Peacock Ambassadors back for another visit
The “Peacock Ambassador” fans are back for another visit with their grandparents. Makayla and Kaitlyn Harper of Calgary were back in town for a visit with their grandparents, Judy and Don Smutko. When they were in town in 2016 they were so impressed with the peacocks strutting about town that they made a special chalk drawing of them. Now in 2017, the girls manned a lemonade stand featuring their peacock pics from 2016. Welcome back, girls!

After 125 years, Carroll loses community post office
Page 2, Souris Plaindealer, Souris, MB, August 11, 2017
by Darci Semeschuk After 125 years of being the place where neighbours congregated to hear the latest news, the Carroll Post Office is no more. The approximately 47 area residents will now access their mail at a group mailbox, often called a super mailbox. “We tried everything we could to keep the office in Carroll but despite everyone’s best attempts, a solution could not be found,” explained Canada Post local are superintendent, Paul Grier. “We always try and work with the community to find the best solution but in this case it just didn’t work and we were forced to go ahead and install the group mailboxes.” The community hub first opened in 1892 and through the years went through various changes until it was finally located in a personal home. Canada Post made the decision to shut down the office after being unable to find a candidate to replace the long time postmaster, Sandy Roy, who retired last fall. “It was fortunate that the former postmaster allowed us to use the facility for as long as she did and we appreciate it but the new owners did not want it there,” said Grier. “We met with the community and with Council and we un-

As reported in January, Canada Post specified in the job advertising that candidates must be able to supply premises accessible to persons with disabilities and will be responsible for “rent or lease charges, heating, lighting, cleaning, routine general maintenance, snow removal,
municipal taxes, and the necessary property and liability insurance coverage”. Some residents have said that these expectations were unrealistic and Grier agrees that it would be difficult to provide all of that and be viable. “Carroll is a low mail volume community and the
job has low hours so we understand why this wouldn’t work,” he stated. “If there had been a place such as a restaurant or another place of business that could have provided space, that’s when it works best but with that option not available, it brings us to where we are today with Carroll having a
super mailbox.” “There is no one to blame here,” explained Grier. “Everyone tried their best. It just didn’t work this time.” Keys were distributed last week and the newly installed group mailboxes went in to service Tuesday, August 8.

The Book Shelf
PHOTO/DEBBIE BUTLER
by Alexis MacLean I read around 200 books a year, most of middling quality at best. This year seems to have been particularly poor, as I can count the books I have truly enjoyed on the fingers of one badly mutilated hand. But I have just finished a book that ranks right up there at the top: “The Secret Diary of Hendrik Groen, 83¼ Years Old”. It was written by a very old and very prolific author, albeit one I have not heard from for a while: “Anonymous”. Yes, Anonymous. Unless, as I prefer to believe, Hendrik Groen really did write it! Whatever the case, it was a book I enjoyed so thoroughly that instead of sending it to my sister, as I most often do with books I buy, I bought my sister her own copy so I could keep mine to reread. As I rarely re-read any book, that says a lot. As one might expect from the title, the book is written in the form of a diary and begins: “Another year and I still don’t like old people. Their walker shuffle, their unreasonable impatience, their endless complaints, their tea and cookies, their bellyaching. Me? I am eighty-three years old.” You might assume from this that Henrick is going to be another of those grumpy old men (or women) who have anchored so
many stories of late, but you’d be wrong. He isn’t grumpy. He is active, intelligent, observant, and interested in the world and people around him. Primarily he is a REAL person. He doesn’t go for long, unrealistic walks, and he doesn’t rob banks. He lives in what here would be considered an assisted living facility, where he has a number of friends who are recognisably real people too. He has his good days and his bad days. In short, he and the people he writes about are genuine and easy to relate to. Because, as he says, “We have all the time in the world. We once complained about being overscheduled; now we’re thrilled to pieces if there’s something to jot down other than a doctor’s appointment”, he and a very select group
of friends form the OldBut-Not-Dead-Club. Unlike such groups in other recent books though, this group engages in activities which one can actually imagine people doing: they enrol in an art class, in a cooking class, take golf lessons, and so on, and through these we get to know his friends. And a special lot they are too. There is much humour in this book, much social commentary and much pathos as well. You will find yourself laughing but also close to tears. Overall, I just loved the book – and I missed Hendrik terribly when I finished it. I am overjoyed to discover that another of his diaries is to be published, but not until January, so I guess until then I will just have to visit him again by rereading this one. A really fine book. Dear editor: Federal Government goes after Credit Unions Did you see the news recently where Credit Unions were told they are not allowed to use the word “bank”, “banker” and “banking”? That’s right - the heavy hand of the Federal Government came down on our much beloved and community orientated Credit Unions. And for all Credit Union members out there who thought they were “banking”, I guess you were doing something else all these years while depositing cheques and paying off your mortgages. While others in Ottawa are spending their time on other matters, like ending up on the front cover of Rolling Stone and doing podcasts on their favourite American television show, I was
meeting with our local Credit Unions and working diligently to return a little common sense to the world. You see the Federal Agency responsible for regulating banks and other financial institutions quietly issued new regulations that will damage the thousands of credit unions that operate across our country. The regulations issue a blanket prohibition on the use of terms like “bank”, “banker”, and “banking” by basically any entity other than major banks. Credit unions, who have traditionally been allowed to use common terms like “bank with us” or “online banking”, will no longer be allowed to do so. The terms “bank”, “banker”, and “banking” have been part of the common vernacular for more than a century. In particu-
lar, “banking” is a generic verb used to describe a financial transaction. This decision, which came into effect immediately, has given non-bank financial service providers timelines within which they must remove these terms from electronic mediums, print materials, and physical signage. As you can imagine, this will result in significant and unnecessary costs for those institutions utilizing what is, in essence, common language in the financial sector. In fact, the administrative costs to Credit Unions to change and popularize other unknown terms and order new signs are estimated to be over $80 million. And why the sudden change? No explanation has been forthcoming. This has left credit unions and their customers confused as to why they would want
to change a decades-old practice. The result of these changes will be increased costs for credit unions, which will have to pay for changes to signage and other marketing. Moreover, it will put them at a further competitive disadvantage when compared to the big banks. Over the past several months, credit unions and Parliamentarians alike have reached out to the regulator and to the Finance Minister to strongly oppose these changes. In fact, at an All-Party Credit Union Caucus meeting on Parliament Hill, MPs and Senators from all parties agreed that these changes were unnecessary and harmful. Unfortunately their views seem to have fallen on deaf Liberal ears. There are over 300 credit unions nationwide that serve over 5.5 million members. Credit Unions provide a community-
focused approach to finances and are regularly recognized as leaders in customer service. Instead of making business harder for these important institutions, we should be looking for ways to help ensure that credit unions can thrive and prosper in our communities. It is not too late for the Liberal government to step in and change these regulations. I am calling on the Liberals to work with our Conservative caucus and Credit Unions to fix this calamity and update the regulations. If you also believe the Federal Government should change the regulations, please email the Minister of Finance at Bill.Morneau@parl.gc.ca and CC me at my personal parliamentary email at Larry.Maguire@parl.gc.ca

