CEREMONY HONOURS D-DAY, ENVIRONMENTAL ADVOCATES DESMOND DEVOY desmond.devoy@metroland.com The battles of yesterday, and the environmental battles of today came together at Evergreen Avenue in Victoria Park, Smiths Falls on Saturday, June 8. The annual commemoration of the markers along the pathway in the waterside park, held on June 8, marked not only the 75th anniversary of D-Day, but also the ongoing battle to save our environment. The environmental awards were given to "identify individuals and businesses ... (for) making a difference in terms of the betterment of our environment," said Peter Au, the founding president of REAL (Rideau Environmental Action League). After the end of the Second World War in 1945, there was an economic boom in North America, and other parts of the world saw a business renaissance as well. There were many new conveniences. However, "because of this convenience, we accumulated a lot of garbage." There was "an abun-
dance of materials. We became a consumer society." However, with the onset of climate change, after decades of industrialization, this has led to increased floods, fires, and other environmental hazards. "How do we minimize our consumption?" asked Au, before welcoming up several people who are doing just that, trying to live a zero-waste lifestyle. "I was really impressed with them and what they do," said Au. Those honoured for their environmental efforts included: Michelle and Jeff Dunfield, for living a near-zero-waste lifestyle; Heather Mitchel-Adam, the new owner of Modern Thymes, for incorporating a new a zero-waste philosophy into her new store; David and Sharon Brown former owners of Modern Thymes, for their help in promoting REAL events, advocacy for local food, and other green endeavours; and, Sandra Jones, for introducing children into the ways of nature photography, capturing its beauty and frailty. SMITHS FALLS HOME TO LIVING CANNABIS LAB EVELYN HARFORD ehar ford@metroland.com Plans for a living cannabis lab, which includes experimentation with cannabis edibles, in Smiths Falls continue to grow. Nathaniel Morris, a new resident and business owner in town who has dedicated his professional life to researching rare cannabinoids, first presented his plans to create the living lab before town council in February. "We've made a great deal of progress since then," he said when presenting an update to council on Monday, June 3. "We've gotten some fantastic feedback." Morris said he's been working hard with the local business community to try and set up establishments that are capable of receiving research licenses. In doing so, the organi-
zation - Canada's Cannabis Project - was born. The project, as proposed, would involve designating an area of the town for cannabis field research and applying for a variety of research permits from Health Canada. Morris explained in a previous meeting that these permits will allow the town to license a small number of experimental cannabis restaurants, bakeries, spas and vapour lounges - a move that could help contribute to science, prove to be a service to the country and create jobs. It could also help create data-driven policy as Canada moves forward in the era of cannabis legalization. Morris said he's been working closely with business owner Brian Paquette, who runs the popular sandwich shop Café Whim and local gastropub

Currently, initial research and development that doesn't require a licence is being done with the group involved with the
project. "That's been going quite well," said Morris. Long-term, Morris said that this living lab will help lay the foundation for cannabis tourism - much like the wine tourism industry did during its infancy in the '80s and '90s.
"We want to use this project to encourage cannabis tourism," he said. "It's not about one business licensed. it's about getting a variety of businesses licensed." Morris said that wine destinations started to do what Smiths Falls is cur-
rently embarking on thinking about what they could do to attract tourists with a new type of tourism. "The biggest payoffs are going to come down the road as we make this a cannabis tourism destination," he said. "I see this over the next several years hitting a real tipping point." The wine tourism industry brings three million people to Canada each year. Morris said that even if cannabis tourism could yield five per cent of the wine tourism number, that would translate to 150,000 visitors coming ever year, which would mean $25 million in direct spending and $65 million in auxiliary spending. POLICE DEAL WITH IMPAIRED DRIVING, DOMESTIC RELATED INCIDENT, OUTSTANDING WARRANT WOMAN ARRESTED FOR OUTSTANDING WARRANT Police located and arrested a 35-year-old woman from Chantry, Ont., on Tuesday, June 4, at approximately 2:20 p.m., for an outstanding warrant for her arrest. The warrant was issued, stemming from a domestic related incident on May 30, 2019, at a residence on Johnston Street. The suspect stands charged with one count of domestic mischief to property under $5,000 and was later released by way of a promise to appear in court and officer in charge undertaking to answer to this charge. The charges in these matters have not been proven in court.
MAN ARRESTED AFTER DOMESTIC RELATED INCIDENT Police received several 911 calls on Monday, June 3,
at approximately 8:27 p.m., to attend a residence on Roosevelt Drive for a report of a possible domestic disturbance. Police attended and located an intoxicated 32-year-old Smiths Falls man attempting to gain entry into the residence. Police say an investigation revealed that the man had been engaged in a verbal argument with a female resident and damaged property inside the residence. The suspect was placed under arrest for domestic mischief to property under $5000.00 and held for a bail hearing to answer to this charge.
MAN ARRESTED FOR IMPAIRED DRIVING Smiths Falls police received a 9-1-1- call on Saturday, June 1, at approximately 9:36 p.m., from a concerned motorist who was driving behind a suspected impaired driver.
Police conducted a traffic stop on the vehicle and found that the 53-year-old male driver of Stittsville, was under the influence of alcohol. Police say a roadside screening device was performed on the driver resulting in a "fail" reading. The driver was placed under arrest for having more than the legal amount of alcohol in his system. The driver had his driver's licence suspended for a period of 90 days, vehicle impounded and was later released by way of a promise to appear in court to answer to this charge. The Smiths Falls Police Service urge anyone with further information regarding these or similar incidents, to contact the service at 613-2830357. All 12 sex-related charges laid against a former Smiths Falls District Collegiate Institute (SFDCI) teacher have been withdrawn, according to court documents and the clerk at the Perth courthouse.
Smiths Falls police arrested Blair Cathcart, then 36 years old, in June 2016 and charged him with six counts of sexual assault, five counts of sexual interference and one count of sexual exploitation. Court documents show that in January of this year, eight charges were with-

