NOT ONE BUT TWO NATIONAL HONORS By Dr. Kimberly Selber
Julieta V. Garcia, Ph.D. For more than 40 years, Julieta V. García has been a champion of education in South Texas. “I would get angry,” García said. “Why can’t we do things better?” This question set García on a path that would take her from raising her hand in the “back row” of meetings to becoming the first MexicanAmerican female to lead a U.S. College or University. In 2009, TIME magazine named her one of the top 10 college presidents, and in 2014, Fortune magazine named her one of the World’s 50 Greatest Leaders. García became president of Texas Southmost College (TSC) at just 37 years old, then was a lead architect on the merging of TSC with The University of Texas at Brownsville and served as president for 22 years. In 2013, she played a critical role in the creation of UT Rio Grande Valley. She now serves as UT System Chancellor’s adviser on community, national and global engagement and is a professor of communication at UTRGV. Julieta Garcia’s contributions to higher education in South Texas are far-reaching and long-lasting.
“We have opportunity here,” García reflects. “If you don’t take advantage, that’s your choice.” García, a native of Brownsville, Texas, is a fifth-generation Texan and a first-generation college graduate.

Presidential Medal of Freedom Valley Recipients The Presidential Medal of Freedom is the Nation’s highest civilian honor, presented to individuals who have made exemplary contributions to the prosperity, values, or security of the United States, world peace, or other significant societal, public, or private endeavors.
This year, not one but two Valley natives have received the Presidential Medal of Freedom, Julieta V. García, Ph.D., and Raul Yzaguirre. As if having two medal recipients from the RGV wasn’t enough story, Garcia and Yzaguirre, both champions of civil rights and education, are cousins.
Raul Yzaguirre For 30 years, Raul Yzaguirre led the National Council of La Raza (NCLR now UnidosUS). He stewarded the small, struggling organization into one of the most impactful nonprofits in the U.S. Throughout his tenure, NCLR was responsible for numerous policy changes on issues such as education, homeownership, immigration, healthcare, and workforce development for the Latino community. Yzaguirre, born in San Juan, Texas, was raised by his grandparents and heavily influenced by his grandfather’s struggles. He was the protégé of another South Texas civil rights leader, Dr. Hector P. García, who established the civil rights group American GI Forum. In 1984, García was the first Mexican-American to receive the Presidential Medal of Freedom. It was García who helped Yzaguirre channel his anger into activism.
“Reflecting on my lifetime journey,” Yzaguirre stated, “I am proud of the fact that we all continue to be motivated by our desire to make the promise of the American Dream a reality.” Yzaguirre retired in 2013 and lives in Maryland.

On Saturday, June 26, the Gelman Stained Glass Museum hosted Mozart Requiem concert performed by Pasíon with Dr. Eric Posada. The performance consisted of 44 musicians, including opera singers, instrumentalists, and choralists. This requiem was dedicated in memoriam to the lives lost at the Uvalde school shooting on May 24, 2022. Over 300 people attended the concert.

EXPLORE HIDALGO COUNTY NATURE TRAIL The Explore Hidalgo County Nature Trail aims to highlight the hidden gems located in Hidalgo County. Often cited as one of the best bird-watching destinations in North America, Hidalgo County is part of a four-county region that has recorded almost 500 unique bird species. Our warm climate, unique ecosystem, and geographical location creates an environment that allows for a wide variety of plants, birds and other wildlife to flourish, rarely seen in one location. EXPLORE HIDALGO COUNTY JUNIOR EXPLORER PROGRAM Judge Richard Cortez has launched the Junior Explorer Initiative: A program designed to encourage the youth of Hidalgo County to embrace the outdoors, learn of its importance, and visit the many world-renown parks and destinations located in ourvery own back yard. Children around Hidalgo County are encouraged to use this summer break to engage with nature and become a Junior Explorer! “One of my priorities as CountyJudge has been to bring aaention to the parks and outdoor destinations of Hidalgo County,” said County Judge Richard F. Cortez. “I hope to encourage children and parents throughout Hidalgo County to take advantage of the summer months to visit the Hidalgo County Nature Trail parks.” The objective of the Junior Explorers program is for participants to learn and engage with nature by aaending the 10 nature parks in the Explore Hidalgo County Nature trail. Participants can pick up their program packet at the following parks: Quinta Mazatlan (McAllen), Bentsen State Park (Mission), Santa Ana Wildlife Refuge (Alamo), Estero Llano Grande State Park (Weslaco), McAllen Nature Center, Edinburg Scenic Wetlands, Old Hidalgo Pumphouse and Weslaco Valley Nature Center. Each packet includes an Explore Hidalgo County Resource Guide, Junior Explorer Nature Trail Passport and flyers for parents and children with program instructions. Upon arriving at a destination, each participant will receive a sticker on their Junior Explorer Passport, verifying their visit. After visiting all of the destinations and completing their passport, the Junior Explorer is invited to visit the Hidalgo County Judge’s Office at 100 E Cano St., Edinburg, TX 78539 between the hours of 8:30 a.m. to 12 p.m. and 1 p.m. to 4:30 p.m. to collect a surprise.

