Representatives for the Province of Manitoba have marked three large elm trees on Crescent Avenue for removal. The majestic trees are infected with Dutch Elm Disease and they aren’t the only ones going down. The final numbers are not yet confirmed, but according to a municipal representative, quite a few trees on the western side of Souris will meet the same fate. Residents can expect to see the affected trees removed in 2018.

Three beautiful Elm trees located on Crescent Avenue will soon be removed due to extensive Dutch elm disease damage. The Provincial representatives have been out in the community of Souris and many, according to Souris Glenwood Public Works foreman, Andrew Ham-

ilton, more than just the three trees located on Crescent Avenue will soon be cut down. “I don’t have an exact number as far as the trees that have been marked for take down, but just when I am out I have noticed quite a few in the western part of the community,” explained Hamilton. “I will receive a report once it is prepared by the provincial department and from that point

we’ll have an idea of how many trees we’re dealing with and move to tender the removal of the trees.” The Dutch Elm Disease Management Program has been in existence in Manitoba ever since DED was first detected in this province in 1975. Communities participate in the program through an agreement with the province. Under these agreements, the province provides tech-

nical assistance and annual surveillance where trained inspectors search for elm firewood and infected elms. The participating municipality removes trees that have been marked by provincial inspectors. In addition, each of the communities must take measures to protect their elms from DED. These measures include activities such as regular pruning of dead branches from elms

that can attract elm bark beetles, basal spraying of an insecticide to elms to reduce elm bark beetle populations, and public education. Most of the infected trees in Souris are located on Second and Third Street and Third and Fourth Avenue, according to Hamilton. “That’s what I’ve noticed,” he said. ‘It seems that most of the marked trees are in that neighbour-

hood.” As far as prevention measurers undertaken by the municipality, Hamilton says that they have done basal spraying. DED means even more trees slated for removal Continued from Page 1 an infestation, cankerworm feeding can cause severe defoliation that stresses and weakens trees. Reducing the stress on elm trees makes them less attractive to elm bark beetles. Tanglefoot bands may also play an incidental role in trapping a few bark beetles. The Dutch Elm Disease survey program is managed from the Sustainable

Development office in Winnipeg and from a regional sub-office in Brandon. From the middle of May until the end of August of each year, provincially appointed inspectors and officers search for elm firewood and diseased and dead elm trees in each of the managed communities. These surveys require that inspectors, who usually work in pairs, visually inspect every property

in the community. This means that crews will drive slowly down each street and back lane looking for wood or trees. Properties that cannot be easily seen from roads or back lanes will be surveyed by foot (i.e. riverbank properties.) The crews have binoculars and may use them to look at the crowns of trees for DED symptoms, or they may use them to look at firewood piles.

Elm firewood can contribute to the spread of DED and it is illegal to store or transport in Manitoba. If elm wood has been marked on a property, the owner must destroy (burn, chip) the wood or take it to a designated elm wood disposal site (usually the local landfill) within the two weeks outlined in the letter left by the inspectors. ‘The trees that have been marked will be re-

moved in 2018,” explained Hamilton. “That will be done after we put out the request for tenders and select a company to go ahead with the removal.” Hamilton believes that once the affected trees are removed, new trees will be planted to take their place in most public areas. Urban elms in DED managed communities continue to thrive 40 years after DED was first detect-

ed in this province. Much of the success of the Dutch Elm Disease Management Program in Manitoba is a result of public participation and cooperation. Hydro rates rising 3.36%

By Darci Semeschuk I haven’t written an editorial for a while but recent events in my municipality have me spitting nails. I’ve been reading with great interest, and some frustration about the issues facing several residents in the Rural Municipality of Whitehead that borders Souris-Glenwood to the north. Glen Kirby of the Southwest Post has been covering the trials and tribulations facing these rural residents in the area called “Kemnay Woods.” These people are city transplants who decided to pack up their toys and leave the bustling city for an idyllic life in the country. Fast forward several years and life isn’t so idyllic anymore. They actually have to face real life issues that only country people can understand and accept. They actually have to think about what happens when they flush their toilet, what happens when they turn on their taps, deal with no street lights, no pavement, flooded land, poor road

conditions despite the best efforts of the municipality, winter storms, well water, septic tanks and fields, and the list goes on and on. I also live in Whitehead and have done so since 1982. My family has lived there since 1950. Over the years we have dealt with just about everything nature can throw at us. We’ve paid our taxes on time and held no one accountable for problems that have occurred because of rough roads, winter storms, or floods, unlike some of the residents in Kemnay Woods. One in particular, as reported by Glen wants to be reimbursed for lost wages when the road from her home was too muddy to traverse this spring. I was thankful to council for voting that motion down. You move to a swamp where nobody should live, throw up a home and expect the rest of the taxpayers in the municipality to be responsible for your lost wages when road conditions make it impossible for you to get

