PHARR CELEBRATES THE START OF THE PRODUCE SEASON
City of Pharr officials and Pharr International Bridge leaders celebrated the start of the 2022-2023 Produce Season by welcoming guests to this year’s themed event “A Taste of Trade” which featured an array of brightly displayed fresh fruits and vegetables and local chefs preparing meal samplings out of the displays of produce. The event was attended by elected officials, dignitaries, produce growers, importers, distributors, and consumers representing the United States and Mexico.
their operations closer to the United States for easier transit of goods and services. This makes the Pharr International Bridge one of the most sought-after points of entry into the United States, and over the last year, we have seen a tremendous increase in border crossings at our Bridge. As we celebrated the start of this year’s produce season, which begins in October, your Pharr leaders have been planning ahead to increase the capacity of the Bridge -- to double in size! This will allow for even more expansion of trade and commerce crossings through the Pharr International Bridge, contributing to our local economy and enhancing trade in our region.
October also marks the start of the new fiscal year, and Pharr continues to maintain a healthy financial status. Our projects are moving forward as we continue to light up the city with affordable, high-speed internet for homes and businesses. The City continues to strive toward excellence in everything we do, and we remain committed to the highest-quality of public service to you as our constituents. As the end of the year approaches, we look forward to the many exciting activities and events happening over the next few months.
Be sure to stay updated and informed of all the great things happening in Pharr via our social media pages! We are here for YOU!
Sincerely,
Mayor Ambrosio Hernandez, M.D.

SISTER NORMA
By Dr. Kimberly Selber Photography by Bronson delRio
SisterNorma Pimentel, the director of Catholic Charities RGV, brings a creative passion to everything she does, and as a trained artist, she brings beauty and hope where it is needed most. Over the past five years, she has graced the cover of Texas Monthly as one of 31 “Texans Taking Charge,” was listed in Time magazine’s 100 most influential people in 2020, was most recently recognized by the Concordia Organization with their Leadership award recognizing global leaders who turn vision into action, and has been called “the Pope’s favorite nun.” Even with all the media attention on both her and South Texas, this Brownsville native has stayed true to her mission.
“I wanted to care for children,” says Pimentel, who holds master’s degrees in theology and pastoral counseling. “Children, if we reach them early in their life, we can help them have the tools to take care of the problems they’re going to face.” Not long after completing her degree in Chicago, the Diocese of Brownsville asked her to oversee Catholic Charities. “I came into a different mode; even though I did counseling, it was not so much for children as for couples looking for help.”
HELP IS AT THE CENTER OF CATHOLIC CHARITIES
The mission of Catholic Charities, a national non-profit organization, is to provide assistance to those in need, be it help with affordable housing, food and nutrition, integrated health, or disaster relief. “Most people think of the work we do at the Respite Center when they think of Catholic Charities, but we do so much more all over the Valley,” stated Pimentel.
More than 37 million people suffer from hunger in the US; of those, approximately 11 million are children. “We are constantly working with state and federal programs to provide food for our children,” Pimentel said. We also have an upcoming program called the Sharing Basket. It is an annual canned food drive program in partnership with Peter Piper Pizza and Channel 5 to provide food to more than 3,500 needy families in Hidalgo and Starr counties for Thanksgiving.”
Bringing people together is a special talent of Pimentel’s. “Getting us all connected to do something good is what we do,” Pimentel says proudly. When there’s a hurricane or flooding, Catholic Charities, with other organizations like United Methodist, plan how they can help families severely affected. When families struggle to make ends meet, “we can help them for a month, give them a little relief.”
GIVING OF YOU
While donations are critical to continue providing services, more must be done. “We are so grateful for all of the donations that we receive. They help us to serve the families of the Rio Grande Valley,” said Pimentel. “But we need people to come and to see. To be present.” Volunteers are always welcome. “A young man came from Harlingen one day after work. He said, ‘I hear a lot about what you’re doing, and I wanted to come and see for myself,’” said Sister Norma. “He saw the joy of the father or the family he was able to serve milk to, and he knew he made a difference in that person’s life. He came back, and now brings his entire family to help.”
Sister Norma is a force, and it is hard to tell her no. “If you can do something good now, do it. Don’t hold back,” she said with a smile.
TURNING VISION INTO IMPACT
Photography by Jose Tello
On Thursday, September 22nd, Sister Norma Pimentel, Director of Catholic Charities RGV, was recognized as one of ten UniVisionarios by media giant Univision for her work along the border. That same week Sister Norma was one of three selected to receive the Concordia Leadership Award, recognizing global leaders within the public, private, and nonprofit sectors who inspire others through their ability to turn vision into impact. The Concordia Organization presented the award at the 2022 Concordia Annual Summit held alongside the UN General Assembly.
Upon her return to the Rio Grande Valley, community members in McAllen surprised her with mariachis and local recognition of her awards.

