carboro is one of Calgary’s most historic communities; many of those who call it home have been living in this southwest neighbourhood for decades. It is a quiet, tree-lined, inner-city enclave, tight-knit with an active community association that has tons of activities for residents throughout the year. Scarboro is the ideal, bohemian residential community where active cultural, social and recreational opportunities abound. Being five minutes to downtown, and surrounded by a dazzling array of dining, shopping and entertainment amenities along its border on 17th Avenue S.W., makes it quite attractive to those looking to live a quiet but urban lifestyle. Residential selections though are pretty limited to buying or renovating resale homes. That is until Scarboro 17 opens its doors. Scarboro 17 will be the first condo development to happen in Scarboro, ever, according to Jason Smith, co-owner of Bow Developments. “It’s the first ever multi-family building to be constructed in the iconic inner city community of Scarboro,” he says. “It’s also likely to be the last.

And, frankly, I don’t think the community itself will stand for it.” Scarboro 17 marks the first endevour for Bow Developments, which Smith and co-owner, Danny Astete, formed last year. “We may be a new entity, but Danny and I each have 20 years of experience building custom single family and attached homes in Calgary,” Smith says. Scarboro 17 will, in fact, have the look and feel of a custom home with plenty of brick and architectural detailing along its exteriors to give it an Old World charm that blends with the look and feel of the neighbourhood. “Traditional exterior design mixed with quality modern interior fit and finishes strikes the perfect balance between contemporary trends and classic sophistication,” Astete says. It will have a total of 52 units made up of one- two and three-bedroom apartment condos, four townhomes and three penthouse suites. They have an underground parkade and seven visitor parking stalls, some deigned for Car2Go vehicles.

Smith says the wide variety of suites they offer allows Scarboro 17 to appeal to just about anyone looking for a new home. “The one- and two-bedroom condos would be a great fit for the single professionals or couples looking for a place to start in a downtown location, or for downsizers who want to remain in or join the community. The three-storey townhomes gives the feel of a single-family home with the simplicity of a lockand-leave lifestyle, while the penthouses are a perfect suite for those who want a palatial living space.” The open concept design of the interiors has a very contemporary touch that includes such standards as luxury vinyl plank (LVP) flooring, quartz countertops with large central islands. “They are all spacious and are great for entertaining,” Astete says. “We like the juxtaposition of contemporary interiors with the Old World, classical charm of the exterior,” Smith adds. Each resident also gets a patio — some units actually have two — “every owner will have the ability to enjoy private outdoor living space,” Smith says. Scarboro 17 is also located on an elevated piece of land that gives terrific views of the surrounding cityscape. “We have a park out in front, and because of how we’re situated on the ridge, we can guarantee unobstructed views forever,” Smith says. Both he and Astete agreed not to include expensive in-house amenities like gyms or hot tubs in Scarboro 17. “One, it helps keep condo fees down by not having to deal with the upkeep of these amenities. Two, the neighbourhood itself has all of these things — and more — that our residents will need.” In fact, “experiencing the neighbourhood” is part of the enduring appeal of Scarboro. “It has a very active homeowners association and our residents can readily join the local tennis

A lot of Legend of Legacy’s buyers have been empty-nesters or retirees looking for the maintenance-free affordability that frees them for other recreational pursuits, but Hoover says single-parents have also found these townhomes to suit best their needs. “These are perfect for first time home buyers because there is plenty of space to grow into and the prices of these units make it a fantastic investment,” she says. “Affordability is key, and having the three bedrooms is important, too, and the kids’ bedrooms we have are all very spacious,” Hoover adds. The relatively low condo fees are also a major factor in their popularity. “With the condo fees, you know the exteriors will be taken cared of and your home will still look the same for a long time to come — you don’t have to worry about your neighbours not taking care of the yard,” Hoover says. Living in the award-winning community of Legacy is also a tremendous advantage. URBAN BY NATURE

