LOAN SERVICE COMES WITH LIMITATIONS Continued from page 1

After public outcry, the service resumed this month - well, at least partially - as this year's Ontario budget maintains provincial operating funding for public libraries at existing levels. The resumption of the service comes with a caveat: libraries will be on the hook for a majority of the service's cost.

In a media release on June 5, the Federation of Ontario Public Libraries (FOPL) acknowledged that the funding reductions to Ontario's library services agencies have not changed.

Although interlibrary loan services are resuming, the SOLS is shifting to a model that relies on Canada Post library materials postage rate, with a partial provincial subsidy.

"We're going to be reimbursed, but it won't be a total reimbursement," said Karen Schecter, CEO of the Smiths Falls Public Library. "It's very uncertain."

The proposed new subsidy is capped at $340,000 in southern Ontario and $21,000 in Northern Ontario - the partial provincial subsidy for the postage rate would amount to approximately 40 per cent of the full cost of fulfilling these interlibrary loans.

system it's going to be more labour intensive for staff, who will now have to send the books by Canada Post and hand deliver the books being sent out to the post office.

Right now, the library is going to limit the number of books people can access through the loans service to one book per month per person. The library may end up increasing this limit to two.

Schecter explains that last year the library was lending two for every one book they took in - a ratio that would hit the library's bottom line under the new system.

"It's more expensive to be a lender because you're paying for postage and having to deliver the books to the post office," she said.

Schecter said the library is looking to establish a balance because at the end of the day the municipality ends up footing the bill for the service since the subsidy will only cover 30 to 40 per cent of the cost. Despite the changes, Schecter said she's happy that the library will be able to

offer books through the loan service, especially for people who need large print, specific books for research, people with particular tastes in books that the library might not cater to or book club members.

"It's to provide fairness for them to access those through interlibrary loans," she said. "We want to make sure we will be able to service them."

Though, this service now places a budgetary burned on libraries across the province.

The FOPL says that requiring libraries to use Canada Post for the loans - at partially their own cost - puts Ontario out of step with other Canadian provinces, most of which fully subsidize interlibrary loan in recognition of the important role it plays in ensuring equity of access and costeffectiveness for public libraries in small, rural, remote and Indigenous communities.

Libraries, including Smiths Falls', will have to manage the interlibrary loan workload with the same staff, since they now must weigh, measure, and package each loan separately, use two different unconnected systems, and, in some circumstances, de-

liver the loan to the local post office. They will have to incur the costs of packaging, stamps, and other associated costs, in anticipation of receiving a partial subsidy at the end of the year.

Because interlibrary loans are required by legislation to be at no charge to patrons, there is no opportunity to offset these additional costs without using additional funds such as from collections.

Since these changes have been made mid-year, when municipal budgets are already set and approved., the new interlibrary loan system must be accommodated with the current limited budgets and staff.

"People will no longer be able to rely on the robust interlibrary loan services they have enjoyed for decades," says the Federation of Ontario Public Libraries.

STORY BEHIND THE STORY While it's good that more books will be available for residents in Smiths Falls through the interlibrary loan service, the Record News wanted to find out what this means for the library's bottom line and the future of book borrowing in a rural municipality.

WHAT'S GOING ON HERE? NEW INFLATABLES AT MURPHY PARK

There's a new, fun way to enjoy the water off Murphy Park in Smiths Falls this summer.

This month the town installed new inflatables, which replaced the old wooden raft.

"Almost before it was anchored, there were children were playing on it," said Art Manhire, the town's director of community services.

"That was nice to see."

It's clear they've been well used in the short time they've been in the water. Manhire said there've been lots of people using the new additions to the water and is pleased that people have been enjoying the attraction.

LAURIE WEIR ljweir@metroland.com It was a sold-out show Friday, June 21 for the ninth annual Gerry Lowe Memorial Golf Tournament at the Smiths Falls Golf and Country Club.

Thousands of dollars have been raised to support children and their families in Smiths Falls and area through sports and other activities since this tournament's inception in 2011.

It's something close to the Gerry Lowe Foundation members' hearts as Lowe was "that kinda of guy," said Hugh Colton, foundation member.