out? Outrageous. Deal with life in the country. This isn’t the city. Next, this resident take offense when a councillor make a sarcastic remark, something he shouldn’t have done but I swear I would have been hard pressed to remain silent when she asked for lost wages and fuel in the amount of $384 because she missed work when her road flooded. Councillor McKay remarked, “Is that all? No money for groceries?” Sure, that was unnecessary but it gave her more fuel for the fire. Now the press and lawyers are involved and that’s not going to come cheap for the rest of us taxpayers in Whitehead. Ironically, her comment about the council being “slack-jawed yokels” was perfectly fine in her view. Again, outrageous. What right does she have to disparage the people who are serving the municipality with such an inane comment? She showed a com-

plete lack of class with that remark. I missed three days of work last spring because the grader couldn’t make it out to the country after that terrible snowstorm we had. Do I ask for lost wages because the municipality should have made sure I was ploughed out in time for work? No, I dealt with it, as did many other people. I guess some of the blame has to lie at the feet of whatever council approved building permits in an area that was basically a swamp. I’m sure they saw the tax dollars these homes would bring in and went into it with rose coloured glasses on. Whatever the reason, we now have an area that

has homes where they shouldn’t be, basements that flood, roads that wash out. They deal with water issues and want someone to be accountable. They want their ‘neighbourhood’ drained. Well my dear, you don’t have to look very far in any municipality to know that ‘drainage’ is a fighting word. Since the floods of 2011, we’ve all had to adjust to higher water and in the country, that means incurred costs. It’s not council’s fault that water is on the rise. You got a muddy lane? Buy a load of gravel. Your basement has water? Install a dry well. Just don’t expect me to pay for it. Maybe the next most annoying word to a farmer,

besides “drainage” is “acreage people.” Don’t tar and feather me, they aren’t all bad but ones like the person in Glen’s story frustrate the heck out of me. Don’t move into the country and expect me to pay for your problems. Generally, some advise to people who move to the country: don’t move beside a farmer and complain that their cattle stink; don’t live beside a wheat field and complain that the spray the farmer uses is poisoning you. You move to our neighbourhood and expect to change the way we live and make a living? Don’t move to the country if you aren’t prepared to deal with country life. Stay in the city.

Attempted murder charges laid in Elgin shooting Submitted by RCMP On July 21, 2017, just after 9:00 pm, Blue Hills RCMP received a gun complaint. When officers attended a residence on 6th Street in Elgin, Manitoba, they learned that an altercation had occurred between two 19-yearold males outside of the residence. The investigation has determined that after the altercation between the two males, one male left the area and returned a short while later with a firearm and shot at the other male. The victim was able to get inside a home to safety. No further shots were fired and nobody was injured. Investigation led officers to a residence a few doors down from where the altercation took place. Mitchell Ratcliffe of Napinka, Manitoba, was arrested without incident approximately an hour after the incident occurred, charged with numerous Criminal Code offences and remanded into custody. On July 22, 2017, a search of the residence where Ratcliffe was staying resulted in officers finding

and seizing a firearm. On July 28, in consultation with Manitoba Justice, Mitchell

Ratcliffe was also charged with Attempted Murder. Ratcliffe remains in custody.

Maguire to host round table in Boissevain on Palliative Care submitted MP for Lethbridge joins Maguire to discuss National Framework Legislation Larry Maguire, Member of Parliament for BrandonSouris, announced that he will be holding a round table discussion on Palliative Care in Boissevain. The round table will take place on Thursday, August 10, and focus on Bill C-227, which recently passed in the House of Commons that

aims to create a National Framework for Palliative Care. Maguire said, “Palliative Care is an essential medical service but it is currently not available to all Canadians. My hope is that constituents will come and share their ideas on how we can improve Palliative Care services in Westman.” The aim of the legislation is for the Federal Minister of Health to work with provin-

cial governments, as well as with Palliative Care providers to develop and implement a framework designed to give Canadians access to palliative care - provided through hospitals, home care, long-term care facilities and residential hospices. Through these joint meetings, they will define what palliative care is and discuss how to better develop palliative care training and education needs

for health care providers. They will also identify measures to support palliative caregivers and facilitate a consistent access to palliative care across Canada. Another important element of the legislation is they will evaluate the advisability of amending the Canada Health Act to include palliative care services provided through home care, long term care facilities and residential hospices. Joining Maguire for the

round table discussion will be Rachael Harder, Member of Parliament for Lethbridge. First elected in 2015, Ms. Harder is the youngest female Member of Parliament in the Official Opposition Caucus. In addition, she currently serves as the Deputy Critic for Health and the Critic for Youth and Persons with Disabilities. “Our job as Members of Parliament is to listen directly to our constituents on issues that matter to them,”

