DA Chief Recommends Dredging of Cagayan River By Gene V. Baquiran

TUGUEGARAO CITY, Cagayan, Oct. 27 (PIA) – Agriculture Secretary Emmanuel Piñol will recommend to President Rodrigo Duterte the immediate dredging of the Cagayan River here. Towards a Graceful Retirement

Retirement culminates the legal working period of any employee and commences his/her private life as an individual person. It may be upon reaching the age of 60 or 65 years old, depending upon the agency that the person is connected with. This is the peak of the working person’s productive years which later be rewarded with benefits like pension. Retirement is the time that he/she is hoping

It is indicated in the readings that as believers of God, we have the tendency to become weak and thus fall away from the path pointed by God. Yet, even if we fall away, the mercy and compassion of God provide us numerous opportunities to repent and to get back up on the path that He points. God is truly a lover of life. He loves all that He created and wants them all reunited to Him even if they go astray. It would be very nice to take advantage of this and so we decide now to journey back to His embrace. We need to understand that in order for love to be genuine it involves knowing and willing. In a genuine act of love, the mind perceives the good object of love and the will freely chooses to act on it. God knows us through and through and He freely willed to love us beyond compare. In like manner, we will enjoy God’s love if we perceive the greatness of His love and our will freely chooses to stay with Him and to love Him back. The opportunity to know and to freely choose Him, however, takes place while we are still living on this earth. We need

to remember that the action and decision that we take now has a final and definitive consequence. It either yields eternal communion with God or eternal separation from Him. So what can we do now for each other and for God as far as genuine love is concerned? Well, it would be very nice to assume the very positive disposition of God in looking at us and treating us, sinners though we are. We teach each other genuine love by behaving like God. Let us make a big difference now by positively looking at each other. It is extremely good if we notice first the clean white paper before noticing the small dot at the center of it. Let us always keep the words of Jesus saying: “Blessed are the merciful for they will be shown mercy.” (Mt 5:7 NAB) And: “Should you not have had pity on your fellow servant, as I had pity on you?” (Mt 18:33 NAB) Let us begin this act of mercy on our very selves and then later extend it in our family circle and then to our small groups or in our workplaces. When we do it, without us noticing, the unseen hand of God will create ripples from our individual positivity which will reach the farthest corner of the earth. If we believe in God, we shave off any doubt that this will happen for if our mind and will are already aligned with the God’s Mind and Will, nothing is impossible.

Sa anumang kalamidad, bagyo man o lindol man dapat unang-una tayong humingi ng tulong sa Panginoon at tiyak ililigtas Niya tayo sa kapahamakan at pakikinggan Niya ang ating mga panalangin (Psalms 88: 1 & 2.). Sana mga kapatid manalangin tayo sa lahat ng panahon. Magpasalamat tayo sa Diyos dahil walang buhay na nawala maliban lamang sa mga nasirang mga pananim at mga bahay na nasira dulot ng nagdaang bagyo at sana mapanatili ang pagtutulungan at pagkakaisa sa panahon ng kalamidad.

On this realization, good health is the primary key towards having a meaningful retirement when life is fully enjoyed. Thus, good health should be every working person’s concern to strive to acquire and preserve. Being healthy upon reaching retirement is better than having all the riches because accumulated wealth may all be consumed when aiming to regain the lost good health when the body wears out and health retrogresses. Behind all dreams and aspirations of every retiree, the strong foundation that makes all good things happen is having a prayerful life because HE is the source of everything.

Gumamela Propagation Made Simple for the Enthusiasts

Ifugao Receives 9M Livelihood Assistance from DOLE By Florida B. Robles

N

owadays, passion for ornamental plant collection is common. If not from plantstands or nurseries, it’s through doing propagation. One of the mostliked flowering plants collected by plant enthusiasts is Hibiscus, commonly called the gumamela with different varieties. A person with the ability to propagate and grow plants is described as “greenthumbed”. Beyond this term, it means being an expert or having an expertise in growing plants which is developed through repeated practice. Gumamela collection is quite an expensive hobby. It gets a big slice from the budget but this does not matter to a plant lover. Buying of flowering plants may be disadvantageous because of the possible big loss when there are casualties, situation that may not be avoided. With this case, the best still is to practice plant propagation, the common ones are cutting, grafting and marcotting. Among these, as observed, it is through marcotting that the plant has a bigger chance of survival though this requires longer time of waiting. It starts from the stem girdling to the planting and undergoes these stages: stem rooting (about I to 2 months), cutting off of the rooting stem from the mother plant ready for planting then keeping it in nursery

