submitted The Council for the Municipality of Souris-Glenwood held its regular meeting Tuesday, February 14, 2017 at 7:00 p.m. Members present were Mayor Darryl Jackson, Councillors Sandra Denbow, Darcy Gerow, Mark Gillis, Joseph Goodwill, William Tanguay, Gerald Williams and CAO Charlotte Parham. Delegations Bruce Apperley, SourisGlenwood Municipal Emergency Coordinator, attended the meeting to present the updated Emergency Plan for the Municipality of Souris-Glenwood. The potential of a spring flood event was discussed with areas of concern were identified, in both rural and urban areas. The draft plan will be reviewed by Council and adopted at a future meeting. A table-top exercise will be arranged. Council members reported on various Boards and Committees which each represent as members of Council. Reports included the following: Parks Board – Campground Ex-
pansion Project in conjunction with the Ag Society – proposed location –Fairgrounds, Brindle Avenue; Southwest Flood Group; Finance Committee; Beautification Committee; Cemetery Board; Vet Board – Clinic requires furnace replacement; Airport Commission; Library Board; Canada 150 Celebrations. The following motions were approved: • That the agenda be adopted as presented. • That the minutes of the Regular Meeting of Council held January 24, 2017, be adopted as circulated. • To approve for payment of accounts to December 31st, 2016 represented by Cheque Nos. 100002750 to 10002816 for a total of $ 272,701. • That a levy of $10.00 per acre by levied against the properties described in attached Schedules “A”, and “B” in the year 2016 for each acre so infested; same to be cancelled if noxious weeds are controlled to the satisfaction of the supervisor; according to Section 28(2) of the Noxious
Weeds Act, that notice shall be served in writing to the owner(s) of the land of the levy and the method to be used in destroying or controlling the noxious weeds. • That By-law No. 162017, being a by-law of the Municipality Of SourisGlenwood to regulate and control the disposal of sewer and wastes into the Municipality’s sewage system, be given 2 nd & 3rd reading. • To accept the Policy 06-2017- Municipality of Souris-Glenwood Sanitary Sewer Service Maintenance Policy – as of February 14th, 2017as presented and that the Council and CAO will review and amend the above Policy as required. • That Council sit as a “Committee of the Whole” in camera. And Further Be It Resolved that all matters discussed in camera be kept confidential until such matters are discussed in an open council meeting. • That the Council resume the regular meeting. • Whereas the public tendering process has been
completed for the loading, hauling and stockpiling of approx. 12,500 cubic yards of screened gravel from Speers Pit to the Municipality of Souris-Glenwood; And whereas six tenders were received and reviewed; Be it resolved that Council hereby award the tender of S. J. Moore Contracting Ltd as per attached. • To authorize the salaries to be paid to Municipality of Souris-Glenwood staff effective January 1st, 2017 as per recommendations of the Personnel Committee as attached and that the Personnel Committee will review of all salaries for the year of 2018 prior to December 31, 2017. • Whereas the public tendering process has been completed for the Civic Centre Renovation Project which includes Phase I Administrative Office and Phase II relocation of Council Chambers; And whereas four tenders for the construction were received and reviewed by the Civic Centre Building Committee; Be it resolved that Council hereby award the
tender of CLC Carpentry as per attached; And further be it resolved that Phase I will be expensed from Reserve Funds and 2017 Levy and that Phase II will be expensed by borrowing funds in the amount of $150,000 for a term of 10 years; And that the CAO prepare the necessary borrowing bylaw. • To attend the AMM Mayors, Reeves, and CAOs Western District Meeting to be held in Winnipeg, MB on Tuesday, April 11, 2017, with expenses incurred be paid in accordance with By-law No. 03-2015. • To authorizes Council members and staff to attend the 2017 Flood Pre-
paredness half day seminar to be held in Brandon, MB on Wednesday, March 15, 2017, with expenses incurred be paid in accordance with By-law No. 032015. • Whereas the Souris Pee Wee Female Elks Hockey Team is hosting the Female Pee Wee A Hockey Provincials on March 3-5 , 2017, at the Souris and Glenwood Memorial Complex; Be it resolved that the Council of the Municipality of Souris-Glenwood authorize advertising in the program in the amount of $ 150.. • To adjourn at to meet again on Tuesday, February 28, 2017 at 7:00 p.m.

