Message from the President
I
t has been 75 years since the founding of the Tavern League of Wisconsin.
There have been hundreds of battles over state and local alcohol regulations fought by thousands of tavern owners throughout the years. These tavern owners came together to form one trade association, the Tavern League of Wisconsin and proved that there is strength in numbers. The determination and perseverance of those who came before us enable us to continue to keep this industry alive today. It was our early Tavern League members who fought back the threatening cloud of prohibition and worked together with other tavern owners across the state to monitor the laws being legislated that affected our business. Prohibition and the fight against its return was the driving force in banding together to form one large association and create a united voice. It has been you, the members of the Tavern League of Wisconsin that have kept the fight alive. It has been you who have continued to improve this industry by staying informed of pending legislation; working to improve the quality of life in your community and giving back to those less fortunate. It has been you, the members of the Tavern League of Wisconsin who have continued the work begun by a handful of tavernkeepers in Racine in 1935. The fight to keep our industry alive and successful will continue to depend on the collective power of all of our voices together. We are not in this alone. Our accomplishments also affect the lives of our friends - the Breweries, the distillers, distributors, vendors, purveyors and affiliates. These great relationships we have forged, along with a strong and united membership will carry us another 75 years. Tonight we celebrate our industry, accomplishments, our history, and the men and women who brought the Tavern League of Wisconsin to this moment in time. We celebrate our families, employees, friends and patrons, but most of all we celebrate each other. I would like to take this opportunity to say Happy 75th Anniversary to the members of the Tavern League of Wisconsin past and present. As individuals we sparkle, however “Together We Shine”. Cheers! ROB SWEARIngEn, TLW President

Brilliance!
YEARS OF
Wisconsin was far ahead of the federal government when it came to the repeal of prohibition. Where it took the government until 1933 to ratify the 21st Amendment; Wisconsin voters had already abolished the state’s prohibition enforcement three years earlier in 1929.
Did Wisconsin take the lead, or was she just ahead of her time? The answer is unclear. But if you pair the early repeal in Wisconsin with the steps taken by tavern owners to make sure prohibition would never return, one might say she accomplished both.
Paul Jorgensen
According to the man credited with the founding of the Tavern League of Wisconsin, Attorney Paul Jorgensen, the original inspiration for the TLW came from Racine newspaper publisher Walter S. goodland. In 1932, goodland called Jorgensen and told him he thought that prohibition was about to end, and that there should be an organization of self-regulation for the sale of alcohol. Its members shouldn’t make the same mistakes as former saloonkeepers which led to prohibition in the first place.
were trying to further regulate their business and discuss how they could fight back. Jorgensen approached some local Racine tavern owners in 1935, and asked to speak at one of their gettogethers. They said yes, and Jorgensen pitched the idea of a statewide organization whose collective voice would resonate much louder and stronger than any one voice, locally and in Madison. The meeting became the birth of Racine Tavern Keepers League and the Tavern League of Wisconsin. By the time the TLW incorporated in 1936, there were as many as 20 organized leagues around the state.

Our organization has been referred to over and over again as “The Powerful Tavern League of Wisconsin.” The reason the Tavern League has gained a powerful reputation goes back to what Jorgensen told the Racine tavern owners 75 years ago; “the collective voices of many resonate louder and stronger.” The Tavern League of Wisconsin’s membership on paper may be 5,000, but when you count the spouses, partners, employees, families, patrons, and friends of all those members, and former members over the last 75 years, the end result is a powerful and impressive number.

As the Tavern League of Wisconsin celebrates its seventy-fifth year, its members have many accomplishments to be proud of and celebrate; and as we commemorate our first seventy-five years, we also toast the next seventy-five. Future TLW members will one day salute our accomplishments knowing that we kept the road paved for their successes as those before us blazed the trail for us.

