Council for the Municipality of Souris Glenwood is spearheading a campaign to create new business opportunities by marketing a commercial incentive grant and has released commercial lots for sale at a low purchase price. Stimulating growth through business incentives by Darci Semeschuk If you’re looking to grow your community, attract new businesses, and increase jobs, the best way to do that is to make it easier for them to thrive. The Municipality of Souris Glenwood, through the Community Development Corporation (CDC), is looking to do just that through the Commercial Incentive Grant. Souris Glenwood Economic Development Officer (EDO), Lon Turner, is working on the project and believes that by offering commercial incentive grants, individuals who are contemplating opening a new business or expanding an existing business will take the plunge with a little extra help. “Our goal at the CDC is to
stimulate new commercial services, help to create new jobs, and expand the tax base,” explained Turner when discussing the commercial incentive program. “If we can do that by helping a new business get established, that might bring in new people for new jobs, and that increases your population.” The details of the commercial business incentives vary between the type of project, the size and scope of the application. They are available on a three to five year term. One major point taken under consideration would be the number of jobs created. The same goes for businesses that wish to expand. There is a list of criteria that would be considered before
any incentive is arranged. “For those wishing to expand their existing business, this grant wouldn’t be for renovations or upgrades such as lighting or something like that,” explained Turner. “This is for an actual expansion that would see new jobs created.” Turner realizes that there will be many questions that applicants will have. Each application will be considered on its own merit and dealt with on a individual basis. The first step is to contact Turner at the CDC. Once an application is received, it is forwarded to the property development committee who review it and after careful consideration, will forward it to the Municipal Council along with
their recommendations. According to Turner, the Municipality has open arms when it comes to commercial development and expansion. “Increasing and improving your business community and with that, increasing your tax base, it’s good for everyone,” stated Turner. Turner wants to be clear that this is for businesses moving forward. Nothing will be considered retroactively. You got an idea, bring it to us. The CDC is funded through Municipal, Provincial, and Federal programs. The Board meets on a monthly basis at the Civic Centre. Other subcommittees such as the Business Development Board

should see the start of red and white in Souris. Our baskets, pots, and beds will predominantly be red and white. We are planning to move the petunia tree to the Island. Old Man Winter uprooted it, so we thought it was time for a change. Sadler’s Creekside Green-
house is donating the petunias once again for summer. We plan to put pots of artificial poinsettias in the tree for winter and decorate it with lights. We are moving the deer-chewed cedars out of the Island and putting more perennials there. We are getting the white boxes
back up on the south side of Crescent Avenue, repainting them and putting flags on them. We will repaint the rest of the boxes on Highway 2 and at the Fairground entrance. We are planning to get the banners back up also. We are a volunteer group and if you would

Highlighted calls for service in Souris RCMP area were as follows: April 2 • Police were called to a local bar with reports that a fight had broken out. Members attended but were unable to identify both parties. Subject of complaint would not make a statement or advise Police who he was fighting. He was sent home and complied.
April 8 • Police responded to a complaint of mischief. The caller stated that people were leaning on her door and named suspects, who were neighbours. Police spoke with the neighbours, who appeared to be sleeping. They denied the allegation. Police believe the complaint is unfounded. April 9 • Police responded to a possible break & enter. The caller heard a loud bang from the laundry room and believed it could be an exboyfriend. Police searched the residence and with no sign of a B&E, concluded
that it was the basket on the ground that had fallen off the washing machine. April 10 • A local man received an email stating that it was RBC and they required his date of birth and SIN. The email appeared legitimate, so he gave the information. His gut told him to pop into the local branch, where he discovered that it was a scam. He was given contact information for the main credit bureaus and the Canadian Anti-Fraud Centre to flag his credit. Police are reminding people to never give out personal information until it has been verified
as legitimate. April 11 • Police were called to a local residence after reports that a work truck had a white, powered substance poured into the gas tank. Police attended and took photos and a statement. The complainant believes he has been targeted by a past business dealing. April 12 • Report of a downed hydro line. Fire and Hydro were on scene when Police arrived to keep the public safe. No injuries of danger to public. April 15 – • A vehicle was pulled over for failing to wear a seatbelt. Police discovered a prohibited LED light bar and a small amount of marijuana. The driver was charged accordingly and the registered owner of the vehicle was called to retrieve the vehicle. April 17 • A male attended the detachment to report a property dispute that turned into an assault. April 21 • The Southwest Horizon School Board office was broken into. Police are investigating.

