Tribes, Fete for IP Month

ifferent indigenous groups of Nueva Vizcaya joined for the celebration of their yearly IP month celebration last November 9 at IP Educational Center, the former Summer Institute of Linguistic in Bagabag, Nueva Vizcaya. Tribes from as far as Alfonso Castañeda, Kayapa, Ambaguio, Kasibu and also from lowlands spent three days on the allotted venue for the convergence of IP communities. Children of different tribes showcased their talents on their own traditional dances and the older generations did not miss their parts as well. The event included simultaneous lectures on different issues concerning IPs in the province. “This activity is not just ceremonial on the display of arts and culture but also to resolve issues, and this is the time to find
solutions,” Gov. Carlos Padilla said. He emphasized on the issue of IPRA law which was long approved but still have loopholes. He also reminded the IP groups to avail of the declaration of CADT areas which is almost on its due date but only few were able to file for application. Gov. We are exhorted to fix our eyes on it and pour our efforts, energies and whole life and to enter it. The 2nd reading (2 Thessalonians 3:7-12) strongly reminds that we work for our food. And in our journey of faith, this would mean that we need to always cooperate and work with the grace and mercy of God so that we will be sustained for the journey toward His Eternal kingdom. We must remember that as disciples of Christ, we are all called to imitate the martyrdom of the Lord Jesus Christ. Today, we are all called not necessarily to shed our blood but to bear witness to the joy and power that the Gospel provides in facing all the challenges and temptations that come along the way of our following Christ. God is hoping that martyrs will today thrive in every family, small community, nation, congregation, organization, school, university, government, office, business establishment, and any other worldly institution. We need to remember that in the history of the church, martyrs thrive on those times when situations became more difficult for Christians to practice their faith. Martyrs were produced when there is so much difficulties and persecutions. Today, we have also reached a part of our journey when living as genuine disciples of Christ is becoming more difficult. We are now living in a situation when all the Values of the Gospel eloquently taught and witnessed to by Christ and our protomartyrs are being challenged.
Not only that, there have been significant efforts done to abrogate them. We see these in the constant efforts of progressive lawmakers who are constantly crafting and proposing bills that are anti-life and antiChristian. Let us then brace ourselves and renew our firm commitment to become faithful disciples of Christ today in the face of the constant difficulties and persecutions that the bulwark of materialism, relativism and hedonism have brought. Before the challenges to the Christian life that the RH law, the pending bills of divorce and Same-Sex Marriage, the bloody campaign against illegal drugs and criminality and the move for the reinstatement of the death penalty will cause. Will Christian martyrs come out of all these difficult challenges in their faith? Looking at the challenge on a big scale, it will certainly be daunting and unmanageable. But facing it domestically or in the homelevel or the family-level, we can see there an opportunity to come out boldly as real martyrs-of-today for the sake of the Gospel of Christ. May the “Seed of Christianity” which the convert Tertullian identified in the 2nd century continue to flourish and multiply today as we take the modern battle domestically. Let every parent lead this significant opportunity in our Christian journey.

I would just like to caution you about the grammar, especially in the usage of a and nga and ti, iti, dagiti,and kadagiti. It is true that in conversations, these words are sometimes unnoticeably and acceptably mixed up, but I think, when it is written and published, we have to be more cautious of their accuracy. Thank you for suggesting features about youth. We welcome any contributions from the youth and we have been brainstorming on how to encourge youth writers which will be featured to our pages. As for the use of Iloco dialect, we admit that the writers are not much equip on the local grammar. We still need to enrich ourselves on the proper use of words since there were no formal school for us to learn the Iloco language. Article XIV (Education, Science and Technology Arts, Culture and Sports) of the 1987 Philippine Constitution provides that “The state shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make education accessible to all . . . The state shall establish and maintain a system of free public education in the elementary and high school levels . . . Establish and maintain a system of scholarship grants, student loan programs, subsidies and other incentives which shall be available to deserving students in both public and private schools, especially to the underprivileged.” Inasmuch as the public high school students have free tuition fees, those who are enrolled in the private secondary schools are also
enjoying government tuition fee subsidy like the ESC/EVS through the DepEdFAPE Program. This financial assistance is a big relief of the parents from the burden of sending their children to school due to the current economic difficulties. Despite this big financial assistance provided by the government, there are instances when parents are hard-up in sending their children to school because of some other collectibles during the school year. As a limiting factor to all expenses, the DepEd has implementing policies on the collection of voluntary contributions. DepEd Order No. 41, S. 2012 (Revised Guidelines on the Opening of Classes) has this statement: “Pursuant to the Constitutional mandate to provide all Filipino learners with free basic education in public elementary and secondary schools . . . there is an urgent need to minimize, if not eliminate financial constraints among parents/guardians during the opening of classes, and to implement effective school/classroom management.” There are situations when other than those contributions which are stipulated in the DepEd Order like BSP, GSP, PNRC, Anti-TB Fund Drive, PTAs, School Publication and Membership in pupil/student organizations are still other contributions like those for projects that

