Dear Pharr Citizens and Families:
As the holiday season fills the air with warmth and joy, I want to take a moment to reflect on the incredible accomplishments we’ve achieved together this year. Through hard work, dedication, and the unbreakable spirit of our community, we’ve made significant strides in enhancing city services, improving the quality of life for all residents, and creating a brighter future for Pharr.
From transformative infrastructure upgrades to the launch of new programs that support our families, this year has been a testament to what we can achieve when we work as one. Together, we’ve celebrated milestones like the opening of new facilities and parks, strengthened our local economy, and expanded opportunities in education and wellness—all aimed at building a vibrant, thriving community.
The holiday season is also a time to give back, and I encourage everyone to extend kindness and generosity to neighbors and those in need. The simple act of giving reflects the heart of our city and strengthens the bonds that unite us.
As we gather with loved ones to celebrate this special time of year, let us also celebrate the progress we’ve made as a community. I’m filled with gratitude for the contributions of our city employees, local businesses, and residents who continue to make Pharr a truly remarkable place to call home.
On behalf of the City of Pharr, I wish you and your families a joyful holiday season and a prosperous New Year. Let’s carry the spirit of unity and success into 2025, as we continue to build a brighter future for all.
Working for you,
Ambrosio Hernandez, M.D. Mayor of Pharr

The City of Mission brought the joy of the holiday season to elderly residents through its second annual Operation Holiday: Adopt-a-Grandparent program. On December 12, 2024, community donations helped make this heartwarming initiative possible, as city leaders, firefighters, and police officers joined forces to deliver over 500 care packages to two local nursing homes. Alongside the gifts, the Sharyland ISD choir added a festive touch with beautiful Christmas carols, creating a memorable celebration for all.
This program reflects Mission’s dedication to supporting residents of all ages, especially during the holidays. By dedicating time to visiting with elderly community members and sharing small tokens of kindness, the city aims to ensure no one feels forgotten during this special time of year. Smiles, laughter, and gratitude shared during the event captured the true spirit of the holiday season.
Wishing You a Joyous New Year Filled with Love, Laughter, and Endless Possibilities.
Weslaco, Texas, is buzzing. With fresh energy, booming businesses, and a community that knows how to celebrate, this Rio Grande Valley gem is on the move. Under the leadership of Mayor Adrian Gonzalez and the Weslaco City Commission—including Mayor Pro-Tem Adrian Farias and Commissioners Letty Lopez, Josh Pedraza, Israel Gonzalez Jr., and JP Rodriguez—Weslaco is shaping a future that’s as vibrant and promising as its people.
When Mayor Gonzalez was elected in 2023, he didn’t come into office to sit behind a desk—he came to work. A year later, it shows. Whether it’s cutting ribbons at new businesses, attending city meetings, or connecting with local leaders, Gonzalez has been everywhere. His hands-on leadership and clear focus have brought collaboration, momentum, and a fresh spark to Weslaco.
“We want to make Weslaco a city that shines,” Gonzalez said. “Growth isn’t just about numbers; it’s about building a city where families can thrive, businesses can succeed, and everyone feels connected.”
Texas Roadhouse has arrived, bringing its famous fresh rolls and sizzling steaks to a city that’s already heating up. It’s a symbol of Weslaco’s growing momentum—a place where businesses want to plant roots. The city celebrated the opening of a fourth McDonald’s and a third Starbucks, too. Meanwhile, more stores and restaurants at the Shoppes at North Bridge along Expressway 83 add even more excitement to Weslaco’s bustling economy.
On the industrial side, Weslaco is turning heads. Forty-seven
acres are currently under construction, another 37 acres are in the works, and nearly 40% of its 122 buildable acres at the Mid-Valley Industrial Park have already been sold. These developments have helped Weslaco achieve a historic milestone—surpassing $1 billion in sales tax revenue for the first time in the city’s history.
“This kind of growth doesn’t happen by accident,” Gonzalez shared. “We’re building for the long haul, making sure we’re ready for what’s next.”
With growth comes responsibility, and Weslaco isn’t cutting corners. This year, Weslaco doubled its road paving budget, paving 30 roads across the city. Parks are seeing improvements, too—from maintaining facilities to expanding baseball opportunities for local families.
The Cleckler-Heald drainage retention pond built in partnership with Weslaco Independent School District (WISD) has the potential to be life-changing for families living in flood-prone neighborhoods.