(about 2 weeks). Due to this long duration, stem cutting is too considered. Many find this as an easy method but based on observation and experience, the chance of survival of the cut stem is quite slim. As gumamela plant propagator for some years now, the application of some science theories learned about plant anatomy and physiology has helped, specifically the knowledge on vascular tissues xylem and phloem. In marcotting, there is girdling of the stem or the cutting away of the bark and cambium in a ring and allowing the roots to grow in the Sphagnum moss padded around the stem. In the cutting method, girdling is also applied. As practiced, these techniques are very important and contributory to the survival of the stem in the cutting method of propagation. 1. Choose a young stem with terminal bud having girth not smaller than a drinking straw. 2. Locate the brownish portion below the green part of the stem and cut it with at least 3 inches long. 3. Before planting, girdle the stem about 1 inch of the lower brown portion then cut totally away its bark.

Citing Public Health Reports, Baguilat said in the bill that an increase in the length of paid maternity leave can reduce infant mortality by as much as 10 percent and goes a long way in strengthening family ties. “We have to do what we can to ensure the health of mothers and infants and promote child rearing, given that the family is the basic unit of our society. To strengthen the family is to ultimately strengthen our country,” Baguilat had said. He also cited the need to pass the anti-discrimination bill to guarantee equal rights for the LGBT community and the proposed amendments to the anti-rape bill. Baguilat listed other bills like amendments to marital infidelity and anti-prostitution laws that had passed committee levels in previous Congresses but also did not make it to the plenary for deliberations. “Congress in the past has not been accommodating of pro-women’s rights bills. We hope that the Committee on Rules in the current 17th Congress will not hold these pro-women’s bills hostage,” said Baguilat. Recently, the Priority Legislative Agenda for Women was presented and Baguilat is one of the champions, and has encouraged both men and women to take a firm stand for women’ rights. “We all have to contribute to maximizing women’s potential and guaranteeing equal protection under the law,” he said, “Men and women are equal partners in economic and social development.” (PIA/Congressional Office)

LAGAWE, Ifugao-- The Department of Labor and Employment headed by Regional Director Exequiel Ronie Guzman with his Assistant Teodoro Delson together with Congressman Teddy Baguilat and Acting Governor Jose Jordan Gullitiw awards Php. 9, 139, 955.50 total amount of Livelihood Assistance Projects to the People Organization during the flag ceremony of the Provincial Capitol Employees and Officials in Lagawe, Ifugao on October 10, 2016. Php 6, 314, 996 was awarded to the Ifugao Provincial Local Government Unit as the Accredited Co-Partner of DOLE. This will be implemented and monitored by the Provincial Governors Office with the help of the Public Employment Service Office. The PLGU has eight (8) approved proposals namely: Community Enterprise Development (CED) Provision of Carpentry & Masonry Tools and Equipment of Panubtuban Masons and Carpentry Association; CED on the Provision of the Post-Harvest facilities of Viewpoint Senior Citizens Association; CED Swine Raising of Mohicans Organization; CED on Upgrading of Farm Facilities of Lubuong Bimmoble Organization; CED on Water Bottling Enterprise of Hungduan Bibinnayug Indigenous People’s Organization; CED on the Acquisition of a Mini- Organic Feed Mill Facility and Mixer for the Production of Swine Poultry and Tilapia of Alupapan Farmers Organization; CED on Food Processing and Production Center of Aguinaldo, Mayoyao, Alfonso Lista Women’s Livelihood Association; and CED on Soy Bean Processing of Nahamad Women’s Organization. While, the Municipality of Alfonso Lista received two (2) different checks one of which is under DOLE Integrated Livelihood Emergency Employment Program which is CED on Muscovado Processing amounting Php 551, 259. 50 and under Tulong Panghanapbuhay para sa Ating mga Disadvantage Workers, an Emergency Employment, a labor counterpart of DOLE in one of their community projects in the municipality received Php 624, 000. Also, the municipality of Tinoc has two namely, Kalanguya Cultural Multipurpose Cooperative Incorporation amounting Php 839, 700 and Tinoc United Gardeners Development Federation receives Php. 810, 000. Meanwhile, Reg. Dir. Guzman reminded the beneficiaries to take care of the materials and equipment. He also emphasize that the money given did not come from DOLE but rather it came from the people through taxes and the government is just returning it through livelihood projects. He hopes that, this would help in the betterment of the lives of the Ifugao people most especially to those who are unemployed. On the other hand, Cong. Baguilat said that it was his vision for Ifugao to strengthen and bring more funds for sustainable livelihood. He also hope that in the coming year, 2017, there will be more livelihood projects but for now, he informed that there was an agreement with Governor Pedro Mayam-o that they will have a monitoring scheme to see and ensure the success of these livelihood grants. “I hope that it will be successful.” – he said. He also wants to leave a legacy as he ends his term that there are many cooperatives, people’s organization, and various sectoral organizations that were uplifted because of these livelihood grants. Also, Acting Governor, Gullitiw thanked the DOLE and Congressman Baguilat for the checks awarded to Ifugao and hopes that every year they would be more funds to be given.

