A tragedy waiting to happen By Darci Semeschuk A tragedy waiting to happen, that’s what Leonard Waldner says about the traffic concerns on Highway 2 as it passes through Souris. “We want people to recognize our town for what it is, a beautiful community. We don’t want to be recognized for a town where a tragedy occurred when a child was hit trying to cross that busy highway.”
Waldner has collected over 150 signatures in support of petitioning Souris council to lower the speed limit on Highway 2 from 50 kilometres and hour to at least 40 kilometres. “I would like that stretch of road to be considered a school zone and have the speed limit lowered to 30 but maybe they won’t go for that.” He said. ‘I’m hoping they’ll hear us and have it lowered to 40 kilome-
tres.” Waldner had no trouble collecting signatures for his petition and if he had had more time, he would have collected hundreds more but he stayed mainly to the main thoroughfare in Souris. “People are concerned about the safety of the children as they try and cross the highway to go to school.” The road, according to Waldner is very busy and as a truck driver himself he know how difficult it is to bring 35 tons to a quick stop. It’s impossible. According to Waldner, who is addressing council on September 25, driving through Souris at the
reduced speed only takes three minutes. “It’s not a lot of wasted time and it could save someone’s life.” While Highway 2 falls under the jurisdiction of the Manitoba Department of Highways, that entity has told Waldner that the Municipality of Souris Glenwood can ask the Department to reduce speed on that section of the road. They also recommended that he supply a list of the supporters to council to include with the petition to reduce the speed. While Waldner says that he is mainly concerned about the speed on
Highway 2, there is another area in Souris that is, as he calls it, an accident waiting to happen. That’s at Highway 22 and 1st street at the new Souris Hotel location. “There should not be a cross walk at that spot because trucks can’t stop,” he explained. “They get to the top of the hill, they can’t see and suddenly someone is crossing. It’s very dangerous. That crosswalk should be moved further north.” Waldner acknowledges that residents made the decision to live on a busy thoroughfare. “I know we moved here and it’s a highway so we can ex-
pect a lot of traffic,” he stated. “However since the feed mill and elevator have been built the traffic has increased immensely. We need to keep our kids safe.” According to a representative from Citizen’s on Patrol, there are steps that can be taken to gather information on the stretch of highway that has Waldner concerned. Brenda McKinny says that they can bring in a speed board so that Waldner can collect data on speeds, times and locations to present to council as further evidence that there is a speed problem on Highway 2.

EDITORIAL Cougars an integral part of SW Manitoba for 34 years By Grant Moffatt Southwest Cougar history now stretches back some 34 years since its start in Deloraine in 1984 where they played until the end of the 1987/1988 season. Dennis Olischefski and Wayne Wilson coached the team, with Zyggy Klimczak and John Olson managing the team. Jamie Olson and Dale Lewis, who played on the ‘84 team, were the first to have sons Sutton and Tanner play on the 2012 team. This year Tyson Kozak, Braeden Lewis and Grady Lane have donned the Cougar uniform, following in their father’s footsteps. The Cougars went to the league final in 86/87 and 87/88 falling short to the Winnipeg Saints. While in Deloraine the Cougars hosted the 1988 Regional Air Canada Cup in April of that year. The tournament included the Cougars, the Winnipeg Saints, the Regina Pat Ca-
nadians, and the Thunder Bay Kings with the Pat Canadians winning. Curtis Folkett went on to play in the WHL. The Cougars then moved to Pierson for the 1988/1989 season under the direction of Jim Spencer and Greg Thompson. Marty Murray, Pete LeBoutillier, Kory Karlander and Darcy Pengelly went on to pro careers. Marty Murray went on to the WHL and was named the most valuable player at the 1995 World Juniors before going pro. Today he is coaching junior hockey in Minot. Kory Karlander attended the University of Northern Michigan for three years in the early 90’s and played professionally until he retired after the 2012/2013 season. Glen Thornborough, went to University in Alaska, today he works in the Bruin organization. More Recently Lindsey Gullett of Wawanesa has gone on to remain in hockey in the