Souris Donor’s Choice Tops $1,000,000 Since it’s inception in 1996, Souris District Donor’s Choice has distributed over $1 million dollars ($1,052,577 to be exact) to local, regional and national charities. With the 2017 town-wide canvass around the corner (April 24 - 28), the Donor’s Choice Committee is anxiously waiting to see if the 2017 campaign will bring the average back up. 2016 saw a $10,000 slump at $47,120 compared to the previous year, which was deemed very successful at $57, 278. Donor’s Choice allows individuals to make one donation to 25 charities represented by Souris District Donor’s Choice. 100% of all funds collected go directly to the charities. The amounts assigned by the donors are distributed accordingly to each of the charities at the Donor’s Choice Annual General Meeting, which is held every November. Why use Donor’s Choice? It used to be quite common and annoying for individual charities to go door-to-door to solicit dona-
tions. Many communities have adopted the Donor’s Choice model as it allows individuals to make one contribution to several charities. Donation forms were distributed in mailboxes last week, however, those who do not allow fliers will not be receiving the donation form as it is considered a flier. Those people who didn’t receive the form in their mailbox can download it off of the Town of Souris website or pick up one at the Souris Big Way. The deadline for donations is September 30, 2017. There are three options for returning completed forms during the door-to-door canvass (April 24 - 28), at a designated drop off location or by mail to the address listed on the form. The door-to-door canvas is done by representatives from all of the charities represented which include locally: Souris Library, Seniors Organized Services of Souris Valley, Souris Daycare, Souris Food Bank, Souris Heritage Club, Firefighters Special Equipment Fund, Souris Glenwood
Foundation, Health Auxiliary Special Equipment Fund, Palliative Care Committee, Hillcrest Museum, and the Souris Fellowship Club. Regional & National charities represented include: Alzheimer Society-Westman, Canadian Cancer Society, Mental Health Assoc.-Westman, Canadian National Institute of the Blind, Canadian Red Cross, Child & Family Services-Westman), Canadian Diabetes Assoc. , Crohn’s & Colitis Foundation-Westman, Elks & Royal Purple Fund for Children, Heart & Stroke Manitoba, Kidney Foundation-Westman, MS Society-Westman, Society for Manitobans with Disabilities-Westman and Special Olympics Westman. Reports indicate that approximately 200 people attended the St. Paul’s turkey supper held April 23 and it was a terrific event. Souris Glenwood Foundation Report submitted 2016 was a successful year for the Souris Glenwood Foundation (SGF). Increasing awareness of the Foundation’s work in our community was the Board’s main focus throughout the year. The Board is grateful for the Donor’s Choice donations of $2,764 and for all personal and “In Memoriam” donations received. On June 22, at the Souris School Graduation, three scholarships were awarded for a total amount of $2,550. In the spring of 2016, the Foundation continued their fundraising project of lawn fertilizer sales. This project will continue this spring. On November 10, the Foundation, along with MNP, held an informative coffee party at Murphy’s Restaurant. Matt Bolley, a tax specialist with MNP, presented information on tax incentives on donations, planned giving, and designated gifts in a will. For a second year, the SGF participated in the Endow Manitoba 24 Hour Giving Challenge. This endeavour resulted in your Foundation receiving $13,855. In December, at the Souris District Arts Council Concert, annual grants totalling $5,500 were awarded to seven community projects. “Your gift goes on giving forever in our community” During 2016 the Souris Glenwood Foundation re-