What will the Liberal Carbon Tax cost Souris Taxpayers? Dear editor, Regardless of whether you think Canada needs a carbon tax, the Liberals owe Souris taxpayers the cold hard truth about what it will cost. No taxation without information. It’s not a revolutionary idea: if the government wants to introduce a new tax they have an obligation to tell you what it’s going to do to your wallet and our economy. One would think that Prime Minister Trudeau would want to share information regarding his carbon tax plan as not only is this a significant change in policy; it is their flagship environmental initiative. However, after many attempts to get the financial analysis, the Liberals have repeatedly refused to release the information. It begs the question, what are they hiding? Now since the Liberals unilaterally announced a carbon tax on the provinces, a lot of folks have stopped me in the street or at the grocery store to raise their concerns about what the Liberal carbon tax will cost them. Even the most devout Liberal partisans believe they should release the information.
I remember one specific conversation with a young couple that live outside of Brandon but drive into the city every day to work, shop and run errands. They drive hundreds of kilometres every week out of necessity and take every possible measure to keep their fuel bill manageable. Once their income is taxed, groceries are purchased, and they pay their bills, there isn’t a whole lot left. They would like the Liberals to be forthright with them and spell out exactly how much more money will be taken out of their family’s budget. This is not an atypical story, in fact many families in Souris live pay check to pay check and can relate with this young couple. Another constituent, who happens to be living on a fixed income and is on CPP disability, called the other day and wanted an explicit breakdown of how much more money this carbon tax will cost her. I wish I had a better answer than saying, I’m sorry I really don’t know as the Liberals won’t tell us. I could only refer to a few reports that have provided estimates on what a $50-a-tonne on carbon will cost.
As a Member of Parliament who represents thousands of taxpayers with similar concerns, I believe we need to seek out the truth. Our Conservative Caucus have obtained a heavily redacted Finance Canada document, which warns of a cascading effect on prices that consumers, families, and businesses will pay as a result of this new carbon tax. Those documents reference data tables in which those costs
are laid out for families, broken down by income quintile: the very poor, the poor, the middle class, the upper middle class, and the very rich. We believe this information, without anything being blacked out, should be shown to Parliament and be released to the public. What we do know is that a Statistics Canada official recently testified at a House of Commons committee and stated that any increases in
fuel, food, and other basic necessities increased the number of people living below the poverty line. Even carbon tax supporters readily admit that the tax will raise the price of gasoline by 11 cents a litre, electricity by another 10%, and natural gas by over 15%. And according to the Canadian Taxpayers Federation, it will cost $1,028 per person, or $4,100 per family of four. I think we can all agree that the Liberal’s should
be open and transparent about the true costs of this new tax. We know they have estimated costs of this carbon tax and we all deserve to see the information. They should table their financial analysis on the impact of their carbon tax on Souris taxpayers. It’s the least they can do before taxpayers have to fork over even more of their hardearned money. In addition, Keen captured the Canada West Conference women’s hockey scoring title with 34 points (9 goals, 25 assists) and becomes the second Bison to accomplish this feat and also second in three seasons (Alanna Sharman in 2014-15). Keen was a 2016-17 Canada West First Team All-Star after she finished the 2016-17 conference regular season with points in nine of last 11 games and ended up with nine goals and 25 assists while playing in all 28 conference games. The 5’9” forward was seven points ahead of second place scorer in the conference. The Manitou, MB native was first in conference with 25 assists; tied for ninth in Canada West with nine goals; third in shots at 101; first in points per game at 1.21 and first in plus/minus rating at +22 in 2016-17. submitted by Glen Tosh This past weekend the Souris Pee Wee Girls had the honour of hosting the Manitoba Provincial A Championships at the Murray Arena in Souris. It turned out to be a pretty special weekend as at the end of the weekend the Souris Elks had the gold medals placed around their necks. Ten teams started the weekend vying for the gold medal. Each team played two round robin games and then they were seeded 1 through 10 after the results of those games. Game 1 for the local girls saw them face the Hamiota Huskies, defeating them by a score of 10-1. Then after a very impressive opening ceremonies capped off by Elk defensemen Jaeda Clayton singing our National Anthem, the Elks defeated Morden by a score of 3-1. After round robin was complete, the Elks received the first seed, which gave them a bye to Sunday mornings semifinals. Their semi-final opponent was league nemesis, the Foxwarren Falcons, and the Elks were primed
and ready for this game as they came out on top with a 9-1 victory. The other semi-final saw the Westman (Glenboro/Carberry) Falcons defeat a team from St. Anne 2-0. This set the stage for an
all westman final in front of a crowd estimated to be approximately 250-300 people. The Elks got two early goals and then held off the Falcons for a 3-0 gold medal victory. This capped off an impressive
season for the Elks as they finished with a record of 35 wins, 0 losses and 2 ties against Single A female competition and an overall record of 37 wins, 6 losses and 2 ties. Three Elks were named
to the Tournament All-star team as Louise Fergusson was named an Allstar defensemen and line mates Brynn Tosh and Aly Samels were named All-star forwards. Other All-star team members
included Grace Glover and Mckenna Beard from the Westman Falcons as All-star goal tender and defensemen respectively and the third All-star forward was Janique Labossiere from St. Anne.