drawn. At that time, his trial continued for the remaining four charges. The documents show that on May 6, at the Perth courthouse, those charges were also withdrawn. Cathcart is in "good standing" with the Ontario College of Teachers, according to the organization's online public register. SPIRIT OF THE DRUM POWWOW REMEMBERS MISSING AND MURDERED INDIGENOUS WOMEN DESMOND DEVOY desmond.devoy@metroland.com When Bailey Bisaillon becomes a social worker, she knows she will do whatever she can to make sure less of her Indigenous sisters go missing or are murdered. Bisaillon, a former Smiths Falls District Collegiate Institute student, and former student member of Smiths Falls town council, returned home to help with the school's annual Spirit of the Drum Traditional Powwow, having completed her lasted semester of studies at Sault College in Sault Ste. Marie, where she is enrolled in the social service worker - native specialization course. "My angle is to try to prevent (that)," the part Ojibway student said during the powwow on Duck Island on Saturday, June 8, of seeing more Indigenous women go missing or get murdered.
She wants to "get as much education as I can and pass it forward ... More Indigenous people need to start talking about it." Earlier that week, the final report from the national inquiry into missing and murdered Indigenous women and girls came out, and for Bisaillon, the numbers presented in the report are "too low," and too "conservative." "I was honestly so disappointed and sad," she said of the report, since there is "not enough being done."
STUDENT HONOUR Just moments earlier though, she had been handed a plaque, the Lieutenant Governor's Ontario Heritage Award for Youth Achievement, "for contributing to the conservation of Ontario's heritage," the plaque stated. "I'm just getting this now," said Bisaillon, holding the plaque. "When I found out, it was amaz-
ing to realize that the province was recognizing what we were doing." Bisaillon had worked on the powwow for three years as a student, and still returned home to help out. She received the award alongside several of her classmates.
TEACHER'S PERSPECTIVE Her teacher, Paul Merredew, said that the final report was coming out at a timely moment for his Indigenous studies class. He said that the report was "a long time incoming." As for the use of the term "genocide" against Canada's Indigenous peoples, he said that "I think the phrase was (figuratively) death by 1,000 cuts. It's still death." He said he felt that the report was useful in that, "those who forget the past are doomed to repeat it." The report was acknowledged
in his class this past week, but his students were busy in the midst of preparing for the Pow Wow, but that "next week, we get to do a debrief," he said. In the years that the powwow has been around in Smiths Falls, as part of his classes' work, there have been a lot of developments in Indigenous-non-Indigenous relations, from the missing and murdered Indigenous women report to the Truth and Reconciliation Commission report, both of which produced "a lot of negative truth," he said. In working with Indigenous elders, he tried to find a way to "balance the negative with the positive," he said. "Balancing the negative with the positive is part of the Truth and Reconciliation Commission's calls for action." He admitted that when it came to the missing and murdered Indigenous women, there was a "level of ignorance on my part." One way in which those women are remembered is through a section of the island set aside in their memory, with red dresses hanging from trees, meant to symbolize their loss. Lorraine Allen had questions about the regulation of dosage of edibles and enforcement of age restrictions. Morris explained that establishments serving cannabis infused edibles would have to be age-gated - meaning that young people would not be allowed in where cannabis edibles are being served. "We don't want to create an environment where even children are observing adults consuming it," he said. Currently, the government is expected to legalize cannabis-infused edibles in October. However, those edibles will be produced by licensed producers like Canopy Growth Corporation. "Those will be very strictly regulated with

