National Paramedic Week celebrated by Darci Semeschuk Members of Souris EMS were out in various locations across the community to celebrate National Paramedic Week held May 28 – June 3. On the list this year were Souris School, Souris Early Learning Centre, Teddy Bear Daycare and the Alexander School. Paramedic Dustin Van Damme stated that the event was a good way to bring awareness to the children. “The students get to tour the ambulance and see all of our equipment,” he explained. “They also learn about what kind of emergencies we deal with and how to access emergency services through 911.” Souris Emergency Medical Service (EMS) strives to give the best possible care by serving Souris and surrounding communities and rural municipalities with advanced life support paramedics 24/7, essentially bringing the emergency room to their patients. They also serve the area with numerous proactive and preventative health care initiatives such as holding CPR courses, blood pressure clinics, child car seat inspection clinics, farm safety days, bike helmet awareness campaigns and more.

Highlighted calls for service in Souris RCMP area were as follows: May 30 • Souris Detachment responded to a call of a crying girl on Hwy 2 just outside town. The youth was upset about some family interactions and was walking home to Sioux Valley. Police gave her a lift home. • Several local businesses were broken into. Several members, including RCMP Identification Team, responded to the call. These files are still actively being investigated. There was also an attempted B&E

to a vehicle near to the location of the businesses. File still open. • A report of a scam new to our area was reported. The caller pretended to be with the Canadian Police Association, looking for donations for an anti-bullying program. When the would-be victim suggested that she would like to speak to her local detachment, the caller got belligerent and insisted on an answer immediately. She told him he was fishy and he hung up. May 31 • Vehicle with keys in it was stolen from Souris-Glenwood and later recovered. Vehicle was towed to Brandon RCMP for fingerprinting. On the same day, a report of a suspicious male was received by Souris

explained. “I work with a team of animators and it’s a pretty great experience to be part of something like that. It’s really fun.” Cameron, whose parents are Steven and Susan Hicks, graduated from Souris School in 2007 and went directly into post secondary education at the Vancouver Film School. A short time later he attended the California Institute of the Arts completing two of a fouryear course in animation. “I did two years of that course in California,” he remarked by phone on June 13. “I left there because I got a great opportunity with Bardel and went to work as an animator on the Teenage Mutant Ninja Turtles.” Cameron said he worked for Bardel for about a year and then was hired by Sony to work on Smurfs 3 which was released in April, the first actual movie where he saw his name in the credits. “It’s pretty great to see your name in the credits. It’s what I’ve been striving for since I was 13 but I actually think it’s more exciting for my

parents,” he joked. “It’s pretty time consuming work and they’ve been cheering me on all this time. It really meant something to them.” In fact, Hicks says he spent more than a year working on the Smurfs 3 with a team of 60 to 70 other animators. Seeing it come to the big screen in April was pretty special for him. Realizing in grade school that animation was the area where his interest lay made his choice of a career path very easy. “I just knew this was what I wanted to do. I had some really

good people helping me in Souris School and while it may not be a traditional educational opportunity in a small town, everything I could get from Souris, I got,” he said. Since the release of Smurfs 3, Hicks has made another career change. He is now working with a company named Animal Logic and his current project is the sequel to the 2014 The Lego Movie. He’ll spend about a year working on The Lego Movie Sequel and believes it will be released in late 2018 or early 2019. While The Lego Movie

Sequel is taking up most of his time these days, he has managed to find time to work on another Lego movie, this one will be released in September and it is called The Lego Ninjago. You can Google any of these movies to see exactly what Hicks has been working on. Cameron will be home later this summer as his class is hosting a 10-year reunion. “I won’t make the actual reunion but I’ll be in Souris shortly after so I will see most of my classmates and friends,” he said. ‘I am looking forward to coming home to Souris this summer.”

