Westman votes Tuesday in Provincial Election by Glen Kirby As the Manitoba New Democratic Party tries for a fifth consecutive term in government, voters in the Souris area will decide whether to reelect a Progressive Conservative as their provincial representative for the umpteenth time. Souris-Glenwood Municipality, now within the electoral district of Spruce Woods, is a “yel-
low dog� area for the PCs. Local residents have elected Conservatives for 50 years and pundits joke that the party could run a yellow dog and still win. PC Cliff Cullen has represented Souris-Glenwood since 2011. He is seeking re-election, challenged by candidates from the NDP, Liberal Party and Manitoba Party.
Amanda Chmelyk: New Democratic Party of Manitoba Born into a military family in Ontario, Chmelyk moved to Winnipeg for university, graduating in 2014. Currently, she works in a Brandon restaurant, lives in the Spruce Woods Riding and volunteers with local health-care agencies. What is the most important challenge facing Manitoba? After recently moving to Manitoba, I find that there are a lot of positive aspects to the province, and a lot of issues that we can continue to grow on. In particular, our seniors population is continuing to grow, many young rural Manitobans are looking for jobs, and we need to ensure there are appropriate services and opportunities available. What are the top three challenges facing Spruce Woods riding and how will you address those challenges, with particular emphasis on Souris-Glenwood Municipality? Ensuring that we continue to build strong flood protection for Southwest Manitoba is important. The Souris-Glenwood Municipality was devastated by recent flooding and

We pay some of the highest taxes in the country and have the poorest results in so many areas - including healthcare and education. Manitobans deserve value for their tax dollars. What are the top three challenges facing Spruce Woods Riding and how will you address those challenges, with particular emphasis on Souris-Glenwood Municipality? 1) Healthcare represents approximately 45% of our budget. It is time to have a serious discussion with all stakeholders to determine how to best deliver services – and it is not by crisis management. 2) Strategic investments in infrastructure is required. I moved to Manitoba to finish my studies in Criminal Justice from the University of Winnipeg and then moved to Shilo to support my partner who is part of the military. I believe that participating in the public forum by running for office is an excellent opportunity to engage with my broader community. Why should you be elected? I am the candidate that will build the services families depend on, like health and education. I am dedicated to making life better for working and middle class families, not just the privileged few.

McKellar hails from Nesbitt and has been operating a centuryold family farm since 1983. He also works for Agriculture and AgriFood Canada. Married with two grown children, he currently lives in Killarney. What is the most important challenge facing Manitoba? An aging population - specifically the boomer generation reaching retirement age - is the major issue on the horizon for the province, including Increased health care costs and impact on the labor force. This should be the major issue of this election but nobody wants to talk about it. What are the top three challenges facing Spruce Woods Riding and how will you address those challenges, with particular emphasis on Souris-Glenwood Municipality?
1) Health Care - We need to make the RHA’s accountable to the communities they serve. The first step is to have elected boards. When administration is accountable to elected officials, who are then accountable to the public in the region, this “who cares� attitude will stop. Municipalities should not have to spend money to attract doctors. We fund our health care system through our tax dollars already. 2) Labor Force - In 2011 the first of the boomer generation reached the retirement age of 65. This generation for over two decades provided over 50% of the labor force in this province. To keep our rural economy growing we need to attract and keep some of our younger generations. Part of the solution will have to be immigration to fill the jobs. We can’t have our rural economy’s stagnating or declining

submitted With April being Donors Choice month Month the board Board of the Souris-Glenwood Foundation would like to remind everyone about the matching dollars available through the Thomas Sill Foundation. In April 2015 the board Board accepted the Thomas Sill challenge to raise $50,000 in 18 months. The Sill foundation Foundation will match donations with a maximum grant of $25,000. For every dollar we raise the Sill Foundation will donate 50 cents. In eight months ending December 31, we had raised $14,715 with a
matching grant of $7,358. The challenge ends October 21, 2016, therefore, we will continue to make this a high priority for 2016 as it is a very unique opportunity to receive these matching funds. Our spring fertilizer fundraiser and all Donors Choice Dollars dollars are eligible for the matching dollars. As an example a $10 donation will result in $15 for the foundation or a $50 donation will result in $75. All of this money will help various projects in the Souris Glenwood region. Please consider the Souris-Glenwood Foundation when completing your 2016 Donors Choice.
Legion donates to Palliative Care submitted The Souris Branch of the Royal Canadian Legion has donated $ 4,200to the Souris and Area Palliative Care Fund. These funds will cover the purchase of two specialized pressure mattresses, two over bed tables and Keurig pods. At the last meeting, the Committee approved the purchase of a bedside recliner with enhanced seating capabilities. Funds were also approved for continuing education opportunities for staff and Committee members. A donation was also made to Camp Bridges, a weekend program that helps families, especially children, deal with the death of someone close to them. Once again, the Souris and Area Palliative Care Committee thanks the community for their generous support.