"He was the kind of guy who would help anybody out ... especially the underdogs. The kids, families down on their luck. He would help them."

Colton spoke of a time Lowe rented a limousine and purchased a prom dress for a young woman who was graduating ... or another time when Lowe gathered up four priests to take them to a hockey game.

Lowe would also help that pour soul, down on his luck, and take them under his wing, he added, chok-

ing up at the memory. "Like me."

John Halpin was a longtime friend of Lowe's who enjoyed some time during the day from the bench of the first tee, a cold one in his hand.

"We were good friends," Halpin said. "I knew him well. He would also go around town, to the low side of town ... knock on doors in the winter time and hand out jackets and windbreakers."

Because that's the kind of guy Lowe was - always thinking of others.

The foundation formed after Lowe died June 25, 2010. Colton, Rob Garvin, Kevin Grimes, and other members of the foundation, helped spearhead the first Ottawa Senators outdoor rink project in Smiths Falls.

Through the foundation, there have been many upgrades to sporting facilities in town, like the ball diamonds (dugouts and fencing, infield), and a new beach volleyball court was built at Lower Reach Park.

It has also provided funds for individuals and team participation in a number sports like golf, hockey, and baseball, and summer camps, and they have teamed up with youth organizations like Canadian Tire's Jumpstart, and the Town of Smiths Falls to help financially support kids in the community get active.

"There are also new bocce ball courts opening up for the Special Olympians," Colton said, as the construction has recently been completed on these courts down at Lower Reach Park.

Colton said this golf tournament, and its long list of sponsors, both corporate and individual, participants and volunteers, has been so successful over the years because of them. As far as golf tournaments go, this one is one of the best.

"There is a waiting list to play," Colton said. "It's full at 144 teams, and we have 164 ... and a waiting list on top of that."

Colton said he wanted to accommodate even more teams because, "that's what Gerry would have done."

Golfers enjoyed a day of 18 holes of golf, a barbecue lunch, and buffet style dinner, along with an auction table and entertainment.

one and needs to go off road suddenly from the pavement.

His black bike is one of two used by the Smiths Falls police. He uses it often to do the circuit from Lower Reach Park to Victoria Park, and he also jumps to the other side of the water to Hydro Park.

He reminded cyclists that for cycling at night, bikes require a white electric light up at the front and a red electric light at the back. Day or night, all bikes also require a noisemaker, like a bell or a horn.

The event was made possible through a partnership between Smiths Falls police and Canadian Tire's JumpStart program. They will be hosting another event together on Sunday, July 7, the annual kids fishing tournament at Lower Reach Park, from 10 a.m. to 1 p.m.

What does a yield sign mean to a five-year-old?

"Most kids don't know what a merge sign is or a yield sign," said Cons. Aaron Tompkins of the Smiths Falls Police Service. "They know the basics, stop signs," and the like.

But when it comes to the wider range of signs, and rules of the road, that is why Tompkins, a community services officer, was on hand at the first-ever bike rodeo in the parking lot of the Smiths Falls Youth Arena on Saturday, June 22.

Some of the youngsters cycling along the miniroute chalked that summer morning were not able to handle both the hand signals Tompkins was showing them and keeping con-

trol of their bikes, so he let them vocalize instead.

"It's one of those things we can educate (kids on)," he said.

While this is the first "official" bike rodeo in Smiths Falls by Tompkins' reckoning, he has done smaller versions on the road, so to speak, to places like daycare centres, youth centres, and summer camps.

There was also a chance for cyclists to have their bikes checked out for roadworthiness.

Tompkins had his own "police special edition," bike on hand for the event.

"It doesn't help you go faster!" he said with a laugh. But, "it is lighter," and helps him roll up quietly on people when he needs to. The wheels are also a special cross between off-and-on-road, in case he is in hot pursuit of some-

CRITICALLY-ILL NEWBORNS ACCESS SAFE, TIMELY TRANSPORTATION TO HOSPITAL LAURIE WEIR ljweir@metroland.com Each year, more than 2,000 newborn babies in the province need to be transferred to a children's hospital to get specialized, intensive care.

