By the time you read this, the Silent Auction will already be completed. Did you know this is our single most important PAC fundraising event? I’m in the midst of my series of phone calls to dozens of you – and I say THANKS to all of you who’ve taken my calls, called me back, emailed, donated to the auction, or who show up at the auction to buy items.

Why is this so important? The Silent Auction is all about political fundraising to support those local candidates and statewide races, who are in favor of pro-Housing policies-- things that help our entire industry.

I’m sure I don’t need to tell you that this affects more than just builders and developers—when the housing industry is good, it improves all our businesses! And as a design-build company, my remodeling work is also better thanks to pro-housing policies and prevention of bad regulations, such as shoreland zoning and sprinkler regulations. Can you imagine if we had to build new homes with sprinklers or retrofit existing homes with them, the way we are sometimes forced into electrical or plumbing upgrades during remodeling? Never!

You should also know that you also have the ability to directly determine where your political contributions go, while helping the Builders Association be recognized as a political force. The Builders Direct Fund, also known as “the conduit”, is self-directed. You can place money on deposit in your “ conduit” any time throughout the year, and use it when needed. Or, if you decide to make an immediate contribution to a campaign, you can contact the WBA (www.wisbuild.org or 242-5151) to make a donation by credit card and have it immediately sent to the campaign of your choice. So whenever you are prepared to make a local or state political contribution, remember to do it through the Builders Direct Fund conduit.

My last several columns have been on the topic of our changes. Well, a big change was that we had over 200 people attend our September cookout at the MABA headquarters! This is double or recent membership meeting attendance, so we’re pretty excited about this. Looking forward to November, there’s more change: We’re not planning to be at Fitzgeralds. We’ll be at The Great Dane in Fitchburg in the bar upstairs from 5-8 pm. Will I see you there?

Members in the News: Longevity in Business: H.J. Pertzborn Plumbing and Fire Protection When Bob Pertzborn was growing up, he’d ride along with his grandfather and father on service calls for the family business. “My dad would always introduce me as the third generation,” said Pertzborn, 64.

His grandfather, Henry, and dad, Jim, were right; Pertzborn is now president of the business, H.J. Pertzborn Plumbing and Fire Protection. Pertzborn continued the tradition by taking along his sons Joe and Jesse on calls when they were growing up.

“My brother and I loved going out on emergency calls as it was an adventure,” said Joe Pertzborn, department manager for fire protection. Joe is continuing the family lineage with his son Cael, who seeks any opportunity to come to the shop to help Dad and Grandpa. Jesse Pertzborn, a master plumber, is also continuing the fifth generation with his sons Mac, Drew and Wil. Henry and Gertrude Pertzborn started the business in 1928. After serving in World War I, Henry returned to the family farm in Cross Plains and started his apprenticeship as a mason with a local contractor. His strong dislike of mortar drying on his hands caused him turn to plumbing. Henry worked out of his home on Crandall Street in Madison.

Henry and Gertrude raised six children while working together in the business. Many of the homes in the Nakoma neighborhood and on the Near West Side were plumbed by Pertzborn Plumbing. The couple’s oldest son Jim helped in the business after school and during the summers and became an integral part of the business expansion. Jim began his apprenticeship in 1946.

In 1956, the business was incorporated as H.J. Pertzborn Plumbing and Heating. The company expanded into commercial and industrial projects, plumbing such projects as Graber Windows in Middleton and many local schools and residential subdivisions.

Jim Pertzborn focused on developing strong service and the commercial and residential divisions. In 1964, Bob, Jim’s oldest child, began to work in the business after school and during the summer. Bob began his plumbing apprenticeship in 1969. He is now a master plumber and became company president in 1989.

Currently, the business is working on the UW Memorial Union renovation.

“The industry has had many changes due mostly to the addition of new materials.

The business has not changed. It still delivers quality work at a fair price,” Bob added.

Welcome Jane Algiers to MABA! On October 14, Jane Algiers joins MABA as the new Director, Events and Publications. In this role, Jane will handle all MABA event planning as well as our publications and website.