Professional Wrestling returns By Brandi Pollock Canadian Wrestling’s Elite (CWE) has been in operation since January 23, 2009, and have been entertaining Canadians ever since. This year the CWE is proud to announce one of the biggest tours yet, ‘The Nightmare on Elite Street’, from July 31 – August 20. “Talent wise this is the biggest tour we have ever operated with 21 events in 21 days across five provinces!” CWE Tour Organizer Danny Warren said, “Talent is being represented from across Canada, the United States, and with talent coming from as far as India and Japan. These shows will be comparable if not better than the
wrestling people are accustomed to seeing on television.” The tour consists of 21 events in 21 days across five Canadian provinces; British Columbia, Alberta, Saskatchewan, Manitoba, and Ontario. The CWE has added in Golden, BC, Assiniboia, SK, and Sault Ste. Marie, On to this years event list. “We have been touring the prairies for 8 plus years and the crowds are always incredibly fun and always growing.” Warren said, “Two years ago tours would be 4-6 shows long but due to the success and demand for them have grown to the size you see today with a bulk of the events in Saskatchewan and Manitoba where we have our

For the first time ever, Koloff will be touring Canada to meet his fans, sign autographs and take photos prior to every event. “These events also feature a special women’s attraction wrestling match, which is the first time in 3 years the women have toured Canada with us,” Said Warren. The August 8 Manitoba Crop Report stated that most first cut hay is complete with yields ranging from average to above average; quality is good. One has to appreciate the humour of this farmer who created a foxy bale-crow of sorts in an effort to get rid of the unwanted foxtail in a field northeast of Souris. Since his first creation, two more partners have been added, a Minion and now a pirate. Who knows what’s coming next! No doubt these effigies will be burned come fall. PHOTO/DARCI SEMESCHUK
compiled by Darci Semeschuk The Province of Manitoba released its weekly Provincial Crop Summary on August 8. Harvest has begun in winter cereals and field peas with good yields and quality reported. Insect monitoring is on-going in many crops but disease incidence remains low. Haying continues but in dry areas re-growth is minimal and pasture quality is beginning to decline. In the Southwest Region of the province, moderate to normal temperature and timely showers allowed for continued crop development. Rainfall ranged from 15 to 40 mm across the region, with the majority occurring early in the week and topped up on the weekend. Winter cereals are at the hard dough stage. Desiccation and harvest has occurred in some winter wheat, reporting 65 bu/acre. Fall rye harvest will begin soon. Early seeded spring wheat and barley are in
the soft dough stage. Lodging is visible in some fields due to heavy rain last week. Fusarium levels are low. Canola is podded, with some fields starting seed colour change. Heat blast and blank pods are noticeable. Some areas have reported spraying to control Diamondback moth and Bertha armyworm. Field pea s are beginning to dry down with some desiccation occurring. Sunflower fields are flowering with no major issues. Corn is at grain filling stage. Soybeans are in the R4 to early R5 stage. Aphids found in soybean but levels are under economic thresholds. Recent rainfall will help pastures that have not been overgrazed. Most haying is complete, with producers utilizing slough hay as they dry out. Most hay is good quality. Second cut will be limited. Dugouts are about 60% full. The next crop report will be released August 14.

