Creating curb appeal on a budget (ARA) - The arrival of summer has many homeowners outside planting, preparing the patio for cookouts, and taking evening strolls through the neighborhood. Often, this extended outdoor time brings on a desire to improve a home’s curb appeal. But home improvement projects can be expensive, and many homeowners are still wary about spending money on renovations, despite the improving real estate market. So what’s the best way to spruce up the appearance of your house without breaking the bank? There are many budget-friendly exterior changes that will make a big difference in curb appeal. A fresh coat of paint can work wonders, whether it’s applied to the entire house or just on the front door. If your house is painted a neutral color like white or cream, be adventurous and try an energizing red or soothing aqua on your front door; the pop of color will add appealing interest. While a landscaping overhaul can be very expensive, window boxes or planters are an easy and costeffective way to add natural beauty to your home’s facade. Learn how to build a container garden that will provide extra dimension and color to a front porch or patio. Take a look at your house from the street. Do your windows look bare? Try adding shutters, but make sure they are appropriately sized. Buying shutters that are smaller than the windows they flank is an all-too-common mistake homeowners make, which leads to the windows looking disproportionately small. And if you have a garage, don’t overlook the importance of a goodlooking garage door. A garage door can account for up to 30 percent of a home’s exterior that is seen from the street, so having an attractive one is vital to good curb appeal. Most people, to some degree, factor in resale when making their home improvement decisions. Both structural and decorative curb appeal is important when it comes time to sell a home, bringing in a larger number of prospective buyers and making it more likely that they will make the purchase. According to principals at a contracting firm, curb appeal projects “may not have the ‘wow’ factor of a major kitchen remodel, but [they] pay off more in the end.” So don’t let budget constraints keep you from improving the appearance of your home’s exterior. There are many lowcost changes that can be made that have a big impact on how your home looks. My prediction for an upturn in the Spokane real estate market at the beginning of this year did, in fact, come true. In this newspaper, in March, I wrote: “the good news is the bad news is ending.� Looking back on market statistics collected by the Spokane Association of REALTORSŽ, we can clearly see that the local real estate market bottomed in 2011. Many buyers and sellers in the local marketplace are happy my assessment was correct – not to mention my colleagues and me. Year-to-date sales figures collected by the Spokane Association of REALTORSŽ show Spokane area real estate sales are up 9.4% over last year. Taking a closer look, all second-quarter 2012 numbers in Spokane are positive when compared to the same time last year: overall sales are up 4%, the mean (average) sales price is up 2.5%, the median (middle) sales price is up 3.1% and the total dollar

increase in the other numbers is due to an increase in the number of homes sold. So, where do we go from here? My colleagues and I – and everyone who hopes to buy or sell a home yet this year – can look forward, I think, to sales remaining relatively strong through the second half of this year. I expect our gradual climb back to a healthy market will continue. I don’t want to come across as Pollyanna. There are still some national statistics that concern me, i.e., retail sales are down, unemployment is up and personal income growth is slowing. I feel, however, that these numbers, too, will improve as summer passes and we return to our routines in the fall. The past five years gave us an unprecedented drop in the residential real estate CTW market across the country. We certainly felt it here in Spokane. QUESTION: Our home was foreclosed upon while we were in the middle of a loan modification. Is it true we can get more than $100,000 from the lender because we were mistreated? ANSWER: The Federal Reserve and the Office of the Comptroller of the Currency have set up an independent foreclosure review process to address wrongful foreclosure “actionsâ€? that took place between January 1, 2009 and December 31, 2010. Only claims involving a primary residence can be made; investment properties are not covered. There is no cost to file a claim, but you must do so before September 30, 2012. For details, go to the website, IndependentForeclosureReview.com. This is a big program. The government has sent out more than 4.4 million letters to potential claimants. By the end of May, more than 190,000 review requests had been filed. In addition, about 145,000 cases will be reviewed as a result of sampling. Awards can range from $500 to as much as $125,000 plus lost equity, however, the review process will have to examine each case individually and getting a check is not guaranteed. Claims not meeting award guidelines will be rejected. So what are the standards? Awards can arise from such situations as: • Foreclosing on a borrower in violation of the Servicemembers Civil Relief Act, • Foreclosing on a borrower who was not in default on the mortgage, • Failing to convert a qualified borrower to a permanent modification after successful completion of a written modified payment plan that was supposed to lead to permanent modification, and • Committing errors that did not result in foreclosure, but resulted in other financial injury. Individuals who have faced foreclosure should visit the independent review website to read the full list of possible claims and to see whether or not your servicer is participating in the program. If you do make a claim, be prepared to supply supporting paperwork to reviewers.

The rate of foreclosures for those more than 50 years old has increased faster than the under-50 population from 2007 to 2011. CTW Features

oung homeowners who were caught in the housing bubble in 2007 might perceive that it’s much harder for them than more established homeowners. However, according to a study released July 2012 by the AARP Public Policy Institute, the foreclosure rate for the over-50 population has increased more than that of under-50 homeowners.

The study, titled “Nightmare on Main Street: Older Americans and the Mortgage Market Crisis,� reveals that in December 2011, about 3.5 million over50 Americans were underwater on their loans. That means they owe more than their homes are worth. “Between 2007 and 2011, more than 1.5 million older Americans lost their homes as a result of the mortgage crisis,� the study’s author, Lori Trawinski, writes. The overall serious delinquency rate of those under 50 is still higher than the over-50 group, but the relative increase in foreclosures shows that the older generation was not immune to the housing bubble. Additionally, the AARP report shows that middle-income borrowers (incomes from $50,000 to $124,999) in the over-50 category suffered the most. In the older age group, minorities were much more likely to face foreclosure than white borrowers. The report suggests that further policy changes are needed to alleviate foreclosure and housing problems for all Americans. While many programs are directed to first-time homebuyers and younger homeowners, older Americans also need assistance to refinance their loans and get above water on their homes. Such programs would include easy access to housing counseling, principal reduction and short-term financial assistance programs.