Definitely, contributions make life more difficult and miserable for parents especially the underprivileged if not properly addressed. Hence, these are some suggestions that may be considered for a more cordial and cooperative partnership between the parents and schools. 1. During the parents’ general assembly upon the opening of classes, all parents should be informed in black-and-white all the contributions to be collected for the whole school year for their earlier preparation of payment on the set schedule. 2. In cases when there are contributions for projects to be collected, it should be well-informed and explained to the parents in a general school assembly (not in the classroom) by a school authority for proper deliberation and approval by the parents of the amount before the implementation. 3. It should be considered at all times that the amounts of contributions are within the paying capabilities of parents and shall be on a per family member basis only regardless of the number of siblings enrolled.

TUGUEGARAO CITY, Cagayan, November 10 (PIA) - - The Department of Labor and Employment (DOLE) regional office has stepped up its campaign against “5-5-5”, also known as end of contract (endo) , Regional Director Atty. Sixto T. Rodriguez, Jr. said. He said “5-5-5” is an informal term for the repeated hiring of an individual for 5 months in order to avoid the probationary period of 6 months and regularization. echariah ( in Hebrew ; "remember God"; Ζαχαρίας in Greek, Zacharias in KJV, Zachary in the Douay-Rheims Bible) is a figure in the Bible and the Quran. In the Bible, he is the father of John the Baptist, a priest of the sons of Aaron, a prophet in Luke 1:67–79, and the husband of Elizabeth who is a relative of the Virgin Mary. According to the Gospel of Luke, during the reign of king Herod, there was a priest named Zechariah, of the course of Abia, whose wife Elizabeth was also of the priestly family of Aaron. The evangelist states that both the parents were righteous before God, since they were "blameless" in observing the commandments and ordinances of the Lord. When the events related in Luke began, their marriage was still childless, because Elizabeth was barren, and they were both "well advanced in years" (Luke 1:5–7). The duties at the temple in Jerusalem alternated between each of the family lines that had descended from those appointed by king David (1st Chronicles 24:1–19). Luke states that during the week when it was the duty of Zechariah's family line to serve at "the temple of the Lord", the lot for performing the incense offering had fallen to Zechariah (Luke 1:8–11).
The Gospel of Luke states that while Zechariah ministered at the altar of incense, an angel of the Lord appeared and announced to him that his wife would give birth to a son, whom he was to name John, and that this son would be the forerunner of the Lord (Luke 1:12–17). Citing their advanced age, Zechariah asked with disbelief for a sign whereby he would know the truth of this prophecy. In reply, the angel identified himself as Gabriel, sent especially by God to make this announcement, and added that because of Zechariah's doubt he would be struck dumb and "not able to speak, until the day that these things shall be performed". Consequently, when he went out to the waiting worshippers in the temple's outer courts, he was unable to speak the customary blessing (Luke 1:18–22). After returning to his house in "Hebron, in the hill country of Judah", his wife Elizabeth conceived. After Elizabeth completed her fifth month of pregnancy, her relative Mary was visited by the same angel, Gabriel, overshadowed by the Holy Ghost and – though still a virgin – became pregnant with Jesus. Mary then travelled to visit her relative Elizabeth, having been told by the angel that Elizabeth was in her sixth month of pregnancy Mary remained about three months before she returned to her own house
(Luke 1:23–45, 56). Elizabeth gave birth, and on the eighth day, when their son was to be circumcised according to the commandment, her neighbours and relatives assumed that he was to be named after his father. Elizabeth, however, insisted that his name was to be John; so the family then questioned her husband. As soon as Zechariah had written on a writing table: "His name is John", he regained the power of speech, and blessed "the Lord God of Israel" with a prophecy known to some as the Benedictus (Luke 1:57– 79). The child grew up and "waxed strong in spirit", but remained in the deserts of Judæa until he assumed the ministry that was to earn him the name "John the Baptist" (Luke 1:80, Luke 3:2–3, Matthew 3:1).
