Souris pool now open for the season By Darci Semeschuk Souris pool is open for the season! The Remillard children braved the cold on June 2 but they were the only ones brave enough to venture into the chilly water. Souris Valley Recreation Director Carole Williams knows that won’t last long as temperatures rise. The prized Souris pool is already busy as students from Souris School and Newdale Colony participate in daily swimming lessons as part of their schools physical educa-
tion program. The open swim times vary throughout June, as Williams has to juggle the schedule to accommodate lessons, staff training and lifeguard certifications. The pool is usually open for public swim from 3 to 5 p.m. weekdays and 4 to 8 p.m. Fridays. Saturdays vary throughout the month but it’s usually 1 to 5 and 6:30 to 8:30 p.m. Summer hours begin June 30. Please check the website or Facebook page to confirm these times before you venture out to the pool.
You can also call the pool office at 204-483-5212. There are a few rules that parents must comply with when sending children to the pool alone. Children 12 and under must be with a person who is fourteen or older to be in the pool alone. Children under 12 who have not yet completed Swim Kids 5 must be able to complete four widths of the pool in the deep end without difficulty to be in the water alone even if they are wearing a life jacket. Spruce Woods to undergo shift in boundaries By Darci Semeschuk The provincial riding of Spruce Woods is about to undergo a shift in boundaries. The Manitoba Boundaries Commission is proposing to change all 57 electoral divisions in the province as part of its regular, ten-year review. Under the plan, Spruce Woods will also change shape to become more of a rectangular shape and encompass Carberry to the east, Rivers to the west, ending just south of Glenboro and Wawanessa. The south border currently extends to the US border. Killarney will now become part of Turtle Mountain, formerly Arthur-Virden. Changing populations The boundaries are changing because Manitoba’s population has shifted, growing in some ridings and decreasing in others. So every ten years, ridings are reviewed and changed where needed to keep balance in the numbers. Electoral legislation requires a moreor-less equal population in each riding.
The number aimed for in this revision is 22,427 in each of the 57 divisions. The current riding of Spruce Woods has 21,500 people living in it, which is about four per cent below the target. Adjusting the boundaries will increase the population of the riding to 23,485 or 4.72 per cent above the target population. Public feedback: The changes won’t come into effect until after public hearings are held to get feedback on the proposed boundaries and new names. Those hearings will take place in September, 2018 in various locations across Manitoba. After those consultations, the Boundaries Commission will submit its final report to the Lieutenant Governor and the Speaker of the Assembly by December 31, 2018. The final report becomes law and the new boundaries go into effect for the next provincial general election, set for October 2020. The last boundary review was in 2008. The boundaries set at that time were used in the 2011 and 2016 general elections.

The second prize went to Pat Giesbrecht with Gale Collinson and Lynne and Gord McDowell claimed third spot. The winner of the 50-50 draw was Don Doherty. Hopeful noisemakers came out to play bingo on May 31. Darlene Dooley was definitely the loudest person there. She shouted four times. The last yell being on the Little House so her and Gale Collinson shared $30. Doris Dron and Gladys Skoc were able to holler twice. Being that his birthday was May 31, Darren Janz received a late birthday present as he held the winning ticket for the 50-50 draw worth $107. The “Chase the Ace” pot was up to $1,587 and Mike Belbas took on the challenge of finding the Ace of Spades. He had no luck at this and so someone else will have a go at it next week. Help St. Paul’s United Church put on ‘Grow A Row’ supper submitted S t . P a u l ’s U n i t e d Church, Souris is asking local gardeners to plant an extra row of vegetables and donate them for a community stew and biscuit supper to be held there in September. The program has its roots in many communities in North America. The GrowA-Row program started in Winnipeg, Manitoba in 1986, initiated by Ron and Eunice O’Donovan. That was the year that they produced more potatoes in their backyard garden than their family could consume. They decided to donate the excess to the local food bank, Winnipeg Harvest. Their idea was met with such enthusiasm that
the O’Donovan’s decided to encourage their friends and neighbours to also donate their surplus produce. Since then, over 1.4 million pounds of fresh fruits and vegetables have been given to Winnipeg Harvest through the Grow-A-Row program. Plant a Row • Grow a Row combines the strength of all of the above initiatives. Through the experience of these communities and their sharing of existing information and communication resources, it is hoped that other places across Canada will establish a Plant a Row • Grow a Row campaign in their own Community. MCNA applaudes changes to Planning Amendment Act submitted The Manitoba Community Newspapers Association (MCNA) has applauded the provincial government for its move to amend Bill 19, The Planning Amendment Act, so that Manitoba municipalities will still be required to place public notices in local newspapers. “The MCNA board and all our members are very pleased that Bill 19 was amended,” MCNA president Ken Waddell said. “We extend our thanks to everyone who appeared at the hearings of the Standing Committee on Social and Economic Development and who offered their opinions to bring about this change. We especially appreciate the many letters of support MCNA received from towns and municipalities.” Bill 19, as originally written, would have eliminated the requirement for governments to place notices in newspapers, which would have limited the ability of
many Manitobans to learn of the activities and plans of local government. MCNA lobbied all political parties, the Association of Manitoba Municipalities, and appeared before the standing committee to argue that being afforded public notice is a democratic right of the people of Manitoba. On May 29, the provincial government and Hon. Jeff Wharton, municipal relations minister, tabled amendments in the Manitoba Legislative Assembly withdrawing sections 19.2 and 25 of Bill 19, which dealt with public notice. Unanimous consent was required and was given. Final reading and voting on the newly amended bill will take place Thurs., May 31. However, the MCNA notes that Bill 8, The Government Notices Modernization Act, which will be considered this fall by the Manitoba Legislature, also eliminates requirements that notices be posted in local newspapers.