Additionally, an upcoming project will bring underground stormwater boxes to the historic Old Town area. These boxes will act like hidden rivers, efficiently channeling water away to safeguard homes and businesses during heavy rains.
“Infrastructure might not be flashy, but it’s what keeps our city strong and ready for growth,” Gonzalez said. “We’re making sure Weslaco is built to last.”
If there’s one thing Weslaco knows how to do, it’s bring people together. This year, the city added a new Veterans Day celebration to honor those who have served in the U.S. Armed Forces. This heartfelt event reflects Weslaco’s deep gratitude and respect for its heroes.
The Texas Onion Fest, a beloved Weslaco tradition, continues to grow each year. This year, over 35,000 people gathered to celebrate the famous 1015 onion, a crop that put Weslaco on the map. With live music, delicious food, and the iconic crispy onion blossoms, the festival is a proud tribute to Weslaco’s agricultural roots.
This year’s Independence Day drone show took the excitement to new heights—literally. Taking a bold risk by replacing traditional fireworks, the city delivered a dazzling display with over 100 drones lighting up the night sky. Stunning images of the Texas flag, the iconic 1015 onion, and a tribute to the Weslaco Lady Panthers State Championship Softball team wowed the crowd. It was a risk that paid off, dazzling hundreds of Mid-Valley families.
Events like Cinco de Mayo bring two countries together to celebrate culture and heritage with music, food, and fun. Weslaco’s Day of Prayer unites people of different faiths, coming together to honor God and pray for the community. HEB’s Feast of Sharing gathers the Mid-Valley community to share a warm Thanksgiving meal, fostering a spirit of gratitude and togetherness. These events give families a
chance to connect, celebrate, and create lasting memories of Weslaco.
The city’s parks, walking trails, and natural spaces offer families a chance to relax and recharge. A new hike and bike trail, made possible through a partnership with Hidalgo County Precinct 1, is connecting the community to neighboring cities. Soon, residents will be able to walk or bike from Weslaco all the way to Mission.
For nature lovers, Weslaco is a dream destination. Places like Frontera Audubon, Estero Llano Grande State Park, and the Valley Nature Center attract visitors from around the globe who hope to catch a glimpse of a rare species of bird and experience the city’s unique wildlife and beauty.
Weslaco is investing in knowledge that lasts a lifetime. With new opportunities for students, resources for business owners, and a focus on building a strong foundation for the city's future, lifelong learning is at the center of Weslaco's growth.
In 2025, the city will break ground on a modern public library—a space designed to inspire creativity, learning, and connection. The new library will stand as a cornerstone of learning and growth, providing a place where people can study, meet, and exchange ideas. It will give those who utilize it, the knowledge they need to become future leaders-ensuring Weslaco grows into the educated and thriving city it’s meant to be.
“This new library is about investing in people,” Gonzalez said. “It’s a symbol of where we’re headed as a city and a statement of what matters most in Weslaco—learning and creating better opportunities for our children and grandchildren.”
Perfectly located between McAllen and Brownsville, Weslaco is at the center of the Rio Grande Valley—and it’s ready to shine. Under the leadership of Mayor Gonzalez and the City Commission, Weslaco is growing smarter, building stronger, and staying true to its roots. It’s a city where opportunity, progress, and tradition come together.
“The best is yet to come,” Gonzalez said with a smile. “Weslaco is for winners—a city where everyone has the chance to succeed, grow, and be part of something great. Here, we believe that everyone is a winner, and together, we’re building a community where success belongs to all of us.”
Gift giving for the holidays can be so confusing and stressful!!!! I consider some of my colleagues great friends and want to gift them something special during the holidays. However, not all of my colleagues are great friends, and I don’t usually give them as nice of a gift. What should I do so that feelings don’t get hurt and I am not seen as rude?
The holidays are a great time for us to show our love and appreciation for those around us It is ok to give gifts to your closest work colleagues since they are your friends However, I suggest you give the gifts discreetly, preferably outside of the office The last thing you want to do is hurt anyone’s feelings or, as you put it, be seen as rude Also, keep the gift simple and moderately priced . It truly is the thought that counts
What are some etiquette tips for holiday party planning? I want my home holiday party to be an amazing experience for all my guests.
