few days after the threat of suspension from the Department of Environment and Natural Resources (DENR), Oceana Gold Philippines Inc. (OGPI) paid the provincial government of Nueva Vizcaya more than 67, 390,000 as real property tax for calendar year 20152016. The Sangguniang Panlalawigan
approved a resolution authorizing Governor Carlos Padilla to enter into a contract and to accept the payment of OGPI. Atty. Junie Cua has called on all barangay captains to cooperate and work hand in hand with the Philippine National Police (PNP) to be able to identify and apprehend all drug users and pushers at the barangay level. Baguilat Pushes for Extended Maternity and Paternity Leave

LAGAWE, Ifugao, Oct. 4 (PIA) - Ifugao Representative Teddy Brawner Baguilat has filed a bill seeking to extend the maternity leave of female employees in the government and private sector to 150 days from the current 67-78 days to promote the long-term health and well being of both the mother and the child. Citing public health reports, Baguilat said that an increase in the length of paid maternity leave can reduce infant mortality by as much as 10 percent. “Paid maternity leave also increases the likelihood of infants getting well-baby care visits and vaccinations, and the rate and duration 6

SAN MATEO, Isabela, October 14 (PIA) – A mongo seed variety which is suitable for the rainy season will be available soon here, Municipal Agriculturist Emiliano Camba said. Munggo, locally known as balatong, is grown shortly before the onset of the summer season when the soil still holds substantial moisture. Camba said the new seed variety, which will come from the town’s demonstration farms, will be distributed for farmers soon who ventured in munggo production as additional income source. He said the only seed variety planted by farmers here now are the drought resistant variety which is suitable during the dry months. “The new seed variety is expected to increase the town’s annual munggo production which is now touted as the country’s munggo capital,” Camba said, encouraging more farmers to consider alternate cropping of munggo to keep them from being idle after the cropping season. Besides its economic value, Camba added that munggo, according to experts, is one of the most nutritious foods, being a source of protein, calcium and iron.
PNP Chief Warns Cops Involved in Drugs

TUGUEGARAO CITY, Cagayan, Oct. 7 (PIA) - Philippine National Police (PNP) Director General Ronald ‘Bato’ Dela Rosa recently warned all police officers in the Cagayan Valley region who are involved in the illegal drugs trade to save their career and lead a better life. “If there are those among you who are engaged in illegal drugs trade, better stop now, otherwise, you will face the consequences of your criminal
acts,” Dela Rosa told Cagayan Valley cops during his recent visit in the PNP-2 regional command here. He said based on the PNP’s mandatory drug testing conducted all over the country, there were policemen who found positive for illegal drug use. “It is alarming and humiliating that those who should enforce the law are the ones violating them,” Dela Rosa added. He reminded the Valley Cops of their pledge and commitment to serve and protect the people from all forms of illegal activities and that the police authorities are community peace makers and law enforcers not offenders. Meanwhile, Dela Rosa lauded the efforts of PNP region 2 in the implementation of the ‘Oplan Double Barrel’ program, especially the ‘Oplan Tokhang’, which resulted in the surrender of at least 19,533 drug users and pushers and the arrest of 591 involved in illegal drugs. He further encouraged police authorities to sustain the momentum of eradicating the illegal drugs problem in the region. Dela Rosa expressed hope that the PNP will attain the thrust of the present administration of making the Philippines a ‘drug free’ country.

T
he lone congressional representative of the province vowed to extend her efforts to gain assistance for the province as well as different agencies working in the province. Cong. Luisa Lloren Cuaresma expressed her apology for her rare appearance in the province just after election explaining that they had series of orientations, organizational meetings and even hearings to attend to. Cuaresma was elected as one of the vice-chairperson for committee on appropriations, indigenous people and electoral reforms and a member for majority for committee on agrarian reform, basic education and culture, ethics and priviliges, health, human rights, justice, local government, public works and highways and science and technology. source out funds for the province including PNP and Bureau of Fire Protection (BFP). “Hopefully through the people that we meet, we will be able to lobby funds for our constituents,” Cong. Cuaresma said. She encouraged the police officers in the province to submit a proposal on their immediate needs such as four-wheel drive vehicle especially for upland towns. But as a reminder, she also told the officers to look into the illegal gambling case of the province. Cuaresma also visited the Bureau of Jail Protection in Solano and pledged for the sourcing-out of one vehicle to be used for the transport of detainees. The house representative also said that she is still focused on the issue on mining particularly the cancellation of permit of Oceana Gold Phil. KIANGAN, Ifugao, Oct. 10 (PIA)- - To set the direction where development efforts are geared in attaining the desired results they want to achieve in the next three years, the Secretariat and Sectoral Committees have started crafting the 3-Year Comprehensive Development Plan (CDP) of the municipality. Mayor Joselito Guguyon said that there are different sectors in development that needs to be addressed. Initially, the sectoral committees
and the secretariat formulated the framework of the CDP that they will work on consisting of the Economic Sufficiency that covers employment, employment skills, income and social security and access to financial institutions; Social Adequacy involving health services, nutrition, water and sanitation, health condition and common garbage disposal; Education regarding school enrolment and attendance of children aged 3-17 years old in the formal and informal schools ; Housing that involve the construction materials of the roof and walls, tenure status of the house and lot
and the lighting facility of the houses, and Family on their role performance in family activities, ability to discern problems, family awareness on relevant issues and participation to legitimate people’s organizations for economic, cultural and spiritual activities of the community. The Secretariat is composed of the all the staff of the Municipal Planning and Development Office while the Sectoral Committees include the Economic Sector, Social Development Sector, Environmental Development Sector and the Institutional Sector.

