The cancellation of Ontario's cap-and-trade system by newly-elected Premier Doug Ford has meant the revenue stream for the multi-use cycling trail funded through the commuter cycling initiative in Smiths Falls has dried up. Chief administrative officer, Malcolm Morris, told this newspaper that while the money for Phase 1 of the project has been secured, the town will have to search for alternate revenue streams to continue the project. Morris said Phase 1 is the project's "backbone." "Obviously, this calls into question Phases 2 to 5," he said. The total cost of Phase 1 of the 700-metre trail is estimated at $39,375, requiring the town to pay out of pocket $14,375 in 2018. The plan is to complete the multiuse trail from Beckwith to Lower Reach Park over a two-year period.
Ontario Municipal Commuter Cycling (OMCC) is a multi-year program previously supported by proceeds from Ontario's capand-trade system. Municipalities were eligible for annual OMCC funding to support up to 80 per cent of costs associated with the implementation of eligible commuter cycling projects through that funding stream. The program's purpose was to provide funding to municipalities to support the implementation of commuter cycling infrastructure to encourage people to get out of their cars and onto bikes for their daily commute or other frequent trips. Council agreed to enter into the funding agreement for Phase 1 at committee and officially approved it in January. Greg Earl, cyclist and co-owner of Sport X in Smiths Falls, says that cycling infrastructure is important for the town. Earl said that while hardcore cyclists will get out regard-
less, having cycling infrastructure to enhance safety will give others the incentive to get out on their bikes. Without the cycling infrastructure, some would be afraid to get out. Not having a safe place to bike - especially riding uptown - can keep people away. Earl said there is a strong cycling community in the area and a lot of cycling tourists who come through town. "With cycling, there's a lot going on in other areas that we're missing out on," he said. "There's a lot more going on than people realize." Creating new infrastructure, like the commuter cycling initiative, would help enhance opportunities cycling in the community. The town will have to search for new funding sources to keep the commuter cycling project alive. Right now, there's no certain future for the project relying on funds from now defunct the capand-trade system.

GREAT WATERWAY HEARING
Triple grand opening in Smiths Falls celebrates new businesses, Great Waterway Hearing, A Silly Goose and Ontario Vape Company, on Main Street East. The businesses, all newly opened, celebrated their official openings with a ceremonial ribbon cutting and community barbecue on Friday, July 20. The opening of the three shops represents the revitalization of the building located beside the Smiths Falls Royal Canadian Legion Branch 95. Smiths Falls Mayor Shawn Pankow welcomed the businesses to the community during the ceremonial ribbon cutting. "We wish you nothing but success," he said.
The wheelchair accessible hearing clinic starting seeing clients out of their newly opened facility located at 1A Main St. E. in early July. "It's been going well," said co-owner Debbie Boehm, adding that they've been getting some curious patrons come in right off the street with no appointments. The clinic, which offers free hearing tests, has what the owners believe to be the first wrapped audio booth/ room, where the conduct the hearing test, in the industry, featuring a historical photo of the building on the outside.
A SILLY GOOSE A Silly Goose, a children's consignment shop
and party room, opened at their location, 5B Main St. E., on June 16. The store features locally sourced, unique products. "I'm really, really focused on supporting small businesses because they're the ones supporting me," said owner Adela Polacek. "Small businesses are the future." The store has also teamed up with Redeemer Dance Academy to offer what the dancers need for classes. Polacek says there wasn't really a place for dancers to get their shoes and dance outfits between Ottawa and Kingston. Now, she says, her offerings will help fill the gap.

tial units on the building's upper level. In total, there will 14 one- and two-bedroom units. The property owner, Mario Grandinetti of Ottawa, who bought the property in November 2017, has renovated the upper levels and is pleased to begin welcoming tenants - many of whom work at Tweed. When asked about how it feels to be part of Smiths Falls' revival, Grandinetti said he can see the energy in the town, especially in the last few months. "I feel like it's really improving," he said. "You can see it, especially when you go out for lunch." Grandinetti said a friend of his who lives in Perth has described the Smiths Falls of today as the Perth of the '80s - ready and poised for development.

