Rural residents expected to pay more in Oakland-Wawanesa By Glen Kirby The new budget for Oakland-Wawanesa Municipality means, on average, lower taxes for many village residents but increases for rural ratepayers. Council presented the 2016 Financial Plan to the public on Tuesday night at the Nesbitt Community Hall, explaining that the average increase on 20 rural properties reviewed will be $68.66/year while taxes in Wawanesa will drop by an average of $32.76 based on nine properties examined within the former village. The municipal mill rate is being set at 8.485 for urban and 4.771 for rural. Individual property owners will receive assessment and taxation notices in the mail later this year, with payment due October 31. To find out sooner, contact the Municipal office at 204-824-2666. For more than an hour at the Nesbitt meeting, councillors fielded questions on where the money is going, including increases for roads, the Wawanesa Arena and legal fees. The new Financial Plan earmarks $145,000 for road maintenance, a giant increase over 2015 where only $18,000 was budgeted and nearly $170,000 spent. Councillors admitted that area has been chronically underfunded in the past. $10,000 has been budgeted for legal fees in 2016,
a five-fold increase from the previous year, in light of continuing hostilities involving several council members and senior administrators. Lawyers have been retained by three individuals or groups in a toxic workplace saga that started almost immediately with the new amalgamated council in January, 2015, and has been festering publicly since councillor Dennis Rome was censured last fall. Residents expressed skepticism at the $550 reportedly spent in 2015 on legal fees, reflected in the Financial Plan. Councillors admitted the numbers presented could still change and did not yet represent an audited account of last year’s spending. The crowd also challenged the politicians on a sizeable bump from rural ratepayers towards the Wawanesa Recreation Centre, a hockey and curling facility built in 1975. The 2016 Financial Plan calls for doubling the rural contribution to $11,000 while Wawanesa residents will fund $20,000. Council responded that survey data indicates an almost equal number of rural and urban residents are using the Centre so funding should be more equitable. Councillor Rome did not support the 2016 Financial Plan during second reading at the community meeting, citing the rural contribution to the Recreation Centre as “unusual and excessive given
the number of rural people using it.” Rome also questioned why taxes in Wawanesa will drop, on average, while rural ratepayers will see an increase. “I don’t see the cost of operating the village declining in the coming year,” he noted.

Dunbar inducted into Curling Hall of Fame
submitted by Souris Curling Club Karen Dunbar was inducted into the Manitoba Curling Hall of Fame at the 29th Annual Induction Dinner held in Winnipeg, Sunday, May 1. Dunbar began her curling career in Souris, MB, in 1972. Since that time, as well as developing a successful curling career, she has assisted the Souris Curling Club in many ways. She has held various positions including Secretary -Treasurer, District Eepresentative, Club President, Junior Curling Cocoordinator, organizer of After School Programs as
well as being bonspiel chairperson several times. She has returned countless volunteer hours to her sport. Dunbar’s impressive curling record includes 24 appearances in Manitoba Women’s, Senior Women’s, Masters’ Women’s and Mixed Championships. At Canadian Championships, she has appeared eight times. In the 1975 and 1976 seasons, her curling career successfully started when she curled with the Joan Mogk team from Souris. This team of Joan Mogk,

Jean Moffat, Betty Devins and Karen earned consecutive Lassie Provincial titles, finishing fourth and fifth at the subsequent national events. Besides her success as a skip, Karen has curled on teams skipped by Deb Collyer, Donna Quinn, Gwen Wooley and Joyce McDougall. She has represented Souris, Killarney and Brandon area clubs. Many of her successes have resulted from her association with the Joyce McDougall team. They have won three Senior Women’s Manitoba titles and three Masters’ Women’s Manitoba titles. In 2011, they won the Canadian Masters Women’s Championship. The team consisted of Joyce McDougall (skip), Linda Van Daele (third), Cheryl Orr (second), and Karen at lead position. Dunbar has appeared at two Provincial Mixed Competitions with the Bill Scott team (1980) and Colin Dunbar team (1988); both representing Souris. As well, she has coached the Rob Van Kommer team from Carberry at the 2012 Safeway Championship. Karen Dunbar is an avid and successful curler who has been dedicated to her sport as a volunteer as well as a curler. The Manitoba Curling Hall of Fame welcomed her as a member in the Curler category in 2016.

Victoria Park Lodge by Carla Drysdale The residents at VPL have really appreciated the entertainment over the last few months. Cory Friesen is a weekly entertainer who always draws a crowd! We have also had the pleasure of being entertained by Ewen Mosby, Dale & Brenda Lyons and Alan Cowieson. Most recently, Hannah Tufts brought some of her Grade 8 students down to read some of the stories they have written for their Make Change class. The residents always welcome any kids to visit with and talk to. Now that the weather is cooperating, we are looking forward to planting flowers and vegetables in our gardens and sitting on the deck enjoying summer!!