ceived a very large donation from the Pauline Hardy estate. The cash received was in excess of $200,000. The funds will be invested for the benefit of St. Mary’s Roman Catholic Church and the Souris Health District. The funds will be invested with the investment income granted annually. The Foundation received some Mines and Mineral Rights as well. The Foundation is very grateful to Mrs. Hardy for her tremendous gift. Her gift will contribute to St. Mary’s and the Health District for many years. The Foundation is pleased to discuss any estate planning ideas with you. Endow Manitoba 24 Hour Giving Challenge An initiative of the Winnipeg Foundation was the “November 19 Endow Manitoba.” On this day, gifts made to Manitoba Foundations were augmented by a contribution from the Winnipeg Foundation. For every $5 given, the Winnipeg Foundation added $1, up to a maximum of $2,000 per Foundation. On November 17, an information table was set up at the Souris Civic Centre with members present to answer questions and to receive donations. From cheques and online donations, the Souris Glenwood Foundation received $11,855. The Winnipeg Foundation then added $2,000 (the maximum amount) to these funds. A
total of $13,855 came back to the Souris Glenwood Foundation. The Endow Manitoba 24 Hour Giving Challenge will take place again in Souris and across the province in November 2017. The Thomas Sill Foundation Challenge The Thomas Sill Foundation Challenge provided an incentive for all interested foundations to raise $50,000 over an eighteenmonth period. The Thomas Sill Foundation would contribute 50% of funds raised up to $25,000. If, for example, any foundation raised $50,000 the Sill Foundation would contribute $25,000. From April 21, 2015, to October 21, 2016, the Souris Glenwood Foundation received $35,277 from personal and “In Memoriam” donations, Donor’s Choice donations, and profits from lawn fertilizer fundraiser. Therefore, The Thomas Sill Foundation contributed $17,639 to the Souris Glenwood Foundation for our participation in their eighteen-month challenge. St. Paul’s United Church organ and its 100 years
In 1897, the Presbyterian congregation in Souris built a fine new church, Knox Church, two blocks west of where St. Paul’s stands today. The main auditorium was graced by a beautiful stained glass window and had a seating capacity of 450. In 1906, the Junior Ladies’ Aid Society began to raise funds for “an instrument that would add a touch of beauty to the interior of the church and a richer tone to the services of worship”. These young ladies worked tirelessly holding bazaars and other events until, 10 years later, they had raised enough money ($3,000) to
purchase this organ. The following year, their gift of a magnificent two-manual, twelve-stop pipe organ had been built and was installed by the Casavant Freres of St. Hyacinthe, Quebec. On December 2, 1917, it was dedicated to the Glory of God in memory of the 12 men of the congregation who had given their lives in the Great War. On December 5, the opening recital was held to a capacity crowd, with many being turned away. Fifth Avenue Methodist Church had been built in 1907 and dedicated in 1908, with a seating capacity of 250. In 1925, when the
United Church was formed from the union of the Presbyterians, the Methodists, and the Congregationalists, Knox Presbyterian became Knox United and Fifth Avenue Methodist became Fifth Avenue United. The two churches were only two blocks apart. In 1938, the West Church (Knox) and the East Church (Fifth Avenue) joined together, with one minister serving the joint congregation. By 1945, a decision was made to use the East Church as the permanent location going forward. The pipe organ was then to be moved from Knox Church to its new location. When it came time to move the organ, a half-dozen men, including former choir member Carl Styles, carefully dismantled the organ pipes and loaded them onto Wilf Patrick’s truck, which had been swept clean of all traces of coal dust. Blankets and tarps were wrapped around them to be transported to the Fifth Avenue Church. Under the close supervision of the organist at the time, the pipes were carried into the church and laid out across the pews in the exact order that they had been removed. Then the work of rebuilding began. In Knox Church, the oak panelling with 50 pipes was in two sections, one on either side at the front of the church with the organ con-