Christine Elliott, deputy premier and Minister of Health and Long-Term Care, was at MiddlesexLondon Paramedic Services June 13, 2019, to announce $6.8 million to support transporting critically ill newborns safer and faster to respective hospitals.

This funding will go toward five specially equipped ambulances and a team of paramedics in key regions across the province, including: The Children's Hospital of Eastern Ontario (CHEO), Children's Hospital of London

Health Sciences Centre, McMaster Children's Hospital and Hospital for Sick Children.

The Children's Hospital at London Health Sciences Centre will also jointly receive nearly $5.8 million this year to support highlyspecialized teams and ensure they are available 24-7. These teams can include specially-trained registered nurses, respiratory therapists and neonatologists.

Jodi Empey of Smiths Falls, knows how important it is to transport a child to hospital. In 1999, she gave birth prematurely, to a son while visiting her brother in London, Ont. "I went into early labour, so I had to stay in London, and had to be transported (to Ottawa Civic Hospital), and now Lon-

her son, Scotty, who was small, "but OK to be flown to the Civic, which has a special care nursery for premature babies," she

said.

Initially, doctors suspected infection, but that wasn't the case. He was transferred to CHEO, where doctors discovered a twisted bowel.

"He lost half of his bowel and couldn't process food ... all these issues, things start to go wrong, and for him he had infections. He was getting one every month.

"The nursing staff was amazing, and they became like family. I went home for Thanksgiving and a nurse came with me," she said of the only time Scotty left the hospital. The boy was born in March, and died in November 1999.

It was because of the bond she formed with the nursing staff at CHEO that Empey would later raise funds through charity ball tournaments (2000-2004) to enhance the nurses' station in the neonatal intensive care unit (NICU) and lounge.

"It came together pretty quickly and in five years, we raised over $54,000," she said. "For Smiths Falls ...

it's such a generous community."

At that time, Empey said they had enough money for her initial purpose enhancements at CHEO's NICU. "CHEO included me when they did the renovations and asked my opinion on what the rooms should look like," she said.

"Now the rooms are very private ... you can have your baby, a recliner chair, which you couldn't do back in the day. They only had two small parent rooms back then."

With more than $30,000 remaining in the special fund, Empey said she was approached by CHEO in 2015 to see if she wanted to support a pilot ambulance project for newborns.

"They always had a transport team, but they wanted to get a (dedicated) ambulance for the NICU for transporting critically ill babies," she said. "So they asked me if I would use the rest of the money for this pilot project, and I

Summer is finally here, marking the end of school for millions of young people in Canada and the peak season for camping, cycling, paddling, rock climbing and many other sports and adventurous activities. While these activities are fun, it is important to prevent the possibility of injury for kids and adults alike, by keeping head safety tips top of mind.

Concussions - an injury to the brain that affects the way a person feels, behaves and remembers - represent more than one in five Ontario student injuries treated by a doctor or nurse. Symptoms from a concussion can impact daily life for weeks, months or even years. Despite how common the occurrence is, one in two Canadians have little or no knowledge about what a concussion is, and only 15 per cent of individuals can correctly identify the best treatments for it, according to the Government of Canada.

Recognizing the signs of head injuries and taking precautions to prevent them is essential to enjoying outdoor adventures. That's why Scouts Canada and Hydro One, leaders in safety and prevention, have teamed up to inspire others to work safe, live safe and play safe. Through their new Head Safe program launching this fall, young people and their families will have access to tips on how to be Head Safe this summer to equip them with the knowledge to prevent, identify and respond appropriately to head injuries.

The best way to prevent a head injury is to protect the head. Always wear a properly fitted helmet that is appropriate for the activity.

Following a blow to the head or neck, or any other jarring impact, watch for concussion symptoms like a headache or pressure in the head; sensitivity to noise, light, motion or odours; drowsiness; nausea; dizziness; blurred vision; neck pain; feeling emotional, irritable, nervous or anxious; inability to concentrate; and difficulty remembering facts or events from earlier in the day.

If a concussion is suspected, stop activity and treat any swelling with ice, seeking medical advice immediately. A person with a suspected concussion shouldn't be left alone and an ambulance should be called if they lose consciousness.