Morris said those involved with the project are experimenting with ways of calculating dose calibration. "Even in our experimental facilities, the intent is not to have it be a free for all," he said. "The intent is to have very careful, take every recipe and turn it into a standard operating procedure." Morris said once each of the menu items has been standardized they plan to get them chemically analyzed to ensure each dish has exactly the amount of milligrams of THC indicated.

June 6 was the 75th anniversary of D-Day when Allied troops launched the largest seaborne invasion in human history. William Widenmaier marked the anniversary, saying that the invasion marked "the beginning of the end ... to take back western Europe from Nazi occupation." There were "close to 150,000 Allied troops arrived by sea or air when
the invasion commenced," he said. There were 14,000 Canadians who came ashore at Juno Beach, from the Third Canadian Infantry Division and the Second Canadian Armoured Brigade. On D-Day itself, 359 Canadians were killed, with 574 wounded, and 47 captured by the Germans. But Widenmaier reminded the assembled that "these are not just numbers, or statistics. They are people. People who perished and fought for our freedoms."

This time of year, turtles are prevalent on our roadways, and the Nature Conservancy of Canada is asking motorists to give turtles a "brake." We are now in an active period when turtles are moving from their usual habitats and motorists encounter turtles on busy roads in major centres, on back roads or on the way to the cottage. Turtles are vulnerable especially between now and October. Like other reptiles, turtles are cold-blooded so basking on gravel, sandy road sides or warm asphalt feels good on cool spring days. Adult turtles set out to mate and find nesting sites. In late summer and early fall, newly-hatched turtles travel from their nest to a nearby wetland or water body. While a turtle's shell can protect them from predators, it's no match for a car. Turtle deaths are a major issue in some parts of the country, and all eight turtle species in Ontario are at risk. The Blanding's turtle is more endangered than pandas. In Quebec, six turtle species are provincially designated as threatened or vulnerable. When a turtle is struck by a car, it can have a bigger impact than just the loss of that one turtle. Studies show just a five per cent increase in annual mortality can put an entire population at risk of decline. We encourage motorists to slow down when they see a turtle on the road and check to be sure they can safely steer around it. If you want to help, ensure your safety is paramount on the roadways. Move the turtle in the direction that it's crossing. For smaller turtles like Blanding's and Midland painted, simply pick them up and carry them across the road. If you're helping a snapping turtle, be wary of their spiked tails and sharp snouts. They can be heavy too - up to 75 pounds. To move these guys, lift them using their "handles" on either side of their shell by the tail and move them like a wheelbarrow across the road. Some people may carry turtle gear in their vehicle. A shovel and a car mat are handy to help guide the turtle. Pushing or shoving turtles across roads with your feet or sticks isn't advisable. Their shells aren't as thick underneath, and rough pavement can do a lot of damage. Other threats to turtles include habitat loss, invasive species and illegal collection for the pet trade. Whether you're a turtle helper or you drive on past them, please just be kind to them.

LETTERS & COMMENTARY READER HIGHLIGHTS PROJECT FOR RIDEAU CANAL'S 200TH ANNIVERSARY I would like to suggest a project for the town of Smiths Falls in preparation for the 200-year anniversary of the opening of the Rideau Canal in 2032. Although this historic event is 14 years away, it is time to start preparing and allocating funds each year rather than waiting until the last minute. The original falls fell roughly 36 feet in less than a quarter of a mile, within the business section of town and was controlled by the building of a stone arched dam, almost in the present downtown section of town. This original stone structure is tucked away, and unless you know it's there and go look for it, it's easy to miss. This original structure could be made a focal point of a general refocussing of the town's history back onto the canal in time for the canal's bicentenary. The current water tow-
er is at the end of its life, and a new one is to be built. This will provide a perfect opportunity to combine the two projects as the current water tower, and the arched dam are located next to each other on the same piece of ground. Here's what could happen. • Replace the Centennial Park Bridge. • Relocate the parking lot it to where the water tower now stands. • Convert the base area of the dam into a park to the edge of the river using the riverbed as a park. • Mill Street would be off limits to vehicles. • Demolish the concrete block buildings to the left of the stone (mill?) building, and over the road (former town garage?). • Pedestrian access to the new park would be via the stairway beside Fort
Hemlock; a new stairway from the rear of Main Street parking lot; via Mill Street, or a new parking lot where the tower now stands. • Build a pedestrian footbridge across the top of the control dam from the Rideau Canal Museum to the old water treatment office building, linking the museum to the new park and arched dam. • A bike lane could be incorporated connecting Centennial Park, Victoria Park, Lower Reach walking/bike path, and the proposed new arched dam park. I know the above would not be cheap, but it could be achievable by 2032 and the now invisible stone arched dam will be front row centre along with a beautiful downtown park.