TR LEGER GRADUATION
COMMUNITY
NEW FORMAT STARTS FOR YOUR LOCAL NEWSPAPER THIS WEEK This week the Smiths Falls Record News embarks along a new path that takes it back to its roots. Readers will notice their community newspaper has recommitted itself to local news. No longer will it feature a regional section in the front half of the publication. Rather, news from Smiths Falls and its neighbouring municipalities will figure more prominently starting from the front page. This means readers
will no longer have to search deep into their edition for the continuation of that week's top story. Local breaking news, council information as well as sports and human interest features move to the lead pages instead of their traditional spot in the second section. The pagination system, which our readers have also told us causes no end of confusion, has also seen an overhaul which should
make reading the paper less complicated. These changes don't mean an end to all regional coverage. It just moves that information a bit further back, allowing us to place greater emphasis on the stories we know matter to you the most. We hope these latest adjustments to our format will help add to your enjoyment of your local newspaper. Please keep reading, in print or online, and thank you for your support.

Girls Inc. Strong, Smart and Bold summer programming has wrapped up its first full week of summer programming with a full turnout in North Grenville! "A great camp that inspires
Boating Council, Police up to reduce impaired boating deaths Drinking and boating accounts for approximately 40 per cent of boating-related fatalities on Canadian waterways. In 2018, the Canadian Safe Boating Council along with the Smiths Falls Police Service are also concerned about the potential impact of legalization of recreational marijuana and the increase in use and abuse of prescription narcotics on boating incidents and fatalities. To raise awareness and reduce impairment-related deaths, the CSBC and the SFPS are launching year six of an initiative called "Operation Dry Water" - its goal is to stress the importance of boating sober. With the summer boating season in high gear, the August long weekend is the perfect time to remind Canadian boaters about the risks of impaired boating. Combined with sun, wind, waves and the rocking motion of the boat, the effects of alcohol and drugs on the water can be greatly increased. "The CSBC, its partners and sponsors would like, through this and our other initiatives, to raise attention to the problem of boating under the influence and to remind boaters to boat sober," stated John Gullick, chair of the CSBC.

"Operation Dry Water will focus on the potential risks of impaired boating, and remedies that are currently in place to discourage it. Federal statutes dictate that boaters can be charged with impaired operation of a vessel under the Criminal Code of Canada if they are found to be impaired. Under current and proposed legislation, human-powered craft are not excluded from the definition of a vessel and, so, are subject to the same penalties. A number of provinces have enacted legislation where impaired boating can affect your automobile driving privileges. Operation Dry Water is aimed at reducing the number of impairment-related accidents and fatalities on the water while fostering a stronger and more visible deterrent to alcohol and drug use while boating. The end goal? To achieve safer and more enjoyable recreational boating. This initiative is made possible through support of Transport Canada's Office of Boating Safety. For a 30-second PSA and additional media resources on boating safety, please visit www.csbc.ca under CSBC Safety Campaigns.

BE BEACH SMART Spending days at the beach is a summer ritual that we all enjoy, but it's important to know when it's safe to swim or if you should skip that dip. In late June, the Leeds, Grenville and Lanark District Health Unit began its annual weekly water samplings of the public beaches within its jurisdiction. These include beaches in Almonte, Carleton Place, Lanark, Smiths Falls and Rideau Ferry in Lanark County, and others in North Grenville, Merrickville, Westport, Portland and Toledo in Leeds and Grenville. According to release by the health unit, five water samples are taken each week and tested for E. coli bacteria. They state that the bathing water standard is 100 E. coli, so any water tested that exceeds that amount will receive a sign posted at the beach notifying the public it's unsafe to swim. Weekly updates indicating which beaches are open, closed or have received caution status are released every Friday morning. The testing will continue until Aug. 31. As of the last testing results updated at July 25 at 3 p.m., all public beaches are open with the exception of Centennial beach in Carleton Place and South Crosby (Sand Lake) beach in Rideau Lakes, which are in caution status. The level of bacteria at the aforementioned beaches is currently not recommended for swimming. This is a public service the health unit provides informing the public that the level of bacteria might be a health risk if you or your family go swimming. Families can still choose to go into the water at their own risk, but there are several reasons why you shouldn't. "Research has shown that when people are swimming at beaches where the water has a high E. coli level, there is a direct relationship with an increase in ear, eye, nose and throat infections in swimmers," states the release. The unsafe for swimming sign will remain at a beach until it meets the bathing water standard. E. coli isn't the only thing tested when the health unit samples water from our local beaches. They are also looking for blue-green algae blooms, accidental spills or anything else that could pollute the water, making it unsafe for the public. This could include dirty water from storm sewers or streets, faulty septic systems, etc. Other tips to keep in mind when navigating public beaches is to avoid swimming if high winds cause the water to look cloudy or after a heavy rain. There are plenty of tips available, as well as information on the weekly beach results, on the health unit website - healthunit.org. It's been a hot and humid summer so far and many of us have taken advantage of the beach to cool off from the sun's rays. Most of the time the water we swim in is safe, states the health unit, but caution should always be taken to ensure you and your family have a safe remainder of the summer.

