ow that the dust has settled from the elections, Congress will be turning its attention to Joel White, the debate Executive Officer over housing Spokane Home Builders Association policy. Thanks to national policy that has acknowledged the importance of the home in American family life for almost a century; generations of Americans have counted on their homes for their children’s education, their own retirement and a personal sense of accomplishment. But despite the fact that most Americans want change that will mend the housing market, create jobs and boost the overall economy, policymakers are proposing radical changes that threaten the dream of homeownership for millions of current and future Americans. The policies that are being considered could negatively impact Americans’ ability to buy a first home, keep their current home or enter into the move-up market. Mortgage Interest Deduction Eliminating or limiting the mortgage interest deduction would impose a huge tax increase

on millions of middle-class homeowners and discourage prospective buyers. Changing the deduction would cause after-tax housing costs to increase, and housing demand to decrease. Reduced demand would depress home prices, producing a sizable loss for existing homeowners, leave more homeowners underwater and fuel even more foreclosures. Such a change in home values could weaken the economic recovery and perhaps drive the nation’s economy back into recession. Mandating 20 Percent Downpayments The national Qualified Residential Mortgage standard that is being proposed by federal agencies would require a minimum 20 percent downpayment and other stricter qualifications, which would keep homeownership out of reach for most first-time homebuyers and middleclass households. According to National Association of Home Builders estimates, it would take 12 years for the typical family to save enough money for a 20 percent downpayment on a median-priced single-family home. Other research has found it would take even longer. Creditworthy Borrowers Denied Homeownership Opportunities Even though there is a pent-up

demand for homes in many parts of the country, the construction or sale of which would create jobs and support local economies, lenders are not making loans to qualified homebuyers. Creditworthy borrowers are being prevented from buying homes by overly restrictive lending standards which is slowing the housing recovery and hurting the economic recovery. Restoring the flow of credit to qualified homebuyers will boost the housing market, help put America back to work, and strengthen the economic health of communities across the country by providing tax revenues that local governments need to fund schools, police and firefighters. Just as each home is important to the family that owns it, housing is vitally important to local, state and national economies. It is critical that homeownership remains attainable and that access to safe, decent and affordable housing remains a national priority. QUESTION: Please settle an argument. Aren’t loans with little down more risky for lenders than loans that require borrowers to make a bigger down payment? ANSWER: Lenders generally want borrowers to make a down payment, and a bigger down payment is considered “better� because it is felt that a borrower who puts more money into a property has a big incentive to fully pay off the loan. The alternative argument goes like this: A big down payment is less important than the credit standing of the borrower. The proof? The Veterans’ Affairs program requires no money down and has insured 20 million loans since it began. As the VA explains, “mortgages guaranteed by VA have had the lowest foreclosure rate for the last 17 quarters and the lowest delinquency rate for the last 14 quarters compared to all other types of home loans in the nation, including prime loans, according to a report by the Mortgage Bankers Association.� The VA experience suggests that the key to reduced lender risk is careful underwriting. Solid down payments are great, but down payments are not enough. QUESTION: My lender has offered to refinance two loans on my home. I have 50 payments left on a loan with a $60,000 balance at 6 percent and a $30,000 second loan at 3.99 percent. The lender wants to combine them into a five-year loan at 2.99 percent. The term would be shorter but my monthly payments would increase by $300. Also, they have offered a 10year loan at 3.29 percent and a 20-year mortgage at 3.99 percent. I’m 60 years of age. What option would you choose? ANSWER: Today you have enough income to make your payments, but what happens down the road? In the usual case, income declines with retirement. If the monthly cash is now available, I’d go for the five-year deal to have a house that’s free-andclear in a few years when less income may be available.

ver wondered what apartment managers desired in a renter, besides having no loud parties and paying rent on time? According to a recent survey by rental website Rent.com, the most important factor in choosing a renter is the gross income to rent ratio, which was rated “important� or “very important� by 74 percent of property managers. The survey was conducted among the site’s property customers, representing about 2 million rental units. Forty-six percent of respondents say that a renter’s gross income must be at least three times the monthly rental rate, though 30 percent say that 2.5 times is enough. More surprisingly, 60 percent reported that a high credit score is not important. Instead, managers pay attention to payment history rather than the score itself. “We look at their job history, their rental history and their criminal background,� Vanessa Norton says, a property manager at Belmont Place apartments in Marietta, Ga. On the other side of the coin, managers are uniquely positioned to understand what renters care about most. In the survey, 45.1 percent of respondents say allowing pets is important, while 47.5 percent say that a washer and dryer are important to renters. According to Theron Patrick, a data analyst for ALN Apartment Data, rental prices started increasing two years ago. As vacancy rates go down, managers feel secure enough to raise prices. “It’s a landlord market. The landlords are not so afraid that people will leave if they raise the rent,� Patrick says. Two years ago, the driving force behind vacancies was job loss. Since then, there has been 30 percent decrease in property managers citing unemployment as the reason for vacancies. This is the first time in four years that less than 50 percent of managers felt that job loss affected increasing vacancies. In fact, relocation seems to be the emerging reason for vacancies, according to Rent.com. Lastly, 62.6 percent of property managers predict that rent will go up in the next 12 months. In fact, 72.3 of managers plan to raise prices, though Patrick says that the rent increases will not be as much as in 2010.