Westblom also received Rookie of the Year. by Darci Semeschuk The Souris Elks Senior Hockey team held their annual awards night April 29 at Murphy’s Irish Pub. Team president, Kris Doull, explained that the Elks were busy over the past season and went deep into payoffs. “We are pleased with how our year went and the commitment that our volunteers made to the organization,” stated Doull. “With more people doing the work, it’s easier to operate.” The team had many highlights on the season. Chris Couling, a newcomer to the organization, led the fundraising efforts. The Club had successful campaigns that included a golf tournament, a recreational hockey tournament, Hot Stoves, and a Winnipeg Jets ticket draw; and they raised over $13,000. They sold three scoreboards, led by Jamie Kohut and Murray Cameron, generating $4000; and another successful $25,000 ShootTo-Win, sponsored by Pembina Co-op and Kirkup Agencies, rounded out the fundraising efforts. The Elks made improvements to the dressing room and equipment that was a big boost for the team. Coach Ken Falloon and Equipment Manager Kevin Parham, continue to be dedicated to the team, and the addition of Dwayne Kirkup to the coaching staff will help the team as they prepare for an even better 2016–17 season. “We had asked our players to try and make an effort to make it to 75% of the games,” explained Doull. “Sixteen of them met that goal and that helped us with another good winning record of 14–8.” The Elks were 7–4 in the playoffs,
losing to the provincial champions in the last minutes of the game. The following awards were presented: Rookie of the Year - Kris Westblom. Kris was 8 and 4 in regular season with a .915 save percentage as well as an outstanding playoff, improving to .931. Elks Scoring Champion - Jonathon Filewich. This is the fourth scoring title for Jon in four years. Jon had 20 goals and t23 assists in 21 games and seven points in playoffs. Top Defenseman Award - Michael Butler. Michael led all defensemen with five goals and 11 assists in regular season and four assist in playoffs. Mel Charles Award for All Round Player - Brett Arbuckle. Brett has done whatever is asked of him and this year was no exception. With a number of injuries to Elks defensemen, Brett was moved back to the point and, without a complaint, had an outstanding year, scoring five goals and 10 assists. Brett is no stranger to this award, having won in four out of six years. Elks MVP - Jonathon Filewich and Kris Westblom. Lynn Kettles Memorial Awards - Mark Ryckman. This award is presented to a player or Elks supporter who exemplifies sportsmanship, ability, and dedication to the Elks. Mark does just that. He has headed up fundraising for the previous three years; took over general manager duties this season; spearheaded the improvements to the dressing rooms; donated two Jets tickets for the raffle; and, for the last four years, he has sponsored free entry to all students.

Andrew Dunn Walk raises over $8000 locally submitted The 2nd annual Andrew Dunn Westman walk was held on May 7 in Souris. About 125 people attended the event and enjoyed the 5 km walk on a beautiful sunny day. A total of $8,250.00 were raised. This money stays in the Westman area and in partnership with local agencies will be used to reduce the stigma surrounding mental health issues, and increase public awareness of available resources and effective treatment. The local committee wants to thank everyone for their support; the businesses that donated money, silent auction prizes, water, and food for the BBQ, all the volunteers that worked at the event and to everyone one who came to the event and supported our cause. Together we are making a difference!

Cribbage players used 5 tables on Wednesday, May 4. Marion Morris and Vonda Bodin achieved the best score. The second prize went to Marnie Heath and Pearl Marshall, while Joan Dufily and Lorna Binions took third spot. Lorna was twice lucky in that she held the lucky ticket on the 50-50 draw. Our clubroom was host to 18 people hoping to yell “BINGO” on Thursday, May 5. The most noise came from Allegra Howe who shouted three times. Allegra is a welcome visitor from Carlyle, SK. Making two hollers each were Toni Roblin, Roberta Dodd, Kathy Nylund and Viola Logan. The Little House amounted to $30 and Viola claimed it on her last yell. Our meat draw of Friday, May 6 was a fun evening with no big winners. Only the household of Janet & Bruce Clevett took home two packages of meat. The 50-50 draw was worth $71 and Joan Dufily was again the lucky winner. The pot for “Chase the Ace” totaled $271 and Carol Urbanowski tried her hand at finding the Ace. It eluded her and so we will offer it again next week. We enjoyed a turkey supper with all the trimmings after the draws were finished.