Dear Pharr Citizens and Families: From welcoming economic development growth and new projects to celebrating milestones and accolades at the state and national levels—we are accomplishing many wonderful achievements for our residents and community. Together, we are exemplifying what WE ARE TEAM PHARR is all about! Recently, our community was shaken when we learned about the devastating tragedy that occurred at Robb Elementary in Uvalde, Texas with the heartbreaking loss of 21 individuals (students and teachers). We called upon our Pharr community, and everyone came together to contribute monetary donations, teddy bears, and other items. City leaders, Police Officers, and Firefighters visited the community of Uvalde to drop off the items and show our support for our fellow community members. Thank you to everyone in our community who helped contribute! With ongoing construction throughout the city, we are honored to have taken part in the recent groundbreaking of yet another transportation project, the 365 Tollway, a regional project spearheaded by the RGVMPO. The toll road will connect our Pharr and surrounding ports of entry, providing 18-wheelers the opportunity to drive directly to and from ports and away from traffic. This will help alleviate traffic congestion, while expediting movement, and creating safer roadways within our city. The City of Pharr has remained committed to providing the HIGHEST QUALITY SERVICE and programs to our community. On Jun 18, the Philippine American Chamber of Commerce hosted the Mad Hatter’s Spring/Summer Soiree at the Mission Events Center. The event started in 2019 and is the source of the Filipino American community’s fund for humanitarian projects like medical and dental missions, school supply drives, and calamity help here and in the Philippines. In addition, the proceeds also support small businesses and entrepreneurs to host networking events in the state of Texas. The Philippine American Chamber of Commerce membership is open to anyone that owns a business and wishes to promote that business in Texas.

What should parents know who are thinking about enrolling their child in McAllen ISD? In our district, we focus on educating the whole child. We focus on not only the academic and physical standpoints but also the child’s social and emotional development. We treat children like family. In addition, we are blessed with outstanding teachers, with nearly 60 percent (59.8%) of them having six or more years of teaching experience. In fact, our teachers have earned 21 Regional or State Teacher of the Year awards in the past 31 years. Our students have access to a free iPad or Chromebook, and we offer activities in fine arts, athletics, chess, robotics, UIL academic competition, clubs, and more.

How does McAllen ISD prepare students for the world after graduation? We equip students to be able to go after their dream, no matter what that may be. We produce students who are college, career, and military ready. Many of our graduates get into top universities and colleges like Texas, Texas A&M, Rice, Baylor, Stanford, Princeton, MIT, Johns Hopkins, and many others. In fact, in the last three years, our graduating classes have averaged nearly $50 million in scholarship earnings. Thanks to our partnerships with higher education, many of our students graduate with college credit hours, and many will even earn an Associate’s Degree by the time they graduate high school.

