Landlords should prepare for cold weather By Joy Peck, Executive Director Landlord Association of the Inland NW

ven though the days are getting shorter and the temperatures cooler, most landlords and property managers are so busy that it’s easy to procrastinate the numerous chores that will protect your property through the fall and winter. By the time it gets even cooler (and colder), it will be so cold that some repair and maintenance jobs will be unpleasant or difficult, other tasks just simply cannot be done once temperatures fall. So in the next few days, make a list of things to check on and then make the time to go to your rentals and eyeball it up close to see what you might need to do. Then schedule the time to do it yourself or hire it done, get the materials and get ‘er done!! Otherwise, in the spring, you may have to spend much more time and money and kick yourself for not doing it now. Water Pipes Before freezing temperature arrive: • Disconnect all garden hoses, shut off and drain the water from pipes leading to outside faucets and unheated garages and out-buildings. • Drain all in-ground irrigation systems • Protect outside faucets and hose bibs with insulation. Wrap them with rags and cover with plastic or plastic bags will work or use newspaper wrapping if you don’t have molded foaminsulating covers which designed for outside faucets. Most hardware stores have these at low cost. • Seal leaks around pipes that allow cold air to seep into the dwelling • Insulate pipes near outer walls (especially in kitchens and bathrooms which have sinks on outer walls). Also check pipes in crawl spaces, basements, garages and attics to guard against freezing. Every spring, landlords often get reports from tenants about “horrible” leaks during the first rains. Tenants sometimes turn down thermostats to save money and use small space heaters, allowing pipes to freeze. • And locate the water shut-off valve and ensure it works. Some valves are old or in poor repair and once you need to turn it off for an emergency, you find it won’t turn or is broken. During freezing conditions: • Remind your tenants to leave a very small trickle of water to just barely drip at night from any of the indoor faucets that are located along exterior walls. • Have them leave open cabinet doors under sinks in kitchens and bathrooms to allow heat to reach pipes. • Ask if they plan to take a winter vacation or leave for the holidays. If so, check to see if the heat has been left on enough to prevent freezing and that water still flows properly. If water pipes do freeze: • If you are not confident in your skills as a plumber, call a professional. As landlord, you are responsible for protecting and repairing water pipes on your property. wIf your tenant tells you they have turned on a faucet and no water comes out, a pipe may have frozen and/or broken. It will probably take a plumber to determine whether it is a small interior pipe or a larger pipe leading to the dwelling, etc. • And remind your tenants to NEVER try and thaw a frozen pipe with an open flame!! If the suspected pipe is under a kitchen or bathroom cabinet, a hair dryer is best or a small space heater with the heat aimed directly at the pipe area. Every winter, several house fires begin with open flames being used to thaw frozen pipes. • Also remind your tenants that the landlord-tenant law in Washington requires that before they do any repair work themselves, before they call a repair person, or decide to do repairs in exchange for rent and deduct any money from the rent, that they must notify the landlord in writing about the problem (RCW 59.18.060). If they carry out a repair and deduct strategy (RCW 59.18.100) before notifying you as stated in the previous section of the law, a landlord is not obligated to pay. Have a “Request For Maintenance and Permission to Enter” form handy for your tenants. The Landlord Association office has them for our members. Roofs Many cities, Spokane included, had lots of snow last winter and the added weight of large amounts of ice and snow and the process of snow removal can wreck havoc on a roof. Before a new round of winter weather begins, check for leaks now.