Florence Irene Robson

Born September 8, 1928 at Boissevain, first child of Robert John and Sarah Catherine (nee B r o w n l e e ) M c C a l l u m . Florence lived her life fully and died following a very brief time at Souris Health Centre on June 22, 2017. Florence was predeceased by her parents, by her brothers-in-law Robert Galbraith, Dick Mason, and Bob Dahlby; sisters-in-law Gwen Mason and Eileen Dahlby; her son Brett Robson and her husband Clarke Robson. Florence is survived by her sister Christina (Chrissie) Galbraith, her brother (Bob) Robert John Duncan McCallum (Maria), her son Ian (Lois) and granddaughters, Erica and Sonya Robson, and nieces and nephews. Florence grew up in the 1930’s and 1940’s and being of Scottish heritage learned to be frugal and to work hard. She had a good sense of humour and enjoyed playing games, acting in skits, dancing, and going to Boissevain on Saturday nights. She grew up close to her McCallum cousins in the Croll District and the Brownlee cousins in the Beresford District. She attended Primrose School and finished high school in Boissevain. She attended Folk School and Leadership School in Brandon, and was a Camp Wannakumbac early participant and a camp councillor. She participated in Young Cooperators in Manitoba where she met Clarke Robson of Deleau. They were married on October 17, 1953, and toured the U.S.A. on their honeymoon. They farmed with his parents Leslie V. and Edna Robson on Tizhome Polled Hereford farm. She raised two boys and provided for her family and others from her large and bountiful garden. She won the Hartney Horticulture trophy for farm garden and yard. She lived with joy in watching her plants and garden grow, and in sharing the bounty. Family, friends, and neighbours were always welcome, and visits from nieces and nephews increased her joy. Tizhome farm also hosted many exchange students. Florence liked to write letters which helped link the family together. It was great sorrow to lose Brett to cancer in 1976, but she was so happy to live close to her two granddaughters. Florence and Clarke travelled with family to California in 1961, Mazatlan Mexico in 1965, to Expo 67, and most of the provinces. Trips to Mexico, New Zealand, Australia, China, and Cuba broadened their knowledge of the world. Florence and Clarke spent many winter seasons in Orange Grove RV park in Edinburg, Texas, and in Victoria BC. She strongly supported the Cooperative Commonwealth Federation and the New Democratic Party. She strongly believed that Co-operation and Coops achieve a greater good for everyone and that as a society we still have a long way to go. She donated to a long list of Social Justice Organizations including Doctors Without Borders and Marquis Project. A celebration of Florence’s life led by Unitarian Rev. Jane Bramadat (cousin) will be held August 14, 2017 at 2:00 p.m. at Tizhome Polled Hereford farm near Deleau, MB. Friends, neighbours, and family are welcome rain or shine - be prepared. Melita RCMP make drug bust Page 8, Souris Plaindealer, Souris, MB, August 04, 2017

submitted In the late afternoon of Friday, July 28, 2017, Westman RCMP executed a search warrant under the Criminal Code and the Controlled Drugs and Substances Act at a residence located in Melita, Manitoba. Police located and seized more than 24 ounces of Methamphetamine, five ounces of Marijuana, 56 grams of “shatter”, a small quantity of cocaine and hash, a firearm, and a small quantity of Canadian currency. Police arrested and charged 38-year-

old Richard Edwin Underwood of Melita. He has been charged with two counts of Possession for the Purpose of Trafficking, two counts of Possession of a Controlled Substance, Assault, Forcible Confinement, Utter Threats, Unsafe Storage of a Firearm, and Failing to comply with a Probation Order. He was remanded in custody and appeared in court on July 31 where he remains in custody. “Our officers worked hard and their efforts were rewarded with a significant seizure of meth,” said Sgt. Ed Riglin,

acting Area Commander for the Westman RCMP Detachment. “These drugs would have had a profound effect in the

community of Melita and the surrounding Westman area if this substance had been able to hit the streets.”

Those who produce and traffic illicit drugs destroy lives, homes and communities. The RCMP remains fully committed

to enforcing laws against illicit drugs to their fullest extent. Westman RCMP continue to investigate.

Responsibilities: Operate heavy equipment (graders, dozers, loaders, trucks, backhoes, etc.) for various maintenance and construction projects, road/approach repair & construction, culvert installation, snow/ and ice control, and sign installation. Perform regular maintenance on all equipment. General labour as required. Qualifications: 3-5 years experience in operating heavy equipment, including motor grader, excavator, dozer and wheel loader. MUST be mechanically inclined. MUST have a valid driver’s license - Class 1 driver’s license is considered an asset. Possess heavy equipment training.