INTEGRITY COMMISSIONER INVESTIGATION LAUNCHED EVELYN HARFORD ehar ford@metroland.com An integrity commissioner investigation has been launched involving Mayor Arie Hoogenboom and Coun. Marcia Maxwell after an anonymous complaint was made against the two elected officials alleging conflicts of interested related to an engineering study and public consultation process regarding Bass Lake and Otter Lake outlets. Hoogenboom said in an open statement in council chambers during a general governance, finance, PP & P, and human resources meeting on Monday, May 27, that a complaint had been filed with the township's new integrity commissioner, Tony Fleming, alleging that he failed to declare a pecuniary interest in accordance with the municipal conflict of interest act at a municipal services committee meeting on Feb.
11, 2019. Maxwell had the same complaint filed against her, she confirmed with the Record News in a phone interview. Hoogenboom said the anonymous complainant has alleged that he had pecuniary interest due to his part ownership in a cottage on Bass Lake with respect to the decision made to undertake an engineering study and public consultation process regarding Bass Lake and Otter Lake outlets. "I maintain that my interest in these issues is in common with all other waterfront property owners on Bass Lake and is certainly not pecuniary; pecuniary means a financial benefit or indirect financial benefit to me," he said. The complaint filed against Maxwell alleges that she has a conflict since she is property owner on Otter Lake and is president of the Otter Lake Landowners' Association.
The integrity commissioner is a new figure for the township who works to investigate conflict of interest complaints. Bill 68, the Modernizing Ontario's Municipal Legislation Act, which came effective on March 1 of this year, requires every municipality in Ontario to retain an integrity commissioner. The intention of Bill 68 is to strengthen municipal codes of conduct, making integrity commissioners mandatory for all municipalities in the province. Prior to Bill 68, the Township of Rideau Lakes' Chief Administrative Officer Mike Dwyer said the township had its own internal policy when it came to investigating code of conduct complaints. The ongoing integrity commissioner investigation is the first for the township. Hoogenboom reported that the township has agreed to pay his legal costs in connection to the

investigation. He said that given the time dedicated by his solicitor and the integrity commissioner on this matter, he expects the process will be a costly for taxpayers.

Alfie Wright is in a class by herself - and not just because she was the only woman in her event this past weekend. Wright was the only woman at the World's Strongest Disabled Man competition in the parking lot of the StrongFit gym in Smiths Falls on Saturday, June 8, but she came to Canada already bearing an impressive title - Great Britain's strongest disabled woman, a title she only won this past April 27. "I didn't expect to win at all ... I was shocked!" she said during an interview just before her final competition, still smiling at the recent memory. "The reigning champion (was) a beast." She won four out of her

five events, and only lost out on her fifth event, held in Chard, Somerset, 146 miles west of London, by a single second. But she came into the competition with some titles already under her belt, like being the 2017 English and British para-power lifter champion. After her final competition was over, she slumped back down into her chair, having left it all out in the parking lot on a baking hot summer day. "I'm done now," she said, between sips of her water bottle. On this, her first trip to Canada, "I've done
things I've never done before. I (even) pulled a car! I'm proud of myself." As the only female in the competition, "I didn't get any special dispensation," having to lift the same weight as the men. "I'm very proud of myself. I put in a good effort." Her disability centres on issues with her left leg, such as stage four arthritis. Her leg issues got so bad that "they offered me an amputation." She refused, though she does get around using crutches since "I don't have a lot of muscle left." At the time, "I thought my life was over."

