I am a REALTOR® Marianne Bornhoft, and newly installed 2013 President Spokane Association of REALTORS® as the 2013 president of the Spokane Association of REALTORS® – part of the largest trade association in the country. The data our association collects and reports to our members every month show we have good reasons to be optimistic about real estate in this new year. We start the year with the average sale price of a home in Spokane County for 2012 at $177,279. When my predecessor took office the figure was $167,456. That’s a positive difference of 5.9%. In 2012, we had 4,521 closed sales in the Spokane Market, 4,025 in the year before –

a positive difference of 12.3 % Record low interest rates mean buyers can afford more house now than before the recession – in this example, 50-percent more: a person who qualifies for a $1,100 monthly house payment today, on a 3.3-percent loan, can get into a house priced at $279,000. That same person, before the recession – when the 20 year average interest rate on a home loan was 6.5-percent – would have qualified for a house priced $86,000 less. This example shows the current market offers a much wider range of possibilities than has been enjoyed for generations. Home ownership matters for many reasons. It is, first and foremost, how we build communities. New data from the Census Bureau shows home ownership continues to be a strong contributor to our way of life in the United States and something to which a majority of Americans aspire: 63.4% of Washingtonians live in a home

they or another resident own. Finally, a word on why you should choose to work with a REALTOR® when you buy or sell a home. For me, it comes down to ethics. The Code of Ethics and Standards of Practice of the National Association of REALTORS® turns 100 this year. This is the closest thing my colleagues and I can offer you as a guarantee that you will be treated fairly and honestly in a real estate transaction. I invite you to look through the real estate listings in this paper to get some idea of what the Spokane market offers today. Then, call a REALTOR® – the real thing when it comes to real estate professionals – who is best qualified to represent your home for sale or find just the home for which you’re looking. Make certain you and your contractor can agree on a method for reaching a mutual goal – your ideal house! Do your homework before hiring a contractor. If you take the following steps, you will be likely to maintain a good working relationship with your contractor for the duration of the building or remodeling process. When looking to hire a contractor, you should: • Call your local home builders association, the Spokane Home Builders Association. We can discuss the process and check to see if your contractor is a member, does the type of work you want done and have the required registration through the State of Washington. • Ask for referrals. Ask your neighbors and friends for names of contractors with

whom they have worked. • Look for a contractor who has done projects similar to yours. • Ask prospective contractors for a tentative job schedule. Contractors cannot always determine the exact amount of time they will need to complete projects because they cannot control some factors such as weather or back-ordered building materials. But they can usually give you a rough estimate. • Talk about change orders. Sometime during the building or remodeling process you might want to change your order. Ask prospective contractors the procedure they use for placing change orders. Most change orders include a description of the change, cost implications and resulting schedule delays. • Ask for a written estimate of the work to be done based on a set of plans and specifications. • If you compare your estimate with another, be sure each one is based on the same set of plans and specifications. You can’t effectively compare estimates from contractors who plan to use different brands of building materials. If a contractor suggests deviations, ask him or her to present those ideas as options.

• Let contractors know you are not only interested in the lowest bid. Trust your instincts. If you take the proper steps and ask the right questions, you will develop a sense of which contractor is best suited to complete your project. Meet with each prospective contractor one-on-one to discuss what you want done. Ask the contractor to explain how the project would progress. Choose a contractor who acts professionally and takes the job seriously. After you’ve selected your contractor, you will need to sign a written contract. Most contract agreements include: job specifications; lists of necessary materials (including brand names, colors, sizes etc.); final cost estimates; a payment schedule; a change-order clause; and estimated start and completion dates. After you select your contractor, sit back, relax and watch your dreams turn into reality. Question: My FHA mortgage was transferred to a new lender with a zero escrow balance. Can my new lender charge me with the FHA mortgage insurance premium? Something is not right with this.

Answer: A mortgage escrow account is funded with money taken from each monthly loan payment. The purpose of the fund is to assure that cash is available to pay property taxes and property insurance. Each month, the lender collects onetwelfth of the total cost for property taxes and insurance. When the bills come due, the lender pays from the escrow account. A lender can keep the total annual cost of taxes and insurance in the account, plus a reserve equal to two monthly payments plus 50 dollars. The additional funds are allowed in case the cost of taxes or insurance increases. The FHA’s annual mortgage insurance premium (MIP) is something different. It’s money paid into a reserve fund to pay off lender claims if borrowers default. It is not property insurance. By financing with FHA, VA or private mortgage insurance (MI) you can purchase with less than 20 percent down. When a loan is sold, federal rules say the new servicer “must provide the borrower with an initial escrow account statement within 60 days of the date of transfer.” Thus, your escrow account might show a zero balance because taxes and insurance were just paid, the lender has closed the account and sent you a check or the new servicer has not yet developed an escrow account statement. You receive an annual escrow statement showing account activity. Check the last report, then contact the new servicer and ask why the escrow account now shows a zero balance on the transfer notice. Keep records of your conversation. If dissatisfied, ask the lender in writing for an escrow analysis showing how money in the account has been collected and spent since the last report.

any homebuyers today are looking at “eco-friendly” or “green” real estate listings that are filled with buzzwords that boast of sustainable materials and energysaving features. With all the vocabulary found in real estate listings, experts recommend that homebuyers learn what the terms mean before shelling out a lot of green for these ‘green’ features. “You have to be very careful when you call a property green,” says Dr. John Beldock, CEO of EcoBroker, an Evergreen, Colo.-based company that provides green designation training for real estate professionals. “Using the term ‘green’ gives a lot of opportunity to misrepresent information about properties,” Beldock says. Plus, consumers who know the facts about property listings can weed out a lot of “green fluff” in home descriptions. Beldock says the first step to decoding a green real estate listing is to find the national or regional label that describes how energy efficient the home is. He points to the Home Energy Rating System score as the industry standard for energy efficiency in homes. HERS scores are determined by Residential Energy Services Network, or RESNET, a San Diego based nonprofit organization that sets the standards for rating a home’s energy performance. In 2011, about 40 percent of all new homes sold in the U.S. received a RESNET label. Steve Baden, executive director of RESNET, describes the HERS index as the “milesper-gallon of a home,” and explains that the lower the score, the more energy efficient a home is. A score of 100 represents a standard new home, and a score of 0 represents a net-zero energy home, meaning it consumes as much energy as it produces. The U.S. Department of Energy estimates that a typical existing home has a score of 130. According to Baden, a tester looks at the amount and quality of insulation, window quality, air distribution through sealing and air ducts and hot water efficiency to determine a home’s HERS score. Obtaining a HERS score is important because “the lower your energy use is, the more powerful your other renewable tools will be,” Baden says. “It is much cheaper to save a kilowatt of energy than it is to produce it.” “The amount of savings that comes from having a solar-powered home depends largely on the lifestyle of the family and the roof space of a home,” Jackson says. Beldock says homebuyers need to know the date of installation and total kilowatt output from a roof system to determine how beneficial solar panels are when assessing a home listing. Other popular features of a “green” home include rainwater catchment systems, lowVOC (volatile organic compound) paint and recycled materials in the home. Low-VOC paints and recycled materials are cheaper and easier solutions to make a home greener, according to Christensen. Beldock again points to RESNET trained property testers who can analyze a home’s VOC levels and assess the sustainability of any recycled materials, such as carpeting made from recycled bottles or newsprint used as cellulose insulation.
