Canada Day 150 was a weekend filled with fun for everyone in Souris. It began with a barbecue at RBC, spectacular fireworks in Victoria Park and a weekend filled with music, entertainment, good food, baseball, and winding up with a fifty-year anniversary celebration at Hillcrest Museum. Health Auxiliary halfway there by Darci Semeschuk The Souris Health Auxiliary, known locally for raising funds to purchase equipment with the goal of improving life at the Souris Health Centre, have been working towards the goal of purchasing a portable ultrasound and they are half way there! The volunteer organization has used the annual Strawberry Tea as a major fundraiser in the past and this year was no exception.

“We are so pleased with the response we got at our Strawberry Tea this year,” explained volunteer Pat Baldic. “On top of all the people who attended, we also made 374 deliveries and that is up from 213 in 2016!” Those deliveries went out to 62 businesses and organizations in Souris. In total, this year’s Strawberry Tea raised over $3,600. According to Baldic, there isn’t an exact figure that is needed for the portable

ultrasound but they do know that it’s in the neighbourhood of $25,000. The organizers know that their projects wouldn’t exist without the support of the community as a whole. “We are very thankful to everyone for supporting us in our endeavours to enrich the lives of the residents and patients at the Souris Health Centre,” stated Health Auxiliary president Sheila Hollyoake in a message to donors. “The success of this event

was achieved because of your participation and subsequent donations.” If you are curious about how the fundraising is going, stay tuned as the members of the Health Auxiliary are placing a “Fundraising Thermometer” in a public place in the near future. The Health Auxiliary has another fundraiser coming up on August 19. They will hold a Meat Draw at the Souris Legion. Mark your calendars.

Souris RCMP Report June 14 • Complainant was contacted by a Facebook friend advising that she had won a contest and to provide a copy of her driver’s license to claim it. Once received, the scammer gave a contact person for claim. Complainant then called the Police. No money lost but it was advised by Police to contact her bank, just in case. information were provided. June 15 • Policed attended a Souris residence after reports of two intoxicated females breaking things. Police were taking a statement at the residence when another call of two females walking on the highway came in. Both females were arrested and lodged; to be released in the morning when they sobered up. June 19

• Souris RCMP responded to an unresponsive male on the SourisGlenwood Golf Course. He was transported to Souris Hospital where he was pronounced deceased. June 25 • Police responded to large fight at a local bar to find many people scattering in all directions as he pulled in. The rowdies could not be identified and patrols were fruitless. June 26-28 • Three separate reports of money being taken from bank accounts of a local bank were reported. Files remain unsolved. I spent much of June reading older murder mysteries and thrillers. Some good, some very poor. I ended the month, and started the new one, with new books though – again some good, some less so.

‘Magpie Murders’, by Anthony Horowitz, is something of a bargain as the reader gets two mysteries for the ‘price’ of one. It is essentially a book within a book. The first ‘book’ is ‘Magpie Murders’, by the (fictional) crime novelist Alan Conway. Written very much in the style of Agatha Christie, it features two deaths, one of which is definitely murder and the oth-

er of which might or might not be. Suspects abound, as it seems almost everyone in the village had reason to dislike one or both victims. Enter Atticus Pünd, a detective very much in the mold of Hercule Poirot. But just as Pünd announces that he has solved the mystery, the book abruptly ends. The last chapters are missing! That leaves Susan Reyland, Conway’s editor,

as frustrated as it would you or I, and she sets out find the lost chapters. What she discovers instead is that her prize-winning novelist is dead. A suicide, so it seems. Reyland doesn’t believe it, even though she is the only one who doesn’t, and the second half of the novel relates her efforts to solve the mystery (if there is one) of Conway’s death. I found the first part of the