But in time, she saw something that changed her mind and lifted her spirits - she saw a video of a disabled swimmer, who was able to stay afloat and swim at a good clip ... with no arms or legs. "I've got nothing to complain about, have I?" she recalled thinking at the time. "You train and become good." She was invited to attend the event in Canada and decided, in her very British manner of speaking "to come and have a go!" She added that she was accepted by all of the other male athletes. "The camaraderie of this group of blokes is just incredible," she said. "Women shouldn't be afraid to have a go." She promised that "I'm going to promote this event," upon her return to Britain.

"I also think there is a good portion of the community who just wishes this would go away and we can move on to other things." Pankow said if there is need for further consultation it will come up again in council chambers. He said he thinks there is merit to having an open house of sorts or a method of communicating with the public to ensure clarity on the project and that questions are answered. "To just ... thumb your nose at everybody else and not listen to anything else is not right. It's not going to get any results for us going forward because we have other things to talk about. It's going to make it more difficult," said Brennan, who was opposed to the motion. "I don't think we've shown due diligence here. It should have been done a long time ago. It's still not too late to listen to people." Coun. Chris McGuire cautioned that he didn't want to put false expectations out in the public that a decision would be changed and to discuss the project further without a clear idea of how negotiations with Greenbelt are going with respect to the overbudget bid would be premature. Right now, he said council doesn't even know if the project will be going forward this year as planned.

Sometimes squeaky wheels don't get the grease. Smiths Falls council wants to be clear - no more delegations will be heard, beyond the two already received since April, wishing to speak on the topics on the decision to rescind previous council's resolution for the Beckwith Street redevelopment or the current council's decision to adopt a complete streets model for the redevelopment. "We've talked about this so many times," said Coun. Wendy Alford. The motion, put forward to committee on Monday, June 10, passed 4-2 in a straw vote. Mayor Shawn Pankow and councillors, Alford, Peter McKenna and Chris McGuire supported the motion, while councillors, Jay Brennan and Niki Dwyer did not. Coun. Lorraine Allen was absent. With support around the horseshoe for the motion, it will go council next week as a draft resolution to be officially voted on. This decision isn't a new one. Council had agreed in March, albeit not formally, to restrict the scope of delegations regarding Beckwith Street prohibiting duplicate delegations and had asked delegations to produce their questions of council in advance. Delegations were chosen by council as the preferred method of public engagement on the issue after weeks of protests had called for a public forum. This tactic was largely met with displeasure from protesters who wanted to see a more open style of public engagement, more akin to a traditional public meeting, rather than in a more controlled, restrictive format. Council revisited the issue after they put
the brakes on delegations and discussion surrounding Beckwith Street after receiving a grossly overbudget bid from a sole bidder, Ottawa Greenbelt Construction. "This process has dragged on," said Dwyer, who was opposed to the motion. "I think that's really the crux of why I voted in favour of a public meeting a single public meeting - to channel all those points into one format, rather than dragging this through the delegation process." Dwyer said she still feels strongly there is a need for some sort of a reset on the topic of Beckwith Street. "It probably starts with an apology, followed by a public meeting of some form" she said. Dwyer said she did not want to restrict delegations for this issue, which could have implications moving forward when discussing other potentially contentious issues such as Confederation Bridge or Victoria Park. Pankow said delegations with new information will be considered. However, to keep hearing the same discussion months after a decision shouldn't be the way forward. "It's very unprecedented that we would continue to revisit a decision which was made this long ago," he said. Pankow said he still believes this council's decision in January to opt for a complete street - including parallel parking and bike lanes - on Beckwith Street is the right one. "I know that there is resistance to it, I know there