The Valley Symphony Orchestra (VSO) is a shining jewel in the Rio Grande Valley’s arts crown. Founded in 1950, the VSO performs before more than 25,000 people annually through concerts and educational and special events. Further, the VSO is one of the largest employers of artists in the Rio Grande Valley.
“As the Valley has grown, so has the Valley Symphony Orchestra,” said VSO music director and conductor Maestro Peter Dabrowski. “We are fortunate to have highly trained musicians and world-renowned visiting artists performing locally.” VSO is made up of 75 members who have studied at Juilliard, Hong Kong Conservatory, Eastman School of Music, Northwestern University, and other renowned music programs.
VALLEY SYMPHONY ORCHESTRA 48 www.socialifeRGV.com
EDUCATION
Music education in the Rio Grande Valley is extremely strong. Just about every high school has an orchestra and band. For the past 22 years, the VSO has supported the growing music community by performing educational concerts annually for more than 10,000 students across the Valley. These are full performances, including commentary from Maestro Dabrowski. Many symphonies choose to do “scaleddown” versions of their concerts for students, but the VSO commits to a complete experience for their younger audiences. “We are very committed to our music education program,” Dabrowski stated. These concerts provide a one-of-a-kind experience that invites young people to become passionate about music.
Many of the members of the VSO are also music teachers in the RGV. “It is very inspiring for young musicians to see their teachers performing,” said VSO executive director Katy Coy. It is well documented that k-12 students who participate in the arts earn higher grades in school, complete more education than their non-arts-involved peers, and are stronger collaborators and problem-solvers.

MORE VENUES, MORE MUSIC
The VSO is an ensemble in residence at the McAllen Performing Arts Center. But it has long been the dream of Maestro Dabrowski to have regularly scheduled concerts across the entire RGV. “It is important that we don’t just settle for special performances in the lower Valley,” Dabrowski said. This year the VSO will perform during South Padre Island’s Deck the Palms, and there are plans for concerts in Brownsville this coming year.

LET THE MUSIC TAKE YOU AWAY
Maestro Dabrowski has a global reputation for excellence and is a highly-sought conductor. As the music director, he personally crafts the selection of music each season. Along with traditional classical masterpieces, the VSO is known for showcasing a wide variety of musical genres. “We have performed alongside Mariachi Aztlan and Mariachi Vargas. We perform the music of the seasons, along with blockbuster Hollywood scores,” Dabrowski said. “We are very contemporary. We bridge cultures.”
“Attending a live performance is a sublime experience,” Dabrowski muses. “What we do is very special. Music heals us and makes us more creative. The masters such as Chopin, Beethoven, and Tchaikovsky were masters of the human soul. They inspire us to celebrate, to fight, to mourn.” Attending a concert can transport you—give you time to think, to feel, to exhale, and to have a shared experience.
“There is nothing better,” Dabrowski promises with a smile. “Go get tickets right now.”

ETIQUESTIONS
Dr. Barbara Baggerly-Hinojosa
I recently attended a very nice gala supporting a local non-profit organization in my community. During the dinner I had to answer my phone for a family call that was very important. My phone ringer was turned off, but I felt very awkward talking on my phone while everyone at my table could hear the conversation. What is your advice?
It is Gala season in many communities and a time to support some of the amazing work done by our local non-profit organizations. Table etiquette is important at events like Galas because they are social events with many people in attendance. If you ever have to answer an important phone call while you are at the table with guests, simply ask to be excused and wait until you exit the room to start talking. Try to keep your call short, and make sure to apologize when you return to the table. It is not necessary to offer an explanation or go into detail about the call. Simply say, “ I apologize for missing some of our conversation.” Then, continue to engage in conversation or begin eating dinner.
My husband and I have a long-standing disagreement about whether or not there is a correct side of me for him to walk on when we are walking together (side by side) down a sidewalk. Help us resolve this disagreement once and for all, please.
When walking side by side, traditional etiquette calls for the man to walk on the side of the woman closest to the road. This practice comes from a long history of etiquette for men and women and dates back to the days when it was a man’s job to protect the woman. It was thought that if the man walked closest to the road, he was protecting the woman from out-of-control horse-drawn carriages, etc. It was deemed to be chivalrous.
We have been traveling a lot lately, and I noticed that when visiting some of the major airports, I am never sure about proper etiquette for the Skycabs. What should I do?
Travel etiquette is a great topic to discuss since we are quickly heading into the holiday season and that sometimes means more travel for our families and us. When it comes to the airport, Skycabs, elevators, trams, etc., it is always best to stand aside and allow the passengers clear paths to exit. Once the passengers have exited, you can enter. This allows for a smoother (and more polite) transfer of passengers.

