Suspek at Biktima Kapwa Bumulagta Matapos Magbarilan sa Bagabag
Muling naalarma ang mga residente sa bayan ng Baretbet, Bagabag matapos itumba ang isang residente mula sa taas na sitio ng nasabing barangay noong November 15 pasado alas dos ng hapon. Sa ikatlong pagkakataon, nagtagumpay ang mga di pa kilalang salarin na itumba ang biktima na si Alfredo Ballatong, 46 anyos nang harangin ang kaniyang sinasakyang Isuzu Elf na may plate number RHP 284 kasama ang dalawang anak na sina Villamor, 24 at Jennybeb, 20 anyos. Palabas na umano ang mga biktima sa national highway ng harangan at paputukan sila ng suspek. Nanlaban naman ang matandang Ballatong at bumaba sa nasabing sasakyan. Matatandaang umabot sa pitong katao ang sunod-sunod na pinatay mula sa nasabing lugar simula sa hindi pa maliwanag na kadahilanan. “May banta na talaga sa buhay ng pamilyang yan, at konektado pa rin ito, malalim ang dahilan pero ayaw magsabi ni mister Ballatong kung bakit siya puntiryang patayin,” lahad ni PCI Claveria Villegas, hepe ng Bagabag PNP. Naniniwala naman

Hindi pa rin nakikilala ang suspek na may tattoo na “Jacob Natividad,” “sputnik” at “moneymaker” sa kanyang katawan, may taas na 5’6” at nakasuot ng tshirt na may tatak na security detective agent. Tumakas naman ang iba pang kasamahan ng suspek na nakasakay sa maroon na Vios.

Bantay sa Mapalyao Falls Inirekomenda By MINA BALITON Irerekomenda ng pulisya sa konseho ng San Juan, Quezon ang pagtatalaga ng bantay o watchmen para sa mga bisitang dumarayo sa Mapalyao Falls sa nasabing lugar. Ito ay matapos ang ikalawang insidente ng pagkalunod ng isang nurse aide na si Aprilyn Carpo, 26 anyos, residente ng Osmena, Solano. Ang biktima, kasama ang kapatid at anim na kaibigan ay nagtungo sa nasabing falls, umaga noong ika-19 ng Nobyembre upang magpiknic nang maganap ang insidente. Babaeng Tulak ng Droga sa mga Drayber, Arestado By MINA BALITON Arestado ang isang babaeng tulak ng ipinagbabawal na droga na siyang nagbebenta umano nito sa mga drayber ng trak. Kinilala ni PCI Warlito Jagto, hepe ng Aritao PNP ang suspek na si Analyn Palco, 26, resident eng Calitlitan Aritao. Ayon sa pulisya, minanmanan ang galaw ng nasabing suspek na nagpapasok ng droga mula sa hangganan ng Nueva Ecija at Nueva Vizcaya patungo sa iba’t ibang bayan para magbenta ng hinihinalang shabu. Narekober mula sa buy-bust operation kontra sa suspek ang siyam na piraso ng plastic sachet ng shabu, tatlong cellphones, dalawang improvised water pipes, lighter at isang unit ng tablet. Umaabot sa apat na gramo ng hinihinalang shabu ang nakuha mula sa suspek kapalit ang dalwanlibo limandaang pisong buybust money. “Itong suspek ang pinagkukuhanan ng mga drayber ng trak at katunayan, may nagtangka pang bumili nang mahuli na naming siya,” lahad ni PCI Jagto. Iniimbestigahan ng pulisya kung ano ang posibleng motibo sa pagsugod ng biktima sa suspek bagamat sinasabi ng huli na wala naman silang alitan. Gayun pa man, posibleng mapagaan ang kaso ng suspek dahil ito ang sinugod at posibleng idahilan ang self-defense.

