Sharing the love for Fort Mac evacuees

Upgrades planned at Memorial Complex by Glen Kirby Fixing the leaky roof over the Curling Rink and modernizing the kitchen and washrooms in the Community Centre are priority items in 2016, says the manager of the Souris Glenwood Memorial Complex. “For many years, these repairs have been pushed into the background so now we’re playing catch-up with stuff that has been breaking down,” says Heiko Zinn, who ran a deficit at the complex last year, in part, to pay for necessary upgrades. Approximately $17,000 will be spent this summer on repairing the roof and water damage in rooms directly beneath the leaks. Half the money will come from a Provincial Government grant, pending approval. Zinn says local donations amount to another $4,000 with the rest covered by the Complex. It appears unlikely the roofing contract will go to a Souris company. Zinn says local roofers were either uninterested or unqualified so a Brandon company will likely be hired. Zinn is also in the midst of
getting a detailed design plan for refurbishing the kitchen and washrooms in the Community Centre. Last month, Souris-Glenwood Municipal Council approved $20,000 for that project in its 2016 Financial Plan. Antiquated lighting is another concern. Zinn says the particular style of fluorescents tubes used throughout the Complex is old technology - inefficient and increasing hard to source. He’s in discussions with Manitoba Hydro for funding to retrofit the fluorescents with modern LED lights. “Replacing the players’ benches in the Arena is another project but I think we have a group that is willing to undertake that,” says Zinn. Rising insurance rates are a growing concern. Zinn says premiums rose 20% in the past year, “a substantial increase” of $6,000, prompted by fire damages at other community arenas. Despite obvious signs of age, Zinn says the Complex remains well used and well managed. “Our cost recovery rate is quite low compared to
other arenas in Westman,” he added. Local ratepayers contribute 25-27% each year through their tax dollars to the operation of the Complex, compared with 34% for the Shamrock Centre in Killarney or 56% for the Brandon Community Sportsplex. In 2015, the Souris Glenwood Memorial Complex ran an $18,000 deficit and raising ice fees in 2016 remains a question mark. An hour of ice time in Souris costs $120 for local users or $150 for outside groups, compared with over $200 in Brandon. “We’re very competitive,” Zinn says. Zinn is expected to have a new draft budget ready within the next month and would like the Municipality to increase its funding for capital projects. “I believe the users have been doing their share. Now it’s time for the Municipality to foot the rest of the costs so we have an efficient operation here that provides the services the community needs and wants,” concluded Zinn.