by Darci Semeschuk A proposed $300,000 campground extension that is planned for the Souris Fairgrounds has local residents up in arms over lack of communication from Municipal officials. Larry Winters is the spokesman for the group of about seven residents, the Brindle Coalition, who have concerns with the proposed expansion and they brought those concerns to Souris Glenwood Council this past Tuesday evening. “We wouldn’t have even known this was up and coming if we hadn’t heard a rumour going around,” explained Winters. “Many of us homeowners in that area believe we have valid concerns and we want Council to address those concerns.” Winters says that the coalition’s main concerns are noise, garbage, partying, drugs,

fires, increased traffic, and safety. They also believe that with the huge expansion that is planned, their property values will decline. The proposed 18-site campground expansion site is planned for the southeast side of Souris, located in the green space of the Agricultural Grounds. The site has easy access from Highway #22, provides ample space for 18 sites, and is more feasible for connecting water and sewer lines to provide a full-service campground that can accommodate larger RVs. The ball diamonds are to the south of the proposed expansion, with the rodeo arena to the far east and residential houses to the north. Phase I consists of the campground area and all trenching for water and sewer for Phase II, which is a full-service washroom and shower facility on the east side near the rodeo arena.

“Council had ample time to contact the residents to let us know what their plans were but we’ve heard nothing,” explained Winters. “This is a terrible lack of respect for us and also very poor communication.” Winters says the coalition believes they all should have received letters to explain what is happening in their back yards. In fact, Council explained to Winters on June 12 that there would only be 100 feet between his yard and the campsites, a fact that Winters finds unacceptable. “How do you address the noise and deal with the mess when it’s right in your back yard. Nobody would like that,” he added. When the development in that area was constructed and sold to the residents, both the builder and the realtor said that nothing would be built behind them. Residents feel this

campground expansion came out of left field and no one saw it coming. “We don’t hold the builder or realtor responsible for this, they couldn’t have known Council would move towards this,” stated Winters. The coalition believes this is strictly a concession to Enbridge who will make a large donation to the project and use the entire expansion for their employees for a full year in exchange for the donation. “It’s good for Enbridge. They make a donation and get the campground for their staff. Good for them and forget about the rest of us who pay taxes year after year,” said Winters. In a “Campground Expansion Study” released March 10, 2017, it states: The expansion addresses the need for larger campsites that are available for longer RV’s

Victoria Park Campground is limited by its geographical location to develop more or larger sites as stakeholders do not wish to have to cut any trees to make current campsites larger or more accessible for larger RVs. The market demand for campsites in Victoria Park is high due to its location to the pool, town centre, and the natural beauty of the park. This high demand by visitors to Souris limits management’s ability to create more seasonal sites without cannibalizing current overnight use sites. In an earlier plan, Souris Parks Board members were exploring the idea of an expansion along the Souris River near the playground but three floods in five years have sunk those plans. According to Municipal Councillor Sande Denbow, there

has been no word of a donation from Enbridge as far as Council has heard. She also said that there is no concrete plans to begin an expansion in the near future. “If anything does begin, it’s not going to happen in 2017. We may revisit it in 2018 but as far as Council is concerned it is on indefinite hold,” says Denbow. Denbow says that there needs to be a lot more discussion before anything moves forward. Council did tell Winters that Manitoba Hydro is installing some poles in the area so that if anything does move forward, the infrastructure will be in place. The project, if it moves forward, is expected to be financed through a combination of investments from multiple public and private stakeholder sources and through debt acquisition.

article three, the “Garden Tomb” and “the place of the skull” are at the end of Mt. Moriah (not ‘Mariah’). The Temple Mount itself sits at the opposite end of this same Mt. Moriah. Maguire urges Federal Government to get on board to attract Soybean Crushing Plant to Westman submitted Larry Maguire, Member of Parliament for BrandonSouris, spoke with officials from International Trade to urge them to work with the Westman Opportunities Leadership Group to attract a soybean crushing plant to westman. Maguire believes the Federal Government can support the group by providing funds through the Invest Canada-Community Initiatives Program. Maguire argues that westman would be an ideal location for a soybean crushing plant due to its proximity to major rail lines, highways and the increase in soybean acres. “Having this sort of major investment in westman would be great for