SELFLESS ACT OF KINDNESS GROWS GIVING TREE FUND
By Dr. Kimberly Selber
Inspired by Shel Silverstein’s book, “The Giving Tree,” Vietnam veteran and financial advisor Jim Tabak wanted to create a non-profit demonstrating that selfless acts of kindness show us what it truly means to be generous. The Giving Tree Fund was established in 2022 to support veteran organizations—helping those who gave selflessly to our country.
Texas has the third largest veteran population in the US; sadly, approximately 6.5% of Texas veterans live in poverty. The veteran population in the Rio Grande Valley, according to the Texas Workforce Investment Council, was more than 35,000 in 2017.
Through donations, The Giving Tree Fund has been able to support veterans and veteran organizations in a variety of ways. “Many veterans are too proud to ask for help,” Tabak stated. “For example, 25% of veterans do not make it to their medical appointments. They let things linger.” Most recently, the Giving Tree Fund learned of a Marine and Army combat veteran group that helps vets transition into the trades (carpentry, electricians, plumbing, etc.). Their 5k Turkeytrot in November will raise funds to supplement the efforts of veterans organizations such as this.
The Giving Tree Fund relies on donations and fundraising events. “It was crucial we set up an organization using the best practices for charitable giving,” Tabak stated. “We have very low overhead, so donations go directly to helping veterans or veteran organizations.”
HERE’S HOW YOU CAN HELP
The Giving Tree Fund is hosting an international 5K Turkeytrot on Thursday, November 24th, at Fireman’s Park in McAllen; runners and walkers can participate in person or virtually. Sponsors are needed to help cover the cost of the event. “Help us make this event possible so we can help those who gave selflessly to our community,” Tabak said. For more information, please contact Jim Tabak at jimtabak1@gmail.com or (956) 571-7424.

Comprehensive Stroke Care IN THE RIO GRANDE VALLEY
With five certified facilities providing emergency stroke care, the South Texas Health System Neurosciences & Stroke Institute is the largest stroke care network in the Valley, and everywhere you need them to be.
Understanding Stroke the Signs and Symptoms
A stroke happens when an artery that carries blood to the brain is blocked, or a blood vessel ruptures, causing brain tissue to die as it is deprived of its vital blood supply.
Unfortunately, strokes are an all-too-common occurrence. In fact, according to the National Stroke Association, someone in the United States has a stroke every 40 seconds on average. In addition, strokes account for about one out of every 19 deaths in this country.
Because every minute matters when someone is having a stroke, it’s important to become familiar with stroke symptoms. These can include:
• Numbness
• Confusion
• Trouble seeing
• Trouble walking
• Severe headache

Access Esperanza Clinics is the largest and oldest family planning agency along the south Texas border. Founded by Methodist Church members in 1964, the agency provides family planning and preventive health care for about 15,000 people yearly. A safety net provider for people who are lowincome and uninsured, most patients qualify for free health services.
Patients’ good health is important to them, their families, and the community. Clinic services include:
• Wellness check-ups,
• Sexual health exams for women and men,
• Family planning education and contraceptive supplies,
• Screenings for breast and cervical cancers,
• Free diagnostic mammograms and physician’s assessment of suspicious breast masses,
• STD testing and treatment, and
• Screenings and basic management for diabetes, high cholesterol, hypertension, and other concerns.
Dr. Fernando Otero has served as the agency’s Medical Director for the past 20 years. He and Associate Medical Director, Dr. Norma Garcia, volunteer their time away from their busy private practice to oversee services and ensure that patients receive high-quality health care. For over 18 years, local surgeon Dr. Fredricka Borland has volunteered her time to lead Breast Health services, assessing patients with suspicious breast masses and developing treatment plans.
Going door-to-door in neighborhoods and doing outreach at flea markets, promotoras annually reach about 14,000 people in the local community to promote healthy lifestyles. These peer health educators work to dispel myths about healthy lifestyles, family planning, cancer prevention and screening, and healthy relationships. Community educators also reach and teach at colleges, vocational schools, parental involvement programs, churches, and civic clubs.
Prevention First! When people have the freedom to plan their pregnancies, they’re more likely to get an education, be healthier, and realize their life goals. Access Esperanza Clinics educates patients about family planning and offers a wide range of contraceptive options at each clinic.
Family planning saves tax dollars. For every $1 invested in programs that help people who are low-income prevent unintended pregnancies, $7 is saved in the Texas Medicaid for Pregnant Women program. Women who qualify for Access Esperanza Clinics’ free birth control services would automatically be eligible for Medicaid and government pregnancy-related programs if they became pregnant.
Clinics are located throughout Hidalgo County in McAllen, Edinburg, Mission, and Weslaco. Day and evening hours are available. For an appointment or more information, call 956688-3700 or visit AccessClinics.org