Letter: Spot the Danger Dear Editor, Spot the danger before you play! A few years ago, I tried driving a zeroturn lawn mower for the first time. I was thrown off and the machine ran me over. It was a life-or-death situation and resulted in the loss of my left leg below the knee. As a member of The War Amps Child Amputee (CHAMP) Program, I’m spreading the safety message and sharing my story in a new video, PLAYSAFE: Don’t Let It Happen to You. With the help of seven other young amputees, I warn kids to spot the danger before they play and to be aware of “mean
machines” like lawn mowers, trains, boats, cars and farm equipment. I teach them that a few seconds of fun in the wrong place can change your life forever. You always think, “Oh that won’t happen to me!” but you never know. You really have to be careful. As the weather warms up and kids spend more time outside, I encourage parents, teachers and community group leaders to help me pass on the PLAYSAFE message. Souris Glenwood former EDO moving onto new opportunity By Darci Semeschuk For Julie Russell the opportunity to work for the Saskatchewan government in the oil sector was too good an opportunity to turn down. Our new Economic Development Officer for Souris Glenwood has handed in her notice and said goodbye to Souris. Russell gave the unwelcome news to several council members on May 28 and according to mayor Jackson, she was visibly emotional about the announcement. Russell had planned to stay in Souris and was excited about the future and her role as EDO but the new job offer was to good to turn down. Russell was “headhunted” to the oil field and will be relocating to Saskatchewan. Although Russell declined to say what and where her new position will be, she did say it would take her a little further from home in the Reston area than Souris. In her short time with Souris Russell says she spent most of that time cleaning up loose ends left behind when former EDO Lon Turner vacated the position to accept a Chief Administrative Officer position for the RM of Sifton. The clean up included finalizing the advertising and arranging installation of the LED sign that is located on the Beautification lot on Highway 2 and 22. That is still up in the air and according to Russell whose last day in June 8, it will be commissioned this week after which time information can be loaded. Exactly who will be selling the advertising and uploading it to the sign has yet to be determined. She also was in the process of looking for and applying for grants that would be used towards the redevelopment of Crescent Avenue. These roles will now fall the new and yet to be hired economic development officer.
Virtues offered good information Bridge a necessity once Crescent Avenue closes
There’s finally some action on the bridge that crosses Plum Creek on the west side of Victoria Park. Work had stalled for a while and the contractors are behind schedule. Stantec Engineering is reportedly holding the construction company’s feet to the fire to meet the final deadline of June 15 for completion. Council says it is imperative that the bridge be completed before construction begins on Crescent Avenue, as it will be a detour route once that street is closed. PHOTO/DEBBIE BUTLER

Sports Ramblings By Dale McKinnon The Manitoba Junior Hockey league held its 2018 Bantam draft on the weekend. Virden selected Trevor Hunt of Hartney, Dauphin selected Nolan Wickham of Waskada and Swan Valley picked Brayden Mosset of Waskada. Grady Lane of Virden was the number 1 pick overall by Winkler. Myles Sobry and Avery Kirkup of Souris and Cody Gudnason of Killarney were also chosen from the South West region. Jeff Dort and Cory More would have coached these players in Bantam this season. The SW team lost to the Winnipeg Hawks in the Provincial final this season. The Royals baseball team had a rain out last Friday and split a doubleheader Sunday, June 3. Both games ended with the bases loaded and the winning runs on base or at the plate. In Game one Jeff Edwards pitched a complete game 2 hitter for a 3-2 victory over defending SWBL champs - the Oak River Dodgers. With a one run lead, 2 out, full count to Oak Rivers clean up hitter, Edwards got a ground ball out to leave the bases full and get the victory. Mitch Olson led the offense with a double and a seventh inning go hard home run. Tyler Fletcher also contributed a single and double. The Royals played errorless ball led by second baseman James
Edwards’ eight assists. Game 2 in river resulted in a 13-10 loss. A couple of costly errors resulted in eight unearned runs in a 10-run second inning for Rivers. Eric Sorensen took the loss and James Edwards allowed 3 runs in 4 innings of relief. The Royals clawed back from the bad second inning and had the bases loaded in the sent with the winning run at he plate when the game ended. Jacob Weidenhamer and Eric Sorensen had 2 hits each, while Mitch Olson had a double, 2 walks and 2 RBI. The Royals hosted Boissevain Thursday, June 7 and have Reston in town Tuesday, June 12. They also host Elkhorn and Virden on Sunday, June 17. Last week asked fro the father of the Blue Jays top prospect. Vladimir Guerrero Jr. is a 19-year old star in the Toronto system that is batting over .400 in AA ball. His dad Vladdy Guerrero Sr. began with the Montreal Expos and finished his Hall of fame career with California, Texas and Baltimore. A few weeks ago I listed birthplaces of NHL players from the Southwest region. Then I had the player matched to heir NHL teams. This week I ask the name of a player who grew up locally, played 52 NHL games with Columbus Blue Jackets but was born in Moshi, Tanzania.

