We plan to feature these in a music display this summer, but in order to do so we need your help. Hotel-apartment complex to be four stories high by Glen Kirby Design changes to a multi-million dollar hotel and apartment complex proposed for Souris are creating challenges for Steel Creek Developers and local investors. “The residential part will be four stories high instead of three because more of the property footprint is required for hotel parking,” says Forbes Arbuckle, president of the investors’ corporation that will own the building planned for vacant property previously occupied by the Murray auto dealership and several other garages along 1st Street South across from Bigway Foods. The additional height means a raft of additional regulations which must be met and the potential for increased costs. National construction codes require all buildings higher than three stories to be equipped with sprinklers in case of fire. Construction, access to exits and other safety details are also more involved. “Issues like this prolong things,” says Arbuckle,
adding the $9-million project is about one month behind schedule. He’s not yet sure how construction costs might be impacted. According to the most recent plans, the complex will contain 29 hotel rooms and 18 apartments for “active adults” aged 50 and up. In addition to a $65,000 “buy-in” refundable upon end-of-tenancy, Arbuckle says apartment tenants will pay between $1,800 and $2,000 each month for rent. Arbuckle confirms at least half of the apartments have been spoken for and expects interest to increase once shovels are in the ground. “I see the same thing happening here as with the rink project. Once people see it happening, they’ll get serious about committing,” said Arbuckle. Tenants may still be a question but investors are in-place. About a dozen people have purchased the available shares in the new building and will reap the returns or losses of its operation. Arbuckle won’t reveal what shares are worth but does say
75% are held by residents, including himself, who live or used to live in Souris and district. “It’s not a real money-maker,” he cautions. “We expect it will take 8 to 10 years before we get our original investment back. Maybe we can realize a profit in the future. Local people are saying that they are doing it because it’s the right thing for the community.” A final decision on whether to build the $9-million complex could come in June when investors and Steel Creek Developers review final engineered drawings and seek bids from trades-people to determine if the project is economically viable. “By doing the sprinkler system and all these extras, we are able to get approval for this extra floor,” says Arbuckle. “Environmental permits are all inplace. The Town is supportive. As long as we meet the code requirements, I don’t see a problem.” If construction begins this summer, Arbuckle anticipates the housing and hotel will be ready for occupancy by the fall of 2017.
New seniors’ housing takes shape by Glen Kirby The concrete was poured this week in Souris for a new $460,000 seniors’ housing complex on 4th Avenue West next to the Royal Canadian Legion, and the contractor/developer hopes to have the three apartments ready for occupancy by August. “In a few more weeks, you’ll be able to see walls going up,” says Mark Fisher, owner of Souris-based Mark Fisher Contracting. “Judging from the number of people driving by to take a look, there’s a lot of interest in this development.” If he finds enough local demand, Fisher will construct three identical buildings along 4th Avenue West, each containing three apartments. Currently, he has renters committed to two apartments in the three-plex now under construction and two more for the second unit which he expects to start building in September and open in February, 2017. “Reception has been really, really good,” says Fisher, who feels the close proximity to shopping and other services is a big plus. “Location, location, location. For the very little advertising I’ve done to seek out tenants, reaction has been very good.” “We need more senior’s housing in this community,” says Laura Horn, who will be moving into Fisher’s building this fall. “Before this came along, I wasn’t even considering any other options. I’m really enthused about this development.” Each apartment will be 900 square feet with a garage. The middle suite of each three-plex will feature a bedroom and office while apartments on either end will have two bedrooms. Rent will be $1,000/month. Tenants are asked for a $15,000 “buy-in” to hold their apartment, which Fisher says is being put against construction costs. In exchange, he guarantees not to raise rent within the first five years. If the renter leaves within that time, the buy-in is returned on a pro-rated basis. “It’s a fair trade because what they are doing is pre-paying some of their rent,” says Fisher, who
worked in the financial services sector before becoming a contractor. “They’re getting that money back over the course of five years. It’s a creative way for me to come up with equity needed to build the apartments.” In the meantime, investors in another proposed housing project in Souris for “active adults” also continue to solicit potential tenants. Details of the Steel Creek hotel/apartment complex were first unveiled to the community during a public meeting last fall. Rent will range from $1,800 to $2,000/month plus a $65,000 refundable buy-in. “I can’t afford that,” says Horn. “It’s time for me to leave my house because I need help with the yard and I want to be closer to downtown but that is too expensive for me.” Fisher doesn’t feel he is competing with Steel Creek because the two developments cater to tenants with different needs. “I have talked with a number of local seniors who told me they were more interested in renting than in buying,” he says. Steel Creek is also proposing a much larger development with construction costs estimated at $9-million, while Fisher has opted for smaller, staged growth. “Originally I was looking at building a ten-plex,” he says. “But decided that three smaller buildings were more practical from a development standpoint. The more need, the more I will build, rather than going into debt on a building that might have a lot of empty units.” Fisher owns property lots at 24 and 28 - 4th Avenue West and has an option on 26 where the former fire hall currently sits. Before building on 26, he will have to relocate the fire hall to a new property as part of the option deal with the Municipality of SourisGlenwood. “In theory, we’ll start the third building next spring,” says Fisher, provided he has full occupancy in his other apartments.