Cribbage players once again occupied six tables on Wednesday, April 6. The best score was accumulated by Betty Devins and Joan Phillips. The second prize was claimed by Marion Morris with Vonda Bodin and Amelia Morden with Barb Janz finished in third place. Ted Dooley won the 50-50 draw. It was nice to see 32 optimistic noisemakers in the clubroom on Thursday, April 7. Val Davis and Kathy Nylund each shouted three times. Kathy did go home with a bit more money as she won the Little House which was worth $44. Double yells came from Larry Neilson and Marge Rose. On Friday, April 8, there were few empty seats during our meat draw and Lady Luck was
not in a mood to favour anyone. There were no multiple winners. The 50-50 draw was worth $200 and the lucky ticket belonged to Norm Davis. Andy Barclay tried to find the Ace of Spades and put $4,336.50 in his pocket. He was not successful, so someone will be able to try again next week. We were pleased to have Carly Bisson celebrate her 18th birthday with us. When all the tickets were sold, people were able to enjoy a turkey supper. On Saturday, April 30, we are planning a Sports Day of snooker, darts, shuffleboard and crib. Entry fee for a team is $25. For more details, please contact the clubroom. A large dog had “stolen” a bike and was having a good time tearing apart the wheels. The dog was captured by the animal control officer. The bike has seen better days. On the same day, Police presence was requested regarding a possible suicide attempt. The person was transported to Brandon, where they were kept for observation. • On April 5, it came to light that a 15 year old had posted on Instagram that she was going to kill herself. Members attended the residence in a small community, where she agreed to go for a mental health assessment.
She was transported by members and turned over to a doctor’s care. Her parents met her at CATC. • On April 7, a report of an attempted Canada Revenue Agency scam was reported to police. Shockingly, the scammer stated that the Police had a warrant for arrest out. Sigh…. we’re always the last to know! Not such a shocker to this smart cookie, there was no arrest warrant, she does not owe money to the government, and this person IS a scammer. Keep reporting it, folks! Where’s Charlie? Dog fiasco results in broken-hearted owner and Town under fire
by Darci Semeschuk Chris Martin’s dog is missing, sort of. He knows where it is, sort of; he just can’t get it back. Charlie, that’s the mainly white, collie cross dog’s name. The latch that kept Charlie’s chain attached to the run in Chris’s yard broke and Charlie, who likes to run, took off, chain and all. That was - depending on whom you asked, last Friday. I myself happened to be trolling Facebook on Friday and noticed that someone had found him and was posting pictures of the sweet mutt. I thought at the time, what a cute dog, he’d make a nice farm animal. I never gave it another thought until Tuesday morning when a distraught Chris Martin came into my office asking for help because he couldn’t get answers from anyone in a position of power. He couldn’t find his dog and could I make some calls. He had nowhere else to turn. I was skeptical at first. Did this dog have a history of running away? Was he a problem in the neighbourhood? Was the dog already dead? These thoughts went through my mind but then I decided instead of judging, I would listen. After he told me his story I decided to make some calls. He had been informed that his dog was posted on Facebook but there was no number, only a message board and he says he left a message but hadn’t heard back. The post had, by Tuesday morning, totally disappeared from Facebook. My first call was to the Souris and Glenwood Animal Control Officer. After a lengthy discussion that resolved nothing in my mind, he finally told me that “a woman from Brandon” had seen the posts on Facebook and called him to ask if she could pick up the dog. She was from Brandon and Area Lost Animals, BALA for short. It’s a prominent Facebook site that professes to reunite lost animals with their owners and I believe they do try to do that. He couldn’t remember when she came, Sunday or Monday - he just forgot. Never mind, I said, I would contact her on Facebook. Her name is Toni. Our animal control officer had her phone number, just not with him at that time so did not share it with me. So I contacted her, explained the situation and gave her Chris’s phone number so they could be reunited. Problem solved, Chris left happy. This is where is gets sketchy. BALA never messaged me back which I though was odd because they have a high response history. Twenty minutes later, a visibly upset Chris Martin comes back to my office - BALA had phoned the previous owner of the dog, a friend of Chris’s and told her that the dog was gone - adopted out and she would never see it again. How is that possible? I messaged BALA again – explained that I was with the Souris Plaindealer and was investigating the report of a dog that BALA was refusing to reunite with its rightful owner. No reply. I then decided that I needed to hear what the Town had to say and I went over to speak to the CAO. She was very helpful, regretted that the dog was missing and knew already that BALA had the pet because the bylaw enforcement officer came to her on Friday saying he had this dog and could he call