The time it takes to recover from a head injury will vary. Returning to activities, sports or work can be a slow process and should be done with a doctor's progressive plan.

PEOPLE'S PARTY CANDIDATE DROPS OUT OF LANARK-FRONTENAC-KINGSTON RACE DESMOND DEVOY desmond.devoy@ metroland.com Pakenham businessperson John Theoret has dropped out of the federal election race in LanarkFrontenac-Kingston.

"I am not running as the PPC (People's Party of Canada) candidate," wrote Theoret in a brief email to The Perth Courier, received on the afternoon of June 18. "I don't have any further comments to make other than I no longer have any affiliation to the party."

In a telephone interview with the PPC's executive director, Johanne Mennie later that afternoon, she confirmed that Theoret "has had to step down for health reasons." She added that he was "still a member of the party." When she was informed of Theoret's email that he no longer had any affiliation with the party, Mennie replied, "Oh. OK, I was not aware," before adding that she was relying on the information provided by Theoret.

The party is now in the

John Theoret midst of trying to find a new candidate to represent it in Lanark-FrontenacKingston.

"We are in the process of vetting another candidate for the riding," said Mennie. At their end, they still have to conduct an interview with the candidate, and then the candidate's name will be forwarded to the riding association. She anticipated that the candidate would be selected "by the end of this week."

PRESIDENT SPEAKS OUT The party's riding association president, David Motton, speaking during a telephone interview on

Wednesday, June 19, said that when Pakenham businessman John Theoret was first acclaimed as the party's candidate by acclamation in May, Theoret was "like a kid in a candy store," and seemed "very excited about running."

However, in time, there were differences of opinion over procedures. "(Theoret) stirred up a lot of strife within our executive," he said.

Motton did not hide his displeasure within the party ranks.

"Party headquarters knew I was unhappy," said Motton, that he was "not totally happy with him."

Asked why Theoret dropped out, Motton said it was "for personal reasons," but "he didn't explain," beyond that. "I have no idea why he left."

The party is in the process of vetting a new candidate for the riding, and with 124 days to go until Election Day, "I knew we still had lots of time," he said.

Two messages to Theoret seeking comment were not returned by deadline.

ONTARIO COLD CASE: DEATH OF MONTAGUE WOMAN REMAINS MYSTERY 15 YEARS LATER EVELYN HARFORD ehar ford@metroland.com It's been 15 years since Debra Himmelman's body was found approximately 600 metres from her Montague home near the Kelly Jordan Road railway crossing.

Himmelman, a 49-yearold mother of four, disappeared from her home on the evening of Saturday, June 5, 2004.

An exhaustive search of the area around the family's property was undertaken by family, volunteers and the Ontario Provincial Police (OPP) over a number of days before her body was finally found lying face down in the brush off a rail bed in the early afternoon of June 8, 2004.

After an autopsy was

conducted at the Ottawa Hospital's general campus, police launched a homicide investigation.

Peter Donnelly, who was the first detective to attend the Himmelman residence along with his nowretired partner at the time, Det. Jeff Smith, is confident that foul play was involved. Donnelly was assigned as the lead investigator on the case, working closely with the now-retired Det. Insp. Jeff Bahm on the case. He is currently a major case manager with the OPP's organized crime enforcement branch.

Though the cause of Himmelman's death has never been released by police, Donnelly is convinced she was murdered.

"There is no doubt in my mind that the death of Mrs.

Himmelman is a result of foul play," he said in an emailed statement to the Smiths Falls Record News.

"I was present at the autopsy examination and attended the discovery of the body."

Despite knowing that a homicide occurred, police have never been able to deduce, or at least release, what they believe happened to Himmelman after she went missing from her home 15 years ago.

The night of Himmelman's disappearance, she reportedly left the family farm in a pickup truck to grab dinner. She was last seen at Burger King on Beckwith Street in Smiths Falls between 5:30 to 6 p.m., according to reports at the time.

At approximately 8:30

p.m. that night, the pickup Himmelman had been driving was seen at her home - but there was no sign of her. Himmelman's body was found three days later.