September by-election proposed in Oakland-Wawanesa by Glen Kirby Voters in the Municipality of Oakland-Wawanesa will likely vote in September to replace longtime Reeve David (Bunk) Inkster, who resigned in May for family health reasons. At a special meeting last week, Municipal Councillors appointed a consultant to manage the upcoming by-election and suggested September 14 as voting day, a date to be confirmed in the coming weeks. The Manitoba Municipal Act stipulates that a by-election is necessary when a vacancy occurs on municipal council more than a year away from the next general election, which in this case is October 2018. The by-election must be held “as soon as reasonably practical”, according to legislation. Roger Bouvier has been retained as Senior Elections Official (SEO), the person responsible for organizing the by-election. Bouvier will work with Council to finalize a date, advertise for nominations and assemble a team to oversee election day activities. Bouvier was also appointed as interim Chief Administrative Officer (CAO) for the next month,
replacing Marlene Biles who is on medical leave. With administration running thin because of Biles’ leave and the recent resignations of both Assistant CAO Shawna Paulsen and Reeve Inkster, Councillors felt it was essential to hire a fill-in. “We had to bring in someone who can take over immediately,” says acting Reeve Perry Gullett. Although Bouvier lives in Winnipeg, Gullet says he will spend two to three days per week in the Nunicipal offices in Nesbitt and Wawanesa. Bouvier has more than 40 years administrative experience, working or consulting with Manitoba communities including Russell, St. George, Winnipeg and the Municipality of La Broquerie, and assisting with the amalgamation of Pine Falls and Powerview in 2005. Bouvier became CAO in La Broquerie in 2012, the fifth CAO in five years in a municipality that was plagued by “conflicts of interest, poor expense accounting and inadequate policies”, according to one newspaper account. Within two years, Bouvier and a new reeve turned things around; the Canadian Federation of Independent Business identified La Broquerie in 2014 as the most cost-effective
municipality in the Province. Retiring in May 2015, Bouvier is now a freelance consultant. Once Council and Bouvier confirm a date for the Oakland-Wawanesa by-election, voters will be made aware of notice of nomination through local advertising or direct mail. Eligible candidates must be a Canadian citizen, at least 18 years of age, a resident of Manitoba who has resided within the municipality or owned property in the municipality for at least six months and has not been disqualified from running under The Municipal Act. In addition, candidates for Reeve or Head of Council must have at least 1% of registered voters sign their nomination papers, to a maximum of 25 signatures. The Municipality will also set a limit for campaign spending. Acting Reeve Gullett says he will not run for Reeve but is looking forward to working with both Bouvier and the new Head of Council. “We have to get together and stop fighting,” he says, in reference to a virtual gridlock over the past 18 months caused by disputes and threatened legal actions between Councillors and staff. “We have to put past differences behind us.” The Progressive Agriculture Safety Day program is the largest rural safety and health education program for children in North America. The Foundation’s mission is to provide education, training and resources to make farm, ranch and rural life safer and healthier for children and their communities. During participation at a Safety Day, youth learn to recognize and identify markings and various types of underground utilities, explain how, when and why to “Call Before You Dig,” and determine what to do if they disturb or find a disturbed underground utility. Highlighted calls for service in Souris RCMP area were as follows: • May 23 - Police were called to a domestic assault in the rural part of Souris-Glenwood. Police attended to an unhappy breakup, with no disclosure of assault. • May 24 - Police responded to a report of a break & enter to a local business. Nothing had been stolen or destroyed. Pictures were taken at the scene. This file remains unsolved. • May 27 - A stolen wallet and a large sum of money from an unlocked vehicle was reported to police. Vehicle was parked on 3rd St. S. in front of the owner’s home. If you have information regarding this crime, please contact the Souris RCMP. • May 29 - In the wee hours of the morning, Police received a report of a group of youth playing “knock, knock, ginger”. Police did patrols, but did not find the sleep thieves. by Plaindealer Staff A Souris man has been charged and convicted in a sexual assault case in Souris. Court documents state that Daljit Singh Saini was convicted of two counts of assault dating back to August of 2015 and one count of sexual assault from August 2015. He appeared in court April 26 of this year and was convicted and sentenced on all counts. Saini was given a conditional sentence of 60 days imprisonment; however, the court was satisfied that he presented no danger to the public and allowed Saini to serve his sentence in the community. The conditions of his sentence stipulate he must not have any contact or communication with the victim, either directly or indirectly, and must not attend her residence, school or work. He is also confined to his residence and yard except for meeting with his probation officer, personal or medical/dental appointments or emergencies, operating business, travel directly related to and from his business and running any errands directly related to his business. He also must abstain from possession or consumption of alcohol or intoxicants, inhalants or nonprescription drugs. Following the expiration of his sentence, Saini will serve one year supervised probation and must continue to attend, participate and complete any counseling as directed and supervised by his probation officer and have no contact directly or indirectly with the victim.

Lately I have spent far more time outside trying to get the gardens and yard in order than inside reading but the welcomed rain of the past week
allowed me a bit of time to address some of the books in my ever growing pile. Lilac Girls, by Martha Hall Kelly, proved to be a little disappointing. It is the story of three women: New York socialite Caroline Ferriday; Kasia Kuzmerick, a Polish teenager; and Herta Oberheuser, a German doctor working in a concentration camp during WWII. Their stories intersect as Kasia, who has been working for the Polish underground, is captured and sent to Ravensbruck,

the camp where Herta works. Meanwhile Caroline, working for the French consulate in New York, becomes enamored of a French artist who is subsequently captured and imprisoned somewhere in the web of Nazi prison camps. By far the more interesting story involves Kasia and Herta, as it details the medical experimentation conducted on concentration camp inmates. While relating an aspect of the War with which I was little familiar – in this case the intentional infliction of infectious injuries in order to test the efficacy of new antibiotics – Herta’s motivation is left sadly under-explored. While she takes the job in order to support herself and her ailing mother, we really aren’t given much insight into just how she managed to reconcile herself to the misery and deaths she intentionally inflicted. Kasia’s character is better developed, although she is turned into something of a harridan at story’s end, and needless so. Caroline’s story I found just silly. And this is unfortunate as, apparently, all of this is based on fact. There were Polish women who were experimented on, and subsequently forgotten. And Caroline actually did exist and fought for the recognition of those women and for the money to help in their rehabilitation. But all of this is pushed aside in favour of the completely fictitious love story between her and the artist. Still, much of the book was interesting. I just wish it had been better done.