SAN MATEO, Isabela, October 14 (PIA) – The Philippine Rice Research Institute (Philrice) is continuously improving the rice varieties in the country to enable rice farmers get optimum yield to feed Filipinos and gain income. Dr. Flordeliza Bordey, PhilRice Deputy Executive Director, during the recently conducted Farmers’ Field Day, said that PhilRice, in partnership with the International Rice Research Institute (IRRI), is conducting intensive researches to make various rice varieties be conducive and gainful on the part of farmers. She said that as the country’s rice research institute, it is the duty of the agency to conduct researches and introduce to the farmers the latest rice technology for mass production. “We value the efforts of our farmers for producing rice for every Filipino,” Bordey said, recognizing the contributions of farmers in helping the government in its goal to make the country rice self-sufficient. LAGAWE, Ifugao, Oct. 12 (PIA) - To ensure the availability of the basic necessities and prime commodities at reasonable prices at all times without denying legitimate businesses a fair return on investment, Governor Pedro Mayam-o re-organized the Provincial Price Coordinating Council (PPCC) strictly monitor the prices of goods sold in the market. Mayam-o explained that there is a need to monitor the prices of basic and prime commodities being sold within the province especially in times of calamities or state of emergencies for the protection of consumers. “It is crucial to reconstitute the PPCC in line with Rule VI of the Implementing Rules and Regulations of Republic Act 7581, better known as the Price Act, an Act providing protection to consumers by stabilizing the prices of basic commodities, as amended by RA No. 10623,” the Governor added. Despite the lose of sight and the isolation from the rest of the world, he was grateful to be still alive. I was reminded of a blind couple, the man totally blind and woman was partially blind. They could be seen usually at capitol, offering massage services, and with them is a white spotted dog. Together, they battle the hurdles of their predicament as blind people. They do not seek for mercy through alms, but they strive to live on their own way. Their story also proves that literally and figuratively, love is blind. Blind people are the special listeners of DWRV for their world evolve on sound. I can recall another listener who was blinded after driving his to Ilocos and taking a bath at the sea. Three days of splitting headache later, he woke up to the darkness. Another one is Jake, who loves to call and greet friends on air. He is accomplished with musical organ and good at texting too. They have their own stories to share. Pitiful for some, but inspirational for others. We may have the complete parts of the body but still find flaws on them. As we travel our own paths of life, we have our stories to tell, but unlike them we have more complains to share. That day, the blind man made me smile. For on the midst of chaos, he and the other blind people i met reminded me how to take one step at a time, be grateful for the blessings and appreciate life.

BAGUIO CITY, Sept. 30 (PIA) -- Benguet Corporation operating in Itogon and Lepanto Consolidated Mining Corporation in Mankayan, Benguet are among the 20 mining firms nationwide that are being recommended for suspension by the Department of Environment and Natural Resources following the completion of the nationwide mine operation audit. DENR officials led by Sec. Gina Lopez made the announcement and presented the results of the audit which were the basis of the DENR for the suspension of the 20 mining firms. These mining firms will be given a show cause order and will be asked to answer within 7 days upon receiving the order. Undersecretary Leo Jasareno, a former Mines and Geosciences director, said the most common violations found