Donnelly said that based on the fact that the truck was located at the house and Himmelman's purse was found inside the house after she was reported missing, he believes that Himmelman returned home after being in town.

But what happened between her arrival back home and her body being found remains a mystery.

Two years after the murder investigation was launched, Sgt. Kristine Cholette, with the OPP Eastern Region Headquarters, told the Record News that the police were at a

stalemate after extensively investigating the tips and information they'd received.

Donnelly said that when he was promoted to detective inspector, he requested the Himmelman case in hopes that he could move it forward based on his knowledge of and history with the homicide. But, today, the case surrounding the death of a communityminded, caring woman remains unsolved.

At the time of her death, Himmelman had recently run to become board trustee for the Upper Canada District School Board, losing by approximately 1,000 votes. Himmelman was the chair of the Smiths Falls District Collegiate Institute's school council and was co-ordinator of the Lanark Early Intervention Program, in addition to being involved with local elementary school councils.

She spent 15-plus years working with children with special needs and assisting their families.

Himmelman left behind her husband, Fred, and four children - Melanie, Chase, Teneal and Reid, then ranging in age from 19 to 24.

"Our mother was a wonderful person and community leader and there isn't a day that goes by that we don't think of her and miss her," said Melanie in a statement on behalf of her family 15 years after her mother's death. "She left us with so many beautiful memories that continue to inspire and guide us all in our lives today. We honour her memory by living our lives the way she would want us to: full of smiles, laughter and love."

At the time of Himmelman's murder, Melanie told the Record News her mother's disappearance was a mystery.

It still largely is today.

Himmelman helped form and was made president of the Montague Ratepayers Association (MRA).

Theories circulated that her death was somehow connected to the concerns she raised about the township's fire department only months before her disappearance. However, no link has ever been established between her political activities and her death.

Donnelly said that he distinctly recalls the information relating to the MRA. "This link was thoroughly investigated and every Montague firefighter was interviewed by experienced detectives on the case," he said. "There is simply no identified connection between the death of Mrs. Himmelman and the Montague Fire Department."

Many in the community say the murder inflamed a division within the township, brewing hate and mistrust.

Donald Page, now 90 years old, was a Montague resident for 40 years. He took over as president of the MRA after Himmelman's murder and remembers the mood at the time.

Page said there were those who stood behind the township over Himmelman's concerns and those who stood behind the ratepayers.

it's five years or 25 years," he said. "I think it's up to the police to investigate everything they hear."

Police say that no unsolved homicide managed by the OPP is ever considered a closed case.

Donnelly said that, although he's now left the criminal investigation branch of the OPP, the Himmelman case will be assigned to a new case manager in the branch. He said the process is well established and case managers routinely present cases to review boards of three to five other case managers to scrutinize the investigation and try to develop new strategies to move it forward.

"I recognize the importance of public input that may assist in the resolution of this case and every tip that comes in will be followed up and investigated," Donnelly said.

A reward of $50,000 remains in effect for information that leads to the successful conclusion of this case.

The OPP say that any tip or information from the public would be appreciated.

"It fractured the township," he said.

Fragments of this division still remain today, much like the mystery surrounding this unsolved murder.

In 2014, the OPP received more tips surrounding the murder sparked by a $50,000 reward offered by the province. But no arrests were made. Five years ago, police couldn't elaborate on the tips made for fear it could harm the investigation. This remains true today. Police say they can't release the identity of suspects or persons of interest in any case prior to charges being laid because releasing such information could jeopardize the investigation.

OPP say that the case remains unsolved but is reviewed on a regular basis.

Montague Reeve Bill Dobson, who is also a member of the local police services board, said he brings this case up with the OPP each year to keep it in the minds of police.

"Nobody wants an unsolved murder," he said. "It really bothers me that it's happened in my township."

Jacqueline Belsito, vicepresident of philanthropy and community engagement, said it was because of the Empey family's generosity that this ambulance program for newborns got off the ground.

"Not only did (their) donor support allow us to pilot this specialized ambulance project but ... we now have permanent funding."

Belsito said the Empey family's donation meant so much that their names are on the ambulance.