Dear Editor, As a resident of Harold Street, I take great interest in reading all articles related to this street and your recent article is no exception. In my opinion your opening sentence, "It appears everyone has a different definition of success," could not be more ironically bang on and correct. I've lived here since Sept 2014 and witnessed first-hand the developments along this street. Increased traffic volume, speeds, noise, pollution, the speed humps, stop signs and vertical bollards. Success is not a word that I would use to describe the current status of Harold Street. Troy Dunlop, the Town of Smiths Falls' director of public works and utilities, is an engineer (number cruncher) who incidentally does not live here, only has numbers and parameters to measure success. Your article stated that speeding had dropped from 25 per cent down to two per cent, sounds phenomenal doesn't? One of the real concerns of residents on this street is the volume of traffic therefore if only 40 cars drove down the street and 10 were speeding (25 per cent). A report to town council in 2012/13 stated that Harold Street was designed and constructed to function as a "local" road. It also stated that Harold Street saw 4,500 vehicles/day and the max recommended volume for a local road is 3,000. I've brought this to the attention of Dunlop and town council on more than one occasion with no satisfactory response to date. The issue of vehicles encroaching on the sidewalk to avoid the speed humps had been resolved with the installation of vertical bollards. As an eyewitness with photographic evidence, I can assure you that statement is categorically false. The bollards are actually placed on the sidewalk which still allows vehicles to encroach on the sidewalk to avoid the speed humps. In addition, the bollards are spring loaded, hollow plastic and can be driven over. Not only are they questionably effective, come winter they prevent the snow plow from

MUNICIPAL ELECTION
CANDIDATES FINALIZED IN LEEDS-GRENVILLE FOR OCTOBER MUNICIPAL ELECTION who's running in those municipalities.
ASHLEY KULP akulp@metroland.com There will be no shortage of candidates vying for council seats in North Grenville, Merrickville-Wolford, Rideau Lakes and Elizabethtown-Kitley in October's municipal election. Candidates had to file nomination papers by Friday, July 27 at 2 p.m. The following is a list of
North Grenville Incumbent mayor David Gordon will be seeking a third term as head of council, but will face competition from current oneterm councillor Jim Bertram, newcomer Nancy Peckford and Elwood Armour. Armour ran for a council seat in 2014 but lost.
Deputy Mayor Barb Tobin will seek a fourth term, alongside current one-term councillor Frank Onasanya. They are joined by Old Town Kemptville Business Improvement Area executive director John Barclay, former OPP officer Craig McCormick, Deron Johnston, Kristen Strackerjan, Doreen O'Sullivan and Jim McManaman. The deputy mayor position is
appointed by council following the election.
Merrickville-Wolford This term, the Village of Merrickville-Wolford will see a size reduction from seven to five with a mayor and two councillors each for the wards of Merrickville and Wolford. Incumbent mayor David Nash, who is completing his first
term, is vying for a second and he will face competition from current deputy mayor Anne Barr, Coun. Chuck MacInnis and Doug Struthers, who served as mayor of the municipality for 16 years before Nash took the seat from him in 2014. In the race for Merrickville ward councillor, incumbent Coun. Victor Suthren will seek another term, with Timothy Molloy, former longtime councillor, Tony Iannazzo and former Merrickville fire chief Bob Foster, rounding out the candidates. Former Coun. Don Halpenny will seek re-election in Wolford ward, joined on the ballot by Yves Grandmaitre, Michael Cameron and Mark Scullino. As is the case in North Grenville, the deputy mayor will be appointed after the election.