Many experts feel that the key to great holiday parties is in the planning . Get the invitations out early During the holiday season, people’s calendars fill up fast, so plan your holiday party guest list and send out your invitations 4 weeks in advance . This allows everyone to plan accordingly so that they can be present on the big day!
There were so many glasses and utensils on the table at a recent event that I didn’t know which one was mine. It seemed like all of our items were very close together. How do you know which glass is yours and which glass is your neighbor’s?
Holiday parties and dinner with friends and family are a great way to celebrate the season Your drinking glass(es) should always be on the upper right side of your plate . When tables are crowded, it is often confusing since the glasses might also be close to the plate next to you Just remember, the right side is yours! Happy Holidays .
the flow of the Rio Grande is only 20% of its pre-1900 levels?
by the CHAPS Program Team at UTRGV
The Río Grande has shaped the landscape of the Rio Grande Valley for millions of years, playing both constructive and destructive roles in its formation. In the last few million years, the river has evolved from a raging river into its current style—a slow, meandering waterway that winds through its broad floodplain. Below Falcon Dam, the river flows over bedrock, following a south-to-southeast direction. Near Roma, the river sharply veers eastward toward the Gulf of Mexico, a journey of 190 km (120 miles) as the crow flies. Over this distance, it becomes a meandering river with a channel length of 420 kilometers (260 miles).
Meandering rivers are among the most dynamic and visually striking features of fluvial landscapes. From Roma, elevation 50 m above sea level, to its mouth on the Gulf of Mexico, the Rio Grande transitions into a meandering river due to its very low gradient, only 12 cm (5 inches) per kilometer between Roma and the Gulf.
In its natural state, pre-1900, river flow was irregular but had spring and summer river risings sufficient to support riverboat navigation from Brownsville to Roma. However, in the 1890s and thereafter, New Mexico and Colorado irrigation projects appropriated the upper river’s base flow, and only occasional flood waters passed into its lower reaches. The construction of eight large dams on the Rio Grande and its main tributaries, including Elephant Butte Dam 1916, American Diversion Dam 1938, Falcon Dam 1954, Amistad Dam 1968, etc., further decreased water flow, reducing it today to just 20% of pre-1900 levels.
The Rio Grande was designated as the international border under the Treaty of Guadalupe Hidalgo in 1848. Government commissioners William Hemsley Emory from the United States and José Salazar y Ilarregui from Mexico conducted a joint survey of the river’s 1,200-mile stretch between Texas and Mexico to formalize this boundary. By 1853, the survey established the river’s center as the official international boundary, referring to it as the Emory-Salazar Channel.
However, the border was highly dynamic due to the nature of the Rio Grande’s alluvial delta. Storms and hurricanes caused the river to meander, creating resacas and oxbow lakes and altering the channel, shifting the physical border. In 1884, an international treaty acknowledged these natural changes, and in 1889, the International Boundary Commission was established to implement the treaty and manage boundary disputes caused by the river’s shifting course.
During the Mexican-American War, steamboat captains and entrepreneurs like Richard King and Mifflin Kenedy operated steamboats along the Rio Grande. Operating as conduits for the US Army, a trip on a steamboat from the mouth of the Rio Grande to Camargo took six days to travel over the shallow, sinuous river. The US Army launched more than forty-two steamboats to operate on the Rio Grande between Brazos Santiago and Camargo. Only one steamboat, the Major Brown, made it all the way upriver to Laredo.
As we see the struggles occurring along the Rio Grande with regard to water flow, or lack thereof, it is important to see how human-land interaction has played a role in not only the shifting river but in how the reduced volume and force of flow will affect our lives and livelihoods in the very near future.

On November 21st, CC&CO welcomed the incredible Hollywood hat designer Gladys Tamez for an exclusive one-day event. A local artist based in Los Angeles, Gladys creates bespoke hats for some of the most iconic names in entertainment. This year, she personally measured, designed, and crafted one-of-a-kind, authentic pieces for our guests, bringing her unparalleled artistry and attention to detail to the Valley. Exclusively available at CC&CO, her annual visit is always a highlight, offering a rare opportunity to own a custom creation from this celebrated designer.
Here in the Rio Grande Valley, where community is family and every neighbor’s well-being matters, the Food Bank of the Rio Grande Valley (Food Bank RGV) is a vital force for good. Since its founding in 1986, the food bank has been a cornerstone of support for Hidalgo, Cameron, and Willacy counties, providing hope to over 88,000 individuals every week. For many in our community, the Food Bank RGV is more than just a source of meals—it’s a testament to the power of unity and compassion.