Ang fun bike ay may temang “fun bike for peace and justice” na hangaring tumulong sa pinansyal na pangangailangan sa 31 na BAR examinees noong buwan ng Nobyember. Ang kalahati sa maiipon ay mapupunta sa pondo ng VOV, organisasyon ng mga estudyante na kumukuha ng Bachelor of Law, para sa bar examinees habang ang kalahati ay para naman NVPPSC. By JAMES BACULI BAMBANG NUEVA VIZCAYA – Timbog sa mga otoridad ang isang lalaki na may dalang dalawang bloke ng pinatuyong marijuana matapos ang isinagawang buy bust operation na isinagawa ng Philippine Drug Enforcement Agency(PDEA) Region 02 at ng Bambang PNP noong ika-19 ng Nobyembre. Kinilala ang suspek na si Reyson Perdonio, 24 anyos, may asawa at residente ng barangay Bonfal West Bayombong Nueva Vizcaya. Nakuha mula sa suspek ang isang kulay asul na paper bag na naglalaman ng dalawang bloke ng marijuana na nabalot ng kalendaryo at magazine. Narekocover din ng mga pulis ang ginamit na buy bust money na isang libong piso (genuine money) at apat na piraso ng isang libong piso (boodle money). Kinumpiska rin ng mga pulis ang isang cellphone na kulay itim at tricycle na ginamit nito sa transaksiyon. Ang buy bust operation ay nasaksihan ng mga barangay councils ng barangay Almaguer North Bambang sina punong barangay Wilfred Sampilo at barangay kagawad Angelito Villanueva. Ang mga nakumpiskang illegal na droga ay dinala sa Crime Laboratory na nakabase sa Solano Nueva Vizcaya. Media, Journalism in the light of the Maguindanao Massacre Revisiting the slaughtering of some people which included journalists, lawyers, the wife of Mangudadatu and his two sisters plus their aides and other motorists in Maguindanao tagged as the “Maguindanao massacre” on November 23, 2009 makes our hearts restless and crying out for justice. Though it is given and in fact, the justice system is really very slow in our country. After six years, the trial has not commenced and petitions for bail of the accused are under discussions. It is likewise disheartening that our beloved country was tagged by the Committee to Protect journalists (CPJ) as the second dangerous country for journalists, next to Iraq. This goes to show that to get involved in the work of media or journalism, exposing the issues and concerns, anomalies that affect the lives of people is putting one’s life at great risks. However, what is heartwarming though, media practitioners, journalists, broadcasters, among others move on to carry out their work and passion to bring to people news and information in the midst of the dangers that they might face in the process. Moreover, following the thought of the Church that “the blood of martyrs is the seed of Christianity,” so also that the blood of journalists/media practitioners is the seed of responsible and truthful journalism. The sacrifice of their lives is a testimony of the truth that they are fighting for. No wonder, in spite of the great risks that journalists have to embrace, their numbers continue to thrive! The thoughts of Amy Goodman, an American broadcast journalist, investigative reporter and author, which was posted on Facebook, can hopefully inspire us: “Journalism is the only profession explicitly protected by the U.S. Constitution, because journalists are supposed to be the check and balance on government. We’re supposed to be holding those in power accountable, asking the critical questions. We’re not supposed to be their megaphone. That’s what the corporate media have become.” How we wish that the Philippine government would also explicitly protect journalism as the profession to be the check and balance on government, not their megaphone!
Dark Angels Time flies so fast that I did never realize it’s Christmas time again until I saw the flickering and dancing lights somewhere down the road. Christmas is the most festive time of the year. A time for kids to be kids and simply enjoy what the occasion has to offer for them, parties, caroling, endless reunions and a lot more. In our province it seems that you know it’s Christmas when you see numerous strangers begging on the streets, restaurant, public market or even the most silent alley of the town. The unusual number of strangers is quite bothering because we do not know what this people are capable of doing. I am particularly concerned about a group known as the “Badjaos”. They loiter around Bayombong, Solano and I am sure even in Bambang and other towns of the province. The Badjaos are common these days trooping the talipapa or night market, public market, on the streets caroling even if it is not yet the season to do caroling. And why are all these people here? From what I overheard, Vizcayanos are relatively generous so they come so often to beg for their sustenance in our province. Granting that Vizcayanos are truly generous, should the government allow these scenarios to happen throughout the year? It is a good complement to hear that we, Vizcayanos are generous, however, our generosity will not solve the problems of transient mendicants. We are only offering a band aid solution to their lifelong problems .We are only offering a bread for them to survive in a day but we are not teaching them to find a lasting solution to their predicament. Probably if you are a regular market goer, you must have experienced being surprised by kids appearing from nowhere and suddenly demand for some cash from you. Some would react