front office of the Edmonton Oilers. The Town of Souris had a new rink on the horizon and the Mayor Clare Sommersal got a committee together to see if the Cougars would relocate to Souris. The group led by Bill Kirkup, Murray Zuk, Max Webber, Phil Brown, Sam Phillips, Garry Kloon, Murray Arnold, Blair Hume, and Grant Moffatt were successful in bringing the Cougars to the centre of the region for the 1991 season. They began playing out of the Memorial Arena, and moved to the new Murray Arena in the fall of 1996. The first coaches in Souris were Laurie Sutton, Chuck McArthur, Dwayne Kirkup, and Gerry Williams with Phil Brown as manager. Del Pedrick took over the reins of the Cougars, and with the help of Scott Coates, Todd McKay and manager Keith Kontzie, guided the team to the
AAA Regional Championship in 97/98, 98/99, defeating the Pembina Valley Hawks both years to move onto the Regional Air Canada. Kenora played host to the 98 series, while the Saskatoon Contacts played host to the 99 series. The Cougars hosted the 2000 Air Canada Cup. The Cougars were eliminated from the Manitoba playoffs that year, which saw the Eastman Selects, defeat the Winnipeg Warriors to advance. The Saskatoon Contacts, Thunder Bay Kings, the Selects and the host Cougars participated in the tourney in Souris. The Cougars advanced to the final with a 2-1 win over Eastman, and then dropped the final to the Contacts. The Cougars have attended the regional tournament on four different occasions competing in the final at the 2000 Air Canada Cup in Souris. The team also went to the final in the 2012 Telus Cup in
Virden, dropping the final to the Saskatoon Contacts. Through the years players from this era have gone on to junior, college, and pro. The following is not a complete list, but to name a few: Chris Neilson, Ryan Caldwell, Tyler Palmer, K.C. Guenther, Paul Reimer, Brenden Cook, Chris Falloon, Jared and Riley Lang, Jason Butler, Travis Young, Ryan, Aaron, Reagan and Ashton Rome, Mark Agnew, Lindsey Gullett, Jacob and Nick Dietrich, Bryce Lamb, Stuart Kerr, Corey More, Ryan Adams, Nick and Del Cowan, Ryan Turner and the Wallmans, Mark and Paul. More recently players like Reid Gow, Landon Peel, Tanner Butler, Cole Olson, Jesse Bernard, Colton Magwood, Riley Johnston, and Bryn Chyzyk have taken the game to the next level. Recently Zac Wytinck, Ben Williams, Cam Rowatt, Jesse Bernard, The Oliver boys, Cole and Lu-
cas, Wyatt Kalyniuk, Tyler Kirkup and many others have moved to the next level. The list now has a total of 412 players having worn the Southwest Cougar uniform. Coaches Del Pedrick and Dwayne Kirkup moved up the coaching ladder. Former players like Marlin Murray, and Trent Cassan have moved on to coach in the junior ranks while former Cougars Dale Lewis, Scott Coates, Jeff and Mitchell Kirkup, Brad Vandenberghe, and Brett Braybrook have stood on the Cougar bench. The Cougars have had a number of players who have gone on to be officials in the game of hockey including Jeff Cassan, Bryden Hutlet, and Patrick Gagnon. 3,781 people. It dipped to 1,658 in 2006 and came back up a bit in 2016, to 1,672. The increase from 2006 to 2016 can likely be attributed to an influx of people into Rosedale living on smaller acreages where the farmsteads were once part of a larger farm. Some Manitoba towns have grown some have disappeared. Whether they have grown or whether they have disappeared has depended on only two things, outside forces and internal management. The outside forces, such as declining numbers of machinery or car dealers, can’t be influenced a lot except to say that local loyalty needs to be enhanced. It’s no secret that a person can buy a car,
truck or tractor anywhere they like. If they don’t buy local, the question needs to be asked, “Why?” Is it price, selection or a preference for a different dealer experience? That’s something local people get to decide, but there are always consequences with a choice. The internal management is almost totally up to the local voters and councils. They have the say in determining how a community rolls. If a major employer comes to town, that is good, but how the growth is handled is a big question. If major employer leaves, how is that transition handled? If we look at history, an example from Neepawa’s history shows that from
the 1940s to 1960s, the salt plant was a major employer. The plant closed and the buildings and land were turned over to the Town. The Town then turned it all over to the Neepawa Centennial Project Inc., a community corporation that turned the salt warehouse into the Yellowhead Centre Hall, the mill building into the lobby and dressing rooms. The arena was then added on. Forty-six years later, the result is the Yellowhead Centre and in contrast to many communities, it only carries about $100,000 in debt, as a result of recent upgrades to the arena. Running a community is always a matter of balancing internal and external forces.