Nagpasa ang Sangguniang Panlalawigan ng isang resolution upang hilingin sa Philipine National Police Region 02 na magsagawa muli ng isa pang ikot ng licensing ng mga baril dito sa lalawigan. Ayon kay Board Member Johnny Liban, may-akda ng nasabing resolution, naging matagumpay ang isinagawang licensing ng mga firearms noong nakaraang taon na isinagawa ng PNP Region 02. Layunin ng resolution na matulungan ang mga lihitimong may-ari ng mga baril upang hindi na sila magpunta pa sa Manila para magpabago o magpa-lisensiya ng kanilang mga baril dahil marami umano dito sa lalawigan ang mga gun owners at para matulungan din ang mga hindi nakapagparehistro ng kanilang mga baril noong nakaraang taon. Dahil dito nagpasalamat ang mga gun owners kay Liban sa pagpasa ng nasabing resolution upang hindi na sila pumunta pa ng Maynila na magparehistro at magpa-renew ng papeles o lisensiya ng kanilang mga baril at upang maparehistro na rin ang mga ibang kolurum na baril na hindi pa rehistrado. Umaasa si Liban na pagdating ng takdang panahon na pagsasagawa ng licensing sa mga baril ay dudumugin ito ng mga gun holder/owners upang iparehistro at ipa-renew ang papeles ng kanilang baril. Ikinatuwa naman ng PNP Nueva Vizcaya sa pamumuno ni PSSupt. Leumar Abugan ang pagpasa sa nasabing resolution.

The Current Reality of the Family
39. This is hardly to suggest that we cease warning against a cultural decline that fails to promote love or self-giving. The consultation that took place prior to the last two Synods pointed to the various symptoms of a “culture of the ephemeral”. Here I think, for example, of the speed with which people move from one affective relationship to another. They believe, along the lines of social networks, that love can be connected or disconnected at the whim of the consumer, and the relationship quickly “blocked”. I think too of the fears associated with permanent commitment, the obsession with free time, and those relationships that weigh costs and benefits for the sake of remedying loneliness, providing protection, or offering some service. We treat affective relationships the way we treat material objects and the environment: everything is disposable; everyone uses and throws away, takes and breaks, exploits and squeezes to the last drop. Then, goodbye. Narcissism makes people incapable of looking beyond themselves, beyond their own desires and needs. Yet sooner or later, those who use others end up being used themselves, manipulated and discarded by that same mind-set. It is also worth noting that breakups often occur among older adults who seek a kind of “independence” and reject the ideal of growing old together, looking after and supporting one another.
40. “At the risk of oversimplifying, we might say that we live in a culture which pressures young people not to start a family, because they lack possibilities for the future. Yet this same culture presents others with so many options that they too are dissuaded from starting a family”.14 In some countries, many young persons “postpone a wedding for economic reasons, work or study. Some do so for other reasons, such as the influence of ideologies which devalue marriage and family, the desire to avoid the failures of other couples, the fear of something they consider too important and sacred, the social opportunities and economic benefits associated with simply living together, a purely emotional and romantic conception of love, the fear of losing their freedom and independence, and the rejection of something conceived as purely institutional and bureaucratic”.15 We need to find the right language, arguments and forms of witness that can help us reach the hearts of young people, appealing to their capacity for generosity, commitment, love and even heroism, and in this way inviting them to take up the challenge of marriage with enthusiasm and courage.

In this context, “couples are often uncertain, hesitant and struggling to find ways to grow. Many tend to remain in the early stages of their affective and sexual life. A crisis in a couple’s relationship destabilizes the family and may lead, through separation and divorce, to serious consequences for adults, children and society as a whole, weakening its individual and social bonds”.16 Marital problems are “often confronted in haste and without the courage to have patience and reflect, to make sacrifices and to forgive one another. Failures give rise to new relationships, new couples, new civil unions, and new marriages, creating family situations which are complex and problematic for the Christian life”.17 42. Furthermore, “the decline in population, due to a mentality against having children and promoted by the world politics of reproductive health, creates not only a situation in which the relationship between generations is no longer ensured but also the danger that, over time, this and a loss of hope in the future. The development of bio-technology has also had a major impact on the birth rate”.18 Added to this are other factors such as “industrialization, the sexual

The Synod Fathers noted that “one symptom loneliness, arising from the absence of God in a person’s life and the fragility of relationships. There is also a general feeling of powerlessness in the face of sociocultural realities that oftentimes end up crushing families… Families often feel abandoned due to a lack of interest and attention on the part of institutions. The negative impact on the social order is clear, as seen in the demographic crisis, in the difficulty of raising children, in a hesitancy to welcome new life, in a tendency to see older persons as a burden, and in an increase of emotional problems and outbreaks of violence. The State has the responsibility to pass laws and create work to ensure the future of young people and help them realize their plan of forming a family”.22

