Attendance at Chad Brownlee concert “disappointing”
In what was described as one of the best concerts ever seen in Souris, Manitoba, Chad Brownlee brought the house down! The 400 people who attended the event were treated to a fabulous night of entertainment, first from Ryan Keown and topped off by Chad Brownlee. Committee members say ticket sales fell short of the amount required to break even and that more than half the crowd were from out of town. PHOTO/SOURIS EVENTS COMMITTEE by Glen Kirby Despite what organizers call a “fabulous performance” by country star Chad Brownlee, attendance at last weekend’s concert in Souris did not meet expectations. Unofficial tallies put ticket sales at 361. Organizers were hoping for upwards of 1,000. “It’s a little bit demoralizing but I don’t know that it’s anyone’s fault,” says Darryl Jackson, chairperson for the Souris Events Committee, a group of four local not-for-profit groups that organized the concert as a fundraiser to support their community activities. The Souris Events Committee includes the Souris-Glenwood Fire Department, Souris-Glenwood Chamber of Commerce, SourisGlenwood Agricultural Society, and the Souris Glenwood Memorial Complex “We definitely didn’t make money and probably took a loss,” says Jackson, who estimated they needed to sell between 500 and 600 tickets to break even. “We fell short of our goals,” says Committee member Heiko Zinn, manager of the Memorial
Complex. “Attendance was a little light. We were expecting more. It’s a little disappointing”. Last July’s concert at the Arena suffered a similar fate. Beverley Mahood drew 331 people at $35/ ticket and the Committee was hard-pressed to cover costs. The hope was that Brownlee, a more contemporary artist, would bring in the crowds, albeit at a higher price. Jackson says that Brownlee and his warm-up act cost about $25,000, nearly double what was paid to Mahood and company. The Committee hiked ticket prices to $45 to try and recoup that increase in performers’ fees. “We’re at a bit of a loss in figuring out what we’re doing wrong,” admits Jackson. The sunny, warm weather may have been a factor, with farmers opting to work their fields and cottagers and campers heading to the great outdoors. Jackson says holding the event on a long weekend may have impacted attendance, too. On a positive note, Zinn says concert-goers from as far away as Saskatchewan and Minnesota came to Souris to see Brownlee.
“This is a draw that brings people here and shows that we’re not a dead town,” added Zinn. Zinn suggests that bigger may be better if concerts are held as revenue-generators. “Big name acts do cost a lot more money but I do believe we could fill the house.” He feels that top-name performers like Toby Keith or the Dixie Chicks would virtually guarantee a capacity crowd and enormous publicity. “Souris would be on everyone’s map”. Jackson says the pressing question is how the organizing Committee will reimburse the Municipality of Souris-Glenwood, which paid the $25,000 performers’ fees up-front. Ticket sales will not cover that tab although Jackson says sponsorship packages offered this year may help defray costs. The Souris Events Committee plans to convene in June to review ticket and concession sales and strategize on what kind of concerts to present in the future, and when. “Are we offering concerts too often,” wonders Jackson. “Is every second or third year enough? It’s certainly something we need to discuss”.

Head of Council resigns in Oakland-Wawanesa
by Glen Kirby After more than 25 years as reeve, David (Bunk) Inkster has resigned from Council in the Municipality of Oakland-Wawanesa, citing family health issues. “The reaction was silence,” says Inkster, recalling how staff and fellow Council members greeted his surprise announcement at this month’s regular council meeting. “One councillor said, ‘that’s not good’”. Stoic and diplomatic, Inkster found himself at the centre of what remains a stormy amalgamation between the former Rural Municipality (RM) of Oakland and the Village of Wawanesa. Forced together by Provincial Government edict in January, 2015, the new municipality has been plagued by infighting and threatened legal action amongst Councillors and staff; the Provincial Government has been asked to help ease the toxic workplace environment; and some rural residents are discussing whether it’s possible to undo the amalgamation. “If there was a plebiscite,” says Inkster, “I believe it’s quite possible the municipality would revert to the way it was”. Inkster first joined RM Council in 1989; he had not run as a candidate but was appointed Reeve by the elected Councillors, based on his volunteer