It is just a pity that these kids and adult beggars had to endure long hours of walking and even undesirable rejection. They don’t deserve to be treated that way because they are humans like us. They deserve to live a decent lives like any ordinary mortals of this world. Who is in the best position to offer a lasting solution to their problems? The national government is supposed to look after their welfare thru Department of Social Welfare and Development. The national government can always cascade the assistance from the central office to their local offices in the province in order to facilitate the distribution of assistance. What kind of assistance can the government offer? Not the dole out system please. Instead, the government may offer cash for work program, livelihood program through the assistance of TESDA or livelihood kit that can be used as a starter for the recipients. Important prerequisite of the assistance is the trainings and seminars for the beneficiaries. Part of the training should be values formation and values reorientation.Doing so can help in the realization of beneficiaries on the importance of giving value to what the government is doing for them. So that they will also co-own and value what they are doing. We can do less as an individual. It is the government that can do much for these people given its resources, machineries and instrumentalities. Many may consider these people as liabilities of our community. You may never know, they are the acid test of our faith in God. They may look rubbish, dirty or unwanted but they maybe our angels in disguise. What is worse is the fact that this model not only dominates the personal lives of people but more so, it has dominated the economic and political life of the society, with a end goal of profit regardless of the negative impact on men and women and the ecology. We experience the change in the weather condition of the world due to the imbalance situation of our environmental resources. The call of the Holy Father is to have a “distinctive way of looking at things, a way of thinking, policies, an educational programme, a lifestyle and a spirituality which together generate resistance to the assault of the technocratic paradigm” (LS, 111). We must therefore exert effort to curve the advancement of this technocratic model by realizing that we are not ‘gods’ who will manipulate things, objects and persons for our selfish interest or for profit. We are called to change our minds, widen our vision and limit and direct technology towards a healthier and more integrated way of development and progress.
The second point that Pope Francis identifies as the human root of the ecological crisis is the globalization of a technocratic paradigm. What is this all about? From the words of Pope Francis, “It is the way that humanity has taken up technology and its development according to an undifferentiated and one-dimensional paradigm.” (Laudato Si, 106) This model emphasizes the subject who gains control over an external object. If the subject has a control over the object, the tendency is to use that object for experimentation as if he creates and owns it. It is in this case that it can be subjected to manipulation, through series of scientific and experimental methods. No wonder, we hear about Genetically Manipulated Organisms or GMOs, and the genetic manipulation of embryonic stem cells, among others. Want Peace?..., Work for Justice! (Part 3 of 3) The NDFP: The NDFP stands for and carries the authority of the people’s democratic government consisting of organs of political power in substantial parts of 71 provinces all over the Philippines. It is the united front organization of all revolutionary forces of the Filipino people fighting for national independence and democracy. In includes the Communist Party of the Philippines (CPP) as the leading party in the aforesaid government, the New People’s Army (NPA) as the armed force, and various mass organizations of workers, peasants, women, youth, professionals and other sectors. The people’s democratic government implements genuine land reform, health, education and cultural program to benefit millions who give their firm support to the revolutionary forces. The NPA is now operating in more than 110 guerrilla fronts wherein organs of political power form the backbone of the people’s democratic government. With 75% of the 100 million population consisting of the exploited and oppressed peasantry, the Program for Agrarian Revolution is the main content of the revolutionary program. The program benefits millions of the rural population. The vision for the future, upon nationwide victory, is the free distribution of land to the peasantry with the provision of support services like irrigation, farm to market roads, assistance for mechanization and building of cooperatives and collectivization towards greater productivity for the benefit of the peasantry and the entire population. Nationwide implementation of land reform will be coupled with national industrialization to lift the backward agrarian economy to a developed and prosperous one. Educational and Health Programs : The following educational programs are widely carried out and enthusiastically welcomed by the masses: Revolutionary education on the history of the Filipino people and their Programs of literacy and numeracy. Revolutionary schools have been set up benefiting many thousands of peasants and national minorities, especially children and youth. Educational materials and works of art and literature have arisen from the revolutionary struggle. The revolutionary movement has promoted the use of Filipino as the national language, and regional languages among the people. Health programs popularize