20M Pesos to Rehab Agri Sector in NV By MINA BALITON The agriculture sector in Nueva Vizcaya needs about 20 million pesos to recover from the damages. This is according to Alexander Domingo, the Provincial Agriclture Officer of Nueva Vizcaya. But the provincial government has a merely 3 million pesos as a beginning fund to assist victims of typhoon Lando under the annual investment plan which will be used to purchase the needed assistance to farmers. The declaration of state of calamity will be of great help so the five percent calamity fund which is about 51 million pesos will be utilized for the rehabilitation. This will be divided not only of agriculture sector but of damaged infrastructure and assistance to families with blown houses. 9

Rotary Club of Vizcaya Turns 35
By MINA BALITON Despite their demanding schedule, members of the Rotary Club of Nueva Vizcaya were able to find time to gather and together bestow gifts to Persons with Disabilities(PWD) as part of celebrating their 35th Anniversary last November 11. Rotary NV President Orlando Dulay, together with other club officers and members, spearheaded the said activity which brought a smile to the recipients. Rotary Club of Vizcaya turned over a bicycle with sidecar, crutches and catering utensils at the PWDcanteen managed by the Federation of PWDs of Nueva Vizcaya at the capitol compound. Aside from these, manicure and pedicure sets were given to the members, which they could use for additional income. Dulay, who is the owner of famous GNB Buko pie, said that he had chosen to give the donation to the PWD group as he himself is a person with disability. The said water system will distribute water to about hundred households and will be installed with purifier. This aims to provide clean water supply and to reduce cases of illnesses due to lack of sanitized water for the residents. Dilemma: Terror versus Mercy The terrorist attacks of November 13 in Paris, France has ignited a new impetus in going to war against the Islamic State or ISIS, which claims responsibility about such orchestrated attacks. It was a horrible and tragic situation. How could any man in his right mind do such heinous killings of innocent people. Only a barbaric can do that! USA, Great Britain, France and even Russia are in talks on how they could work as one to combat ISIS attacks. So much anger and hatred is brewing in the hearts of men and women. Pope Francis saw this as a “piecemeal World War III.” What is worst was the invocation of the name of God to justify their violence. Pope Francis calls it, a ‘blasphemy.’ Whatever their motives, one thing stands out- they want to sow terror in society and in all countries. It does not want peace, but war, not dialogue but arm struggle, not unity but division. And so, it puts us into a dilemma. Should we support merciless vengeance against the ISIS? Or should we promote calmness and mercy, and not give up on peace? There is no easy and clear-cut answer to these queries. On one hand, there is a strong clamor for justice for those who have fallen victims of the terrorist attacks and, at the same time, self-defense, that is, to secure the people from future attacks. On the other hand, there is the call to uphold respect for the dignity of all peoples, protecting and preserving it. This is a crucial moment in our life that we have to make a hard moral choice. If we do not do something to prevent it, they might continue to threaten the peace in society. If we wage war against them, then, are we not also making a threat in their lives? In this situation, we kneel before God and ask for enlightenment and guidance. Let us allow ourselves to be inspired by these words, “God is working in ways you cannot understand. Never lose hope” (Risen Apparel).
Memories of my Mother December is a special month for me. This is the happiest of all the months of the year because of Christmas celebration, bonuses, reunions, long break from school and a lot more. Until 2004 came, my Mama passed away unexpectedly. My world turned upside down. My Christmas was never the same again. I remember we did not celebrate Christmas that year. I told myself, what’s the point of celebrating Christmas when Mama is no longer with us. Mama was the mastermind of all things to enjoy during Yuletide season. Whether simple or grand, it did not really matter. My attachment to my mother was so special. She was not a degree holder nor a beauty queen. I simply adore her because she is my mom, whom I am closer with compared to my father. She was more patient than my father that is why i am more attach to her than my strict father. I owed her the totality of who I am today as a person. Her kindness and generosity are what I have imbibed in my heart. Eleven years ago she left us, but her life and being is alive in my advocacy and my works. She never taught me to be kind in the literal sense. But her action was more than enough to emulate. I did not realize all these until she left us. I get emotional everytime i remembered Mama because I can no longer bring back the lost time and opportunity. That is because I have not maximized and optimize my time with her. I kept on telling myself why do I only realize all these now? Ah, as the saying goes, “Absence makes the heart
grow fonder”. Today, the only thing I can do is to reminisce the past happy days with her. And the little things that I do today is maybe a reflection or part and parcel of my being as a son of my mother. When I was a kid she would bring me to the Church every Sunday. Often I obliged obediently until it had become part of my Sunday routine. Whenever she would go to the market, she would tag me along as her able assistant. My sister had a thousand and one arguments with her, she never accompanied Mom to the market. As a child I was extremely shy, but being constantly exposed to crowd and people gave me the confidence I needed. If she would collect payment for laminated certificates/diplomas that my father finished, she would bring me in. Even to parties, gathering of her friends I became an official escort, daytime or night time. My mind may fail me to remember all dates but my heart will remember memories, good memories. You might say why do I have to tell this? It may sound trivial. It may even look no one is interested in my story but wait, you have to remember something. We know the effects of being at war. There are no gains but only losses. Lives of soldiers and innocent civilians would be at stake including the destruction of infrastructures, displacement of people, and the great expenses for the ammunitions and provisions. I can fully understand that after the attack in Paris, France, the feeling of vengeance is so intense that it wants to retaliate immediately. But we must fight against this feeling. Rather, we have to urge one another to pray and be calm, using our spiritual resources to counter it with optimistic response. The Jubilee of Mercy, which Pope Francis will launch come December 8, provides the antidote against revenge, which will definitely not stop the cycle of hatred and violence. The Holy Father invites us to be humble, to embrace one another as brothers and sisters in order to overcome hatred. However, we must not condone the attacks. We condemn it in its strongest terms. Pope Francis, himself, said, “there is no justification for what happened. It will