lready a decade old, the southeast community of Walden has a totally different look as it moves into the last half of its development. Being created in three stages by Genstar Development Company, Walden is still four to five years from completion, but continues to evolve as the 411-acre development edges towards its eastern boundary at the escarpment overlooking the Bow River. The first half of the popular and award-winning community located off Macleod Trail South between 194 and 210 Avenues S.E. was designed to be more urban with modern home architecture, winding streets, and the Walden Gate retail area — but without the hustle and bustle, says Genstar development manager Kelly Schmalz. But it’s the second half of the community’s development — the remainder of Stage 2 and the early-stage creation of the third stage — that shows a totally different face to those shopping the new home market in southeast Calgary. Genstar says there are still another 1,000 lots to complete before build-out that will bring Walden’s overall total to approximately 4,000 homes and a population estimated at 12,000. “Stages two and three are almost like a new and different community compared with the first stage,” says Schmalz on a walking tour of the part of the community under construction. Here is where much of the 122 acres of green space within Walden is located, where stormwater retention ponds and trails have been created, where school and recreation sites are being readied, and where already varied housing choices are made more diverse. “This half of the development is tailored more towards nature, hence our slogan Urban by Nature. With the walking trails, ponds, parks and gathering places, healthy lifestyles were the vision here and where we believe young professionals and families will really appreciate the final stages of Walden,” says Schmalz.

In a massive green space at Walden Drive and Walden Common, sit sites designated for a junior separate elementary school, a completed soccer field, baseball diamond to be completed in 2018, community centre, and fire hall. North of that, and completing the 40-acre open space site are the ponds (already a popular stopover for birds) wrapped in two kilometres of pathways that will be completed in the fall of 2018. Schmalz estimates that Genstar will have spent millions to complete the parks, ponds, and other green spaces in Walden. “We don’t have to do all of these things, but Genstar is known for creating spaces that feel like home — and that’s no easy task. We feel it’s very important to add as much character as we can to a community. In this regard, Walden — and particularly the second and third stages — are being designed to create a sense of place,” says Schmalz. Currently, lots are being defined, servicing continues, homes are being built, and streets are being curbed and paved in the final two stages.

Walden’s next phases underlines its close-tonature aspects BY MARTY HOPE
Schmalz says that where Walden excels is the street patterns. While there are three major entrances and exits for ease of egress for rush-hour commuters, the side streets have been designed in a way to calm traffic. There are not long blocks of housing. Instead, the blocks are shorter to create “little villages” within the overall community. “Growing up, I lived on a cul de sac of eight homes where all the people knew each other and watched out for each other. I think the street pattern in Walden replicates this — smaller areas people can call home, can foster closer relationships with neighbours, and, in turn, create close-knit communities,” she adds. Walking at the very east end of the community where fencedoff areas designate community boundaries, and locations where trees are to be preserved, Schmalz says that Walden will be well beyond the 10 per cent figure of total land coverage the city requires to be held for municipal and environmental reserves. “We are especially excited to offer a first for Walden, one-of-akind ridge lots that present stunning views of downtown and the Bow River valley. These lots will back onto a pathway system that connects to the river valley and to Fish Creek Park that is about a 15-minute walk or five-minute bike ride away,” Schmalz says. She adds the lots are “efficiently laid out” to encourage affordable housing options on the ridge, something that will simply add to the opportunity to enjoy more leisure time. The builder group in Walden, according to Genstar, includes Avi Urban, Rockford Developments, Cardel Lifestyles and Gablecraft for multi-family homes; and Excel Homes, Cedarglen Homes, Homes by Avi, California Homes, Cardel Homes, and Arcuri Homes for single-family and duplex homes. Arcuri is a new addition to the Walden builder group and will be building in the prime ridge lots that are currently selling. There are two other elements that will go into completing Walden — a major regional shopping destination at Macleod Trail and 210th Avenue and land owned by the Southview Alliance Church on Walden Boulevard S.E. According to Stan Wiens, senior leader at Southview Alliance, the church bought 35 acres of land. Of that, the church facility and surrounding parking areas and green space take up 10 acres. While there are “no firm plans” for the use of the remaining

algary’s 85th Street S.W. is blossoming into one of the most lively and vibrant corridors of the city. New dining, entertainment and shopping establishments have popped up through this thoroughfare on the edge of the inner-city making it a huge foodie destination. And with that come plenty of new residential options. The dark browns of the stairway railing and the island is balanced by the low-sheen, hand-scraped engineered Hickory hardwood floor. “It’s a bit of a warmer wood which worked great with the neutral tones,” Scott says.
The upgraded kitchen selection with Kitchen Aide appliances is very much the heart of the home. Wallmounted appliances give it a seamless sophistication and the quartz countertops (a standard feature) and chrome kitchen taps add to its gleaming modernity.
Scott says she wanted to “keep it light and fresh” in the bathroom to give it a spa like feel. “The hand shower in both the shower and soaker tub makes cleaning a breeze,” she points out. The hexagon tile mosaic strip in the glass-enclosed shower stall brings continuity to the design.

