Tempers flared around the Smiths Falls council horseshoe this week when the topic of the 2016 police service budget was tabled and was only extinguished when the matter was deferred for the next committee of the whole meeting in two weeks time. The verbal battle involved council’s two Police Service Board (PSB) representatives: Mayor Shawn Pankow
and Coun. Chris Cummings who took opposing views to the process that should be taken in the 2016 police service budget. said. “The greater opportunity to discuss the budget is before the budget is set.” Cummings and the majority of his peers supported deferring any comment until after police Chief Bob Dowdall presents his draft report Nov. 12. Coun. Joe Gallipeau requested that council members be circulated a copy of the draft budget following its presentation at the public meeting Nov. 12. At the heart of the matter is a June 22, 2015 motion that was approved, which reads, in part: “AND THAT Council of the Corporation of the Town of Smiths Falls supports evaluation of the long term impacts of remaining with the existing policing model and service level delivered by Smiths Falls Police Services through the Long Term Financial Sustainability Study.” Malcolm Morris, CAO noted the purpose this week is to provide clarity to the PSB on what this statement means to council. “I’m not sure they do [understand] because I’m not sure this group fully understands what this means,” Morris said to councillors.