It should be kept in mind that “the family has the right to decent housing, fitting for family life and commensurate to the number of the members, in a physical environment that provides the basic services for the life of the family and the community”.23 Families and homes go together. This makes us see how important it is to insist on the rights of the family a good which society cannot do without, and it ought to be protected.24 “The Church has always held it part of her mission to promote marriage and the family and to defend them against those who attack them”,25 especially today, when they are given scarce attention in political agendas. Families have the right to “to be able to count on an adequate family policy on the part of public authorities in the juridical, economic, social and fiscal domains”.26 At times families suffer terribly when, faced with the illness of a loved one, they lack access to adequate health care, or struggle to find dignified employment. “Economic constraints prohibit a family’s access to education, cultural activities and involvement in the life of society. In many ways, the present-day economic situation is keeping people from participating in society. Families, in particular, suffer from problems related to work, where young people have few possibilities and job offers are very selective and insecure. Workdays are long and oftentimes made more burdensome by extended periods away from home. This situation does not help family members to gather together or parents to be with their children in such a way as to nurture their relationships each day”.27

41. The Synod Fathers noted that “cultural tendencies in today’s world seem to set no limits on a person’s affectivity”; indeed, “a narcissistic, unstable or changeable affectivity does not always allow a person to grow to maturity”. They also expressed concern
revolution, the fear of overpopulation and economic problems… Consumerism may also deter people from having children, simply so they can maintain a certain freedom and lifestyle”.19 The upright consciences of spouses who have been generous in transmitting life may lead them, for sufficiently serious reasons, to limit the number of their children, yet precisely “for the sake of this dignity of conscience, the Church strongly rejects the forced State intervention in favour of contraception, sterilization and even abortion”.20 Such measures are unacceptable even in places with high birth rates, yet also in countries with disturbingly low birth rates we see politicians encouraging them. As the bishops of Korea have said, this is “to act in a way that is self-contradictory and to neglect one’s duty”.21

t. Louis Bertrand, O.P. (Spanish: Luis Beltrán, Luis Bertrán) (1 January 1526 – 9 October 1581) was a Spanish Dominican who preached in South America during the 16th century, and is known as the “Apostle to the Americas”. He is venerated as a saint by the Catholic Church. Bertrand was born in Valencia to Juan Bertrand and Juana Angela Exarch. Through his father he was related to St. Vincent Ferrer, a thaumaturgus of the Dominican Order. At an early age he conceived the idea of becoming a Dominican Friar, and despite the efforts of his father to dissuade him, was clothed with the Dominican habit in the Convent of St. Dominic, Valencia on 26 August 1539. After the usual period of probation, he pronounced the evangelical vows. He was grave In demeanour and apparently without any sense of humour, yet had a gentle and sweet disposition that greatly endeared him to those with whom he came in contact. While he could lay no claim to great intellectual gifts, he applied himself assiduously to study. In 1547 he was ordained to the priesthood by the archbishop of Valencia, St. Thomas of Villanova. He was appointed to the office of master of novices in the convent at Valencia, the duties of which he discharged at different intervals for an aggregate of thirty years. When the plague broke out in Valencia in 1557 he devoted himself to the sick and dying; he prepared the dead for burial and interred them with his own hands. When the plague had subsided, the zeal of the holy novice master sought to extend the scope of his already large ministry into the apostolate of preaching. Although it is said that “his voice was raucous, his memory treacherous, his carriage without grace”, he became a fervent
preacher. The cathedral and the most spacious churches were placed at his disposal, but they proved wholly inadequate to accommodate the multitude that desired to hear him. Eventually it became necessary for him to resort to the public squares of the city. It was probably the fame of his preaching that brought him to the attention of St. Teresa, who at this time sought his counsel in the matter of reforming her order. Louis had long cherished the desire to enter the mission fields of the New World. Receiving permission he sailed for America in 1562 and landed at Cartagena, where he immediately entered upon the career of a missionary. After seven years as a missionary in South America, Bertrand returned to Spain in 1569, to plead the cause of the oppressed Indians, but he was not permitted to return and labour among them. He used his own growing reputation for sanctity, as well as family and other contacts, to lobby on behalf of the native peoples he had encountered, as well as serving in his native diocese of Valencia. There he also became a spiritual counselor to many, including St. Teresa of Ávila. In 1580, Louis fell ill and was carried down from the pulpit of the Valencia cathedral. He died on October 9, 1582, as he is said to have foretold. Louis Bertrand is sometimes called the “Apostle of South America”. He was canonized by Pope Clement X in 1671. His feast day, as reported in the 2004 Martyrologium Romanum, is observed on October 9. There is a statue of Louis Bertrand on the north colonnade of St. Peter’s Basilica in Rome.
