Community – Reviving an old tradition to support a new initiative seems like the perfect addition to what is already proving to be an exciting place. The Harvest Craft Show is being held at the Gallipeau Centre Oct. 26 from 10 a.m. to 4 p.m. to benefit the HUB. “There used to be a huge craft sale at the Rideau Regional Centre - it was a three-day event but we’re starting with a one-day event and then hoping it will grow to a twoday event in a year or two,” said Jacqui Stanzel, co-organizer of the event. by want to revive the good old tradition with crafts from local and surrounding area craftspeople. “We’re going to have people coming from Smiths Falls, Kemptville, Perth, Ottawa and Quebec, lots of jewelry, gourmet garlic products, creative cupcakes, candles, braided rugs and so much more,” said Willoughby. There are 34 vendors so far, who will set up in the hallway beside the HUB pool area. “I still have new vendors calling in daily,” said Willoughby who is not worried about space. Determined to make the show a worthwhile fundraiser for the HUB, the organizers have asked every vendor to donate a small

item. “Depending on how many items we collect, we’ll make up one or two baskets and raffle them off to the public with all the proceeds going to the HUB,” said Stanzel who will also be donating 20 percent of proceeds from her own bake table to the HUB. Both organizers chose to revive the show, not just because it was a worthy tradition but because seeing how much work had gone into re-opening the pool and how much of a need in the community it filled, they wanted to help out. “They’ve worked so hard to get that pool open again and now they need all the help they can get to keep it running,” said Stanzel.

News - It’s a done deal. Council has passed the draft approval of the Bellamy Farms Plan for Subdivision in a recorded vote at the Oct. 21 council meeting. “I am not going to support this motion,” said Coun. Shawn Pankow. “It’s great to have a new subdivision coming into town, but we could have gone a lot further in terms of quality of life. I see a development that will house 1,000 people and no recreational space.” The development by Park View Homes is for a 350-unit subdivision in the area known as Bellamy Farms, between Ferrara Drive and Broadview Avenue with condos planned for the north side of Ferrara more or less behind the LCBO. “In Phase I, there will be four condo buildings taking up about an acre (0.4 hectares) on a parcel of five acres (two hectares), and about 50 townhouses 1,700-square-foot each. The condos will have their own underground parking, fitness facilities, and barbecue areas and they’ll be surrounded by pathways connecting to the Cataraqui Trail,” said Andrew Cinnamon, developer. The entire area of the proposed subdivision is just shy of 20 hectares of which about three hectares (7.5 acres) are designated wetland or wetland adjacent lands. The town has exempt Park View from providing recreational parks within the proposed subdivision and instead executed it’s authority to collect five per cent cash in lieu of parkland. “I have real reluctance and concerns with the lack of green space proposed, it’s a lot of people in a small area,” said Pankow. Town staff recommended that the green space requirement for this development be waved partly because of the designated wetland and because there is also an acre of designated but undeveloped parkland within 150 meters of the development and two schools

It’s not unheard of for a town to make that kind of an arrangement though it does seem to fly in the face of best practices provisions that McKernan unearthed in the Planning Act put forward by the Ministry of Municipal Affairs and Housing. “I did find in Section 51.1(2) of the (Planning) Act a provision that allows the municipality to require one hectare per 300 dwelling units or a lesser rate if the municipality chooses to stipulate that in its Official Plan. This is not a policy we currently have but I would suggest it would be appropriate to include in our new Official Plan this spring,” said McKernan. Had that requirement already been in place, Park View Homes would have had to free up nearly two acres (0.8 hectares) of land for recreational purposes. See DEVELOP page SF2

with recreational grounds within the same distance. Working with an outdated Official Plan Nicole McKernan, town planner recommended that the town accept the five per cent of the appraised value of the property in lieu of parkland, then use that money to develop the adjacent park. “In terms of Smiths Falls planning now and forecast, it makes sense to put an infill development in that area where it’s close to services, and the largest area of that development is going to be single-detached dwellings,” said McKernan. The town’s bylaws stipulate six meter of front yard and eight meter at the back of each single detached unit explains McKernan and the wetland areas will be useable as walking areas. “It’s really just a bare minimum, most developers are recognizing the need for pathways and bike trails and the need for recreational areas for children to get out and play safely, whether it’s a play structure or recreational field type of arrangement,” said Pankow.