Smiths Falls is now home to Boston Pizza, a family dining restaurant with a family connection. The Saumure family decided to bring the popular restaurant and sports bar to the Settlers Ridge Centre to help further reinvigorate the mall at the south end of town. "We're all one big team working together to provide remarkable hospitality to each and every one of our guests and we're going to do our best to do that every time," said Pamela Saumure, Smiths Falls Boston Pizza's franchisee, at the restaurant's grand opening on Wednesday, June 5. "We stand here ready to provide this opportunity to you in this once abandoned stationery store that was going to be demolished. Because of the hard work by many, we're able to make this a reality." Back in 2016, the Saumure Group saved the mall from demolition after its previous owner, RioCan, turned its back on the property. Last November, Pamela's husband, Chris Saumure, vice president of the Saumure Group, announced that Boston Pizza would be coming to town - a prospect that was eagerly anticipated by residents. "We're putting our heart and soul into getting this mall back up and running again," he said. "We're here, we're welcome and we're coming back." Pamela and Chris' daughter, Kara Saumure, has taken on the role of general manager at the restaurant. WHAT'S GOING ON HERE? OLD SMITHS FALLS HERSHEY SIGN SEES LIGHT OF DAY AGAIN DURING TOWN SIGN CONSOLIDATION
Driving into Smiths Falls from Rideau Lakes, you may have been forgiven for thinking you were driving into the past. "What is that!?" laughed Jennifer Miller, the Town of Smiths Falls' manager of economic development and tourism, looking at the photo of an old Hershey plant sign being taken down at the intersection of County Road 29 and Van Horne Avenue on Tuesday, June 4. She explained that the town is consolidating several welcome signs around the town's borders, and that, with the new town logo in 2017, that new signage had been placed atop this old Hershey sign. (The Hershey chocolate factory was shuttered in late 2008, and is now home to Tweed, which produces marijuana.) "The second signs are coming down," she said. When asked if the old Hershey sign would be donated to the Heritage House Museum, she replied that "it's probably not in good enough shape to be preserved," and that the museum already has some great Hershey memorabilia anyway, but, "we will see if there are piec-

The Township of Rideau Lakes has decided to contribute municipal funds to the Perth and Smiths Falls District Hospital. Other area municipalities have also chosen to funnel money into the institution facing an estimated annual equipment
shortfall of $1.6 million. The County of Lanark, Smiths Falls and Perth are all putting money toward the local hospital. The United Counties of Leeds and Grenville have chosen not to. "The county failed to step up to the plate, so I said we needed to do something," said Rideau Lakes Mayor Arie Hoogenboom.

Hoogenboom estimates that about 80 per cent of Rideau Lakes residents use the Perth & Smiths Falls District Hospital. He said it's something the municipality should support. In mid-May, Rideau Lakes' council voted unanimously to help fund the hospital's capital budget. The donation to the hospital made through the township will equate to $3 per person starting in 2020 and inc reasing to $5 per person by 2022. Based on the township's permanent and seasonal population this represents approximately $55,000 to be contributed next year. Hoogenboom said these funds can be found within the existing tax base. "This is something we can afford," he said. "We're not going to increase taxes."