The Food Bank RGV’s efforts are tailored to meet the unique challenges faced by our neighbors. Programs like Operation Kid Pack ensure children in our schools have food to sustain them over weekends and school breaks. Seniors in our community, many of whom live on limited incomes, receive essential staples through the Commodity Supplemental Food Program (CSFP). Through the Mobile Produce Unit, fresh fruits and vegetables reach underserved neighborhoods in the Valley, promoting healthier living where access to nutritious food is limited.
Small actions across the community create a powerful ripple effect. A volunteer, spending just one hour packing meals, ensures over 100 people will eat that day. A group of coworkers, inspired by the mission, organizes a food drive, spreading kindness in ways they may never fully see. Even a single shared social media post helps a
struggling parent discover where they can find help. These quiet acts of generosity make a difference, strengthening the safety net that so many in our community rely on.
The impact of this collective effort is visible everywhere in the Valley. It’s the smile of a child receiving a weekend meal pack discreetly slipped into their backpack, the relief of a senior picking up fresh produce, and the joy of volunteers who know their work directly supports their neighbors. These moments remind us that every small act of kindness in our community strengthens the entire region.
As the Food Bank RGV continues its mission to end hunger in the Valley, it remains a shining example of what we can achieve together. Whether through volunteering, donating, or simply sharing its mission, every effort counts. Together, we are building a stronger, healthier, and more connected community where no one has to face hunger alone.

The holidays are finally upon us, so consider including your dog in family activities. Including your pup strengthens your bond, enriches their life, and enhances their wellbeing, especially during the holidays. Here are some thoughtful ways to make your dog a part of your family’s daily routines and special occasions:
1. Daily Walks and Outdoor Adventures
Take your dog on a walk to a local park. Your kids can play on the playground while you walk the dog along the trails. Make it a weekly routine to visit different parks or green spaces so it’s exciting for both the dog and your family.
2. Include Your Dog in Family Hobbies
If your family enjoys hiking, choose dog-friendly trails. Equip your dog with a harness and pack collapsible water bowls and snacks for both the dog and your family. If gardening is a family activity, set up a shaded area in the yard where your dog can relax while everyone works. Toss a ball or provide enrichment toys to keep your dog engaged.
3. Engage in Interactive Play at Home
Play a game of hide-and-seek with your dog. Have one family member hide somewhere in the house while another holds the dog. When the hidden person calls the dog’s name, release them and watch the fun as they sniff their way to the hidden person. Give treats as a reward for finding the hider.
4. Involve Your Dog in Training Activities
Divide training responsibilities among family members. For instance, a parent can teach “sit” and “stay,” child one can teach “high five,” and child two can practice leash walking. This fosters a sense of responsibility and helps your dog form positive relationships with everyone.
5. Create a Dog-Friendly Space in Family Areas
Place a dog bed or blanket near the family couch so your dog can snuggle up during movie nights. Offer a special chew toy to entertain them while the family enjoys a film.
6. Plan Dog-Inclusive Outings
Visit a dog-friendly café for breakfast or brunch. Sit on the patio with your dog and bring a small mat or blanket for them to lie on comfortably. Order a dog-safe treat if available. Or you could take a trip to the beach. While the kids build sandcastles, your dog can enjoy splashing in the shallow waves or playing fetch along the shore.
7. Celebrate Special Occasions Together
During the holidays, dress your dog for the family photo in festive attire. For example, a simple red bandana during Christmas adds a touch of cheer. On birthdays, bake a dog-friendly “cake” (peanut butter and pumpkin work great!) so they can enjoy the celebration. Let them join the party and play with other dogs or family members.
8. Make Your Dog Part of Family Traditions
Start a “Family Walk Fridays” tradition where everyone goes for an evening stroll with the dog or create a “Dog Stocking” for Christmas with treats, toys, and accessories they’ll enjoy opening with the family.
By actively including your dog in these activities and keeping its needs in mind, you’ll strengthen your bond and create lasting memories that enhance your family’s joy and harmony. Celebrate your dog’s unique personality and embrace the special role it plays as a cherished member of your family. I wish you, your loved ones, and your furry friends a safe and happy holiday season!