Gale Collinson took the third prize. The 50-50 draw was won by Deb Robinson. We had 21 optimistic people out to play Bingo on Thursday, May 26. Marie Neilson was able to shout three times. Her final call was on the Little House worth $30. Double yells came from Allegra Howe, Darlene Dooley, Cheryl Edwards, Jack Rose, and Lil Atchison. On Friday, May 27, our meat draw was a busy evening and lucky tickets were well spread throughout the clubroom. The only person to collect two meat packages was

The Trouble With Goats and Sheep, by Joanna Cannon, is a completely different novel. I can’t honestly call it a mystery, although two such form its core: Mrs. Creasy goes missing in 1976, and a fatal fire, which occurred in 1967, may have been intentionally set. Oh, and one must not forget the abducted baby…. The ‘action’ all occurs on a small English street, populated by a diverse, interesting and occasionally witty cast of characters. The main protagonists are two ten-year-old girls: Grace and Tilly. Reacting to Mrs. Creasy’s disappearance, and the general unease that prevails on the street, Grace responds to the vicar’s sermon indicating that God is everywhere by setting out to find Him. She believes that if only she can find Him, Mrs. Creasy will return, and peace will be restored to both her neighbours and her family. Don’t mistake me; this is not a religious book – despite the search for God and Jesus appearing in a drainpipe. That just gives the girls a reason for ‘interviewing’ their neighbours, which in turn gives us an insight both into those people and into the events that have precipitated all of this. There is a fair bit of subtle humour in the book, as well as a cast of characters that will be familiar to most of us. Overall I enjoyed the book. Apart from all else, it truly details how small decisions, taken without thought, can have very large and very lasting consequences – both for oneself and for others.

Recreation Roundup by Tara Farmer This week for Recreation Roundup we would like to take a chance to introduce ourselves! We currently have two members on our team, and are excited to have a third joining us closer to July. Amber Doyle began working on our summer programs when she arrived at the office midway through May. She has just finished off her third year at Brandon University where she is taking a four year honours degree in English Literature. Throughout her years at Souris School, Amber played basketball, taught herself to play piano and ukulele, and developed a passion for volleyball that she still pursues today. Amber graduated in 2013 and chose Brandon University in order to coach volleyball while passing up an opportunity to play in the States. She has now played for eight years, while having coached for three, and her experience with volleyball has given her many positive attributes that she contributes to our recreation team! This is Amber’s first summer in the Rec office but she is no stranger to the Park, as she spent three summers work-
ing at the campground office throughout high school. As for myself, I just completed my second year at Providence University College where I am taking an Interdisciplinary Arts degree with an English major and a Math minor, and I have also been accepted to be a resident assistant for the upcoming school year. Before graduating from Souris School in 2014, I was able to be a part of the Souris Skating Club, take piano lessons, and become especially involved with basketball. I played for the Sabres for seven years and had the chance to coach for two years. My last six summers have been spent at Turtle Mountain Bible Camp where I was a cabin leader and also had the opportunity to serve on a leadership team for two summers. I am eager to bring the experience that I gained working at camp to the recreation department this summer! As we get closer to summer, we will continue to keep you up to date on what we have planned for the community and we’ll be sure to introduce you to the newest member of our team!