Page 8, Souris Plaindealer, Souris, MB, May 13, 2016 Both The Fishermen, by Chigozie Obioma, and Vanishing Games, by Roger Hobbs, involve murder. The Fishermen, however, is more of a psychological study; Vanishing Games more thriller. The Fishermen is the story of four young brothers who defy their mother and spend their days fishing. Sounds harmless enough, but local folklore has it that this river is cursed; a point emphasized when the local madman finds them there and predicts that the eldest will be murdered by one of his brothers. This prophecy comes to haunt the eldest brother, who becomes increasingly suspicious of and violent toward his siblings. His descent into madness inevitably results in murder, and that in turn trig-
gers more violence as a vendetta is waged which ultimately tears the family apart. All of this is staged against the chaos that was Nigerian politics of the early 1990s. Although I found parts of this difficult to accept - especially the madness that grips the eldest son - the book was an interesting study in the ways in which traditional beliefs and superstitions can influence life to an extent far beyond what one might ever imagine. In contrast to The Fisherman, action, not psychology, is at the core of Vanishing Games. The first thing you should know about this story is that there are no ‘good guys’, just less evil ones. Basically it is a story about thieves stealing from thieves, and the very severe trouble that ensues. It begins as three pirates attack a yacht, itself operated by sapphire smugglers. And it turns out that sapphires aren’t the only things being smuggled on that ship. Greed overcomes one of the pirates when he discovers this second ‘cargo’, so after killing all the smugglers, he
also kills his two compatriots and flees with both the sapphires and the other, even more valuable, booty. This action severely annoys three groups of people: those who were expecting receipt of the sapphires, those who were expecting receipt of the other, more valuable cargo, and the pirate’s ‘handlers’ – who are not only cheated of their expected booty, but now find themselves on the run from both of the forementioned groups who believe they have it. The book is unevenly paced as much of it is taken up detailing the past relationship between Angela - the pirates’ handler, and Jack, her “Ghostman” or fixer. There are also rather needlessly long asides on ‘technique’: how to scuttle a boat, make a silencer from a pop bottle, destroy identifying features, enter locked hotel rooms with programmes downloaded from the internet, and so on. The action at the core of the book is decently rendered however, and sets us up for what apparently will be another book in this series.
Letter to the editor Dear editor, On Sunday, June 5, I will once again be participating in Crohn’s and Colitis Canada’s Gutsy Walk. As you likely already know, this cause and these diseases have played a significant role in my life for the past 18 years. My journey with Ulcerative Colitis began in the spring of 1998. I was 11 years old at the time. In a matter of months, I went from a healthy Grade 6 student doing what any average Grade 6 kid would, to living what I could only describe as a real life nightmare. Struggling to understand what was happening to my body, struggling to maintain friendships, struggling to participate in sports, struggling to make it through a school day. Every day was exactly that, a struggle. I was angry, confused, sad and exhausted. Not only physically exhausted from fighting with my own body, but mentally exhausted from trying to put on a smile every day and to hide “the new me” from my friends and teammates. I
wanted “normal”, and my life on most days was the furthest thing from it. 18 years later, my life on most days is fairly “normal”, whatever normal means. I have an amazing friend network with which I can openly share the adventures of life with IBD and who endlessly support me through the good days and bad days. I have a fantastic group of co-workers who have embraced me and my story and continually support me. I have communities, entire communities; Westman, Winnipeg, my university community, who continue to support me no matter where I may currently reside. I have a partner who gets it, who understands my day to day struggles and who supports me and celebrates with me equally. And I have a family that is second to none. Who have stood by me, sometimes holding me up to ensure that I will make it through, and other times celebrating my good health. Ulcerative Colitis is currently a life
sentence. It is a diagnosis I will carry with me, live with and battle with for the rest of my life, unless we can find a CURE. Crohn’s and/or Colitis affects 1 in 150 Canadian lives. These diseases directly affect the lives of children, parents, neighbours, friends, the people we love. These diseases in turn directly affect us all. And that is why I am asking you to be GUTSY and make a donation. If you didn’t directly know someone affected by these diseases, now you do… me. I will continue to fight. I will fight for awareness, funds for research and for community services to help those struggling. I fight for myself, my sister who also lives with UC, for the countless friends I know who fight the same battle, and for my fellow Canadians, and others globally who share a similar story to my own. Ultimately, I will continue to fight for a day that my life sentence is revoked. The day that TOGETHER with you, my friends and family, we can celebrate that we have found the
CURE! Every dollar counts and every single donation is appreciated more than words could express. These muchneeded funds will support critical research and education to find cures for Crohn’s disease and Ulcerative Colitis, and to improve the lives of children and adults affected by these chronic diseases.