our farmers and regional economy,” said Maguire. “I will work with anyone in Ottawa and across the political divide to make this a reality.” The funding allocated to the Invest-Canada Community Initiatives Program can be used for the purposes of attracting international businesses and establishing operations in the country. The program supports non-profit partnerships at the local community level and the initiatives must focus on supporting the attraction, retention, and expansion of foreign investment. The concept of attracting a soybean crushing facility to westman is gathering momentum as

municipal leaders, farmers, and Brandon University have all thrown their support behind the group’s efforts. Moreover, the amount of acres sown with soybeans is growing; with over 1.7 million acres it is now the third largest crop after wheat and canola. The evidence to support the feasibility of such a plant was also released back in March 2015 in a report commissioned by the Government of Canada and the Province of Manitoba. The report looked at such issues as supply, demand, market conditions and location. The report concluded that a plant could be sustainable and generate freight savings and increase profits for

farmers. As well, livestock producers would benefit by having a local protein feed supply at competitive prices. Maguire said, “It is time to stop exporting all of our soybeans and seeing the value-added processing dollars go along with it. This plant will create jobs and keep dollars in our local company. It truly is a win-win scenario for westman and Manitoba.” Since elected, Maguire has been a strong advocate for increased federal investments made into westman that will lead to increased economic growth. He has been successful in securing infrastructure funds to build new wastewater treatment plants

and expand water pipelines. He has also pushed for funding, such as the Canada Job Grant, to train the workforce that our local companies need to expand and stay competitive. Moreover, in Budget 2017, one of the recommendations that Maguire put forward was to take a whole of government approach to attract new agricultural value-added processing facilities.

“I will continue to support the efforts of the Westman Opportunities Leadership Group and do all that I can to ensure the federal government is a meaningful partner,” concluded Maguire. “It is vital that we work with stakeholders from across the industry to make this plant a reality. We do not want to miss out on this economic opportunity for the people of westman.”

by Darci Semeschuk The familiar car bridge, referred to as the Kirkup Bridge due to the proximity to the Kirkup home on the edge of the Souris River, that spanned Plum Creek at the eastern entrance to Victoria Park for decades, has finally been removed. The bridge was damaged in several floods since 1976, including the one-in-300year flood of 2011, again in 2014 and finally, this spring. The new bridge will be located slightly to the east, be higher and longer and has a projected cost of $1.7 million. According to Municipal representatives, the new creek bridge will look similar to the current bridge, a “Bailey Bridge design”. Named for British War officer, Donald Bailey who designed the structure, the Bailey Bridge was a portable pre-fabricated truss bridge, designed for use by military engineering units to bridge gaps up to 200 feet wide. The bridges were introduced into service in 1942 and first used by Allied units in combat beginning in 1943 during the Second World War. The design was unique in that construction required no tools or heavy equipment; bridge components were small enough to be carried in trucks and even man portable over short distances; and the bridge was strong enough to bear the weight of vehicles up to 70 tons. The bridge was first employed in Sicily in 1943, and the very first Bailey Bridge built under fire was at Leonforte in July. PHOTO/DEBBIE BUTLER Africa in November 1942.) A total of 38 Bailey Bridges were built by the Allies during the Battle of Sicily in addition to 20 Small Box Girder Bridges (SBG). In Italy, the Allies constructed 2,832 Bailey Bridges. The Bailey could also be used in conjunction with pontoons and 19

such bridges were built in Italy. The longest Bailey Bridge constructed in Italy was 1,126 feet long and built over the Sangro in December 1943. By the time of D-Day in Normandy, production had been increased and the US was also building bridge components

under license. Bailey was knighted and the bridge design would soldier on into the 21st Century. Construction will continue throughout summer and hopefully the bridge will re-open in the fall – not quite as quickly as the soldiers managed it in 1942!