"This is wonderful," Belsito said. "Their donation stimulated this kind of response, and we're delighted to share this story about how the community of Smiths Falls came together

for this project - that shows you the impact donors can have."

Belsito added: "I will never forget being in the 'hanger' with the emergency response team and (the Empey) family making this gift announcement for the pilot project. The CHEO team was so thrilled with (their) confidence and support and proud to have (their) names literally on the ambulance."

She said the Empey family's leadership is a gift that keeps giving.

Empey said she was thankful to learn that the provincial government was going to keep this project going in 2017 that her donation helped support the year before.

The one-year pilot project was launched in 2016

and was used not long afterwards by a Smiths Falls family.

"This one pilot project is now going to help babies all over Ontario," Empey said.

"I think this is wonderful, not only for my son's memory, but for London and for our Smiths Falls community."

The community of Smiths Falls should be proud, she added, as community members helped with the original ambulance project donation by supporting the ball tournaments.

Empey said she wanted to let her town know that their generosity so many years ago has continued with the government's recent multimillion dollar infusion for even more ambulances for children.

BOCCE COURTS, FITNESS EQUIPMENT BEING INSTALLED AT LOWER REACH PARK

By the end of this month the new bocce courts and outdoor fitness equipment will be ready for public use at Lower Reach Park.

Art Manhire, the town's director of community services, said the bocce courts - funded by the local Tim Hortons and the Gerry Lowe Foundation - for the town's Special Olympics athletes will be ready by late June. In October last year, a cheque for $11,344, proceeds from the Tim Hortons Smile Cookie Campaign, was presented to the Gerry Lowe Foundation, with a number of Special Olympians present, for the project.

The outdoor fitness equipment will be ready by Thursday, June 27. That is the day that the equipment is expected to be bolted in to the concrete pad.

The 12-piece circuit of outdoor fitness equipment was partially funded by the Ur-

ban Jungle Obstacle and Fitness Challenge. The project cost around $67,000, with $47,000 being contributed by the town and $20,000 from Urban Jungle.

The new equipment at Lower Reach Park got off the ground two years ago when the town removed the former ParticipACTION circuit, installed in the '70s, had reached the end of its life.

The tennis courts at Lower Reach Park are expected to be ready for use in mid-July after the repairs are completed.

FARRELL, Stephen Kent It is with great sadness that we announce the sudden passing of Stephen Kent Farrell on Wednesday, June 19, 2019 at the age of 53.

Devoted son of Irene and the late Kent Farrell. Loving Brother of Gail Farrell and Scott (Amanda) Farrell.

Best known as a very kind and fun loving uncle Steve to Autumn, Olivia and Ethan Farrell. Steve worked in Hi-Tech for many years starting at Digital Equipment in the early 1990’s.

Later in life he found a home working at King’s Independent in Richmond. Steve’s early sports interests included hockey, curling and fishing.

Steve was also an avid genealogist and golfer, had a love for music and playing the guitar. He thoroughly enjoyed life living on Lake Mississippi and spending summer holidays at Lakevale beach. He had a very warm heart and will be greatly missed by many. Condolences in lieu of flowers may be made to the Heart and Stroke Foundation.

She was predeceased by her parents Frederick and Annie Jannack, her late husband Amedee “Micky” Marion, and her sons Theodore and David Marion. Frances is survived by her children Donna Roach (the late Paul), Shirley Anne McCaw (George), Richard Marion (Gloria), Linda Berube (George), Marie Whitney (Tom), Steven Marion (Shannon), and daughter-in-law Marina Ballercheff.