1935–2010
TOGETHER
Over the last seventy-five years, many men and women have made invaluable contributions of their time and efforts to their local tavern leagues. As time goes by, many of those hardworking industrious tavern owners are replaced by yet another generation willing to volunteer their valuable time to their local league which in turn benefits not only their community, but also our association. Leagues around the state were asked to submit the name of one member to be recognized as their Most Valuable Member. For some this was an easy task, for others it was difficult, as many leagues have several people who greatly contribute or have contributed to their strengths and successes.
Pictured here are the members who are being recognized as the Most Valuable Member by their local tavern league. The Tavern League of Wisconsin would like to join the local leagues in honoring these members at the TLW 75th Anniversary gala held at the Sentry World in Stevens Point during the Fall Convention on October 6, 2010.
Congratulations and Thank You to all of our Most Valuable Members.

Milwaukee County Tavern League recognizes Paul Quinn as their Most Valuable Member. Paul became President of the Milwaukee County Tavern League when there were two tavern leagues, the TLW and the Licensed Beverage Association. The logical thing to do was to bring all tavern owners together in one league. Paul Quinn presided over this long and difficult process. Paul bled the TLW. He rarely missed a meeting at the state, Caucus, or local level, until his health prevented it. Paul persevered even when the Milwaukee Tavern League had a few dozen members and maybe three or four members attended the monthly meetings. Eventually, by starting a local SafeRide Program and then with various recruiting efforts, the membership grew to nearly 300 strong. Paul was instrumental in developing the relationship between the Milwaukee Brewers Baseball Club and the tavern owners. It was Paul's idea that led to the creation of the Tavern of the game promotion. Even after his Presidency Paul could still be counted on to work the phones and keep up with the local and state politics. Paul seemed to know everybody. The line of people to pay their respects at his funeral stretched the length of the large church and out the doors into the street. The funeral was a who's who of tavern folks, distributors, vendors, and past and present political figures. Paul was a President that everybody thought was a good guy.

Judy also helps with the Winter Party and golf Outing for Washington County’s local league. Judy still finds time to spend with her husband glen and family while working full time. Judy ran for State Treasurer and was defeated in the late 1990’s. She has said many times since then “I’ve changed my approach, but not my destination”. She has been volunteering at other local league’s events and attends many fundraising days in other counties. Judy is an honest, dedicated member of the Tavern League. As the President, she recently came up with this motto… “Members Helping Charities Within our County and Beyond”. Judy Mann for 2010 MVM!
Waupaca County Tavern League recognizes Bob “Bubba” Sprenger as our Most Valuable Member. Bubba bought his bar, Bubba’s, in Marion in 1977 and has been deeply involved with the TLW ever since. He served as Secretary, Vice President and President of the Waupaca County Tavern League before being elected to the State Board in 1985. After serving as the League’s Senior Vice President, Bubba stepped into the State Presidency when then President Roger Breske became State Senator. Bubba held that office for five years. While serving as TLW president, Bubba also sat on the board of the national Association of Beverage Retailers (nABR) and served as the first President of the newly formed American Beverage Licensees (ABL). Bubba was also inducted into Sky Ranch’s Hall of Fame and was the recipient of the 2009 Tavern League Member of the Year Award. Though he works daily at his bar Bob still finds time to stay involved locally serving as Alderman on the Marion Common Council. He also continues to serve members of the Tavern League, holding the position of Central Zone Vice President.

The Waushara County League would like to honor Sue Scimeca for her hard work and dedication to the Tavern League of Wisconsin since 1982 when she first joined the Tavern League. Sue was approached in 1997 to take over the position of Secretary/Treasurer. She held this position until 2009 when she moved out of the area. During some of the harder times in Waushara County, Sue held all four positions in the local League for almost two years. She held the League together, and then in 2003 she organized, set up and drove for the SafeRide Program. She continued to do this on top of her responsibilities as the Sec/Treas for over five years. She could often be found traveling to all of the taverns in the league, getting them information locally or from the state and always helping them in any way she could. Sue also started the still popular “In the Spotlight” articles for the county. This was printed in local newspapers, the website and in the monthly newsletter. Bowling Tournaments, golf Tournaments, Poker Runs and any other functions could find Sue behind the scenes where she was most comfortable. She also felt very fortunate to enjoy TLW perks like the TLW Cruise, the trip to Mexico, national Conventions and other fun events. Thanks to Sue Scimeca the Waushara County Tavern League is going strong and continues to raise money and thrive in the community. The work she did alone for so many years now requires a whole team! Thank you Sue – for everything.