RBC kicks off Canada Day a bit early

Staff at RBC locations across the country, including Souris, kicked off Canada Day 150 a bit early with cake and refreshments on Thursday, June 29. According to Souris manager, Linda Swaenepoel, June 30 is the busiest banking day of the year so they chose the June 29 to Celebrate 150 with Youth. The branch had $150 to give an inspiring youth to spend in local businesses. Souris chose Jordy Hale and she spent it at an Elks hockey game to buy hot chocolate for everyone in attendance. book enjoyable, but the second half somewhat less so. Much of it is repetitive, as Conway’s life and death seem to mirror that of one of his characters, and so we are constantly referred back to the first mystery. I also find authors writing about writing a bit too ‘nudge-nudge, wink-wink’ for my liking. Still, the book as a whole was good if not great, and, oh yes, we eventually do learn the solution to the original Magpie Murders. ‘Darktown’, by Thomas Mullen, mixes history with mystery. I enjoyed it but found it difficult to read at times. The difficulty came from its realism. Set in the late 1940s, it follows two of Atlanta’s first African American officers as they try to do their job while navigating the incredible racism prevalent at the time. Restricted to walking a beat in the ‘black’ neighbourhoods of Atlanta, they make what should

have been a routine traffic stop, only to discover an intoxicated white man in the company of a battered young black woman. They are dismissed from the scene when a brutal and very racist senior officer takes over, but when the young woman subsequently turns up dead, Boggs and Smith go against regulations to investigate her murder, and in so doing place themselves in mortal danger. Dirty cops, progressive cops, moonshiners, prostitutes and the ever-present and overriding Jim Crow restrictions all come into play as the story winds its way to completion. I found it a good read, but you should be aware of the fact that the author describes things in language that, though true to the times, may offend. I would still recommend the book, both as a good crime novel, and for its description of the time, depressing though that may be.

Souris & Wawanesa winners announced submitted by RCMP, Westman Traffic Services In honour of Canada’s 150th birthday this year, the RCMP’s Westman Traffic Services Unit held a police “car-naming” contest in eight schools within the Westman area. The Royal Canadian Mounted Police traces its history back to May of 1873 when the Parliament of Canada established the North West Mounted Police (NWMP) to police the vast North West, which encompassed today’s provinces of Manitoba, Saskatchewan and Alberta, as well as the Northwest, Yukon and Nunavut Territories. The North West Mounted Police has a rich history in Manitoba. A Force of 150 Mounties was assembled over the winter of 1873/1874 at Fort Garry (now Winnipeg). After a hard cold winter of training, an additional 150 members joined the original contingent at Fort Dufferin near Emerson in the spring of 1874. From here, 275

Mounties departed on the famous March West to eliminate the illegal whiskey trading in the area around Fort Whoop Up (near today’s Lethbridge, AB) and to establishing detachments across the prairies. The Force, as it’s called, has grown from those 150 members in 1873 to approximately 18,300 regular members (Police officers) and 10,000 civilian employees today in 712 detachments across the country. In 1904, King Edward VII authorized the prefix “Royal” and the Force became the Royal North West Mounted Police (RNWMP). In 1920 the RNWMP joined with the Dominion Police to form the Royal Canadian Mounted Police and expanded to eastern Canada. The Westman Traffic Services Unit, often better known by the former name of ‘Highway Patrol’, is located in Minnedosa and supplements the local RCMP detachments providing traffic enforcement throughout the Westman area. The unit

primarily focuses on patrolling the Trans-Canada Highway, the Yellowhead Highway and Highway #10 from the United States border to Riding Mountain National Park. The unit is composed of 1 sergeant, 1 corporal, 7 constables and 2 support staff, with 9 police vehicles. In the past some members named their vehicles just for fun. The RCMP has a long history based on various traditions. Our forefathers of the North West Mounted Police rode horses and of course named their mounts. In honour of this tradition the Westman Traffic Services unit engaged elementary students across the Westman area to submit names for each police vehicle. The RCMP Musical Ride horses and Police Dogs are named in similar national contests. The Mountie responsible for each car chose his/ her favourite name from those submitted. Each winning student was presented with a certificate of

and the officer who drives the police vehicle. The student was also presented with a stuffed RCMP Musical Ride horse. All the students in the class were presented with RCMP stickers and tattoos, and were given a tour of the police car. The students quite enjoyed playing with the emergency lights and siren, and sitting in the back of the police

vehicles. Hopefully, they don’t find themselves back there when they grow up! The Souris winner was Elizabeth Ann Graham. She named Sergeant Mark Hume’s police vehicle Polar Bear. The Wawanesa winner was Tanner Hawrylyshen. He named Constable Luanne Gibb’s police vehicle Lewis.