As of Tuesday of this past week, nominations closed for mayor or reeve and councillors in our cities, towns and municipalities. Candidates had until Wednesday to change their mind and could withdraw, but only if there were enough candidates to fill each seat. In other words, if a council has six members and only six filed papers, a candidate can’t
withdraw. So with the passing of the deadline on Tuesday, a window of opportunity to voice complaints closed. Coffee shops across Manitoba are full of people with opinions, but there are few who actually step up. The fact that many seats are not even contested and that tons of seats are acclaimed shows either satisfaction or apathy. There are many situations where people are quite happy with the performance of their council members. However, there are many situations where people are very unhappy with a council, a councillor, mayor or reeve and there is no resistance raised to their re-election. If a community isn’t truly happy with their elected
officials, it’s pretty sad really, if all they can do is complain. Rural Manitoba is changing and has been changing for years. The number of farms has been declining for decades. The 2011 Census of Agriculture counted 15,877 census farms in Manitoba, a 16.7 per cent decrease since 2006. This compares to a 10.3 per cent decrease at the national level. A census farm is an agricultural operation that produces agricultural products intended for sale. Many of those farms in that figure are very small and some are huge operations. Just as an example, the RM of Rosedale peaked in population in 1941 at

by Gale Collinson During “Legion Week”, September 17 - 21, very tasty lunches were available. We had a large variety of soups, sandwiches, and desserts every day and they were all homemade. These lunches were well attended and we thank everyone who came out to enjoy this food and support our Legion. It is very much appreciated, thank you. On Wednesday, September 19, we had our first cribbage evening of the season. Only four tables were playing but we do expect to see more as we get going. Amelia Morden and Bob Aussant accomplished the highest score. Alys Will with Pearl Marshall finished in second place and the third prize went to Betty Lou Noble with Marnie Heath. Marnie also held the winning number for the 50-50 draw. On Thursday, September 20, we had 26 players in attendance at our bingo evening. Three shouts came from Shelley Maryniuk and Gale Collinson. Making two yells were Marge Rose, Jack
Rose, Cindy Balbar, Cindy Janz and Doreen Edgars. Doreen’s last holler was on the “Little House” for which she received $37. Our meat draw on Friday, September 21 was a busy evening with a few more multiple wins than last week. Taking home two meat packages were Marge Edgerton, the household of Delores and
Ed Genaille and that of Michelle and Craig Dmyterkl. Ken McBurney had the winning ticket for the 50-50 draw and got $138. The “Chase the Ace” pot amounted to $3,644.50 and Ken May had the opportunity to put it in his pocket. Unfortunately for Ken, the Ace of Spades refused to cooperate and will be hunted again next week.
Just a note to keep in mind – after this Ace is found, the price of a strip of tickets for the “Chase the Ace” draw will be going up to $2. On Saturday, November 3 we will be having “a tribute to the King, Elvis” performed by a very talented impersonator. Please come and enjoy this great evening with us.