(Part 2) AQUINO 2 REGIME The resumption of Peace Talks, February 11, 2011, Oslo, Norway: Exchange of credentials by the heads of the peace panels. 19-day ceasefire from December 16, 2010 until January 3, 2011 ushered in preliminary talks in Oslo on January 14-18. On that occasion, Prof. Jose Maria Sison sent a note to Aquino, proposing truce and cooperation, in a Special Track of the peace negotiations to complement and advance the Regular Track with the three remaining substantive agenda. February 15-21, 2011, FORMAL TALKS, OSLO NORWAY: GPH Panel reaffirmed and yet attacked The Hague Joint Declaration as “a document of perpetual division”. A day before the talks and the ceasefire during the talks, the GRP military arrested NDFP Consultant Alan Jazmines. But at the very first session of the Amsterdam meeting on February 25, the GPH Delegation refused to discuss this draft, declaring that they did not have the mandate to do so. Instead, it gave its draft for a Declaration of National Unity and a Just Peace dated February 20. Amsterdam Meetings (2012) Objective of the Meeting: 1. prepare for the projected first historic moment between the GPH President and CPP Founding Chairperson. 2. That a final draft of the General Declaration for National Unity and a Just Peace would be crafted through dialogue over the next six months. Zumba dancers hit the floor as they compete for healthy lifestyle on the first anniversary of zumba with the theme Zayaw para sa Kalusugan.
1st Year of Zumba: for Kalusugan and Lando Victims By WILMA BALITON Hundreds of zumba dancers joined the government-initiated activity on its first anniversary last October 31 at Tonus Gymnasium of Saint Mary’s University in Bayombong, Nueva Vizcaya. This is to celebrate and encourage more participants of the daily dance craze held every afternoon in capitol compound and observe a healthy lifestyle. Also present to guide the participants in their weight and nutrition is the Provincial Nutrition Office headed by Luzviminda Ragpa. Booklets on healthy foods were distributed to the participants and guided the participants on proper weight and nutrition coupled with proper exercise. Three groups joined the zumba contest which include the Veterans Regional Hospital(VRH) Team, Team Provincial Government and the team
of Dupax del Norte.VRH took home the championship as best zumba dancers while special awards were bestowed to the participants such as Most Graceful dancer awarded to Police Inspector Juancho Crisostomo and Face of the Day to PO1 Joseph Louie Macasu, both assigned at Police Provincial Office. Vice-Governor Lambert Galima, in his message, said that the activity is a way of giving back to life by observing a healthy lifestyle. He also encouraged the participants to go back to the basics like eating organic foods as opposed to the not so nutritious foods that is regularly taken. Provincial Administrator Maybelle Blossom Sevillena who initiated the activity said participants especially the regular ones observed good changes to their health. “Hindi man sila masyadong pumayat pero gumanda ang kanilang kalusugan, and we’re happy to hear good
testimonials on this because it is really serving its purpose,” Sevillena said. The program is now duplicated in several municipalities in Nueva Vizcaya and even in the province of Quirino. One of the witnesses on the benefits of zumba is Josie Carino who said that her vitals including blood pressure and cholesterol level became normal and the frequent headaches were gone when she joined the activity. Zamora brothers, Jason and Joshua, of Maneuvers led the dancers to an hour of fitness routine. Aside from the celebration of the first year, the activity was also intended to raise funds for the victims of typhoon Lando.