Non-profit organizations face challenges to stay relevant
Submitted by Volunteer Manitoba Rural communities are fortunate to have active nonprofit community organizations that look after local projects and initiatives that have direct impact to the community. As an example, service groups are responsible for some of the community facilities that you find in most areas. According to the latest General Social Survey by Statistics Canada, the volunteer rate in Manitoba was 52%; significantly above the national average of 44%. Even with these optimistic numbers, there are nonprofit organizations challenged with staying relevant and successful. The changing demographics and finding new ways to recruit more members into their cause are concerns that need to be addressed. There is more demand for transparency and accountability as well in order to engage more stakeholders or donors. These are just but few of the challenges organizations currently encounter but they do not have to do it alone. Volunteer Manitoba is an organization that supports groups and individuals in the voluntary sector by developing capacity to meet their community needs. “Volunteers in the rural areas are incredibly committed and it’s a privilege to collaborate with local organizations to build their capacity so they can make a bigger impact to their communities.” Tracy Douglass, Volunteer Manitoba Training Coordinator. Their goal is to provide information, training, and resources on all aspects of the voluntary sector and to build strong communities with working partners including governments, researchers, non-profit/charitable organizations, volunteers, funders, donors, labour and businesses.
RCMP investigate theft at Library
Souris RCMP, Town of Souris Souris RCMP received a report of a break and enter at the Souris Library on May 31, which is situated at 114 Second Street, in the Town of Souris, Manitoba. The break and entered occurred between May 30 at 5 p.m. and May 31 at 12 p.m. Police noted that the point of entry was the back door, which had been pried open. Approximately $40 in change was stolen. Police are investigating and are asking for the public’s help in identifying any suspects related to this theft. Anyone with information on this matter is urged to contact Blue Hills RCMP - Souris Detachment at (204) 483-2854. Blue Hills RCMP , RM of Elton Brandon RCMP were advised that a fuel truck was stolen on May 18 from a rural property near in the RM of Elton, located 17 kilometres north east of Brandon. The truck is described as a Red 1992 Chevrolet 1500 farm truck with a large fuel tank in the bed. At the time of the theft, it had a Manitoba Licence plate “BBJ 714” attached to it. Brandon RCMP and Manitoba Crime Stoppers are seeking the public’s assistance with solving this vehicle theft in the RM of Elton. We want your information, not your name. You could be eligible for a cash award if your information leads to an arrest, charges or the recovery of stolen property or illegal drugs. The theft occurred between January 2018 and May 2018. An approximate value of the fir boarding is $1,000. The boarding is described as being old barn board that is weathered white in colour. Each piece is 6” wide by 10-12 feet long. Police are investigating and are asking for the public’s help in identifying any suspects related to this theft. Anyone with information on this matter is urged to contact Blue Hills RCMP - Souris Detachment at (204) 483-2854. Blue Hills RCMP received a report of a highway guardrail found damaged on May 23, specifically on Highway #1, in the Rural Municipality of Elton. RCMP investigated and found out that roughly 25 meters of guardrail was damaged, estimated at $2000 - $2500 for repairs. The damaged guardrail is located next to the eastbound passing lane on Highway #1, 3.4 kilometres west of turn-off to Douglas, Provincial Road 340. The incident is believed to have occurred between 4 p.m. on May 19 and 9 a.m., May 20. Blue Hills RCMP found a side mirror next to the damaged guard rail and believe that the vehicle involved in the collision was a super duty Ford truck. Police are investigating and are asking for the public’s help in identifying any suspects related to this incident. Anyone with information on this matter is urged to contact Blue Hills RCMP – Carberry Detachment at (204) 834-2905.