The Souris School varsity girls basketball team hosted a Provincial Qualifier at the school on Saturday. Seven teams (3 girls, 4 boys) from around the province travelled to Souris to try to advance to the
Provincial Championships. Souris girls opponent was the Warren Wildcats, with the winner of the game getting a berth to Boissevain with a guaranteed top 4 seed at the championships. The game started a little
slow as both teams played great defense. Aly Kowalchuk got the team rolling as she nailed a couple of three pointers to open up a 9 point lead at the half. In the third quarter, the girls
were a bit sloppy at both ends of the court, however, the team quickly regained control behind the terrific defense and rebounding of Parker Janz and Katie Goldrich-Mcfaul and the
timely shooting of Tanja Gohl. The girls would carry that momentum all the way to a 63-42 victory, securing their spot at the AA Provincials, March 16-18. Tanja led all scorers in the
game with 24 points, while Aly added 20 of her own to go along with 6 steals. Katie finished with 6 points and 8 rebounds, while Parker added 4 points and a game high 14 rebounds.

First place went to Betty Devins and Joan Phillips, second to Joan Dufily and Lorna Binions, and third to Henry and Karen Maryniuk. The 50/50 was won by Don Doherty. On Thursday, March 2, Bingo had an attendance of 24 hopeful winners. There were six double winners - Gale Collinson, Lil Atchison, Chuck Dron, Larry Neilson, and Alys Will. Marge Rose won twice as well and also won $28 for Little House. On Friday, March 3, the Meat Draw had a good attendance. Double winners were Joe Price and Linda Ryckman. The 50/50 of $181 was won by Ken McBurney. John Kerham tried his luck at Chase the Ace but no winner yet. Dinner of turkey and all the trimmings was enjoyed. The March 18 Fun Bonspiel is almost here. by Tyler Crayston The inspiring hockey journey of Tim Morrison is proof that big things come from humble beginnings. Morrison was born and raised in Hartney, MB after his family moved from Gainsborough, SK. He is the youngest of six siblings and his road to success started in small town rinks on the Prairies. The motivation to succeed was not hard to find for Morrison. His brother Lew laced up his blades in 564 games in the National Hockey League. For Tim, he blazed his trail to greatness at Brandon University. He arrived on campus in 1977 and left a legendary mark on the men’s hockey program after completing his career in 1982. “When I got to BU I was very young, as I had just graduated high school. You are still maturing and growing up. It was a great
place to do that and make friends and connections and at the same time get an education and move on to a career. It was one of the most rewarding times of my life,” said Morrison. Morrison was a member of arguably the most decorated Bobcat hockey team ever. In 1980-1981, they achieved a No. 1 ranking in Canada for the only time in program history. The BU men’s team went 23 and 1 during the regular season, won the Great Plains Athletic Conference (GPAC) and earned a berth at the University Cup. Their storybook run came to an end after going winless at the national tournament. “We had a really good combination of different types of players. We had a good bond between players and a good combination of talent and grit. We went on a pretty good roll
that year and unfortunately the biggest tournament of our year did not turn out very well,” he said. Morrison’s final season on campus was a memorable one as he earned AllCanadian honours and was named BU’s Male Athlete of the Year. A lot of the time it is the guys you play with that help you attain goals. We had good chemistry on our line and had a lot of success,” he added.