s we wrap up 2017, the Holiday season is a time to kick back, relax, and spend time with the people you love. Reminisce about good times, create new memories and spread good cheer to all — today and always! Capturing this sense of Holiday cheer involves some creativity. You don’t have to be limited to the obvious Christmas items sold in your big box stores. You can come up with your own DIY Holiday décor. Here’s a Top 10 list of must-haves I’ve put together that — with a little elbow grease and imagination — can capture the festive spirit of the season and turn your home into the perfect place for a Christmas get-together with friends and family.

Decorate with Large Glass Vessels. Hurricane lamps, apothecary jars, decorative cloches and lanterns are all a type of glass vessel. Hurricane lamps are a safe and beautiful way to burn candles. For the holidays, fill the base with white sand, baking soda or salt to resemble snow. Add one or several candles, always in odd numbers, and scatter pinecones with sprigs of cedar. Apothecary jars come in all manners of shapes and sizes. Cluster these pieces together for greater impact. Build a little village or forest inside. A cloche is a clear glass cover. You can showcase keepsakes or fill them with decorative items. Keeping scented candles under a cloche is a great way to preserve a candle's scent. Lanterns, once mainly used to house candles can be versatile too. Fill them with ornaments and tie a beautiful bow on the handle, and instantly it becomes festive!

Toss Cushions and Throws. These bring instant coziness to any room. Holiday themed cushions are a great addition. Make sure to layer with luxurious fabrics like velvet, sparkly sequins, or Mongolian fur and use down filled or at least down filled alternative inserts.

Hand Soap. Don't forget the powder room! A lovely hand soap next to the sink with a candle and small plant or fresh flowers makes visiting the loo just that much more special! A NON-TRADITIONAL CHRISTMAS Calgary has certainly become a melting pot. It is now a second home to many who come from different cultures and customs that may not necessarily celebrate Christmas as traditionally done in the West. The changes to the Condominium Property Act

Dear Maria; I heard that the Government has announced the first stage of changes to the Condominium Property Act? What can condo buyers expect?
A:
On October 12, 2017, the government announced the first stage of changes that will better protect Albertans when buying a condo including: • More information is disclosed to buyers at the time of purchase, such as a proposed budget and a date that the condominium will be provided to the buyer. • Remedies are in place if the occupancy date is delayed or if changes that negatively affect the value of the condo were made during construction. • Purchasers’ deposits are better protected by requiring developers hold these funds in trust with a lawyer. • Government can inspect condo developers to make sure they are handling trust money properly and giving buyers the proper disclosure. • New penalties are in place for developers who do not follow the rules. The first stage also works to improve condo life for owners and boards by making improvements that include: • Mandating key information about the condo property is handed
over from the developer to the first condo board after it has been elected by owners. • The amendments will protect owners by creating an increased standard of care for board members. • Allow for the removal of board members by owners through a vote. • Empower owners by allowing them to call for special general meetings. Changes affecting condominium boards and corporations will come into force on January 1, 2018. The enhanced disclosure rules and remedies will apply to sales agreements signed on or after April 1, 2018. This transition period will ensure that developers have sufficient time to understand and adopt the new rules for sales. Service Alberta recently held open houses in Edmonton, Calgary, Red Deer, Lethbridge and Fort McMurray to talk to Albertans about condominium rules. The Government used feedback from those open houses to develop an online survey to further inform future changes. Albertans who are involved in the condominium sector-from owners