The oak panelling and pipes fit perfectly into the Choir Loft as if they were meant to be there, and the organ was set into the floor of the loft. In May 1946, the two congregations, now one, chose the new name for the East Church, formerly Fifth Avenue, soon to become St. Paul’s United Church. On Sunday morning, December 15, 1946, the opening and rededication of St. Paul’s was held with Rev. C.S. Matchett as minister. Following the prayer of dedication, Mrs. Seaby sang Bless This House and the choir sang Handel’s Hallelujah Chorus. During that year, contributions were received towards a proposed installation of organ chimes. The chimes were bought secondhand through an advertisement in the United Church Observer, and installed by the Franklin Legge Organ Company of Toronto at a cost of $1,150. The chimes were placed within the cabinet work of the organ and
played from the keyboard of the console. They could be played with organ accompaniment or alone. These
chimes had a range of almost two octaves and gave the effect of 20 to 30 bells. Continued on page 8

WATERMAN Helen Dorothy Waterman
Helen Dorothy Waterman passed away on Saturday, April 8, 2017, at the Valleyview Care Centre in Brandon. Helen was the dearly beloved wife of the late Willard Waterman of Brandon. Helen went to work at an early age as hired help in the “dirty thirties” and then again later as her children grew older. She worked in a grocery store for nearly 20 years. Her greatest loves were her home, her children, her grandchildren, her garden and her flowers. She is survived by three children, Wayne, Sharon (Fred), Daryl (Pat), six grandchildren and several great-grandchildren. She was predeceased by her husband Willard in 1996, as well as her parents, two brothers and one sister. A private graveside service will be held at a later date at Rosewood Memorial Gardens. all over Souris. On the Sunday following the rededication of St. Paul’s, these chimes were dedicated in memory of the 16 men of the congregation who had made the supreme sacrifice in World War ll. By 1962, renovations were needed to change the mechanical operation of the air passage to the pipes from a manual to an electric mode. This change in the key switching did not alter the aspect of the pipe organ in any way. Every note and tone is reproduced by the passage of air through a pipe. There is no sound reproduced electronically whatsoever. Former St. Paul’s organist Gert Adair (mother to Orla Maitland and Linda Deleau) wrote: “Many of the churches today have abandoned their pipe organs and replaced them with electronic organs. St. Paul’s is one of the few churches that is equipped with an authentic pipe organ. The magnificent quality of the pipe organ cannot be duplicated electronically. The pipe organ is a vanishing instrument, and this organ in our church should be admired and looked upon with pride by everyone.” Keeping the organ in good repair has been a challenge. Until the early 1990’s, two men from Winnipeg came out to service it. But when they no longer came, Golden Eagle Organ Company of Saskatoon was recommended to Glenda McConnell, St. Paul’s organist, for much of the past 40 years. Glenda did some research and was convinced that they could provide the service we needed. The owner and technician, Bill Thurmeier, had been a monk in his past and had developed a serious interest in organs, building an organ from scratch and taking courses on organ repair. For the past eight years, Bill has worked on bringing the organ back to peak form. Bill cleaned, repaired, disassembled and reassembled many things on our pipe organ with meticulous workmanship and unbelievable patience! Some of the work requires that he get down in the ‘hole’ beneath the organ, so thankfully he is a slim and agile person. Some repairs need to be done to the inner workings behind the panelling. He now also has the chimes in good working condition, as they have not been operable since 1962. We are very grateful for his expertise. Obviously, these repairs needed a specialist, and this organ has been expensive to repair, costing approximately $32,000 over the past nine years. Many thanks go to the congregation of St. Paul’s and the community that supported their fundraisers, to people who made donations to the organ in memory of Elmer Webster, to the Organ Fund at the church to which many contributed, and for grants from the Thomas Sill Foundation, the Cropo Foundation, and the Souris Glenwood Community Foundation. A concert to celebrate the 100th anniversary of this 1917 Casavant Freres Opus 727 organ, and the people who made it possible, will be held on Sunday, May 14, at 7:00 p.m. at St. Paul’s United Church in Souris.