CCHL REPRESENTS CANADA AT WORLD JUNIOR CUP JEFF MAGUIRE WRITES ABOUT TOP HOCKEY PLAYERS HEADING TO RUSSIA JEFF MAGUIRE Column
The Eastern Ontario-based Central Canada Hockey League (CCHL) continues to graduate top quality players who are making their mark in U.S. college ranks. Many of them move on to professional careers including some who make it to the world's biggest showcase for the sport, the National Hockey League. In recent years the 12-team CCHL has been well represented at the national level. Pembroke Lumber Kings, the winningest franchise in the 57 year history of the Junior A league, captured the national championship, the Royal Bank Cup (RBC), in 2011. Beginning in 2014 the powerhouse Carleton Place Canadians won four straight league titles, three consecutive Fred Page Cup tournaments (Eastern Canadian Junior A championship) and made three straight runs at the national championship. They came
within an eyelash of winning the 2014 title in Vernon, British Columbia, losing a heartbreaker in overtime to Yorkton (Saskatchewan) Terriers in the RBC final. This spring Ottawa Junior Senators stopped Canadians' championship run at four, winning the league final. Sens then hosted and won the Fred Page tournament, beating out three teams including league rival Carleton Place. At the RBC in Chilliwack, BC Ottawa made it to the semi-finals before losing a tight 3-2 decision to eventual tournament champion Chilliwack Chiefs. With the 2018-2019 league campaign set to begin Labour Day weekend, the CCHL is about to add another important chapter to its already impressive history. Beginning Aug. 18 an all-star team from the league will represent Canada at the prestigious 'Junior Club World Cup' tournament which this year is being hosted by Russia. The eight team, international showdown is being played in Sochi, site of the 2014 Winter Olympic Games. This marks the first time since 2015 that Canada has participated in the tournament and it will be the inaugural appearance by a CCHL squad. Sudbury Wolves of the Ontario Hockey League won
the 2013 tournament. The competition in Sochi is sanctioned by the International Ice Hockey Federation and runs from Aug. 18-26. Hockey Canada is the national governing body in this country while the Canadian Junior Hockey League (CJHL) represents 10 Junior A leagues from coast-to-coast including the CCHL. Originally Jason Clarke the coach, general manager and owner of the high-flying Carleton Place team was named head coach of the squad. However an important family commitment will keep him at home. His replacement is veteran CCHL coach Mark Grady of the Smiths Falls Bears. He will be joined by another long-time league coach, Ian MacInnis of Cornwall Colts who also doubles as team GM and by assistant coach Dan Sauve of Rockland Nationals. It was MacInnis who was largely responsible for selecting the 22 man roster. Carleton Place, with seven selections, leads the way while Cornwall will ice five players and Ottawa and the Kanata Lasers two each. Smiths Falls Bears and Kemptville 73's each have one player on the squad. They have a formidable task ahead with seven other nations entering teams in the tourna-

It will be busy in the karting area with tractor and truck pulls, and many other events going on. Gates open early Sunday so please try to get in and get your trailer parked, please try to keep all the trailers at the south end of the pits so that everyone has room. There will be no parking on the grass on the pole side to allow for the events. Organizers are also looking for a grid marshal for the weekend and a scale person. ment. Included are the national junior champions from host Russia and Sweden along with club teams from Switzerland, Finland, Austria, the Czech Republic and China. I will be following the team's performance in Russia closely. It's a wonderful opportunity for the CCHL athletes including seven from the Carleton Place Canadians who I have seen play so many times. I wish them the very best as they compete for Canada on the world stage!