Winners! Souris School has won the Scarecrow Days scarecrow building contest for groups and organizations. Awesome work by students in Jon Filewich’s Grade 5/6 class who planned, prepared, and created six amazing scarecrows for the town-wide event. It is great to see our youth working together to participate in community events. Mr. Filewich says his class should be very proud of the critical thinking, teamwork, and community building skills that they demonstrated, as well as their festive finished products! Harvest at a stand still in Manitoba By Manitoba Agriculture Continued rainfall, cool and humid conditions this week have stalled harvest for the second week. Overall harvest progress gauged at 73%, compared to 71% last week and 67% on September 10. Snowfall on Saturday has since melted in most areas, adding to the September precipitation accumulation Seeding of fall cereals mostly complete, fall soil
sampling and tillage operations have started. Forages and pastures have benefited from precipitation, but cool temperatures have slowed re-growth. Dugout levels remain low. A couple of producers are attempting to harvest some soybeans. However, daily harvest hours are limited with short days and poor drying conditions. The first foot of soil, conditions are moist, however below that is still very dry. Soil temperatures are also falling to 7C mark given cloudy cool conditions. More and more producers are looking for grain dryers to dry their crops. Very little harvest progress, harvest complete remains at 75%. Crop left in field is mostly soybeans, straight cut canola, corn and sunflower. Some late wheat and oat fields as well, in areas north of Highway 45. There is some swathed canola also in the field. Sunflowers have reached R7 for the most part. Corn physically mature but drying down process has only begun for grain corn. A few producers were able to complete corn silage over the past week and yields average to above average with good quality. Soybeans are mature and ready to harvest in most of areas. 25 to 30% soybeans

Cougars carry on tradition Continued from Page 3 played in 147 games in a Cougar uniform, 91 goals by Jeff Brown is a team record. Marty Murray holds the record for assists with 81, and points with 168. Gage Murray set the standard for Cougar goalies this year with his 1.43 ga. 412 Cougars have played in 1201 regular season games winning 662 games. The team has seen a total of 21 managers look after the travel, hotels and meals over time. Dennis Hogman and a host of local volunteers chaired the 2000 Air Canada Cup, which was hosted by the Cougars. Former manager John Johnston of Oak Lake was the Chairman of the 2012 Telus Regional Tournament, and 2012 manager Tammy Olson was instrumental in seeing all the teams were given the royal Cougar welcome in Virden at the 2012 Regional Telus Cup. The tournament was held in Virden because of the highly successful Survivor Spiel in Souris and turned into a very successful venture for the Cougars and Virden Minor Hockey The 2011/2012 Cougar team led by Troy Leslie have compiled the best regular season record in Cougar history with a 355-4 record. First place in the west and overall 2nd in the league and league finalist for the second year in a row make the Cougars a worthy host for the Cup. Mike Robertson, Jeff Affleck, Reagan Rome, and Brett Phillips have coached the Cougars in the last five years. The Cougars made a coaching change early in the 2014 season when Dennis McNish and Derek Moar assumed the coaching role in Steinbach. They have been joined by Dan Averill, and this year Souris
native Sheldon Kowalchuk joined the staff. Andrea Andrew of Virden is in her second season as team manager, taking over from Liza Park. The team has been fortunate to have trainers through the years including Bill Lawson and Jim McKinnon. More recently Jennifer Currie and Derek Elliott helped the team. The past few years Deanna Kowalchuk has been a valuable addition to the Cougar bench. The Southwest region takes in the area from the American border to No. 1 highway to the north, and No. 5 highway (Carberry, Glenboro) on the east, and west to the Saskatchewan border. Many of the Cougars travel 10 to 12 hours a week for practices and games. The Cougar pride comes through with everyone who has worn the uniform. The organization is extremely proud to have been associated with the late Jack Forsyth, the Manitoba AAA League original commissioner. Greg Thompson, the current league commissioner is a former coach and manager with the organization. Cougar Pride is all through hockey with players, coaches and parents. Through the years this writer has seen many young men don the Cougar uniform. The Cougars hosted a 20-year reunion of the two teams that won back-to-back titles in the late 90. The weather was perfect and the most of the team and their parents returned to Souris for a great afternoon. Hockey is a great stepping-stone for many of these young men. Steven Shamanski of Carberry is one such story. He wore the C for the Cougars and was planning on going to school in Winnipeg. I can remember Dwayne

Kirkup encouraging him to give junior hockey a try. He played in Dauphin for 3 years finishing in 2010. He was recruited to go to Providence College, a Division 1 school, getting his diploma; he then played a year in the ECHL and AHL. He now works in the Boston area as a CPA.
The 2018/2019 looks to be an exciting season. The team has picked up 5 wins in 5 preseason games and begins the regular season on the road in Kenora Ontario the weekend of September 29 and 30. The Cougars first home game is the following weekend when the Central Plains Capitals pay the first of 2
visits to Souris on October 6th. Sam Phillips and myself have been involved with the Cougar organization from the beginning. Sam takes care of finances, and greeting people at the door. You could likely count on one hand how many games Sam has not sat at the door! For

Flea Market coordinator donates to Palliative Care The Scarecrow Days Flea Market coordinator Natasha Roth has donated $902.00 to the Souris Palliative Care committee. According to Roth, the rain and colder weather over the weekend forced the cancellation of some vendors and reduced the crowd. Despite that, she did say that 39 vendors were in attendance and approximately 300 people came through the door.