work within the community. “I told them I knew how to chair a meeting but I didn’t know much about the workings of the Municipality,” recalls Inkster. “They said don’t worry, we’ll keep you in line!” Re-elected reeve seven times, Inkster rarely faced opposition. His most serious challenge came in the fall of 2014 when residents in the newlyamalgamated Municipality of Oakland-Wawanesa selected their first council. Inkster beat former Wawanesa Mayor Bruce Gullett by a mere five votes. A year and a half later, that new Council is splintered. Rural Councillors fear Village Councillors are trying to carve a better deal for Village ratepayers, and vice-versa. The 2016 Financial Plan approved earlier this month carries a $69 tax increase for the average rural property while village homeowners will see, on average, a $33 decrease. On the same day that Inkster resigned, Council also formally accepted the resignation of the Municipality’s Assistant Chief Administrative Officer, Shawna Paulsen. Days later, Chief Administrative Officer, Marlene Biles, reportedly began a month’s sick leave. “Council has been dealing with challenges since amalgamation”, says Inkster, who told the

Plaindealer in October 2015 that he had never experienced anything similar during two decades as an elected official. “There’s been a lot of wasted time”. By Provincial law, a by-election must be held to elect a new reeve. Oakland-Wawanesa Council will appoint a Senior Election Official to oversee that process and set a date for the by-election “as soon as reasonably practical”, in accordance with the Manitoba Municipal Act. Deputy Reeve Perry Gullett is currently serving as reeve. Inkster won’t speculate on who may run and says he has not approached anyone about taking his place. “The next person will have to come in with an open mind. I believe that’s how I conducted myself”, said Inkster. He also hopes that all Councillors can take a step back and refocus on the task of serving both urban and rural people within the amalgamated region. In the last few years, Inkster battled cancer and his wife is currently waiting for a hip replacement. He plans to continue farming on the family homestead which the couple took over in 1971. “I was wondering if there was going to be any withdrawal symptoms from leaving council,” he says. “But I’ve been so busy that I haven’t had time to think about it”.

Dear editor, A WITCH HUNT IN SOURIS? Let’s string him up, chase him out of town, and ruin him in the name of righteousness! Recently I have come across a vendetta to persecute a certain restaurant owner for his actions towards female employees that have ended up in court. In an attempt to get me to join in this witch hunt, it was suggested that I remove my young daughter from her employ at this restaurant, of which I did not. She enjoys working there, and has had no problems with said restaurant owner. However her positive experience does not mean to trivialize the situation under investigation, nor the emotional stress these other woman may have endured. But, is it necessary for us to persecute him, or should we just leave it to the authorities? As I ponder over my many years and life experience here in Souris, I remember many people who have been in this sad situation, or similar shameful circumstances. Alcohol often plays a role in bad decision making and poor behaviour. I am sure there are very few people, in this sleepy little town, who can say that alcohol has not affected their lives, or some of their behaviors. Have we all been innocent of this? Has anyone else in this town ever been pointed at for shameful, dishonest actions about anything? Anything at all, alcohol induced or not? Cribbage players used only 4 1/2 tables on Wednesday, May 18. The best score of the evening was turned in by Dianne Murdoch and Gale Collinson. Second place went to Amelia Morden with Cindy Janz and Lorna Binions with Joan Dufily finished with third prize. Evelyn Harlton held the lucky ticket for the 50-50 draw. On Thursday, May 19, our clubroom was host to 16 people hoping to make some noise, and a few definitely did. Jack Rose and Marie Neilson shouted four times. However, Marie did a little better since she had two Bingos on one game. Making three yells were Gladys Skoc, Pearl
Marshall, and Lil Atchison. Lil’s last one was on the Little House which was worth $27. Double hollers came from Barb Gordon, Gale Collinson, and Marge Rose. Our meat draw on Friday, May 20, was slow but still a lot of fun. Since we have had few multiple winners in past weeks, it was a bit of a surprise to see two packages of meat taken home by Lyall Edgerton, Smitty, Ken McBurney, and Pat Murphy. Of course, Pat had to draw his own number to get a second package. The 50-50 draw amounted to $66 and the number belonged to Don Smith. The Ace of Spades was worth $373.50 and Justine Hanks had the opportunity to put it in her pocket. She was close but not close enough so it will be up for grabs next week. We enjoyed a cold plate supper of ham, turkey, potato salad, tomatoes from Manitoba and a rhubarb crisp dessert. We are planning a fun golf day in August, so watch for details.