and residents, to condo boards, managers and developers-are invited to provide input. The next stage of updates to this act will address how condo boards govern themselves, including insurance requirements, voting procedures, and reserve fund plans. The Government is currently consulting with condominium stakeholders about those changes. The third stage will establish a condominium dispute tribunal that is intended to be an affordable and efficient forum to resolve condo disputes between condo boards, owners, occupants, and other interested parties. Once available, it will provide a lower-cost alternative to the courts for condo owners. This stage will include the determination of the tribunal’s jurisdiction and structure. Finally, condominium managers in Alberta will be licensed and regulated by the Real Estate Council of Alberta. Nashville vs. Calgary
N
ashville is one of the fastest growing cities in North America today. Construction cranes are everywhere. Yet Calgary, even in a recession, could easily give it a run for its money when it comes to creating urban villages. The Gulch, a LEED Certified community just southwest of Nashville’s downtown, is their most developed urban village with a hotel, numerous condos, (1,500 homes to date), office buildings, restaurants, clubs and a small urban grocery store. However, it pales in comparison to Calgary’s East Village. It lacks the parks, public spaces, natural setting along a river, transit links and the density of development that makes East Village so special. Many consider East Nashville to be the City’s coolest neighbourhood with its bohemian vibe, including numerous old houses converted to record stores, pizza parlours, guitar and vintage shops. However, the restaurants, shops and clubs are chaotically — there is no real Main Street. Also East Nashville is cut off from downtown — not only by the river but by the huge NISSAN Stadium surrounded by surface parking lots. Calgary’s Inglewood with its historic Main Street, various music venues, Esker Foundation Art Gallery, Recordland, Crown Surplus store and indie shops, is every bit as is cool as East Nashville. Sandwiched between Vanderbilt and Belmont University is the three-block long 21st Ave S Village. This community has much the same feel as Calgary’s Kensington Village. It even has a historic arthouse cinema — the two-screen Belcourt Theatre. What it lacks though is Kensington’s grocery store, drug store, walkability to OUR NEW WEBSITE

downtown and transit connections. 12 South is Nashville’s upscale pedestrian area that is perhaps best known for being home to Reese Witherspoon’s Draper James shop. Indeed it is bustling street with lots of restaurants, cafes and women’s fashion boutiques. But look a little closer and you’ll see it doesn’t provide the necessities of urban living — grocery store, drug store and professional offices. Calgary’s equivalent would be Britannia with its lovely plaza street that does have a grocery store and other everyday amenities that are required to create a walkable community. We lived in an Airbnb for 7 days in the 12 South District and our biggest frustration was that it was a 20-minute walk (often without sidewalks) in the other direction to a grocery store. There was no bakery where we could buy some artesian bread (we were disappointed to find out the Five Daughters Bakery was just a donut shop). While I could buy some craft beer, there was no liquor store. Not even a convenience store where you could get some milk. We were surprised to find there was no live music venue along 12 South, although here was a guitar and drum shop. We found nothing in Nashville has

nothing to match the complete urban lifestyle that Calgary’s Beltline and Mission communities offer, nor did we find any budding new urban villages like Bridgeland/Riverside or Marda Loop. LESSONS LEARNED I left Nashville with a better appreciation of the importance of creating long contiguous pedestrian streets like 17th Avenue S.W. or 4th Street S.W. as part of urban villages. I think Calgary is on the right path with its Main Street program. My Nashville experience also gave me a better appreciation of the importance of providing the necessities of everyday living rather than “just the niceties” when it comes to fostering urban villages. Thirdly, I have a better appreciation for just how well Calgary is doing in fostering the development of new and existing urban villages.. CL

Historic community welcomes modern Radius
O
ne of Calgary’s oldest communities is undergoing a metamorphosis of sorts that could well see dramatic changes to its residential, commercial and retail faces. As early as the winter of 2018, Bridgeland-Riverside updated area redevelopment plan (ARP) could be heard by city council after more than a little time help creating and fine-tuning the document that could guide the community deeper into the 21st century. While much of the focus will be on the First Avenue N.E. artery — which will provide mixed use opportunities — other areas of the neighbourhood will provide various multi-family housing concepts. One of the more unique buildings will be Radius by award-winning Vancouver-based Bucci Developments. This seven-storey, 201-residence condominium sits right behind the existing community centre and Murdoch Park at the top of the rise on Ninth Street is part of The Bridges portion, a key element in the planned ARP. Nearby, at 104 Fourth Street, is the Radius presentation centre. “We’re hoping that by Christmas we’ll have the building fully enclosed and have 50 per cent of the residences sold,” says Chelsey Marshall, sales and marketing manager for Bucci. Radius will be comprised of one-bedroom units prices between $330,000 and $390,000, junior two-bedroom suites from $370,000 to $485,000, and larger two-bedrooms, twoplus-den and penthouses from $710,000 to $830,000. Radius offers a mix of floor plans measuring between 618 to 1,237 square feet, the