Quinta MAZATLAN
GO FOR THE NATIVE LOOK
By Colleen Curran Hook, Manager, Quinta Mazatlan
There are many benefits to using native plants! These include conserving water, increasing wildlife habitats, and preserving our regional beauty. These win, win, win advantages are real and very compelling to “go native”. Early fall is a great time for gardening as the days are cooler, and Quinta Mazatlan offers programs, workshops, speakers, and native plant sales to inspire you to “go native.”
Friends of Quinta Mazatlan frequently ask if you have to go 100% native. The answer is no; it should not be an all-or-nothing decision. The idea is to bring in the new “natives” while keeping some of your old favorites. Quinta Mazatlán is an excellent example of how the previous owners of the historic mansion planted some exotics representing their travels overseas, such as the Golden Shower Tree, native to India and South Asia.
Native plants can be used within a more classic landscape design or to imitate nature. We are fortunate to have over 800 plant species in the lower
Rio Grande Valley. These plants are drought tolerant and support our birds and other wildlife.
The Valley’s ethnobotanist, Benito Trevino, says the Ebony Tree is the most valuable in a thorn forest, but most of us don’t have the space at home for a huge tree canopy. So homeowners can choose from the beautiful Texas Persimmon, Wild Olive, Retama, Blackbrush Acacia, Brasil, and many more. Your garden’s understory can feature blues (Betony Mistflower), reds (Turks Cap), yellows (Wedelia), purples ( Woolly Pyramidbush), whites (Lantana), and more colors of the rainbow.
The primary botanical habitat in the valley is referred to as “brush” or “el monte.” While it doesn’t sound romantic to landscape with “brush,” natives are beautiful and provide food and shelter for birds, butterflies, and more. Go for the Native Look and help restore our sense of place in the Rio Grande Valley.

Citrus Industry Pioneer Donates Archives to MOSTHistory Collection
by Kelly Francis-Love, MOSTHistory archivist
The world lost citrus industry pioneer Richard Hensz, Ph.D., in June 2022.
Hensz was born on July 17, 1929. He earned both bachelor’s and master’s degrees from Texas A&M University. He served as a pilot in the U.S. Air Force for a short time. After his service, he attended the University of Florida, earning a doctorate in fruit science.
In 1958, shortly after obtaining his doctoral degree, he began working at the Texas A&I Citrus Center in Weslaco. By 1964 he had become the director of the Citrus Center. His duties as
director included managing and directing the research and teaching program, managing the 340-acre citrus farm, teaching classes, and conducting research.
As part of his research, Dr. Hensz was instrumental in developing two new varieties of grapefruit: the Star Ruby and the Rio Red.
In addition to his regular duties at the Citrus Center, Dr. Hensz served as president of the Rio Grande Valley Horticultural Society, president of the board of directors of Texas Citrus Mutual, and traveled the world as a citrus consultant. He also operated his 80-acre citrus farm in Cameron
County, Texas. He retired in 1994 and moved to the Texas hill country, where he spent his remaining days.
In 2015, Dr. Hensz chose the Museum of South Texas History as the repository for a sizable portion of his collection. Items in the collection include research files, journal and magazine articles, produce labels, photographs, and citrus-related memorabilia. This collection gives a glimpse into the mind of a scientific pioneer. It is a valuable resource for those interested in the history of the citrus industry in the Rio Grande Valley.