She is the cherished grandma of 17 grandchildren, great-grandma to 20 great-grandchildren and 14 greatgreat-grandchildren. Frances is predeceased by four brothers and six sisters. She will be sadly missed by numerous nieces and nephews. A very special thank you goes out to Dr. Greg Leonard and the staff of Bayfield Manor for their wonderful care of Frances. A visitation was held at the Kemptville Chapel of Hulse, Playfair & McGarry in Kemptville on Tuesday, June 25, 2019. Mass of Christian burial was held at Holy Cross Church, 805 Clothier Street West, Kemptville, on Wednesday, June 26, 2019 followed by burial at Holy Cross Cemetery. Marie was the cherished mother of Linda M. Morgan (Denton Craig) and sister of Gordon (Muriel) Packham. She will be sadly missed by her family and extended family of care givers and residents at Lanark Lodge where she lived for a number of years. Marie and Harold moved to Perth in the early 1960’s from the Niagara region with the relocation of the International Silver manufacturing facility. Joe passed away peacefully in the Perth hospital on Saturday, October 20th, 2018 at the age of 86 years. He will be sadly missed by his loving spouse Elsie May Black, sons Les (Lynda), Des (Helen) and Victor, daughter-in-law Diane and grandchildren Christine, Sarah, Dylan and Jesse. Joe was a resident of Ompah. He retired from the Toronto Transit Commission (TTC) after thirty-one years of service. He was a proud member of the Ompah Volunteer Fire Department for twelve years and an early member of the Emergency First Response Team. Cremation has taken place. A sharing of memories will be held on Joe’s birthday July 7th, 2019 from 2:00 to 5:00 P.M. at Holton and Stewart’s cottage at Canonto Lake.

SHAW, RICHARD (Dick) Dick Shaw died peacefully on the afternoon of June 15, 2019, at the age of 93 in Vancouver. He was predeceased by his wife Mary (nee Cox) and his brother Michael, and is survived by his sons Anthony, Nigel (Jennifer, children Peter, Robyn, Patrick, and Julia), and Philip (Cindy, children Alex and Kelly, grandchildren Elijah, Colby, and Jason), and daughters Margaret (Vince Hanemayer, children Ian and Gillian) and Gillian (Stephen Satchel, children Ben and Isabel). Born and raised in Barbados, Dick studied at McGill and married Mary in Calgary.

Their shared lives took them to the South Shore of Montreal, where Dick headed CIL’s Explosives Research Lab. They raised their family of five in MontSaint-Hilaire and Otterburn Park, then moved on to Ottawa in the mid-80s (Dick assuming the role of Canada’s Chief Inspector of Explosives), and ultimately retirement in Perth, Ontario. Most recently, Dick moved to B.C. in 2017 to be with his children Philip and Margaret and their families.

He maintained lifelong friendships that he had developed across the various communities that came to know him, with Perth most recently providing a network of close friends he treasured dearly, and who in turn supported him through what might otherwise have been very difficult years following Mary’s death. A gathering to remember his life will take place in Perth later this year. Donations in his memory would provide welcome support for the Perth food bank (“The Table”) or the Perth and Smiths Falls District Hospital.

Lunchtime at the Northcote School seldom varied.

First, we had to wash our hands in the basin at the back door, girls first, and then fresh water was brought in for the boys by one of the lads from senior fourth.

Only a few of us had lunch boxes. Everyone else carried theirs in a well-used brown paper bag that had come from Briscoe's General Store. My name was printed on the outside so that it wouldn't get mixed up with anyone else's lunch.

Often, bad Marguerite brought both her fancy tin lunch box and something special in a brown paper bag. And she never failed

to tell us what was in it either ... fresh fruit ... or store-bought cookies.

One day Marguerite got her comeuppance. She put her box on the table at the back of the room, as we all did, and she then announced that in the paper bag was a fresh banana and real store-bought cookies.

At recess, Miss Crosby ordered us all out of the school, and with her eyes on Emerson and Earl, said there was to be no nonsense.

The next break was lunchtime - the big CPR clock at the front of the room had its hands at exactly 12 p.m. Grabbing our lunches off the back table after washing up, we headed outside to sit on the grass. I tried not to look at Marguerite's paper bag.

"Guess I'll eat my banana first," she said loud enough that everyone could hear her.

She dug into the bag, and out came, not a banana, but a round stone covered with wet grass!

Well! The roar could be

heard in Admaston. She blamed Cecil, she blamed Emerson, both vowing they had nothing to do with it. The banana and the cookies were never found, but on the way home from school, I saw a banana peel in the grass leading out of the schoolyard. Velma said she saw a squirrel running away with a cookie.