Another winter of damage can only cause more expense later if the past year’s leaks are left unattended. Water leaks from ice and snow are caused by interior heat from the house. Water from this melting ice on the roof is trapped and create ice dams on the roof, in gutters and downspouts, so the water takes the path of least resistance into and under the roof or sideways under flashings. So removing the ice and snow is hugely important, although a dreaded task. And the techniques you choose are important in saving you lots of money. Using a shovel to remove the snow may seem logical, but it actually has the drawback of damaging shingles almost every time. Some people use calcium chloride to melt the ice and/or snow, but most shingle manufacturers warn against this due to chemical damage to the protective coatings, the sealers, and undercoatings of the shingles. And using chemicals will usually void any warranty you have on the roof. If you or your tenants notice any type of watermark on the walls or ceilings, or know of any leaks, the damage may already be done. Some roof repair operations are relatively inexpensive and on average may cost around $500 for asphalt shingle repairs, depending of course on how extensive it is. But compared to the cost of a new roof, replacement of entire sheets of drywall, or attic damage, repairing the leaks you find right now is a bargain. Chimneys If your rental property has a chimney, regular maintenance is a must. First check the height – building and fire requirements are that a chimney must be at least 2 feet above any portion of the house or building which is within 10 feet of the chimney itself, and at least 3 feet above the point where it passes through the roof. And be sure to check the cap, the part which keeps out water, birds, leaves, etc. If the cap is damaged, the chimney and fireplace below will suffer from water damage and uninvited guests may invade the dwelling to get warm. And damaged caps allow birds to build nests which create a real fire hazard. Before anyone lights of that first fire for the season, be sure the chimney draws smoke property and that the chimney is free soot build-up. Many landlords and property managers just assume that their tenants have good sense enough to know how to check and use the fireplace. Unfortunately, this is not usually the case. Check to see that your tenants know how to use the damper, how to light a fire, and know that they are responsible for emptying the ashes. Also, if you have fireplaces … tenant insurance is highly recommended. Also, tenants have been known to place dozens of candles in the fireplace for light or effect, and fires have resulted. Be sure tree branches, bird nests and any other debris are removed from both the outside of the chimney and from the inner chimney and fireplace. Call a chimney sweep to for a cleaning if you have not done that in a few years. For lots of information about chimneys and cleaning them visit www.chimneysweeps. com. More Cold Weather Tips • Check the foundation and rake away all debris and vegetation and seal foundation cracks. This will save tons of money later. • Close up or seal any entry points that small animals can crawl into, both at ground level and in the attic. • Use weather-stripping around doors and windows. Yes, most rentals require the tenant to pay utilities, but in those cases when tenants break the lease or are evicted and leave utility bills, this could make the difference of several hundred dollars for you. • Seal cracks in driveways, patios and wood decks. Fall rains and winter snows only make these bigger and more expensive to repair when they get so large that it would be difficult to attract a new tenant when that time arrives. • Remove or trim any tree limbs that overhang driveways or the dwelling. Every winter, landlords who think their trees are “fine” get a call from a tenant that the tree has crashed into the roof or a limb has fallen on their car. And, once again, remember that Washington State Landlord Law permits landlords and property managers to require all tenants to have renter’s insurance, which covers damage to their personal property in case of broken pipes, fires, fallen trees, etc. “Keys to Renting” content is for informational purposes only and not meant as a substitute for legal advice. s the holidays approach, many guest bedrooms will find themselves filled with the luggage of in-laws. The extra leaf of the dining room table will be pulled down from the attic, awaiting a packed family feast. As extended families gather to celebrate the holiday season, the capacity of homes across the country is tested. Maybe yours is one. Will your home be ready for the influx of people to come? Read on to find out what you can do to make everyone’s holiday enjoyable around your home. Be sure that all of your walkways, decks, and other outdoor areas are as free of ice and snow as possible. A bad fall could easily put a damper on your celebrations. Also make sure that all outdoor and garage lighting is working properly. You may want to clear your closet out and designate a spot for people’s coats and other winter apparel. Preparing for this now will make everyone more organized when the fun begins. You may also want to consider an extra doormat for wet boots. Remember, wet shoes can quickly make a kitchen floor slippery and a prime place for a nasty spill. Keep in mind that the bathroom may get a large increase in traffic. Replacing tile or even adding new grout can give your bathroom a totally new appearance. Take a look around the shower areas and make sure the ceiling isn’t peeling from humidity. If it is, simple ceiling repair and repainting can fix the problem quickly. Be sure that bathroom fans and windows are in working order. Proper ventilation is essential in keeping mold and mildew far away. Extra hand and bath towels can also help with the added traffic of the holidays. Your kitchen will also receive a high amount of traffic during the holidays and it’s important that you’re ready. Increased entertaining may mean more countertop space is necessary. Clear off countertops and stow appliances in cabinets when they’re not in use. Look closely at the condition of your countertops and cabinets. Does anything need replacing? Are all of the cupboard knobs secure and functioning? Also, the lighting should be in excellent condition. Long hours in a kitchen with inadequate lighting can put a strain on tired eyes. Ensure your kitchen is well-lit by replacing dim light bulbs. Take the headache out of the holidays by preparing your home for your guests. Strong preparation will allow for less confusion. Besides, some preparations you make now may last you longer than the holidays! Hurricane hitback Homeowners may see changes in insurance premiums and mortgage payments in Sandy’s wake. Erik J. Martin CTW Features

ow that Hurricane Sandy has passed, homeowners across the country are holding their breath, awaiting the impact that the disaster may have on their homeowner insurance premiums. Insurance experts are divided on whether homeowners will see changes in their policies. Richard Bunch, president/ CEO of the Woodlands Financial Group, a Woodlands, Texas-based insurance agency, expects rates to rise across the nation for several “superstorm”-related reasons. “Sandy will create new catastrophe modeling that impacts the entire country. With the storm surge, wind and flooding spread across nearly 1,000 miles, the new models will increase exposure further inland,” says Bunch, who predicted that premiums will increase from 10 to 200 percent over several policy renewal cycles. Bunch predicts that reinsurance companies, which back insurance companies, would increase their rates to the carriers – fees that would be passed onto consumers. Bill Mills, vice president of SIA Group, an insurance agency with offices in North Carolina, disagrees: “One storm typically does not affect rates as a whole. But policy holders with a specific carrier that is heavy in that geographic area might be hit with changes to their policies and possible rate or deductible increases,” he says. If rates do increase, Jason B. Wolf, attorney/ partner with Koch Parafinczuk and Wolf, a property insurance defense firm in Orlando, Fla., says it may not happen immediately. “Typically, state regulators need to approve increased rates,” Wolf says. “Most policyholders in the affected areas will probably see their rates increase whenever it is time to renew their policy.” Meanwhile, relief is available (on a case-by-case basis) to homeowners whose properties were damaged by Sandy and who have Freddie Mac or Fannie Mae-backed mortgage loans. One option is forbearance on mortgage payments up to one year for homeowners living in Freddie Mac-backed homes in zones classified as major disaster areas by President Obama. Servicers dealing with qualified borrowers can choose to suspend foreclosure and eviction proceedings up to a year and also waive late fees or penalties and postpone the reporting of delinquencies to credit bureaus. Additionally, Fannie Mae-backed borrowers can be granted forbearance for up to 90 days, after which time additional forbearance may be given based on the degree of hardship.