the use of acupuncture, herbal and traditional medicines culled from the age-old practices of the masses. Western medicine is also utilized. These programs respond to vital health needs of the people. Health campaigns like proper sanitation, building outhouses, antimalaria and people’s health clinics have been successful. Health professionals have been encouraged to serve the people in the countryside and in the urban slum areas. They have also trained paramedics to provide first aid and treatment for common illnesses. Revolutionary Justice System: The revolutionary movement has a justice system far superior to the corrupt antipeople justice system of the reactionary government. It has won the support not only of legal experts in the Philippines, but also international lawyers. On-going exploratory talks in the Netherlands with Nani Braganza as emissary and a possible resumption in a foreign venue in Vietnam, Malaga or Norway with 50 member delegation each for both GRP and GPH. A new special envoy has been appointed by the Royal Norwegian Government (RNG), the official third party facilitator of the talks. Elisabeth Slattum, the new envoy, has experience in peace negotiations in Colombia, Nepal and Haiti. Five, the work of the Panels, the RWCs and RWGs shall continue even when the meetings of any of these bodies are adjourned. Six, detained consultants shall be released to carry out important functions that will help produce substantial outcomes in the peace negotiations. Seven, to strengthen and enable the work of the Panels, the JASIG list of Document of Identification Holders will be reconstituted. Eight, the interim peace agreement shall include provisions for the safety, immunity and economic benefit of NPA units and personnel, the release of all prisoners accused of links to the NPA and other important matters. The Panels are committed to jointly work towards creating more conducive conditions that are essential towards achieving a just and lasting peace and to accelerate the same by such mechanisms as making the RWCs and/or RWGs work continuously for a given period agreed by the Parties, including establishing conclave-type work meetings. Despite the widespread calls of peace advocates, the Aquino government has paralyzed the peace talks after failing to impose its unjust wishes on the NDFP. It gives priorities to the implementation of its militaristic option by strict compliance to OPLAN BAYANIHAN, doubt by the militants as Anti-Insurgency campaign designed and directed by the United States. The NDFP also welcomes the positive actions and recommendations of peace and human rights advocates for the resumption of the peace talks but maybe not on the time of Aquino. The victims of these un-ending conflict are the innocent people who are caught in between. Lives and properties are being destroyed. For peace loving citizen to continue working for the Peace Proces, must not stop to do their part to convince both the GRP and the NDFP panels to go back to the negotiating table for a resume of a peace talk.

Two students were given the privilege to serve as little governor and little vice governor for one day as a part of the National Children’s Month celebration for the month of November. This is to realize the theme “Role Play of Child Participation in Governance.” On their one day of servitude last November 9, both were beside their elected counterparts. For the said occasion, a petite young girl wearing her blazer to fit her role, Bethany Kay Bangilan Lucasi, Grade 10 pupil of Nueva Vizcaya General Comprehensive High School(NVGCHS) was presented as the little governor. She is currently the president of Student Supreme Government of their school, science feature writer of Magat leaf, the official campus publication. Ivana Breastfeeding Angels Philippines has envisioned that all mothers will breastfeed their children and celebrate the profound experience of motherhood with gratitude and respect to God’s infinite wisdom and generosity. This is a revival of the earth-friendly Filipino indigenous nurturing practices that sustained infant feeding in the past decades. As the country campaigns to counter the current social pressure of resorting to hazardous formula milk for the babies and the young children, a town of the island province of Batanes has been silently supporting the vision – the community of Ivana. The town emerged to be the best among other regional contenders in the municipality category as it waved its banner innovative practices in health and nutrition, including its infant young child feeding programs. Ivana coined the term ‘Breastfeeding Angels’ referring to lactating mothers who also serve as human milk banks. It was conceptualized to ensure 0-24 month old babies will be exclusively breastfed as well as to share milk for other babies of working moms. ‘Human milk bank’ concept is the first in the region and perhaps in the whole country. Whenever there are mothers encountering hardships in producing breast milk for their babies as well as those who could not regularly breastfeed their infants, the lactating mothers can share some of their breast milk to those who need it. “This is I guess the most unique and laudable innovation of Ivana which is best replicated by other towns. These breastfeeding angels are babies’ health saviors and I really commend them for such sweet and lovely endeavor. With this, their motherhood essence is extended for others to live healthy”. said Rhodora G. Maestre, nutrition program coordinator of the National Nutrition Council region 2.