Miss Crosby turned a deaf ear to Marguerite's howling, who had to resort to eating what was in her fancy tin lunch box.

No one owned up to the deed, but my sister Audrey, who sat behind Cecil in school, was pretty sure she could smell banana off him when we came back in for afternoon lessons.

MOVIES UNDER THE STARS ARE BACK This summer, the Railway Museum of Eastern Ontario and the Smiths Falls Heritage House Museum have taken on Movies Under the Stars to continue a well-loved community tradition. RECLAIMED BRINGS THRIFT SHOPPING, RECYCLING TO NEXT LEVEL EVELYN HARFORD ehar ford@metroland.com Not only does Tanya Kaczan, owner of Reclaimed Textile Recycling & Clothier, curate second hand items for her thrift store as a way to reduce the impact of fast fashion on the planet, she also recycles materials from clothing that won't cut it on the sales floor.

"I just wanted to recycle as much out of the bag of donation as possible," she said.

Kaczan's store opened up in the Settlers Ridge Centre last spring, where she's been hawking secondhand style with a side of environmentalism and corporate responsibility. Before that, she had pop-up shops in Smiths Falls after she started the company, which is first and foremost a recycling company, in 2016 after being inspired by a friend.

Having one location in the mall, where she can organize and categorize clothing, has helped Kaczan continue to grow her business.

The majority of what Kaczan gets donated is cotton. She turns the cotton into recycled rags. The denim she gets is taken in by a place in New Jersey where it's unravelled back to its original cotton fibres and is used to make home insulation.

Kaczan also recycles synthetic fibres, such as rayon and polyester, found in bathing suits. In the works: big plans for donated fur and leather which could be repurposed into purses and throws.

Diverting materials from landfill and finding new innovate ways to recycle was a natural fit for Kaczan, who started her business after travelling to the U.S., China and Hong Kong in her 20s.

"It just seemed like the right thing to do," she said.

"I live here on this planet, I feel like I should."

Kaczan said the consumer culture is hurting the planet and people's wallets.

"Constant purchasing of new items isn't necessary," she said. "Clothing manufacturing is the second leading cause of pollution behind oil. This is a huge problem. There's too many clothes."

To figure out how she could recycle items she acquired, a lot of research was involved.

"The operations and logistics are not well known," she said. "Nobody really talks about it (the process of recycling)."

Other clothes with life left in them, that Kaczan doesn't want to put on the sales floor, get donated to the Ottawa Mission, too.

"Anything else that's still comfortable and still warm

that still has another year left of quality in it I would try to donate or find another purpose for," she said.

Kaczan also repurposes furniture. One of her latest creations on sale at the store is a radio from the late '30s or '40s that's been retrofitted with new hardware and a Google Home.

Not only is Kaczan trying to say on top of the recycling side of her business, she's also bringing a new, fresh look to the thrift shop experience. She said people still can have the preconception that second-hand stores are crammed full of outdated and out-of-style clothing.

"I think second-hand and thrift stores need to be reinvented," she said.

"It's no longer your grandma's sweaters at thrift stores," she said.

"You're now going to find the same name brands like Michael Kors, Gucci and

Dolce & Gabbana and Calvin Klein."

Offering high quality clothes to customers in Smiths Falls, where your options are limited, at a lower price makes it easy for everyone to access items - especially if they have difficulty getting to larger urban centers like Brockville, Kingston or Ottawa.

As the youngest of four children, Kaczan has always been thrifty.

"Hand-me-downs were a thing and my grandmother was a seamstress, so she used to make a lot of our clothes," she said. When Kaczan was younger, it wasn't popular to shop at thrift stores or have used clothing. She's happy that's changing.

"Now a days every style is in style. People are so unique. You can make an outfit out of great clothes.

It's about the look and quality, not necessarily about

the brand," Kaczan said.

"People just like to look good and feel good."

Since the store is community-based, products including handmade cards created locally are also on offer. The store is also going in the direction of bringing in household products that are eco-friendly such as bamboo toothbrushes, hay straws and toothpaste.

The store is always accepting donations. Kaczan offers a pickup service if required.