HEALTH CLASS WAS NOT ONE OF MARY'S FAVOURITE SCHOOL SUBJECTS DECIDING ON HER PREFERRED FOOD PROVED CHALLENGING, MARY COOK RECALLS MARY COOK Column
Miss Crosby called it health class. I had no idea why she called it that, but once a month we had health class, which I didn't like one bit. She talked about things I thought were better left alone. Like the time she talked about cold sores, and there sat poor Cora with one on her top lip the size of a ripe strawberry. Cora squirmed in her seat through the entire lesson on what caused them and
how to treat them. Well, for the last class, Miss Crosby asked a question. What was our favourite food? Of course, we had to write it down in our scribbler, the one used only in health class. My favourite food was potatoes, but I couldn't spell potatoes, and I racked my brain for the entire five minutes Miss Crosby gave us to write it down. I thought of drawing a picture of a potato, but I knew she wouldn't go for that. All I could think of was the word "milk" because I saw it on our milk cans, and so I knew how to spell it.
But I hated milk with a passion. The ice box could never get it cold enough to suit me, and to me, it always smelled of cow, but I could spell "milk" easily, so that is what I printed in my health scribbler, even though it was my least favourite food. I spent the rest of the class terrified that Miss Crosby would ask me to read out my answer to her question. I breathed a sigh of relief when she passed over me, and of course, there was bad Marguirite dying to be asked, and waving her hand in the air like she wanted to go out to the back house. Miss Crosby ignored her. The lesson was lost on me, but my sister Audrey
said it was meant to teach us the importance of eating healthy foods. When Cecil was asked to read his answer, he said maple cookies from Briscoe's General Store. Needless to say the teacher was quick to tell Cecil one or two cookies was fine, but she certainly wouldn't recommend eating them instead of eating vegetables and meat. Sitting around the supper table that night, as usual, Mother asked all of us what we had learned in school that day. She wasn't happy that I had lied about what my favourite food was. There on the table, piled high in a bowl, was a mountain of creamy whipped potatoes, with a big dab of butter sitting right on top. I thought of
all the ways potatoes were served at mealtime, and how I loved every last dish. Mother made potato soup, and I have no idea what she put into it, other than finely chopped onions and cream, but I do know there wouldn't be a drop left to give to our dog, Sport, when the meal was over! Father of course, had to have fried potatoes for breakfast. And the wonderful smell of them being cooked while I was upstairs getting dressed for school made my mouth water. It was a special treat when Father himself decided it was time we had a good feed of German potato pancakes. I would watch him mash them fine, add onions, form them into patties, then dip them in whipped eggs, and drop them into sizzling bacon drippings in the big iron fry pan. I asked Audrey if she thought I should tell Miss Crosby the next day that I
really loved potatoes, and tell her the real reason I wrote "milk." My wise sister said just to forget about it. She was pretty sure the next health class would be dealing with head lice, a problem that seemed to occur at least once or twice a year at the Northcote School. September 29, 1929 - June 2, 2019 To the well-organized mind, death is the next great adventure. Stan’s family paid tribute to this amazing husband, father, brother and grandfather on June 10th at Pinecrest Cemetery. “Stan the Man”, 89, was known to all as a perfectionist, sharp witted, and readily gave his advice or his opinion on any topic, “mostly construction”. Stan founded SC Boone Plumbing Services in Ottawa in the ‘60s and continued plumbing up until he built his last house in 2014. Stan passed peacefully Sunday, June 2, 2019 at the Ottawa Heart Institute, after a lengthy battle with heart issues. Stan leaves behind his loving wife Enid (Callaghan) of 70 years. Daughters Judi (Tim), and Wendy, will miss Stan more than words can say. Stan had three amazing grandchildren, Jesse (Amanda), Cole (Sophie) and Emma. Fondly remembered by his good friend Gerry Wichers-Schreur. Will be sadly missed by brother Jim, and brother-in-law Danny Callaghan (Diann), and many nieces and nephews. Diana is the loved mother of Bobby Steer of Nanaimo, B.C. and has two granddaughters and great grandchildren whom she loved dearly. She leaves behind her dear brother Roy Albert Philip (Lise) Mayer of Ottawa, Ontario and brother-in-law Jim Hill of Perth, Ontario. Diana brightened the lives of many special people with her engaging personality, her happy laughter and her infectious joy of living. She loved to cook and bake for her family and friends and was a voracious reader. The Secret Life of Pets 2 was playing on the big screen, and reports say the missing primate, named Coco, hung out with a group of scouts for some time as well. Sunday morning, on the drive-in's Facebook page, there was a photo of Coco the monkey asking readers, "Is anyone missing me? I'm sure missing them!" Cocoa was "kept safe and warm and fed," while the owners were located. It didn't take long before the monkey's story was shared almost 300 times on social media, and Courtney Hartwick announced, "That's my daughter's. She's going to be so happy." Hartwick said the monkey has been around for seven years having had his eyes fixed by Nana Brenda Wark.
HISTORY OF THE DRIVE-IN Port Elmsley Drive-In photo Coco the stuffed monkey was inadvertently left behind during movie night at the Port Elmsley Drive-In on Saturday. Thanks to social media, his human was found. Coincidentally, the Secret Life of Pets 2 was playing. In talking with the Perth Courier soon after the incident, Hartwick said her daughter, Layla, 7, has had the monkey since she was seven months old. Hartwick said the drivein contacted her saying Coco hung out with a group of scouts who spent the night at the drive-in before being turned into the office the next morning. "Layla said she was happy because Coco wasn't
The Port Elmsley DriveIn opened in 1953 by Bill Williams, who had, as legend has it, won the land in a poker game. The drive-in closed a few days later as the land was so marshy that cars were stuck in the quagmire during opening weekend. Tons and tons of gravel were then trucked in and the drive-in was back in business, until 1997. Three years later, longtime employee and manager of the Soper Theatre in Smiths Falls, Jan Stepniak, purchased the drive-in and reopened it. from 11 a.m. to 7 p.m. The location: 1 Costello Dr., behind Shoppers Drug Mart. In a letter to the community about the third annual barbecue, Rob Carpenter, Hometown Hearts member and owner of the Beckwith Butcher, noted, "We would be more than happy to serve you lunch, supper or
an afternoon snack." For $5, get a drink and one of the following: burger, sausage, jumbo hotdog and pulled pork. The barbecue, typically attended by a thousandplus people, raises funds for and awareness of posttraumatic stress disorder (PTSD), a mental illness,