The human milk bank concept, Maestre added, is a pro-life and a nutrition conscious program as it ensures nutritional status of the babies instead of resorting to formula milk which is not recommended, especially for those new born up to six-month old. Realizing the humane deal of the program, some local officials organized a group called “Katuwang Niyo Kami” (KNK) to further strengthen exclusive breastfeeding among mothers and in support further to the ‘Breastfeeding Philippines’ vision. “The group consists of husbands, caregivers and barangay nutrition council members whose mission is to help advocate breastfeeding practices and generate funds for their infant and young child feeding programs in preparation to the complementary feeding which is the next step after breastfeeding period,” said Municipal Nutrition Action Officer, Ms. Maricel Cabuco. Other than these, Ivana nutrition committee members also conceptualized key strategies for massive information and education campaigns to generate public support on nutrition programs to include the BILIS Kalusugan or Batang Ivaneo Laging Ingat sa Kalusugan. Members of the nutrition committee with the support of other stakeholders constantly monitor health status of children in the municipality and implement programs to improve nutritional status of those identified at-risks. The Nutri-Bayanihan is also another initiative which is a strong link between the Rural Health Unit (RHU), Municipal Nutrition Committee and the Barangay Nutrition Committee in the furtherance of services on nutrition and health, especially in monitoring pregnant women and young children weights. These programs are also well complemented by other programs in relation to nutrition and health to include micronutrient supplementation, feeding programs, healthy lifestyle activities, monitoring and assistance for nutritionally at-risk individuals as well as passage and implementation of local policies in the promotion of good nutrition in their locality. Tam-an BMPC Celebrates 24th Year
It was a night of elegance, glamor and fashion but still, with revelry. One might think that it is an occasion for reigning beauties and knights with matching red carpet. It was indeed a surreal night for the members of Tam-an Banaue MultiPurpose Cooperative(Tam-an BMPC) last November 7 as they celebrate their 24th Founding Anniversary. The ladies were a sight to behold while parading in their long glittering gowns while the gentlemen wore their coat and ties, some in their tuxedos. It was a time for the employees to forget their duties and uniforms as managers, cashiers or utility workers and feel that they are given time to shine. Munipal Councilor Betsy Tuggab, who represented Mayor Ramon Cabauatan recognizes Tam-an BMPC as one of the most successful cooperatives in the country. “Kayo ang nag-aalaga sa mga miyembro di lang sa sipag at tiyaga, bawat isa ay nagmamahal sa kaniyang trabaho,”Tuggab stated. PCDC Chairman Vic Danao challenged each officers and employees to strive more and achieve a vision and become the biggest cooperative in the region. Danao said he recognizes this
vision because the employees are the very foundation of success. And this could be easily done with unity and trust among the employees and members to join their resources to achieve the vision. Meanwhile, Arturo Palafox the Supervising CDS praised the Chief Executive Officer Jose Tomas for his dedication and passion to the cooperative which led now to its 24th anniversary. He stated that without CEO Tomas, there is nothing to celebrate. As in the past occasions CEO Tomas grabs the attention of each listener as he imparted his message especially in inculcating good values to the members of the cooperative and to their families. “We are at par and even with commercial banks and we even have better services than them. Now we wanted to achieve and inculcate the habit of saving to our employees, we want them to have good attitude on this,” CEO Tomas stated. He proudly said that about 98 percent of the employees and their family members have their savings account and the remaining two percent will soon have their own accounts too which he personally checks. “We should be like salt, without it, the food will be stale, we make a
difference when we join a group,” Tomas added. He also recognized the employees as the brain of the cooperative which gave them the recognition as one of Villar’s Most outstanding Entrepreneur in the Philippines. “The awards night is to congratulate ourselves, these are all the reward of good service and extra effort to your assignment for being compliant and complete to your work,” CEO Tomas stated. The event was made more interesting with the competition of Ilocano version of Vizcaya Hymn which was adjudged by the Iloco translator of the song, Benjamin Tucay who served as chairman of the board of judges. From the
different branches in Isabela, Quirino and Nueva Vizcaya, four teams were formed to perform the Ilocano rendition to include the Special Project Team as the fourth group. The Special Project Team, which is composed of BMPC Mountain Resort workers,builders,agricultural supply marketing officers, gasoline boys was chosen unanimously by the judges as the winner of the Ilocano rendition. Tucay, who is a well known singer and composer, personally instructed each teams on what to observe in singing the Vizcaya Hymn Ilocano version which include the proper pronunciation of words, rhythm and others. This is to encourage each member to actively and dedicatedly sing the song in every occasion of Tam-an BMPC.