Lucky meat package tickets were spread quite well over the clubroom with no one winning more than once until the third draw, then Blair Woods collected two packages and his wife, Ardelle, picked up one. You just never know what’s going to happen. The 50-50 draw was worth $117 and the lucky winner was Rae McBurney. A new “Chase the Ace” game was started and Keith Paul attempted to find the Ace of Spades to take home $298.50. Well, he found an Ace but it was the Ace of Clubs, so someone will get a chance at it next week. On Saturday, April 30, we are hoping to have a Sports Day of snooker, darts, shuffleboard and crib. Artist of the Month
submitted by Kathleen Legasse of Legasse’s Studio of Fine Art Margaret Stewart, a lifetime resident of Brandon, has been painting for over 20 years. She has always loved pursuing this interested and enjoyed teaching art during her career with the Brandon School Division. Margaret has taken a number of classes in water colour and oils in Texas as well as Brandon Art Gallery. Recently, she has developed a keen interest in working with coloured pencils and pen and ink which she often combines with water colour. Her favourite subjects are flowers, old buildings and still life. Margaret exhibits her work with the Brandon Palette Club in her annual
“Brushstrokes” show at the Westman Centennial Auditorium. Previously she had her own show at the Cinderblock Studio and Gallery as well as a joint show at the Carberry Library and will have a solo show in February 2016 at the Hamiota Art Centre. She is a regular entrant in the Arts West Juried Show having several pieces chosen over the years for their Travelling Gallery, She is the secretary of the Arts West Council, a member of the Manitoba Arts Council and recently completed a long term as president of the Brandon Palette Club. Margaret can be found most Wednesday mornings at the Prairie Oasis Senior Centre assisting with their weekly painting classes.

The following day, the truck was located and a red-handed suspect was arrested and charged by Souris RCMP. You ‘read’ it here first! On April 21, Police were called to a domestic dispute in Souris. A female was allegedly hit several times by her common-law husband. Charges laid and the male was lodged at BCC due to intoxication. On April 22, a call regarding suspicious persons was received by Souris RCMP. The witness stated that he saw two males with flashlights shining them in windows. When people ask me ‘do you like such-and-such an author’ I generally have to reply ‘Maybe.’ because I remember books but rarely authors. There are exceptions, but as a rule I think of authors only with reference to specific books. If I liked the book, I liked the author. I have learned from sad experience that the fact that I liked one book by a given author doesn’t guarantee I’ll enjoy their other offerings. A case in point is Helen Simonson. I read and enjoyed her first novel, Major Pettigrew’s Last Stand, but am tepid at best about her newly published book, The Summer Before the War. For those of you who have not read it, Major Pettigrew’s Last Stand is a romance/comedy of manners. Major Pettigrew is a retired military man, and is everything – good and bad - one might expect of an English gentleman. A widower with an obnoxious and meddlesome son, he has recently lost his brother Bertie, and now finds himself alone, lonely and totally at sea as to how to carry on. Enter Mrs. Jasmina Ali, an Englishwoman of Pakistani origin who runs the local shop. They meet when Mrs. Ali comes to collect the weekly paper money. Finding the Major in some distress, she makes him a cup of tea and stays for a time while he recovers. Thus begins an unlikely friendship. Despite differences in class, ethnicity, religion and so on, their friendship blossoms – but also scandalises their village, not to mention the Major’s son and Jasmina’s equally obnoxious nephew. The plot is predictable, as is the ending, but the serious issues of intolerance and the all too common tendency of adult children to patronize, if not control their parents, lie at the core of the story. It is a light read and silly in places, but I rather enjoyed the book, and since I did, I bought

The Summer Before the War, hoping for a similarly enjoyable story. I did not get it. As is always the case, enjoyment is a matter of personal taste, and the book has received some fine reviews. But for me the story was boring, the pace plodding, and the language extremely stiff and contrived. At the centre of the tale is Beatrice Nash, a young woman who arrives in the English village of Rye to teach Latin at the local school. Most the story revolves around her, the difficulties she has in being accepted as an independent woman, and her relations with a wide variety of characters. Indeed, the number of characters detracts from the storyline, especially as few are fleshed out enough to make any impression on the reader. Three, or perhaps four, gentlemen are supposedly interested in courting her but only one is developed to any appreciable degree. The young ‘gypsy’ boys she teaches, and their
grandmother, add an interesting sideline to the main story, as does the plight of the Belgian refugees the town takes in, but neither these characters, nor their stories, are well developed. I found the language stilted, often to the point of silliness. Take this as an example: “Pull yourself together, Cousin,” said Hugh. “It will not serve to allow the entire household to hear such agitation. Craigmore would not wish a conspicuous fuss, I’m sure. … you simply must recover your composure. No good can come from physical or emotional dishevelment.” Seriously? Sadly, most of the dialogue is similar. Plot, language and pacing all improve in the last 75 pages, but for a book that is 473 pages long, that’s a bit late for me. Overall, I found this book mundane and tedious, so if you were to ask me if I liked Helen Simonson, I would definitely have to reply “Maybe. Depends on the book.”