Harnessing the Sun by Vern May George Bailey, the lead role in the timeless classic “It’s a Wonderful Life”, whimsically proposed to lasso the moon. Now, 70 years after that iconic film was released, Manitoba is getting ready to make serious strides at an even loftier celestial pursuit – to harness the sun. The greatest difference between both missions though, is that we have the technology at the ready to achieve our present goal. The recent announcement by Manitoba Hydro to offer incentives for residential and commercial installations of photovoltaic (PV) solar panels has been warmly welcomed by the Manitoba Sustainable Energy Association (ManSEA). The association has been actively exploring opportunities in the keystone Province to tap into the wide array of renewable resources available to us to generate green energy and the Hydro commitment has
opened the door for an encouraging step forward. “We are hearing that a number of people that were considering solar panel installations have went from ‘maybe’ to a ‘yes’,” says Wayne Clayton, the chairman of ManSEA. “Parts of Manitoba are among the sunniest locations in Canada, averaging 2300 plus hours of sun per year. Lack of sun has never been an issue, now with the incentive, the financial side may look more attractive to many.” Implementation of a solar strategy will not be delayed in preparing the industry to get educated in what is required to migrate to this area of energy production. Manitoba is already home to a number of contractors with experience in the design and installation of solar systems for solutions both locally and internationally. continued on page 5

Souris Blood Donor Clinic aims for 60 units
by Glen Kirby Canadian Blood Services hopes to see 60 local residents donate blood next Tuesday in Souris, a significant increase over previous clinics. “Unfortunately in the past few years, we haven’t been able to hit that target,” says Mike Choi, event coordinator with Canadian Blood Services. “We’re typically only seeing about 40 units when we visit Souris”. Choi says the upcoming clinic is especially important for stockpiling blood needed during the summer months when donations historically drop but demand remains high. Recent health concerns including the Zika virus and the common flu have also pushed donations lower at clinics across Canada. “These factors are making it challenging for us to maintain the national blood supply. That’s why we are rallying communities across the country, big to small, to
help out.” Florence Phillips, president of the Souris Hospital Auxiliary, says Clinics held in Souris traditionally draw 35 - 40 people although sometimes the number dips into the 20s. “There’s a province-wide concern that attendance is dropping,” says Phillips. “Mostly now, we seem the same faces showing up.” Choi admits the number of donors across the country has been declining and Souris is no exception. “We’re seeing a lot of older donors and not many younger ones. That’s a challenge because each year we need new donors to offset those dedicated donors who can no longer give blood for a variety of reasons,” added Choi. To reach younger donors in the westman region, Canadian Blood Services holds bi-annual donor events at Assiniboine Community College and Brandon Uni-
versity. Choi says programming is also being done in select high schools in the area but nothing in Souris at this time. “We would like to partner with them but haven’t found the right fit yet. It’s something we’re looking at for next year,” said Choi. Clinics are held in Souris every two months, or 57 days to be specific, which is the amount of time it takes a donor’s body to regenerate the red blood cells. “The best way to get new or younger donors involved is to go with a family member, someone who is already a blood donor,” advises Choi. “Then, it’s not so scary. You have someone who you’re familiar with and comfortable with to help you through the process”. The next Blood Donor Clinic is Tuesday, June 7, at the SourisGlenwood Memorial Complex from 4:00 - 8:00 p.m. You can pre-register by calling Canadian Blood Services or book on-line. Walk-ins are also welcome.