Nag-aabang naman ang presmyo sa mga runner na nakarating sa finish line na hindi naubos ang kanilang mga nakasabit na banderitas ng kalahok at pinarangalan ang may best zombie costume. Sa tulong ng Bayombong PNP, Vizcaya Motor Group at Phil. Red Cross ay naging matagumpay ang nasabing aktibidad na nagsimula noong 2013. Maliban dito ay isinagawa rin ang bloodletting activity na layuning makalikom ng donasyong dugo sa mga nagtutungo ng sementeryo noong unang araw ng Nobyembre.

Relief-Giving in Style By WILMA BALITON
It was almost a five-hour drive before reaching the summit of Asaklat, one of the highest peaks in Nagtipunan, Quirino and one of the most devastated areas affected by typhoon Lando last October. But the trip last November 4 was an unforgettable experience since I had to watch the most expensive four-wheel vehicles trailing behind me full of relief goods for the victims. It was an unusual sight to see nine land rovers amounting to millions of pesos each aligned as they roll the roads or parked in a gas station. These belong to the members of the Land Rover Emergency Response Team based in Manila who hit the road to deliver the assistance donated by different groups including the Saint Paul Pasig Alumni Batch 84. The team has been travelling to different areas since typhoon Ondoy and went to Tacloban and Iligan for the same cause. The group was accompanied by the former Diocesan Social Action Center(DSAC) Director Sister Eden Orlino, the present DSAC Director Enrique Tiongson who also travelled in a vehicle packed of relief goods with the patrol car of DWRV Radio Veritas. “We feel bad na medyo late ng dumating but we rely sa donors, we just deliver and our motivation is to inspire other people to help,” Fon Francisco, the team leader stated. The peak of Asaklat was easily scaled by the nine Land Rover Defenders with us behind the lead car, the most expensive and newest Land Rover among the batch, on board a study pick-up driven by Manong Romeo Budomo with Sr. Eden, me and Tita Myrna as passengers. Barangay Asaklat itself held a breathtaking view of a vast rolling valley, winding roads and rivers but on a closer view, it was a wastrel of land. The land was barren from trees or plants. Bananas were broken like sticks, corn plants were seemingly trampled down the ground. Because of its altitude, Asaklat suffered the brunt of wind brought by Lando from the province of Aurora. The area seemed lifeless but on top of the mountain, a community was waiting for the relief. Without transportation, a resident will have to hike several hours before reaching the nearest market. Patiently waiting were housewives, farmers and elderly to receive what was stored for them inside the land rovers. Despite the muddy roads, residents emerged wearing their boots from the slopes to welcome the visitors. Inside the off-road vehicles were boxes of relief to include colorful slippers, breads, school supplies, brand new tents and some of the biggest tarpaulins used for advertisement along EDSA. Sr. Orlino said the tents and tarpaulins are very practical and useful in case typhoon strikes again and their houses are blown. Fr. Anthony Peter Addauan, the parish priest of Nagtipunan joined the residents in profusely thanking the donors who brought a smile to the typhoon-battered residents. In Abbag, Nagtipunan, Fr. Tiongson and Mang Wilfred “Pilo” del Rosario of DWRV were waiting for the Asaklat team to join in the distribution of family packs prepared at DWRV station. The packs contained rice, canned goods, toothbrush and toothpaste, noodles, soap, coffee and others. Residents here had the chance to dig in to sacks of used clothings donated by the listeners of the station. These were just temporary relief to the victims and the long term assistance will be expected to arrive soon to include housing project for the residents with totally blown houses. But just the same, it brought joy to the children bearing new ballpens or chewing ballpens, to mothers with not only one pair but two or more slippers and with the hope that the team will come back and bring hope to the community.

Due to this, the Department of agriculture encourages farmer organizations, association or cooperative to avail of the one millionpeso grant to registered farmer’s groups. “There is 50 million pesos allocated as first batch in Region 2, one million for each registered group, either under Securities and Exchange Commission(SEC), Department of Labor and Employment(DOLE) or Department of Trade and Industry(DTI), this will serve as a grant so the group must have official receipt, financially viable because they will need 20 percent counterpart and must have sound management structure,” Domingo stated. He encourages farmers group to visit the provincial agriculture office for the requirement and ready-outline proposal. Meanwhile, individual farmers will be given assistance too by providing them farm inputs such as palay and vegetable seedlings. The agriculture department is also geared in distributing farm equipment to farmers which they can use for longer period of time.