majority will be the two-bed/two-bath plans priced from well under $400,000. The residences, which Marshall says were influenced by the rich Italian heritage of the community blends warm wood tones with manufactured marbles. The kitchens are large and efficient with high-end natural gas cooktops and wall oven, along with other stainless steel appliances. “We are increasingly finding that people are looking for more flexibility from their home design and with this unique layout there is space that will evolve with them. Whether you need a temporary roommate, a guest room, an office, a nursery, or some combination of uses, these floor plans will support those lifestyle changes,” says Marshall. And location plays a role in the lifestyle opportunities being offered by Bucci and its Radius building. One of the many appealing aspects of the Bridgeland-Riverside neighbourhood is its location — right across Memorial Drive from the downtown, which provides easy access to work locations and the varied social elements. “The buyers looking for larger homes in the project are mature, people who have owned homes in the past and are looking to upsize of downsize,” says Marshall. “And they also appreciate the fact the are close to

downtown and many of the major arteries in the city — while living in a long-established, quiet neighbourhood.” Radius also has amenities for its wide range of residents from its underground parking for automobiles and bikes, storage, air conditioning, and private balconies all the way up to an 8,000-square-foot amenity space that includes a two-storey lobby with concierge, fitness centres, yoga studio and rooftop terrace with urban garden. “This thoughtfully designed building will be current for years to come,” says Marshall. HOME ADVANTAGE Calgary remains sold on homeownership
H
omeownership in the Calgary region remains a popular choice among people. In fact, a recent Housing in Canada report by Statistics Canada found some key information from the 2016 census. “Calgary, Canada's fastest growing CMA between 2011 and 2016, had a homeownership rate of 73.0 per cent, well above the national average,” says the report. While the homeownership rate in the Calgary census metropolitan area has been declining for the past decade, it remains above the national average, which is good news for the market. The rate for the Calgary CMA was 73.9 per cent in 2011 and 74.1 per cent in 2006. More than 9.5 million of the 14.1 million households in Canada owned their home in 2016, representing a homeownership rate of 67.8 per cent. The rate of homeownership has been relatively stable over the last decade. In 2006, the rate was 68.4 per cent and in 2011 it was 69 per cent. In contrast, over the period 1991 to 2006, the homeownership rate rose from 62.6 per cent to 68.4 per cent, says StatsCan. Here’s another interesting piece of info from the federal agency. The share of households living in condos in Calgary was 21.8 per cent, much higher than the 13.3 per cent national average but lower than in Vancouver where it was 30.6 per cent. According to StatsCan, the average value of a dwelling (owner estimated) in the Calgary region was $527,216 in 2016, up from $466,438 in 2011. The median value in 2016 was $450,406 and $400,831 in 2011. For Canada, dwelling values averaged $443,058 in 2016. Let’s take a look at some of the other

informative reports that have come out this fall that give us a good glimpse at what’s been happening with the Calgary real estate market — and what to expect in the next year. HOUSING STARTS There was some good news in September for homebuilders of single-family homes in the Calgary region. According to the Canada Mortgage and Housing Corporation, single-detached starts of 465 were up 19 per cent from a year ago (391) but multi-family starts dropped by 45 per cent year-over-year going from 814 to 449. Because of the big decline in the multi-family sector, total starts were off by 24 per cent to 914 from 1,205. BUILDING PERMITS According to Statistics Canada, the August value of building permits in the Calgary region was $280.6 million, up from $226.4 million in August 2016. Total dwellings were 1,032 which rose from 665 the previous year. The single-family category increased to 393 from 317 while the multi-family was up to 639 from 348. NEW HOUSING PRICE INDEX According to Statistics Canada, new home prices in the Calgary CMA in August rose by 0.1 per cent month-over-month and by 0.5 per cent year-over-year.
THE FUTURE The CMHC is painting a pretty positive picture for the Calgary real estate market for 2018. The worst in the local housing market seems to be behind us after going through the recession years of 2015 and 2016 caused by a collapse in 2014 in the oil prices. The reason for the uplifting forecast? Calgary’s economy is back on track and the region expects to see both population and employment growth — some key factors in lifting the housing market. Here’s a snapshot of what to expect. CMHC is forecasting single-detached starts to range between 4,200 and 4,600 in 2018, which is slightly better than the 4,100 to 4,500 range expected this year. The multi-family market, however, won’t fare as well dropping to 6,000 to 6,500 units next year from 6,700 to 7,300 this year. MLS sales in the region are forecast to improve slightly in the range of 23,300 to 24,900 transactions in 2018 from 23,000 to 24,600 this year. CL