characteristically triggered by a shocking, frightening or dangerous event either by experiencing it or witnessing it. Because of the duties associated with their job, PTSD is mostly suffered by firefighters, police officers, paramedics, correctional workers, nurses, emergency dispatchers, enlisted people and veterans, just to name a few. "Stop by and have a meal, learn a bit about this horrible and debilitating illness, and help our firefighters, police officers, paramedics and military," Carpenter stated. "These heroes are there for us in our greatest time of need ... now it is our turn to be there for them." Hometown Hearts aims to send as many people as it can to Project Trauma Support, a program addressing
PTSD and operational stress injury. Project Trauma Support is a retreat and healing place for those in need. It is located just outside Perth. "As a group, to date, we have been able to help two people, and we are in the process of helping a third go through the program ... they need to get their lives back," Carpenter noted. There will be a fire truck and police car on site, along with information about PTSD. CHALLENGE ISSUED This year, Hometown Hearts is challenging neighbouring communities to hold barbecues in support of first responders - to see who can raise the most money. To date, Mississippi Mills, Perth and Smiths Falls have accepted the dare. On June 14, Perth resi-
dents can stop by the Canadian Tire parking lot (45 Dufferin St.) between 11 a.m. and 4 p.m. Folks in Smiths Falls can attend 7 Hershey Dr. from 11 a.m. to 1 p.m., the location of Smiths Falls Police Service. TOWN UPDATES SMOKING BYLAW TO INCLUDE CANNABIS, VAPING EVELYN HARFORD ehar ford@metroland.com With cannabis now legalized for both recreational and medical use and vaping more common, Smiths Falls has decided to update its smoking bylaws. Previous to this update, the town already had multiple bylaws restricting smoking within the municipality. Smoking bylaw violations come with a $300 fine. The bylaws and the associated fine for violations will be applied to cannabis and vaping use, too. These bylaws will be enforced by the Leeds, Grenville and Lanark District Health Unit's tobacco enforcement officers, the town's bylaw enforcement officers and the Smiths Falls Police Service. The health unit has three tobacco enforcement officers on staff who will be the primary enforcers complemented by the town's bylaw enforcement. The Smiths Falls police will assist with after-hour issues. Requirements under the Smoke Free Ontario Act dictate that you can't smoke or vape: • On a patio of any bar or restaurant, including the public areas within nine meters of the patio; • In the entire premise of any child care centre of place that provides and early years program or service; • In any public or private school's indoor space, outdoor grounds - including playgrounds and sports fields; • Public areas within 20 metres of the school's
grounds, playgrounds or public areas within 20 meters of children's playgrounds and publicly owned sporting areas, their fan/viewing areas, and public areas within 20 metres of these places; • In the reserved seating area of outdoor sports arenas or entertainment venues; • On the outdoor grounds of a community recreational facility and any public area within 20 meters of its grounds; • In an enclosed workplace, even when the workplace is closed; • In an enclosed public place; • In an outdoor shelter that has more than two walls and a roof if the public or employees are invited to use it (ex. bus shelter); • Within nine meters of any entrance or exit of a public or private hospital, psychiatric facility, longterm care home or independent health facility; • On any outdoor hospital grounds of psychiatric facility grounds; • At residential care facilities including longterm care homes, retirement homes that provide care and provincially funded supportive housing residences as well as certain veterans' facilities, psychiatric facilities and residential hospices; • In any indoor areas of condos, apartment buildings or college and university residences, unless you have a signed an agreement or lease or are in a condominium with bylaws that say otherwise, you care allowed to smoke or
vape in your private home; • The only places you can smoke or vape in hotels, motels and inns is in fully enclosed guestrooms that the management has designated for smoking and or vaping. Additional requirements imposed under the update bylaw include: • No smoking or vaping within nine meters of any entrance or exit of a municipality building or within three meters of any entrance or exit of an enclosed workplace or enclosed public place (i.e. directly at the doors of a retail store, restaurant or bank). • The town has also specified "park" so that there is no confusion with recreation facilities and sports fields or public areas and added outdoor meeting are to include areas that are under the town's control but not necessarily a park (ex. the future town square). Kerry Costello, the town's clerk and director of corporate services, said the enforcement of smoking bylaws are largely complaint driven. Costello said the town plans to undertake a public education campaign before issuing set fines under the newly updated bylaw. There will be a waiting period between when the town applies for set fines through the Ontario Court of Justice and when they are approved and become enforceable. The town doesn't know what the cost for enforcement will be at this time. There will be a cost to update the signage.