The Current Reality of the Family

45. “A great number of children are born outside of wedlock, many of whom subsequently grow up with just one of their parents or in a blended or reconstituted family… The sexual exploitation of children is yet another scandalous and perverse reality in present-day society. Societies experiencing violence due to war, terrorism or the presence of organized crime are witnessing the deterioration of the family, above all in large cities, where, on their outskirts, the so-called phenomenon of ‘street-children’ is on the rise”.28 The sexual abuse of children is all the more scandalous when it occurs in places where they ought to be most safe, particularly in families, schools, communities and Christian institutions.29 46. “Migration is another sign of the times to be faced and understood in terms of its negative effects on family life”.30 The recent Synod drew attention to this issue, noting that “in various ways, migration affects whole populations in different parts of the world. The Church has exercised a major role in this area. Maintaining and expanding this witness to the Gospel (cf. Mt 25:35) is urgently needed today more than ever… Human mobility, which corresponds to the natural historical movement of peoples, can prove to be a genuine enrichment for both families that migrate and countries that welcome them. Furthermore, forced migration of families, resulting from situations of war, persecution, poverty and injustice, and marked by the vicissitudes of a journey that often puts lives at risk, traumatizes people and destabilizes families. In accompanying migrants, the Church needs a specific pastoral programme addressed not only to families that migrate but also to those family members who remain behind. This pastoral activity must be implemented with due respect for their cultures, for the human and religious formation from which they come and for the spiritual richness of their rites and traditions, even by means of a specific pastoral care… Migration is particularly dramatic and devastating to families and

individuals when it takes place illegally and is supported by international networks of human trafficking. This is equally true when it involves women or unaccompanied children who are forced to endure long periods of time in temporary facilities and refugee camps, where it is impossible to start a process of integration. Extreme poverty and other situations of family breakdown sometimes even lead families to sell their children for prostitution or for organ trafficking”.31 “The persecution of Christians and ethnic and religious minorities in many parts of the world, especially in the Middle East, are a great trial not only for the Church but also the

t. Luke, the inspired author of the third Gospel and of the Acts of the Apostles, was a native of Antioch in Syria and a physician, and one of the early converts from paganism. He accompanied St. Paul on a considerable part of his missionary journey. He was also his companion while in prison at Rome on two different occasions. His account of these events, contained in the Acts, is firsthand history. Luke’s Gospel is, above all, the Gospel of the Merciful Heart of Jesus. It emphasizes the fact that Christ is the salvation of all men, especially of the repentant sinner and of the lowly. Legend says that Luke painted the Blessed Virgin’s portrait. It is certainly true that he painted the most beautiful word-picture of Mary ever written St. Luke came from Antioch, was a practicing physician and was one of the first converts to Christianity. He accompanied St. Paul, who converted him, on his missionary

journeys and was still with him in Rome when St. Paul was in prison awaiting death. We hear no more of him afterwards and nothing is known of his last years. The Church venerates him as a Martyr. St. Luke’s Gospel is principally concerned with salvation and mercy; in it are preserved some of our Lord’s most moving parables, like those of the lost sheep and the prodigal son. Dante calls St. Luke the “historian of the meekness of Christ.” It is also St. Luke who tells us the greater part of what we know about our Lord’s childhood. “According to tradition he was an artist, as well as a man of letters; and with a soul alive to all the most delicate inspirations, he consecrated his pencil to the holiest use, and handed down to us the features of the Mother of God. It was an illustration worthy of the Gospel which relates to the divine Infancy; and it won for the artist a new title to the gratitude of those who never saw Jesus and Mary in the flesh. Hence St. Luke is the
