aims to stop adults from allowing underage persons to drink liquor at house parties, but authorities have found it is hard to prosecute and prove a criminal charge. Vice Mayor Tom Powers, who came up with the idea, said the law was meant to be a deterrent. “The best type of law enforcement is proactive and not reactive,” he said. “I hope this is never going to be used, but I want it in the books. The ordinance is supported by the police department.” Police officers currently have the ability, under state law, to go after persons who allow underage persons to drink alcohol. “It is difficult to present the case legally through the state attorney’s office,” Powers said. “This will give the police department another tool. The Broward League of Cities has been made aware of the law and

Coral Springs is cracking down on underage drinking at house parties. Last week, city officials passed on first reading an ordinance that imposes civil penalties and fines on adults who allow, knowingly or unknowingly, underage drinking to happen in their house. The person held accountable does not need to be at the house when the incident occurs. An adult who is punished under the law will be fined $250 per underage person, with a maximum of $750 for the first offense. The cap for subsequent offenses is $1,000. When the idea first came up for discussion at a workshop in April, the plan was to impose a fine of $500 for each youth found drinking. Lauderhill cuts hefty fire fees for group homes The hefty fire assessment fees Lauderhill charged small group homes this year seemed outrageous to their operators. Now the city agrees. Commissioners this month scaled back the fees after city officials found they were at odds with state law. The city was charging the group homes thousands of dollars too much, which threatened to put them out of business. Adina Harris was assessed a $10,330 fire fee for her six-occupant Divinity group home in the city. Under the change approved this month, Harris will have to pay the same $388 charged to singlefamily homes in her neighborhood, a savings of almost $10,000. “I am relieved; I have to tell you,” Harris said. “It has been harrowing.” Harris said she has already lost money because

she could not pay her tax bill in November, when she would have been eligible for a 4 percent discount. She may also still be out the $6,500 she had to pay last year when the city first increased the fee for group homes. “When I went out and spoke to them, they wouldn’t even listen to me last year,” Harris said. The city put group homes, assisted living facilities and nursing homes in the same category last year and greatly increased their rates. Most of the facilities were looking at about a 58 percent increase this year above last year’s already high prices. Florida law, however, states that a community residential home with six or fewer residents is “deemed a single-family unit and a noncommercial, residential use for the purpose of local laws and

ordinances.” Finance Director Kennie Hobbs estimated the city will lose $143,130 in revenue because of the decreased charge to the smaller group homes. That came from a review of 17 group homes in the city. Each of those will receive a reduction of between $4,125 and $12,029, according to the city analysis, lowering them to the $388 single-family rate. The impact on the city could be greater. The Divinity group home Harris owns was not listed on the city analysis, meaning her almost $10,000 in savings — an d p o s s i b l y t h a t o f other small group homes — was not calculated by the city. You may have seen the video clips. A man with short dark hair and a goatee steals a hammer and weed eater from a garage, swipes someone’s keys and credit card, or takes golf clubs from the back of an SUV. That’s “ Trouble,” Coconut Creek’s newly designed bad guy. Coconut Creek Police Sgt. Henry Cabrera created the character “Trouble” for a new set of RedFlag videos, which are safety clips produced by the Police Department and the city. “The videos that we’ve done in the past for RedFlag are national award-winning videos, but they are about five to seven minutes long,” Cabrera said. “So I was thinking, what if we did something that was the length of a commercial? This way, it’s a little quicker to see and we get the message out, especially with how short attention spans can be now.” The previous handful of videos, made in 2009, are about five to eight minutes in length and focus on the specific “do’s and don’t’s” in various situations. He pointed out that 78 percent of the Jewish vote nationally went for Obama in 2008, and noted Floridaâ&#x20AC;&#x2122;s 29 electoral votes. â&#x20AC;&#x153;I know a lot of people in this community care

Today marks the 58th anniversary of the ceasefire in Korea, which ended three years of fighting and more than 54,500 American deaths. At 11 a.m. there will be a memorial at Bicentennial Park, 400 N.