THURSDAY NIGHT MEN'S TWILIGHT GOLF NEWS FROM SMITHS FALLS GOLF AND COUNTRY CLUB The July 26 edition of the Thursday Night Men's Twilight at the Smiths Falls Golf and Country Club was sponsored Hunt & Dopson Insurance Group and Titleist. The format was a three-man gamble scramble, with a dice roll to determine which tee shot would be taken. Some were lucky, some not. Set Baker, Eric Maitland, Kyle Hitchcock and Travis Shelley rolled well, claiming victory on the front nine. Denis Routhier, Beep, Bill Arnold and Wayne Palmer beat the house, earning the back nine honours. The Roosteraunt closest to the pin prizes went to Bob James and Aaron Wal-
lace for their tee shots on holes 3 and 18. Adam Schofield took home the Burns Jewelers prize for best approach shots on Hole 9. Mike Koziel won the Milano's Pizza prize for a great tee shot on Hole 8, and the Valley Custom Cutting gift certificate went to Peter Nilsson for his beauty on Hole 16. The Town and Country Chrysler longest drives of the evening were launched by Adam Schofield and Dom Peladeau on holes 4 and 13. The fabulous test of skill was performed by Ricky Murphy and Peter Nilsson. Their rendition of I Got You Babe put Sonny and Cher to shame. This week's Rocky's
Road Rash ball went to Tom MacLaren. He'll try for a hole in one to win the $15,000 Hunt and Dopson prize at the closing. Good luck! Last week's Obsessed With Golf trivia question: After which event did Tiger Woods surpass Greg Norman's record 331 total weeks atop the Official World Golf Ranking? Answer: A. 2004 NEC Invitational This week's question: How many magnolia trees line the roadway at Augusta National? A. 61 B. 46 C. 110 D. 72 See next week's article for the answer.

Going beyond the velvet ropes and static displays of most car shows, Race the Runway was designed to give spectators the opportunity to see, hear and feel some of the world’s most exotic cars as they do what they were designed to do – go fast. The event is also one of the few opportunities for vehicle owners to test the limits of their machines in a safe and fun festival setting. Race the Runway 2012 was such a success that it has become an annual event with an expanded charitable and community service footprint. • Race the Runway is the largest show of its kind in Eastern Canada. It features some of the world’s fastest street cars performing standing-start runs down runway 24, with quarter mile elapsed time and top speed measurements. • The event plays host to drivers and automotive enthusiasts from across Ontario and Quebec with many of the drivers competing in speed events across North America. • Having sold out consistently we have increased the number of eligible vehicles and will have a total filed increase from 80 vehicles to well over 100. • 100% of proceeds go back into our local communities, charities museum and flying club. Typically our hotels, resorts, restaurants are sold out. And our local attractions get an upswing in attendance. • To date we have raised more than $250,000. • Race the Runway is 100% volunteer driven, with over 150 people working hard to deliver a premium event experience

Shirley Elizabeth Foy
(nee Tysick) 1929-2018 It is with great sadness that the Foy family announces the passing of their matriarch on 16 July 2018 in Ottawa. Shirley was born in Westport, the youngest and last surviving child of Ida Mae Stafford and Robert William Tysick. She was pre-deceased by her devoted husband Charles James Foy in 2016. They were married nearly 66 years and together raised six children: Lydia (Bernard), Jane, William (Cathy), Michael, Robert (Rosanne) and James (Linda). Her greatest joy was her adored grandchildren Maisie and Ava. Also left to mourn her passing are her many Tysick nieces, nephews to whom she was very devoted and whose company she so enjoyed. Shirley was an amazing woman, strong, fierce and full of spark. She was a born warrior who had a streak of mischief and a ready twinkle in her eye. Her last day was spent at the family cottage on Christie Lake that she loved so much, listening to her birds and taking a dip in the lake. That was her heaven. Memorial to be announced.

DEVITT, Robert (Bob) - In loving memory of a dear father and grandfather who passed away July 31, 2006. Time speed on, 12 years have passed, Since death its gloom, its shadow cast. Within our home where all seemed bright, And took from us a shining light. We miss that light and ever will, His vacant place there is none can fill. Down here we mourn, but not in vain, For up in Heaven we will meet again. Always in our thoughts and sadly missed, Loving daughter Crystal, John, Meredith and Bailey
PHILLIPS, Beverly Rose (Dixon) In loving memory of my special sister who passed away August 2, 2016. When I lost you! I wish I could see you one more time, Come walking through the door. But I know that is impossible, I will hear your voice no more. I know you can feel my tears, And you don’t want me to cry, Yet my heart is broken because I cant understand why someone So precious had to die. I pray that God will give me strength… And somehow get me through, As I struggle with the heartache, That came When I Lost You. Still missed and Loved more each day. Barb