OBITUARY JACKSON Jean Eileen Jackson With treasured memories, the family of Jean Eileen Jackson announce her passing in Brandon, MB on May 4, 2016, at the age of 88 years. Born on October 12, 1927, in Souris, MB, to William and Jennie Sellers, Jean was raised on the family farm near Bunclody with two sisters and one brother. She attended Bunclody School and completed her high school in Souris. She taught on ʻpermitʼ at Alcester School (near Minto) from 1945-46. Following in her motherʼs footsteps, Jean went on the next year to attend Normal School (in Winnipeg), returning to teach at Fairburn School (near Boissevain) from 1947-48 and then on to Fairfax School from 1948-49. While teaching at Alcester, she met Howard Jackson, a young farmer from Margaret, and they were married in Souris on July 2, 1949. It was on the Jackson farm, SW 28-5-18, they raised their family and Jean took pride in her role as wife, homemaker and mother, while also being an active supporter of all community events. Her love of music and dancing was evident with many happy times spent at community dances and later, as members of the Square Dance Club in Margaret. During those busy years, Jean could always find time to put on the coffee and visit when someone dropped in. Extra places were set at the table on a regular basis and overnight company was a common occurrence. Her love of people and sense of humour resulted in many gatherings and fun times at the farm, and this generousity and hospitality continued when she and Howard retired to Brandon in June 1982. #9 Victory Place became a hub of activity for new and old friends alike. After Howardʼs passing in 1995, Jean remained in her home until 2005, when she took up residence at Lionʼs Manor. In 2013, due to declining health, she moved to Valleyview Care Centre. Her friendships had no age limit. Jean loved to pamper children but also enjoyed time spent with folks many years her senior. Many of her ʻhelpersʼ and ʻcaregiversʼ over the years became dear friends. In addition to entertaining family and friends, Jeanʼs happiest times were spent at social gatherings: reunions, anniversaries/birthdays, and even fall suppers. She loved going out with “the girls”! In later years, you could frequently find Jean cheering on a favourite team and socializing “behind the glass” at numerous curling rinks, as well as, some major curling events. Without a doubt, one of Jeanʼs greatest pleasures was spending time with her three grandchildren - their reciprocated love and affection was the light of her life. As little ones, they received special attention on her lap and as they matured, she supported them in their activities and made every effort to attend their special events. Her kind, generous, fun-loving nature, and her unwavering concern and support will be remembered and missed by her children - Darryl (Cherilyn), Derryk, Jan (Jim) Hay and grandchildren - Kristi Hay (Doryan Unrau), Colin Hay and Grant Jackson,, as well as by extended family members and friends. She will always be admired for her positive attitude and her courage in facing many health challenges. Funeral service for Jean was held on May 14, 2016, at Central United Church in Brandon with Rev. Harvey Hurren officiating. Soloist Ken Jackson was accompanied by Ruth Nickel and “Memories of Jean” were shared by Grant and Sheila McCausland. Jean was laid to rest in the Margaret Cemetery. If friends so desire, donations in memory of Jean may be made to “Margaret Cemetery Perpetual Care Fund,” with cheques made payable to Rural Municipality of Prairie Lakes, Box 100, Belmont, MB R0K 0C0, or to a charity of choice. “A society grows great when old men plant trees whose shade they know they shall never sit in”. That’s what the Greeks thought, and maybe, just maybe that’s what whomever planted these two majestic pine behind Crescent Manor might have thought seven decades ago. Unfortunately, they were planted a little too close to the building and in order for workers to have room to “shore up” the foundation, these two giants had to go. Residents were sad to see them taken down piece by piece.
South West teams inducted into Hall of Fame submitted by Gladywn Scott Two South West League baseball teams will be inducted into the Manitoba Baseball Hall of Fame at Morden, Saturday, June 4. Wawanesa Brewers (2006-2011) won the SWBL four times and reached the Provincial Senior AA finals four times. They won the Provincial crown twice – 2007 and 2011. Wawanesa was led by two coaches, Wayne Gullett and Ron Seafoot, both Hall of Famers, and had two players selected as Manitoba Senior AA Players of the Year – Curtis Seafoot (2007) and Derek McGregor (2011). Dedication and commitment were keys to their success. Wawanesa has hosted the Manitoba Senior AA Provincials four times in seven years. Waskada Orioles (1984-1989) is the second Orioles team to be inducted. Previously, the 1971-76 era Orioles were recognized in 2008. They won the SWBL five times were finalist once in that period. The Orioles reached the Manitoba Senior AA finals five times and captured the Provincial title on three occasions. Waskada hosted the Canadian Youth team, who trained in Brandon, to an exhibition game in 1988. Bob Elliott, Toronto Sun baseball writer, 2015, and Canadian Baseball Hall of Fame inductee, will be a special guest speak at the annual banquet. Manitoba’s 20 Century All-star team, which was included in Elliott’s book “The Northern Game, Baseball the Canadian Way”, will receive special recognition. Many of the Wawanesa and Waskada players plan to attend the Winnipeg Goldeyes league game as their guests on Sunday, June 5, at 1:00 a.m.

It was a night of bumps and bruises for members of the Live Pro Wrestling who entertained in Souris on May 25. Earmarked as a fundraiser for Souris Minor Ball, if 500 tickets had been sold, only about 100 people attended the event and according to sources, only about 10 of those were Minor Ball families.