by Amber Doyle Amber Doyle and Tara Farmer coordinate the Souris Valley Recreation District Camp Runnamuck. The district covers Souris-Glenwood as well as the RM of Whitehead and the Town of Alexander. They are based out of the Souris Complex. Did you know June is Parks and Recreation Month? In recognition of this, Souris Valley Recreation is hard at work developing programs to get the community active throughout the month of June. From yoga, to painting classes, there’s something for everyone’s interests. One of the goals of the Recreation Department is to get children active at an early age. Working closely with Fit Kids, Healthy Kids, Souris Valley Recreation is offering physical literacy programs that are designed and developed
by the combined efforts of Doctors of Manitoba and Sport Manitoba. One of the programs offered, starting in June, is Toonie Tots! This program is to teach parents how to be active with their toddlers using very simple materials, some of which you could find at home. If you have a suggestion for a program that you would like to see in the community, Souris Valley Recreation wants to hear from you; the more feedback received, the better we can cater our programs to the interests of the community. Harnessing the Sun continued from page 3 Manitoba Hydro, along with members of the Manitoba solar industry and Red River Community College, are working on further certification training programs for solar PV installers to help expand the local expertise available. For property owners that are considering the advantages of implementing a solar strategy, Clayton recommends that early adopters of this new strategy consult with knowledgeable professionals. Installation of an approved solar system requires the engagement of a certified electrical contractor. A properly designed, installed and maintained system will ensure maximum energy production and optimal results. “As a customer, ensure that your installer is well informed about solar systems and that they provide information you understand,” says Clayton. “You should also do your homework on the track record of the firm you select to be certain they will be available to service your system in the future and be accessible to answer any questions you may have.” Hydro is also offering financing for
solar panel installations through the Residential Earth Power Loan program, however as with any financial situations, potential users might want to secure financial advice to determine what works best in their situation. “ManSEA is excited about the opportunities that this program brings to Manitobans,” says Clayton. “For many Manitobans this could result in significant saving on their energy costs over the years. The production of solar energy from this program also has the potential to assist Manitoba Hydro in the short term of having more energy to export east, west or south. Any energy export that could decrease coalgenerated energy in other jurisdictions also aids in decreasing greenhouse gas emissions. In the longer term, energy from this program also has the potential to assist in deferring further future hydroelectric dams in the north. In keeping with Mom’s wishes a Celebration of Life to honour her will be held at Central United Church in Brandon on June 4, 2016, at 2:00 p.m. She is survived by her five children Grant (Connie), Neil (Joan), Lois Fowler (Brian), Mark (Cindy Beyak) and Norma Purdy (Allan), along with 10 grandchildren and 10 great-grandchildren. Liberal Minister refuses to intervene on behalf of livestock transporters Ottawa – Larry Maguire, Member of Parliament for BrandonSouris, pressed the Liberal Government during Question Period to work with Manitoba Pork producers as the Minister of Agriculture has ignored calls from farmers and livestock transport operators to intervene on a decision by the Canadian Food and Inspection Agency (CFIA) that will change the sanitation requirements preventing the porcine epidemic diarrhea (PED) virus in Western Canadian swine herds. Maguire said, “Western Canadian farmers expect that when they ask for help, the Federal Government will listen and act – however,
the Minister of Agriculture has shown a total disregard by expressing that he will not intervene on their behalf.” The previous Conservative Government had allowed livestock transport trailers to have their trailers washed and disinfected in disease-free, certified Canadian facilities, instead of being forced to use American facilities where PED is widespread. According to Manitoba Pork, the Liberals have ignored advice from practicing veterinarians, all the major swine producer groups, the chief veterinary officers of the three Prairie Provinces, and swine health researchers. For month’s livestock transporters and pork producers have raised this issue with the Liberal

The Manitoba Pork Producers recently issued a statement that expressed their disappointment that the Liberal government will force livestock transporters to once again comply with a decades-old border regulation which threatens the health of Canada’s swine herd. “It is the Minister of Agriculture’s job to stand up for Canadian farmers, and to work with pork producers towards a solution, but instead he has turned his back on producers,” said Maguire. “This is just another example that this Liberal government is out of touch with Canadian farm families.