Residents from Brindle Avenue East attended the meeting with concerns in regards to the proposed campground development of the property owned by the Souris & Glenwood Agricultural Society. Mr. Larry Winters represented the group expressing concerns about noise, campfire smoke, traffic and safety for children playing ball. Council explained that a campground expansion within the Fairgrounds property is a permitted use for the area. The hydro services are currently being upgraded to accommodate the upgrades to the ball diamonds and washroom facilities. Any further development considered would require major funding which is not available at this time. When a proposal for development is presented to Council, concerns from residential property owners will be considered. RCMP – quarterly report: Corporal Mike Boychuk and Staff Sergeant Clint Wikander of the Blue Hills Area attended the meeting to review the Statistics report for the municipality for the previous quarter. Overall statistics are similar to previous year. Recent break and enters are still under investigation. Rural traffic patrolling has in-

creased. Two new constables have been assigned to Souris. MB Infrastructure & Transportation – Highway Traffic Permit Information was received from MB Infrastructure & Transportation advising of a Permit Application to erect a Bbusiness advertising sign on Highway No. 2. Council has no objections to the request. The following motions were approved: • That the agenda be adopted as presented. • That the minutes of the regular meeting of Council held May 23, 2017 be adopted as circulated. • That Council for the Municipality of Souris-Glenwood approve for payment of accounts to June 13, 2017 represented by Cheque Nos. 100003099 to 10003190 for a total of $450,908.50. • That Council accept the Revenue and Expense Statement as of May 31, 2017 as presented. • To transfer from the Urban Arena Complex Reserve Fund $23,335 and from the Rural Recreation/ Economic Development Reserve $11,665 and payment to Souris-Glenwood Memorial Complex Operating Board in the amount of $35,000 be completed. • That Council approve the following building permit as recommended by the Building Inspector: 2017-12 - Lots 9/10 Block 9 Plan 21024 – 48 Glenwood Street S - addition to existing single family dwelling. • That Council approve the following building permit as recommended by the Building Inspector: 2017-13 - Lot 2 Plan 57365 – 34 Aspen Avenue West, construction of in-ground swimming pool

• Council approve the following building permit as recommended by the Building Inspector: 2017-15 - Lots 8 & 9 Block 30 Plan 17 – 125 8th Avenue West, construction of single family dwelling • That Council approve the request by David Kohut for proposed drainage works for the installation of tile drainage on at S½ 8-7-20W subject to the approval of an Application for Licence to construct Water Control Works from Manitoba Conservation and Water Stewardship and that all drainage activities must fall under the guidelines as set out by Manitoba Conservation and Water Stewardship. • That Council accepts the quote from Zenith Paving Ltd in the amount of $43,689 plus GST for to complete street seal coating project in 2017 on Crescent Avenue West – from 1st Street S to 3rd Street S • That Council accepts the quote from Trench Works Ltd in the amount of $189,475 plus GST to complete the water main installation project in 2017; Crescent Avenue West – from 1st Street S to 2nd Street S. • That Council accepts the quote from Insituform Technology Ltd in the amount of $34,730 plus GST to complete the sewer main lining project in 2017; Crescent Avenue West – from 1st Street S to 2nd Street S • That Council accepts the quote from Armtec in the amount of $24,406 plus GST to complete the following drainage project in 2017; lane behind (east of 1st Street South) of new Hotel/ Condo Complex • That Council adjourn to meet again on Tuesday, July 11, 2017 at 7:00 p.m.