the organization in Brandon to take it, BALA. According to the CAO, bylaw officer told her that the dog pound in Souris, located at the Vet Clinic doesn’t take animals on the weekend. So she agreed. Remember, he had told me on the phone that they called him and he couldn’t remember when they picked up the dog. Sunday or Monday? Obviously that wasn’t true. He called her, Toni at BALA; she came out Monday morning and picked up the dog at the bylaw enforcement officer’s home. He had kept the dog all weekend. CAO knew this because she had received a call from Toni saying that Souris had relinquished the dog to her care and it has since been adopted out. CAO said, that’s impossible and Souris wants the dog back to reunite with the rightful owner. When I explained to CAO that BALA knew who the original owner was, had called her that morning saying her dog was gone. This proved BALA knew whose dog it was when she took it back to Brandon and never bothered reuniting them or informing the municipality. CAO was baffled and together we called Toni (BALA) back, on speakerphone. He response was that she had taken the dog to the Souris Vet Clinic – we asked her this twice and she said that’s what she did. She said she did that to try and find out who owned it. Remember, the bylaw enforcement officer in this town could also have done this – on Friday – because Chris had called there and explained he had lost his dog, identified it and left his number. Bylaw enforcement officer could have prevented this entire issue had he followed the protocol set forth between the municipality and the Souris Vet Clinic. Instead, he asked the CAO for permission to send it off to Brandon and going on his advise, she agreed. Now this problem is on her shoulders for giving approval when in fact she didn’t have the full or correct story at all. Continuing, BALA says she is at the Souris Vet Clinic to discover whose dog it is. Her story – she was told that the person who owned the dog – I won’t write what she said about the previous owner but suffice it to say she had details and dates of an incident that occurred in 2014 that she never should have been told and from that vicious story, made a judgment that was wrong in so many ways. Not to mention that it had zero bearing on the new owner. They decided the previous owner, not Chris Martin was unfit to have a pet and took the dog to Brandon and didn’t inform the municipality. In the phone call between CAO and herself, Toni told us that the dog had been adopted and was in Alberta already. I believe this is a lie, but as the story goes on the lies continued and I am more and more appalled by the events that are unfolding. Mayor Jackson discussed the incident with CAO and when she explained the chain of events, he agreed this was a terrible situation, mistakes were made, the Souris Vet Board would deal with the breach at their level but that it is now between Chris Martin and BALA and he would have to get his own lawyer to deal with it. It falls on Martin to fight BALA to get his dog back. Mayor knows full well Chris is unable to pay for a lawyer or even advocate for himself. The problem
lies directly with RM staff and must be dealt with by them and sooner rather than later, either through the courts or with the RCMP. As bad as this all sounds, it gets worse. The issue came up at the RM Council meeting on April 11 and hearing from a Councillor, they have no intention of proceeding further to help Chris get his dog back. I wasn’t present but reports to me say that after the cameras were off, another Councilor stated that he would have just shot the dog anyway and again, made statements not worth printing about the previous owner. This dog – confirmed by CAO, has not been a problem dog, it hasn’t been taken into care numerous time. In fact only once, two years ago RCMP surrendered the dog to the Souris Pound because of a medical emergency on the previous owner’s part. That’s it. No history of aggression, no bad behaviour. He just broke his latch one day last week and everyone failed in helping bring Charlie home. Everyone failed Chris Martin. Where do we go from here? I worry for all pet owners in the RM of Souris Glenwood if this is how ineptly they manage their animal control procedures. Do not pass the buck – take initiative, own up to the mistakes and fix this.
Home Show, a great avenue to market Souris by Lon Turner, Economic Development Officer for the RM of Souris Glenwood Measured by the volume of Community Guidebooks that were distributed and the number of people who stopped in to take a look and learn a bit more about what Souris has to offer, the Brandon Home Show was a great success for us this year. Many people were familiar with Souris in one way or another but they all learned something new. Many asked about camping and swimming lessons and about our other amenities but all were interested in the proposed multi-use hotel and living centre that may be built in Souris. Andrew Remple from Steel Creek Development was at the booth the entire weekend and busy discussing the project with many different people, some just generally interested in the project and others as hopeful potential residents. Many thanks go to the Pool and Avalon Theatre, the Golf Course and Souris District Arts Club, and to Wood-fire Deli for offering small awards for those that took part in our putting challenge. Our campfire package giveaway was won by a couple from Minnedosa. The booth volunteers who came out were a great help and provided more community experiences to share and offered different salesmanship styles. Thanks to Carole Williams, Mandy Mosionier-Landers, Cheryl Brown and Debbie Butler for helping out this weekend.