Jane brings over 20 years of association experience to MABA as well as a wealth of knowledge in event planning, marketing, graphic design, member relations and grassroots communication. Most recently, Jane ran the Business Day in Madison program at WMC. In this role, she was also responsible for external relations with local chambers of commerce and other state associations. Jane lives in Sun Prairie with her husband, Tim, and her daughter Bradleigh.

MABA Members at Work in the Community: The Madison Area Builders Association has once again teamed up with the Dane County Fire Chiefs Association to build a new fire safety house.

Annually, over 10,000 people and 7,000 students visit the house and learn the do’s and dont’s of fire safety! The new Fire Safety House is scheduled to be completed mid-October 2013.

Member Insight: Health Care Reform – What are you going to do now?

Health care reform, also known as the Affordable Care Act (ACA), will bring many changes and new options for purchasing health insurance to both businesses and individuals. For the vast majority, if you acquire insurance through your employer, it is likely that you will continue to do so for the foreseeable future.

single plan cost is 9.5% or less of your wages, you will not be eligible for a Federal subsidy.

Since many MABA members are small businesses with less than 50 employees or independent contractors, I will focus on those areas for now. Employers are not subject to any penalties for 2014. However, tax penalties will be imposed on individuals if you do not have appropriate and affordable health insurance through your work, a spouse’s plan, parent’s plan, or an individual policy.

Will there be any changes to my health plan benefits?

Small group and personal insurance plans issued on or after January 1, 2014, will be guaranteed issue, must provide Minimum Essential Coverage with no pre-existing limitations, and will be standardized into 4 tiers. These tiers are based on the expected total claim costs allowed, and are known as the “metallics”.

As a seasoned broker in the health insurance field, our role is unchanged, regardless of where you ultimately apply for your coverage. There is no additional cost to have us help you with the new plans or the Marketplace. We will continue to educate and help individuals make their insurance decisions, whether you purchase coverage as you do now or through these new Marketplaces.

What are these new exchanges, or Marketplaces? A health Marketplace is an online tool to compare and purchase health insurance. You may have already used a similar exchange to purchase an airline ticket online through Expedia, Orbitz, or Travelocity. The same health insurance carriers you are now familiar with will provide the insurance plans and rates. You will be able to compare them side by side and decide which plan is best for you. In Wisconsin there are 13 carriers, including all four HMOs in Dane Co, who will participate in the individual federal Marketplace. Also, carriers will continue to offer insurance plans, off-exchange, as they do now.

How will rates be determined? Rates will no longer be based on how healthy (or not) you may be. All plans will be “community rated”. This means the rates for same plans will be the same for anyone the same age in that community area.

Rates will be delivered to you in one-year increments based on age, between 21 and 64. The maximum “spread” between the oldest and youngest cannot be more than 3 to 1. Rates will be the same for males and females. Insurance companies can charge up to 50% more for smokers.

Am I required to use the Marketplaces? No, insurance plan benefits and rates must be the same inside or outside the Marketplace. However, Federal subsidies are only available in the Marketplaces.

I keep hearing about government subsidies. What subsidies are available? You must purchase your policy through the Marketplace to obtain a federal subsidy. Federal subsidies are available to individuals based on their household income, up to 400% of the Federal poverty level. This is up to $45,000 for a single person and $94,000 for a family of four. It is expected that you will pay up to 9.5% of your income towards the Silver health premiums, with the balance covered by the subsidy.

Will HSA plans still be available? Yes, HSAs will continue to play an important role in health care. HSA qualified plans, coupled with the tax advantages of the HSA accounts, will help many people manage the finances of their health care.

If your current benefit plan falls between these levels you will have to adjust, up or down, to “fit” into the metallic plans.

What is Minimum Essential Coverage and how will I know if my plan complies? All new plans will be required to cover certain things like preventive care, hospitalization, physician services, maternity, prescription drugs, and pediatric dental & vision for children up to age 19. Your carrier will let you know that your plan is in compliance. Most individual policies either did not include some of these benefits or offered them as options. These benefits will now be mandatory in all policies.

Will premiums be higher or lower in 2014? With the added benefits, new taxes, and new fees, it is generally expected that rates will be higher in 2014. New taxes and fees alone are expected to add 3-5% to premiums. We should see final rates on or before Oct 1, 2013. But there may be some winners and some losers. It is expected that a younger, healthier individual may experience significant increases. While individuals that are older and/or with health issues may see rates stabilize or even decrease somewhat.