The census collects demographic information on every man, woman and child living in Canada. Information from the census will be used by governments, businesses, associations, community organizations and many others to make important decisions for your community, your province or territory, and the entire country. Census information is important for your community and is used in planning services such as schools, public transportation, senior housing and police and fire services. Population estimates obtained from the census are used to allocate transfer payments from the federal government to the provinces and territories, and from the provinces to municipalities. Here at MAFRD, we use Census Data in the Regional Economic Analysis Process (REAP). A REAP explains how communities can use regional demographic, labour, business and industry data to identify economic development priorities. With supporting workshops, this analysis leads to creation of an economic action plan. Letter to the Editor Dear editor, I have grave concerns about the mishandling of the situation of my son, Chris Martin’s dog, Charlie. I can’t believe that we have lost the compassion and love for our fellow man. My son did nothing wrong and he has lost his dog. He and his friend have lost their treasured pet. Through no fault of his own, it has been stolen from him. The bylaw enforcement officer turned his pet over to an agency from Brandon (Brandon and Area Lost Animals, or BALA) and that person has given it away. Because of gossip that was unfounded, the woman from Brandon decided, based on a story that should never have been told,
cruel information, she gave the dog to someone else. Council, our family was one of the original settlers in this town. The Kitchen family built every brick building in this Town and you don’t even have the compassion or caring to return my son’s pet. Why? What has he done to deserve this cruel treatment? Your employee deliberately disregarded Town policy and you are not making him accountable. You, Council are not being accountable. Make this right. Community must rally behind dog owner
by Darci Semeschuk Another week has gone by and still the Council for the RM of Souris Glenwood has done nothing to correct the wrong done to Chris Martin and his friend when their dog, Charlie, was virtually stolen and given to an agency in Brandon where he was rehomed. Council met last week and while two of them are in support of Chris, the balance of Council members feel that, sure, our staff “screwed up” but it’s done now so “get over it.” When a person is desperate, down and out so to speak, a beloved pet can sometimes be the difference between them making it or not making it. It’s that simple. Why is this Council, sweeping the issue under the rug? After repeated attempts to get a follow-up from the Municipal office, I received the following information: “In regards to the dog incident - After reviewing the Municipality’s policies and procedures regarding animal control, Council has taken corrective action and has clarified with staff.” That’s it, end of story. But is it? Residents in the Town of Souris, where is your compassion? Have we truly become a community where no one cares for their neighbour? The Council has made a terrible mistake. They have allowed the bylaw enforcement officer to breach protocol and give away an animal
that should have been returned to its rightful owner. There have been no repercussions, no accountability. If this was your animal, what would you do? Council must make this right. They are responsible for their employees and as such, they are solely responsible for this fiasco with Charlie. Solely. It lies at their feet. Council must advocate for Chris Martin through their lawyer or the law. Is Council hoping, as time goes on that this will just go away? Let them know what they did is wrong. Write them, call them send a letter to the editor. Encourage them to do the right thing and bring Charlie home.
Four-year-old Charlie went missing from his home Friday, April 8, when the clip that attached his chain to the dog run broke. The situation is compounded in such a bizarre fashion as to defy belief when the dog was placed in the care of Brandon and Area Lost Animals (BALA) by the local bylaw officer who breached municipal protocol. Since that time, based on rumour and innuendo, BALA has re-homed the animal and refuses requests to reunite him with his owner. To this point, council admits responsibility and that “mistakes were made” but have no intention of proceeding through official channels to have Charlie returned to his rightful owner.