Tell me about the programs offered in McAllen ISD? A: Our students have a wealth of opportunities to select from. We have 15 different sports for boys and girls. In fine arts, we have band, choir, orchestra, and mariachi, plus visual and dramatic arts. Our CTE Program gives students the opportunity to earn professional licenses and certifications in multiple areas so they can go directly from high school into the workforce if they choose. There are also many clubs, including chess and robotics.
The district was named the Best Large District in Texas last year in the H-E-B Excellence in Education awards. What does this award mean? I’m very proud of this award because it speaks to the collective efforts of our entire school community. We have excellent teachers, dedicated staff, and supportive families that are involved in our schools. Together, we foster an environment that nurtures children and provides them the tools to accomplish their dreams. Here, they get a world-class education.
I’ve heard about Emotional Intelligence in McAllen ISD. Tell me more about that? Have you ever encountered a doctor who seemed to know all about medicine but failed to make a connection with his patients? It happens in all walks of life. Six years ago, we implemented emotional intelligence into our framework for student learning, along with our leadership and customer service models. This consists of five domains or areas of focus. It begins with Self-Awareness, which is basically an understanding of your strengths and weaknesses. Self-Regulation is the ability to control our emotions, especially in times of stress. Motivation is the ability to motivate yourself and others. Empathy is the ability to see through the lens of others and understand their experiences. Finally, there are Social Skills that govern our interactions with others throughout life. In McAllen ISD, we make students both people smart and book smart.
What safety measures are in place at McAllen ISD? We know the safety of children is paramount, so we have many measures in place to keep children and staff secure. There is fencing around our schools, and we have school district police officers present at each campus. In fact, McAllen ISD is one of just two school districts in the RGV, which has certified police officers present at all campuses each day. Each front office is equipped with a visitor management system that screens visitors. There are also security cameras both inside and outside our school buildings.

Gulfside Entertainment The Cameron County Amphitheater and Events Center at South Padre Island By Dr. Kimberly Selber

The warm breeze blows in off the sparkling Gulf of Mexico, complementing the soundtrack of waves crashing upon the shore. This is the backdrop for the new Cameron County Amphitheater and Events Center inside Isla Blanca Park on South Padre Island. “This is a magical environment to host concerts, weddings, or other events,” stated Raul Garcia, Director of Marketing and Management of County Venues. “You’re surrounded by paradise.” The amphitheater, a $2.1 million open-air facility, and the $5.7 events center were funded by the county’s hotel-motel venue and rental vehicle taxes. The amphitheater officially opened in October 2019, with the band Sublime performing to a

sellout crowd. But by March 13, 2020, the music was silenced by the COVID-19 pandemic. “Now we are open at full capacity and following all safety protocols,” said Garcia. The 6,791 square foot facility can accommodate concerts with up to 4,200 spectators, but the space is ideal for much more. “This remarkable amenity will allow for visitors to enjoy a variety of outdoor events such as concerts, musicals, theater arts, and festivals with a memorable seaside experience,” said Cameron County Judge Eddie Treviño. But these venues are also a benefit to South Padre Island. “The development of the amphitheater will bring economic opportunities to South Padre Island. The view of the SpaceX launches will be spectacular from the amphitheater,” remarked Cameron County Commissioner Pct. 1 Sofia Benavides.

What is the best way to thank someone for a gift? Recently, for my birthday, I received some special gifts from special friends, and I want them to know how much I appreciate their thoughtfulness. Happy birthday! It is always special to celebrate milestones with friends. My favorite way to thank someone for a gift is to send them a nice handwritten thank you note. Your friends will appreciate you spending time writing them a note of thanks.
When I enter a building, I am always grateful when someone opens the door for me. What is the etiquette rule about opening doors? It is always a good idea to open the door for someone else. Especially when you see the other person is carrying something in their hands. My advice is always to offer to open the door for someone, as it is almost always appreciated.
I love to drink coffee, but I never know how to make sure I don’t get my lipstick all around the cup. It just gets messy. Any advice? You are right. Sometimes when we are drinking from a cup, if we are not careful, we end up with lipstick all around the rim of the cup. One way to keep that from happening is to drink from the same spot on the cup. That way, the lipstick stays in one place. I hope that helps!