CTF warms small business owners about business tax changes
submitted The Canadian Taxpayer Federation (CTF) wants small business owners to be aware that proposed changes by the Federal government could impact their bottom line. Recently, Federal Finance Minister Bill Morneau announced he will be considering certain business tax changes with the goal of “improving fairness in the tax system by closing loopholes and addressing tax planning strategies.” But it’s not quite that simple. The government seems to want to make changes that would stop “income sprinkling,” holding income in a private corporation and converting business income into capital gains. For people who are employed and collect a regular paycheque, these changes won’t directly impact your taxes. But if you’re a farmer, a doctor or another selfemployed professional, they might. If you want to read how these changes might impact some small businesses, here are a few newspaper opeds that have run recently: ottawacitizen.com/business/local-business/saikaley-proposed-tax-reforms-dont-crack-down-on-thewealthy-they-threaten-small-business www.theglobeandmail.com/globe-investor/personal-finance/taxes/proposed-tax-changes-will-shake-thesmall-business-world/article35754872/ business.financialpost.com/personal-finance/ taxes/a-93-per-cent-tax-rate-private-corporation-taxcould-make-it-possible/wcm/3de2e7ba-dfd3-4b7b-bfcc-b951db552eab Or if you’re particularly interested, the government has a 63-page consultation document available: www. fin.gc.ca/activty/consult/tppc-pfsp-eng.pdf The government also wants to hear from Canadians on these proposed changes. Do you support them, support some and oppose others or are you opposed to all of the changes? You have until October 2, 2017, to email your thoughts to fin.consultation.fin@canada.ca We’d like to encourage you to provide input and cc us your response to taxreform@taxpayer.com
The CTF has been supportive of making the tax system lower, simpler and flatter. But we’re opposed to having the government use tax reform as political cover for tax hikes. We’re planning on submitting our input as well, but we’d like to know what you think before we do so. Thanks for all you do, we look forward to your feed-
back. Scott, Aaron, Shannon and the entire CTF team P.S.: Politicians only listen when they hear it loud and clear. Keep the CTF making lots of loud noise by making a financial contribution today. You can make your donation through our secure donation website here: www.taxpayer.com/donate

Souris Railway Museum now has CPR jigger on site
Souris Railway Museum volunteers have spent the last three years searching, locating, repairing, and installing a CPR jigger at the Museum site in Souris, replacing the CNR jigger that was initially used for the project. Volunteer John Jones is seen here with the newly installed CPR jigger. PHOTO/DEBBIE BUTLER

by Darci Semeschuk There is a new kid on the block at the Souris Railway Museum and Museum curator, Ferg Devins, is pleased to make the announcement. “The Souris Railway Museum finally has a Canadian Pacific Railroad ‘jigger,’” explained Devins. “It’s been a long project but we think it’ll make people happy.” Three years ago the Railway Museum organizers and volunteers obtained two older, decrepit track motors from Calgary. According to Devins, Rick Smith transported them to Souris and since then, Denny Philp and John Jones went to work and using parts from the two, reproduced them into the present exhibit currently at the Museum. Mark Stocks and Gerry Gatey also helped
LEN’S Box 5, Site 400 R.R. 1 Brandon, MB R7A 5Y1
with the installation. “Murphy’s Repair at Deleau donated some of the parts required,” said Devins. “The doors of this car will be unlocked during Museum hours, for youngsters to inspect and get their picture taken.” Devins believes that critics, who have expressed displeasure with the existing jigger not being a “CPR” jigger, will now be happy that finally there is a CPR section men’s car on site, even though railway museums do exhibit authentic equipment from other railroads. The former Canadian National Railroad track inspection car went to the Rivers Railway Museum. Tourists are also welcome to take pictures of their kids in the engineer’s seat, on the Diesel Simulator.
