!

Be on the Lookout for Impact Fees! Have you ever picked up a permit and were astonished by the amount you had to pay beyond the basic permit? Have you ever heard a municipal official say, “This was done at no cost to taxpayers, we used impact fees paid by developers”? Then you’ve seen impact fees. Impact fees sound good when balancing a municipal budget, but they add unnecessary costs to new homes, and make housing affordable to fewer people. Impact fees can be assessed by municipalities to recoup costs of capital improvements that are directly related to the development of a particular parcel. They cannot be used to improve existing facilities elsewhere, or for non-capital expenditures. Examples of permissible impact fee funded projects could include; intersection improvements and traffic signals adjacent to the new development, sewer interceptors serving the new development, and parks and other improvements within the development itself. Wisconsin law and various court decisions prohibit the use of impact fees for non-capital expenses such as squad cars, fire engines, and plow trucks, or for improvements to parks and other facilities in areas not within the new development. The Government Affairs Committee is committed to identifying and fighting impact fees that are not being assessed or used properly. We can’t fight what we don’t know about and need your help. If you are asked to pay an impact fee for purposes not directly related to the new development or hear of impact fees being improperly used to fund other expenditures, contact Andrew at (608)288-1133 or disch@maba.org, so we can investigate and possibly take appropriate legal action.

7. Approved a request for funds from the Legal Action Defense (LAD) to support a statutory change to the Capital Area Regional Planning Commission. 8. Received a report from the preview party sub- committee that the 2013 Parade of Homes preview party will be held on Friday, June 7 at the Westbridge 9. Received a financial report and reviewed financial statements for the period ending April 30, 2013. 10. Approved the Education Committee funding request of $1,250 to support the Committee’s education program from the remainder of 2013. Additionally, the Board approved granting future seminar presenters a free tabletop display at Evening Membership Meetings in order to promote their upcoming seminars.