Can I apply or renew my plan early to avoid the increase?

If you have a policy issued or renewed by Dec 1, 2013, then you will not be subject to the new benefits and rates until your next renewal date in 2014. I encourage individuals and small businesses that may not want or need all these extra benefits and costs, to contact us for alternative solutions.

Government Affairs Corner KEY PROVISIONS OF THE AFFORDABLE CARE ACT BECOME EFFECTIVE SOON Employers and purchasers of individual plans will see the most change

WHAT DOES THIS MEAN FOR CONSUMERS? Perhaps the most widely reported aspect of the so-called Affordable Care Act (ACA) often referred to as “ObamaCare” is the individual mandate. This means individuals are required to retain health insurance coverage from their employer or through an individual plan. Recently the IRS finalized the 2014 penalty for noncompliance with the “individual mandate” with a maximum penalty of $95.00 which will be assessed in your income tax filing. (Those who are eligible for Medicaid or Medicare are exempt from the mandate).

Over time, the penalty increases, for example in 2016 the penalty will rise to $695 or 2.5 percent of household income whichever is greater. To help achieve individuals purchase their own insurance online “health care exchanges” have been established for consumers to shop and compare plans. Depending on your income level, you may also be eligible for new subsidies in the form of tax credits to offset the cost of purchasing individual insurance plans on the exchanges.

WHAT DOES THIS MEAN FOR YOUR BUSINESS? While the ACA does NOT require business owners to provide health coverage for its employees, it will impose monetary penalties on those companies that do not offer coverage provided that the business has 50 or more full-time employees. This provision recently gained media coverage because its effective date was delayed to January 1, 2015 from January 1, 2014. If your business has less than 50 employees it need not offer coverage nor will it be penalized for doing so.

However even for businesses with fewer than 50 employees, you will still be subject to the ACA’s health exchange notification requirement. All businesses that must comply with the FLSA (Fair Labor Standards Act) must comply with giving employees notice of coverage options available through the new “exchanges.”

Generally, any business with over $500,000 in gross revenue must comply with the FLSA and therefore must supply this notice requirement. The purpose of the notice requirement is to furnish employees with their employer information that they will need (like the company’s EIN) when shopping for insurance under the new exchanges. Coverage through the new exchange marketplace will be effective January 1, 2013. The Department of Labor has released document TR2013-02 to offer a plain language summary of the notice requirement which includes general templates to use.

Housing Remains a Key Component of Household Wealth Recently released research by NAHB reaffirms that homeownership is an important component of household wealth accumulation. Part of the reason why the primary residence is an important source of household wealth is because of its size on the household balance sheet.

The primary residence represents the largest asset category on the balance sheets of average households. At $20.7 trillion, the primary residence accounted for almost one-third, 30%, of all assets held nationally by households in 2010.

According to the report, the primary residence represented 62% of the median homeowner’s total assets and 42% of the median home owner’s wealth. In addition, the median value of the primary residence across all households was $100,000.

In contrast, the median values of financial assets and vehicles were only $17,000 and $12,200 respectively.

Another reason why the home is a large part of household balance sheets is because it is a widely held asset. The report shows that two out of every three households, 67%, owned a primary residence in 2010 while just over half of households, 50%, held a retirement account. Meanwhile, 16% of households owned either stocks or bonds. These ratios reflect the nationwide downturn in housings, however as home prices continue to solidly recovery - so too will household wealth.

Equity in residential property tends to be a particularly important component of wealth for lower income, older households. According to the report, the median net worth for households over the age of 75 with household income below $35,000 was $110,900 in 2010. This is 25 times the net worth for households under age 45 in the same income bracket have. Also for 75+ households with incomes under $35,000, the median share of net worth held as equity in a primary residence is 60 percent. Younger households in the same income bracket tend to have no equity at all in a home (the median residential equity share of total net worth for households with incomes under $35,000 in which the head was younger than 54 was $0). Higher income households over age 75 have higher net worth and more equity in a home in absolute terms, but equity in a primary residence accounts for a smaller share of total net worth.