The Rio Grande Valley Disability Scholarship Fund In 2021, Frankie Jimenez founded the nonprofit Rio Grande Valley Disability Scholarship Fund (RGVDSF). Jimenez, who is diagnosed with both a learning disability and Asperger’s Syndrome, faced challenges while pursuing a college degree. At the time, Jimenez felt there were too few resources available for students with disabilities. This didn’t stop him, though, from not only completing his degree in criminal justice but graduating with honors from The University of Texas Rio Grande Valley. Still seeing a need, this led Jimenez to create the Rio Grande Valley Disability Scholarship Fund to assist students with disabilities financially. The fund’s mission is to educate the community about the difficulties students with disabilities face while pursuing a college degree. The main goal, though, is to support students in continuing their education. The RGVDSF has collaborated with Kendra Scott, Taco Pepe, Fashtyle, Social Media Influencer Monze Lerma, professional boxer Juan “El Gallo ” Velazquez Jr, Area 956, Selfiehaus, Social Media Influencer Prissila Sanchez, Manos Latinas Mujeres Lideres, Capable Kids Foundation, Status, RGV Down Syndrome Association, Circo Hermanos Vázquez, Miss Texas

Armada Chest Recalls Days of Spanish Galleons By Tom Fort, Senior Historian
A massive, iron-clad chest with an amazing lock mechanism is on view in the “Spanish Exploration” exhibit area of the Museum of South Texas History. In the 1600s, chests such as this were the portable vaults or safedeposit boxes of that era. Often, they were kept aboard Spanish vessels to store items of high value during long voyages. Gold and silver coins, gold chains, precious jewels, and similar “high-risk” objects went into the chests for safe storage. Another term for this type of cofre is armada chest; this refers to its use predominantly on heavily armed vessels such as the galleons which sailed to and from Havana, Veracruz, Cartagena, Manila, and other ports in Spain’s far-flung overseas empire. Made of thick wood and covered with iron, the chest weighs about 400 pounds empty. But sheer weight is not its only source of security. Mounted inside the lid is an intricate lock mechanism activated by a single, massive key—which is on exhibit with the chest and can still be used to

lock and unlock it. When the key is inserted and turned, multiple interconnected bolts slide into place, making the chest nearly impossible to break into. In the 17th century, the manufacture of such locking systems, as well as the iron-bound chests themselves, was a specialty of cities in Germany, such as Nuremberg and Augsburg, from which many chests were exported around Europe, including Spain. This particular chest was likely made in Germany in the 1600s. Once, it had a stout iron handle on each end, but they are long since gone—only the holes remain. For museum personnel, the lack of handles complicates trying to move the chest! Another feature commonly found on such chests was an ornate, perforated iron plate that covered the locking mechanism. It was probably used both to protect
the linkage and to discourage tampering with it. If this chest had such a mechanism cover, that also is long gone. The museum acquired this unusual artifact for the permanent collection some 22 years ago as part of the Rio Grande Legacy exhibit. The armada chest resides in the exhibit about Spanish trade and recalls the era of sea-borne commerce across thousands of miles, connecting Spain with her colonial possessions in distant parts of the globe, including New Spain and, with it, the Lower Rio Grande region. More than 400 attended the event to raise funds for animal rescue in the Rio Grande Valley. Long-time Palm Valley Animal Society volunteer, board member, and Valley animal rescue hero Barbara Garza was also honored. Funds raised at the gala provide life-saving care and love to thousands of animals who come into the care of the Palm Valley Animal Society.

We are going on vacation this month, and we are taking our dogs with us. Our hotel does allow dogs, but I want to make sure I am up to date on the etiquette rules for traveling with my pets. Help? Remember that traveling with your pet is a privilege, not a right. Always check with the hotel ahead of time to ensure that your pet is welcome. Also, make sure your dog is clean and well-groomed before taking they on a trip and pack adequate supplies to keep they this way. Lastly, enjoy vacationing with your pets!
I love to take my dogs to the local dog park. What are the etiquette tips for me to keep in mind when we visit the dog park? The first thing to keep in mind is that time at the dog park should be supplemental to your dog’s daily activity and not the only source of activity for your dog. Dogs that have been cooped up indoors all day may enter the dog park with excess energy that could lead to problems. Also, make sure you keep your dog leashed until you are inside the fenced-in area.
I am noticing more and more dog-friendly restaurants in my city. What is your advice when I decide to take my dog with me to the restaurant? First of all, many restaurants allow dogs but don’t forget to verify before taking your dog with you. My best advice is to feed your dog before you go, even if it’s just a little snack. It will help your dog behave better while you are eating.