In his message, he said that in order to be healed one must learn to pray, to love and to forgive. “Our relationship with God cannot be seasonal. Gods’ call is to feed the hungry, clothe the naked, shelter the homeless, and visit the sick 24/7,” Bishop Villena added. He also expressed his gratitude to all the participants and parishes including the different local government officials for attending this annual activity of the Catholic Church. Before the mass, a procession was first done by the different parishes at around one o ‘clock in the afternoon followed by the holy mass. This year’s Christ the King celebration was hosted by the parish of St. Patrick in Kasibu and is expected to be held in St. Joseph the Worker of Diffun, Quirino next year. Rev. Father Pedro Dulnuan, CICM Parish Priest of St. Patrick, also extended his appreciation for the efforts and sacrifices of the participants in attending the said celebration.

Although alone in her flight, Donabel said her 24-year old daughter Hillarie was sent-off with much support from family and friends to include Megan Young who was the first Pinay beauty queen who took home the crown as Miss World in 2013. “We are appealing to all Novo Vizcayanos and all Filipinos inside and outside the country to support Hillarie by downloading the Miss World app to your cellphones or computers and vote for three candidates including our very own Miss Philippines,” Donabel said over DWRV. She said this is the only support the family of Hillarie could give as of the moment while waiting for permission to follow her in China. The solitude of the 120 candidates is also a test for their independence and capability to manage on their own to include their own make-up. “We have yet to wait for further instructions whether we will be allowed later to go there but all we could give now are votes and prayers,” Donabel added. Hillarie, on her visit to the province of Nueva Vizcaya promised to do her best to take home the crown especially that she bears the blood of a pure Filipino. “I am a pure Ilocana and I’m proud to say I’m from Solano, Nueva Vizcaya,” she stated during her press conference. The 5’8” beauty is also immersed with her campaign on the prevention of child mortality. She have been visiting remote areas in the province where there are cases of child deaths to conduct information education campaign together with other health practitioner in the province.

NV APEC Team Arrives Safely By MINA BALITON
All 108 PNP personnel were all accounted safe and sound and back to the province. This was according to the APEC leader’s summit team led by PCI Kevin Bulayungan. The team was part of the 845 personnel sent by PNP in Region 02 for a week which ended last November 20. During the arrival ceremony, PSSUPT John Luglug lauded the personnel for a job-well done of the personnel in maintaining peace and order despite the incessant rallies along the street. PCI Bulayungan was glad also to inform that no personnel was harmed during the performance of duty. It can be recalled that the security was heightened as leaders from different nations arrived in the country for the summit for two days. Police personnel however had to be on their post earlier for almost a week to secure the area against threat. Bulayungan also added that it was a call of duty which will be hosted again by Philippines in twenty years. Police officers from provinces were also given the chance to explore Manila as token for their efforts but the contingency in Region 02 opted to return back immediately due to their large number who might be needed in their areas of assignment.

PNP Launches... which is needed for VAW victims to help them bounce back from despair and recover from their grief. According to Police Inspector Novalyn Aggacid, head of the PNP Women and Children’s Protection Desk in Nueva Vizcaya, 46 cases were listed as VAW for the month of October, while there were 27 cases last September. Cases vary from physical, emotional and economic abuse. Vice Governor Lambert Galima, as the guest of honor for the said activity, said that police personnel must do their part to stop these abuses. “We end VAW by investigating and filing the case so that people will know that there is a case against men who will commit the crime,” Atty. Galima said. He also encouraged the personnel to be vigilant in observing women who have injuries which may be obtained from violence of their partners. “Dapat maging active ang pulis sa paghahanap ng mga biktima ng VAW huwag yung naghihintay lang sa mesa dahil ang mga babae ay mas pipiliin na isalba ang kanilang pamilya at magsakripisyo para sa kanilang mga anak,” Galima added.
1 PI Aggacid also stated that women would usually reconcile with their spouse or partner while the case against the man is going on or even before it is filed but she warned that the cycle of violence will occur if proper intervention was not done. Although misunderstanding between partners occurs, abuse must be prevented to avoid further damage within the family.
